Reagan, Bush Sr and Bush Jr, Obama either started the wars or failed to end the wars that dragged on after Jimmy Carter left office sapping the vital energies of the Nation. Only now under Biden and Trump are these wars coming to an end. And new effort is going into reviving America as an economic powerhouse improving the lives of its people. ...

Giuseppe Verdi, is shown on his farm in Italian hamlet of Sant'Agata near Parma in northern Italy, in this NYT article. Verdi stuck to his rural roots. He studied music and humanities in Bosseto, and moved back to his farm in Sant'Agata to write some of his famous operas. NYT's Tommasini travels to Verdi's Italian homeland to trace Verdi's roots in the Italian countryside. For most of his life Verdi lived there even as his classical music operas were performed all over European cities. Many of these operas showed the same longing for home as in "Nabucco." On government documents Verdi showed his occupation as "agricultore" or farmer. After ridiculous objections by censors or inept impresarios Verdi would say he was ready to dig up the fields and return to farming in the countryside near Parma.

The BBC's Soutik Biswas takes a look at prime minister Modi as he seeks a second term in India's general election in May 2019.  Modi's first term is marked by exceptional development schemes, efforts to provide health insurance to 500 million people who cannot afford health insurance, bringing cooking gas cylinders to hundreds of millions of Indian women especially in rural areas, efforts to jumpstart building of infrastructure projects such as airports and metro subways. A new law for GST brings together the country with one tax instead of a hodge podge of state taxes for interstate commerce, something India needed for a long time but different governments failed to implement. A failed effort to fight corruption by removing from circulation large denomination currency notes reduced economic growth briefly during the first term, though it may have accelerated the shift to formal economy needed in the long run to improve tax revenues for development needs. One of the problems for the Modi government is how do you put a value on something like Swach Bharat Mission, the achievement of the goal of defecation free India in 2019 by 100% on the 150th anniversary of the birth of Mahatma Gandhi, getting rural toilets up from 38% to 100%. Development had to start from the bottom up. Similarly in a country where middle men took up a lot of the transfer to poor families of government assistance- the delivery to hundreds of millions their own bank accounts.- how do you put a value on something like this, but it is essential for development from the ground up. More than missiles or other talk this has got to be the spirit of any development oriented administration in India. Ground up, big goals and rapid delivery and an apology for the difficulties that the people suffered earlier for lack of this infrastructure. For both China and India it is the same - moving quickly to make up for 100 years of colonial rule and stagnation. The Modi government has responded to rural farmer distress with support for guaranteed crop prices. As more young voters vote for the first time an important factor is how the new voters see the years ahead under either a government led by the BJP or by a patchwork of parties as the previous ruling Congress party depends on alliances with other parties with conflicting agendas or lack of rapid development agendas. The Modi government sees itself as setting the stage for the next phase of development that would change the economy through new infrastructure development and create jobs in construction and engineering, and other areas. The criticism is that not enough jobs were created in the first term. Yet bold infrastructure development targets such as transformed the Chinese economy could be the answer for job creation. The question then is who is better qualified to launch that effort based on its track record. The Congress party's main criticism is that it has to make alliances with parties that could stall development with conflicting agendas. The other is that in the the 2 years leading to the election of Mr. Modi the Congress led government of Manmohan Singh was stalled due to corruption charges, leading to a lack of decisionmaking at the highest levels, and stalled efforts for the rapid development that could deliver the kind of jobs India needs.  Young Indians would like to see growth first and foremost, only something rivalling China's transformation over 2 decades can do this. It should be kept in mind that China poured more concrete in the 21st century so far than all the concrete the United States poured in the 20th century, according to The Guardian report. The question then is who is best qualified and in a position to deliver this needed economic miracle.    ...

A potato farmer in the Himalyan foothills is able to buy his first refrigerator using his Jio smartphone, even though he lives in a remote part of  India with no paved roads or indoor plumbing. Jio is the company founded by Reliance Industries head Mukesh Ambani, that is changing the way India shops and how it accesses the internet. Jio brings 4G technology to India and dramatically brings down data prices. To do this Reliance used its past success in executing big projects. It was designed to be a network that reached 18,000 cities and towns, and 200,000 villages, some lacking electricity, requiring 200,000 cell towers and 150,000 miles of high tech fiber optic cable. The project is now essentially completed, according to the company. This may be the biggest one it has tackled. Starting in polyester yarn and textile business, and in oil refineries, the company sought to diversify into digital platforms to compete with the likes of Google and Netflix. Ambani sees Jio not as a telecom business but as a digital platform and plans to use it to sell advertising, sell content, and financial services, also selling high speed broadband services. Ambani's project was designed to give India the opportunity to leapfrog into 4G and high speed internet and do this along with expanding the access through lower prices in the market to reach millions of people in remote regions of India including rural areas. Low cost access to data helps level the playing field between the rich and the poor. There are about 390 million internet users in India, penetration of 28%. This is now changing rapidly as prices drop - the potato farmer who bought his first fridge did this on his phone, connecting online with Jio which built a tower nearby that beamed nearly unlimited 4G data for about $2.10 a month. Jio has now signed up 215 million subscribers with its low cost service. Bharti Airtel and Vodafone are larger competitors but it is Jio that has revolutionized the market in India, and which now enables companies like Amazon to use the new 4G services to build its retail online business.   ...

GDP per capita would take 10 years to reach the stage at which spending power of the people equals that in China today. At one point in 1980 China and South Korea were closer in GDP per capita than India. It is only now that India is accelerating towards the scale and depth of modernization done in China.  India's growth rate of over 7% is likely to surge after some of the problems in bad loans in the banking sector are cleared up. A wave of technological advances would help accelerate growth. Ease of doing business and foreign investment are on upward trend, for absorbing new technology from advanced countries. A shift to very low prices for data use with rapid development of 4G services is one of the recent achievements. Manufacturing growth remains a challenge to be tackled to create the jobs needed.  Revamping tax structures such as GST and shifting the economy towards use of electronic cash has increased revenues needed to invest in infrastructure, health and education.  As much of the potential for future growth comes from people at the lower income levels, improving social indicators such as sanitation, cleanliness, farmer incomes, universal bank accounts, universal access to health care, are steps that lay the foundation for the future. ...

European countries are focussing on the environmental damage and emissions of biofuels generation, and will not subsidize biofuels that cannot show sustainability or prove that they are produced without causing some environmental damage. Germany has canceled tax exemptions for biodiesel at the pump and is mandating that only biodiels produced meeting sustainability criteria will count towards the national quota.The annual target of biofuels making 5.75% of transportation fuel in Germany. The European Union will require restrictions on imports of biofuels that are produced in an environmentally harmful manner. Europe rushed into the push to produce biofuels without thinking of these issues. In 2007 Europe paid farmers 45 euros per hectare or $27 per acre for any biofuel produced. Note that corn ethanol made in the USA does not meet this standard as its carbon dioxide reduction is 10-20% from the level of gasoli, neaccording to one German NGO. Quebec has discontinued the building of cornbased ethanol plants. The feeling is growing that corn is a less efficient source of biofuels because it requires a lot of processing and the environmental net benefits are small. It is also seen that the rush to corn ethanol in US may be overdone and pushed by politicians trying to help farmers more than the environment....

COFCO is the abbreviation for China National Cereals, Oil and Foodstuffs Corporation, which was the state company importing grain and other staple foods into China during the period before China opened up its economy. It is now a dominant company in China's grain and other staple products from edible oil, dairy products to bacon and beer. Under CEO Ning Gaoning, Cofco has transformed itself since 2004 from primarily being a grain importer to value added products, food processing, and technologies in the food business. Cofco is expanding rapidly overseas with deals and acqusitions, and has about $10 billion in state funds for acquisitions. Recent acquisitions include $2.7 billion for Dutch grain trader Nidera BV, and 51% ownership of Noble agricultural unit. Earlier acquisitions include vineyards in Chile and France in 2010, and Australia's Tully Sugar in 2011. Current plans are for acquisitions in the U.S. and Latin America. Revenues in 2014 were an estimated $63.3 billion. Interviews with cane farmers that are part of Tully Sugar in Australia show Cofco has managed the company well and won the support of farmers....

Agriculture Secretary Tom Vilsack of Iowa is one of the key people pushing for reviving Rural America. He has served as Agricultrue Secretary under a previous Democratic administration but lacked the resources for programs to keep young, aspiring and new would be farmers attracted to rural America and to farming. He sees the loss of 544,000 farms including small family farms in America since 1981 as a loss for rural America. He is now in a position to make a difference with $60 billion in funding in the Inflation Reduction Act. A former two term governor of Iowa 1999-2007 he is familiar with rural conditions in America's heartland and in agricultural states from Wisconsin and Minnesota to Nebraska and Colorado, from North and South Dakota to Missouri. Vilsack who has the ear of president Joe Biden says the loss of small farms has weakened rural America and wants to stop the bleeding. Lydia Phillips of NYT shows how billions of dollars of spending is now targeted at helping small farms plant a variety of crops that have more cash value than soyabeans and getting these to the market. A lot of the $60 billion goes to large farms for conservation and renewable energy. Vilsack is working hard to make it work for small farms and people in rural America, including generating many sources of income that includes money for renewable energy generated on small farms. ...

A bill signed into law speeds up the permits for renewable energy projects. Walz’s communication style shows that when people understand the benefits and specifics you get things done. “The surest way to get people to buy in is to create a job that pays well in their community. The bill to bring girls marriageable age to 21, in parity with the boys marriageable age of 21 that exists today, was introduced in the Indian parliament by Smriti Irani. This is seen as a crucial bill to amend the Prohibition of Child Marraige Act 2006. Child marraige was a sign of the weakness in Indian society and practices that were being reformed in the nineteenth century/ twentieth century beginning with Ram Mohan Roy's efforts in 1800. Roy was the first Indian to put forward ideas for modernization that were later put forward effectively by Swami Vivekananda, putting Indian religious thought back on its original foundations of the Upanishads including the Bhagavad Gita, free of the deterioration over the centuries since the Middle ages. And in doing so extend even the ideas of the French and Indian Revolutions to the idea of women's rights. The efforts of Gandhi and the framers of the Indian constitution, begun under Roy and then Vivekananda during the British period, have inspired renewed efforts under Mr. Modi to build a strong nation under a framework of these values- values of the French and American Revolutions and the values that support gender equality. In real life this means, as Mr. Modi has reminded the public, that young girls can now use these crucial years to continue their education and pursue their dreams for a better life in the same way as young boys can. It is as if Jefferson, one of the Founding Fathers in America in 1776, would have said- "We hold these truths to be self-evident, that all men and women are created equal, and they are endowed by their Creator with certain inalienable rights, and among these are life, liberty, and the pursuit of happiness." It is this pursuit of happiness, pursuit of one's own dreams to be a scientist, educator, civil servant, to be active in law or medicine, or science, the humanities, the same for boys or girls, that is now being put forward in the New India of the 21st century. In India this has happened not with the stroke of a pen through the tumult of a revolution but with deep roots through the efforts of Roy, Vivekananda, Gandhi and the framers of the Indian Constitution, and now with the tireless efforts of today's leaders. ...

In the same way Cleanliness has an indispensable connection to New India, the first step to New India.  For years the Sabarmati remained dry for 8 months in the year. Through improvements the entire river is regenerated and connection to the Narmada river ensures a flowing river all year long just as it once was in the 1950's, a river that we have seen, one that brought serenity to the mind walking on the old span Ellis Bridge.  Clean rIvers, and an environment that is clean so that we can maintain health and wellbeing. A river in Thiruvannamalai and Vellore districts in Tamilnadu, the Naagnadi river, is revived through the action of women villagers digging up canals, restoring not just the river but mental health that comes with seeing rivers flow. Every generation doing its work for cleanliness, for Clean India, for Clean India in all ways. This idea is taken forward with Economic Cleanliness as an indispensable condition for economic freedom, for development and modernization. Hundreds of millions of bank accounts for rural farmers and villagers and urban residents is part of this effort. So is the digital transformation of India with 3.5 billion transactions made over digital system UPI in August 2021. ...

The importance of not letting small dairy farms close all over the northeastern United States, including dairy farms in New York, Vermont and Maine, is shown here in NYT. Some of these farms go back to 1772  over many generations. Dairy farming is hard work and the family farms with each less than 100 cows are not just dairy farms but a part of New England and North East culture, heritage, and landscape. Ensuring that milk processing facilities exist for organic dairy farms in their regional area is important now that Horizon is shifting to the western states such as Colorado and California for its organic milk pasteurization pickup and processing.  French television TVMonde shows in a documentary how small family owned Swiss dairy farms struggled for years at low milk prices of 75 centimes per liter and were able to get 1 Swiss Franc per liter after many protests. Dairy farms are an important part of the culture, heritage and landscape of Switzerland. By getting a Fair Milk label and direct payments from the government small dairy farms in the Swiss countryside are able to pass on the farm to the next generation. Similar action is needed in the US as farms with 500 cows called factory farms in Colorado and Texas are putting additional stress on family owned farms with less than 100 cows in the northeastern US. The rule for pasture is key to having organic label yet this report in NYT cites Maine agriculture commissioner that this is not rigorously applied for these factory farms in the western states, and other rules for classifying which cows are organic are also not rigorously applied. Following the pandemic there needs to be increased awareness of the importance of keeping small dairy farms operating and being passed on to a new generation of young farmers, men and women, with the encouragement and support of state and federal government in the US. ...

China needs to make a serious effort to move away from export based model for growth and fix what is broken about that model which is investment in health care, education, the environment, improving rural incomes by giving farmers ownership of land, directing money to the poor and to rural areas that have suffered during the long three decade boom years. The growth rate is expected by analysts to hit 6% in the fourth quarter. And further declines can be expected as exports get hit hard as export markets in the USA and Europe see large declines in consumer spending. The stimulus package is less than what it appears because it includes things that were already planned expenditures, yet it is a step forward. Investment in railways to modernize the rail network is a good investment. And with proper reallocation to the rural sector this stimulus and approoriate new policies could unwind what the Economist calls the grotesque global distortion that has seen poor Chinese farmers help finance the debt fueled excesses of western consumers in countries like USA, UK, and Ireland. Something the Economist has not emphasized in the boom years, but now that the growth rate could drop to 4-6% there is deep concern what it would do for social stability, for rural incomes, and the disparity that has been built up between urban and rural incomes, both within China for policymakers and the media outside....

Each year the amount of forestedd land that is cleared- mainly for cattle needing pasture land- releases the equivalent of greenhouse gas emissions of 600 million cars. Since 1961 methane gas emissions from cattle has increased significantly. This is one of the findings in a report published by 100 climate change experts for a UN body. Loss of peatlands in places like Indonesia is also a problem.  A half a billion people already live in desert. And land is being lost a hundred times faster than it is forming due to changes in weather patterns.  People migrate when weather fails as has happened for central American farmers migrating to the U.S. creating social and political problems in North America. A major issue in climate change is agriculture.  Increasing the productivity of land, reducing food wasted, persuading more people to eat healthy vegetables and less meat, reducing land lost to desertification, erosion and seas, are all actions that can be taken now say these 100 experts from 52 countries meeting in Geneva. The IPCC or Intergovernmental Panel for Climate Change does these reports to give people some idea of what actions to take to reduce the impact of warming that threatens livelihoods of millions especially in Africa and India, as well as other parts of Asia and Latin America. Developed countries are likely to feel the impact from migration which is dividing their societies politically and socially. As one expert from Aberdeen puts it people don't just stay where they are when drought conditions hit their areas, they migrate. ...

Hancock County, Iowa, is one of those rural counties in the American heartland that did not support Mr. Trump in 2016. This county now supports Trump by a large margin because they see his policies benefitting rural America, and see him as a way for the Republican party to be back in power to pursue a conservative agenda. WSJ reports from Hancock County in Iowa. The American voting system gives more importance to states with smaller populations in the Electoral College relative to larger states. States with large farming communities such as Wisconsin, Michigan and Iowa play a larger role in elections in the US than population alone would suggest. John McCormick of the WSJ talks to farmers in this rural county in Iowa with a higher proportion of less educated voters than the rest of the counties in Iowa. One of five voters have a bachelors degree in Hancock County compared to one in three in Iowa as a whole and 38% nationally. The median age is 44 years compared to 39 years nationally and in Iowa. This part of rural Iowa is also in farmland that is many miles away from large cities and urban areas and more isolated and homogenous as 9 out of ten people are non-Hispanic and white. About a fourth of these voters are supporting his candidacy over Nikki Haley because they see it as more likely to win because of polls, even though Haley is according to the WSJ editorial opinion the stronger candidate for Republicans across the suburbs critical for 2024, which are slightly younger, more educated, and less isolated from the rest of the country. Biden and Obama are a sharp contrast when it comes to rural America. Where his own Agriculture secretary felt rural America was neglected by president Obama, Biden truly cares for rural America and has huge investments in rural America as part of the rural infrastructure effort. ...

The Chinese Academy of Environmental Planning, under the Ministry of Environmental Protection, has estimated cost of pollution in a new study of the costs of environmental pollution in China. The cost is estimated at $230 billion for 2010, or 3.5% of GDP, and close to 4 times the cost in 2004, showing the rapid degradation of the environment from rampant industrialization. The first such estimates were made in 2006 and since then come out spradically from the Environment Ministry. For 2004 the Environment Ministry estimated cost of pollution was $62 billion, for 2008 partial cost estimate was $185 billion. Even the $230 billion figure fo 2010 is incomplete say researchers. Only after strong public protests over Beijing's air pollution have government officials allowed candid reporting on environmental costs. Environmental costs extend to food contamination. A report on China Central Television recently said farmers in a village in Henan province used wastewater from a paper mill to grow wheat, which was then sent to cities as farmers in the village grow wheat for their own use from well water. A Deutsche Bank report in Feb 2013 says there will be a continuing decline in the environmental degradation for the next decade under current policies, higher coal consumption and growth in automobiles....

The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. India could use this opportunity to get its manufacturers in shape to compete with US products. It is making a huge effort to improve manufacturing, infrastructure and logistics base that will make it a completely different competitor by 2030. Having a stable government focused on grwoth and the economy, infrastructure, farmer's welfare, was a major step for India in 2024. Much of the base for industrial growth and modernization will be laid by 2030.

The new head of India's Space Agency ISRO, Kailasavadivoo Sivan, talks to DW.com about the Space Agency's plans for the future. ISRO launched a mission to Mars which went into Mars orbit, at a very low cost.  The Mars Orbiter Mission vehicle is orbiting the planet Mars since 2014. In 2008 ISRO sent an unmanned spacecraft to orbit the moon. The future missions include a second mission to the moon, and a mission to the Sun. The solar mission Aditya-L1 will study the properties of the Sun. Mr. Sivan says his focus includes use of High Throughput Satellites(HTS) for providing high data-rate transmission. This is now available in cities, and the HTS will enable this for remote regions of India. Other focus is in agriculture with information on crops increased from 8 to 15 crops so that farmers have more information on fertility of soil, crop yields. Sivan says progress can be made with more international cooperation and sharing of technology, particularly with India leading the way with low cost high tech applications that benefit education, agriculture, and bringing space applications to people it never reached before.
