Hospitals in Europe are filling up quickly in the second wave of coronavirus. Coronavirus patients had to be transferred by helicopter to Germany from the Netherlands because of overburdened Dutch intensive care units. National Guard troops were flown in from the U.S. to the Czech Republic to help. In France as cases approach cumulative 1 million about 2000 patients are admitted to hospital for coronavirus every day on October 29. At some point French hospitals could be overwhelmed this winter, and doctors having to choose which patients to save, says president Macron. In the Czech Republic a collapse of the health system is expected by mid-November says the prime minister. No one expected this to be this severe, he says.  About 40,000 patients are hospitalized for coronavirus in the U.S. During the last week the case are increasing by over 40% in the U.S. and increase in hospitalizations are expected. Recovery rate is improving from the first wave. At NYU Langone hospital system in New York with 5000 coronavirus patients hospitalized recovery rate is improving from 25% in March to 7% in October. A "Best Countries" ranking was announced in Davos forum by U.S. News and World Report and its editor-in-chief, Mortimer B. Zuckerman, in Jan. 2016. This is the first time this rating is being done. It gives top spots to countries based on surveys of 16,000 people, 8000 from informed elites of better educated people, the rest from the public. The rankings are in many categories including quality of life, cultural influence, heritage, entrepreneurship, citizenship, raising kids, green living. Canada takes the top spot for quality of life, followed by Sweden, Denmark, Australia and Netherlands. France takes top spot for cultural influence, Italy for heritage, Germany for entrepreneurship, and second spot for forward looking, Sweden takes top spot for citizenship, raising kids and green living. Japan takes the second spot for green living, Canada takes the fourth spot, with Germany in the third spot, the U.S. and the UK in the top ten for green living. India takes top spot for movers with its rising economy. The U.S. suffers because of its obesity levels in some groups. Overall Germany comes first, Canada second, UK third and U.S. fourth. Russia uses SCO or Shanghai Cooperation Organization to present it's case on Ukraine saying a coup supported by the US and Europe was the root cause of the crisis, in other words an effort to turn a Russian language country against Russia with it's effort to delink from Russia and join the European Union. US seeing China as the main competitor is trying under a Republican administration to bring Russia back into the European and US fold. The Europeans Germany and France, UK under Macron, Starmer and Merz are pushing back and see it primarily from the Northern European perspective of a Russian threat as they have over centuries of rivalry in Europe since 1600. China sees Germany and German led EU as its main source of western technology, trade and capital needed for a state run capitalism to function effectively. Germany seeks to keep it's China relations on a even keel for its economic interests, so does China. In this situation it can be surmised that it is the Europeans that asked DJT to sanction India for buying Russian oil to cut Russian source of oil resource sales by $119 billion leaving China's $136 billion purchase of oil from Russia aside (knowing China would not cancel sales easily), to buy time till Germany can build up arms supply to Ukraine. India is buying time to make a gradual shift to stand with the US and the improved US-Russia relations under the Republicans can only help India gradually shift to where it always stands- with the English speaking people of the world, the US and Britain, a policy Gandhi firmly supported and which India as an ancient civilization of the Buddha and the Bhagavad Gita finds itself at home with.   ...

The main sticking point  in Brexit talks in December 2020 is the demand led by France to impose "lightning" unilateral tariffs on UK exports if the U.S. is seen as violating existing European Union social, environmental or state subsidy rules. UK is seeking a dispute resolution procedure and redress measures based on the actual damage or extent of the violation.

Contact tracing apps in the U.S. Britain and France have failed. Contact tracing app in Germany was downloaded 12 million times in the first week. Yet much of the contact tracing in Germany and cluster isolation has been achieved using low tech methods- using a computer with database, and teams of people in district offices all over Germany calling people.

The NHS App in Britain failed to get the cooperation of Apple. In the U.S. Google and Apple planned to have a contact tracing app ready but failed to come up with one. Tech has failed to come up with solutions during coronavirus and low tech solutions have worked well as in Germany and in places such as Kerala, India, when implemented quickly with very little delay.

Equity markets in Europe and the U.S. are likely to see some of the 62 trillion yen, or $630 billion, which the Bank of Japan plans to add to holdings of banks and households in two years 2013-2014. A senior advisor to Deutsche Bank, Thomas Mayer, says equities of Germany, France and Britain are likey to see interest from Japanese investors, as are bonds and equities of the U.S. Japanese companies such as Toyota and consumer product companies such as Sony and Panasonic will now be able to better compete on price against their S. Italy faces tighter restrictions and a national lockdown at Easter for the coronavirus, Italians who were the first to go into lockdown on March 10, 2020, now think they will be the last to exit lockdowns. The mood in Europe is of frustration with the slow vaccination drive and the failure to procure enough vaccine supplies and to approve vaccines in time. The US and Britain have vaccination drives that are moving rapidly leading to a reduction in cases and deaths. In Europe new cases are rising since mid February 2021, and there is the spread of the new variant first detected in the UK.  The variants make up 70% of new cases in France says Health Minister Olivier Veran. ICU's in France are 80% full. Elections in France in 2022 and in Germany in September 2021 are leading to government reluctance to impose tighter restrictions. The government strategy is now being questioned. Only 30% of Germans now have confidence in chancellor Merkel's ability to make competent decisions. The CDU's partner in the government, the SDU socialists have even less trust with SDU getting less than 10%. There are signs of a third wave of coronavirus in Germany resulting from variants of the virus, slow vaccinations, and reopenings. ...

The problem facing Africa is whether vaccine supplies will run out before new vaccine supplies come from America, Britain and France. Only less than 1% of African people have been fully vaccinated out of a population of 1.3 billion people. US president Biden said America will provide 500 million doses of Pfizer vaccine to poor nations before the G-7 meeting in Cornwall, UK. Britain added 100 million and France 30 million doses. With new more transmissable variants out there Africa is in considerable danger today. The Delta variant from India has been shown to be about 70% more contagious than the Alpha variant from Kent UK. It is already the dominant variant for new cases in the UK. The new variants are now spreading in Africa. Cities such as Johannesburg, South Africa, and Kampala, Uganda are seeing a surge in cases. Another problem in Africa is that governments are increasingly reluctant to impose strong lockdowns because of the economy. This is huge- for Germany, for France, and for the European Union. After initial hesitation and a decade of not looking ahead, Germany under Angela Merkel is finally not just looking ahead to its vision for Germany but doing this as a part of the larger European community. And the European Central Bank after its initial lack of community spirit, is paving the way with its own actions for the Europe wide recovery with a significant increase in lending to EU countries.  Germany's finance ministry has agreed to spend 130 billion euros on more than 50 initiatives to promote growth in Germany. No longer is the government looking at the car industry as it did in the past. It is looking beyond to what Merkel calls the "profound upheaval" coming from climate change and digitisation. For Merkel after the changes caused by the pandemic something more had to be done- "We just could'nt introduce a traditional stimulus package. It had to be done with an eye to the future, so that is what we especially emphasized."  This also brings together France's Macron and Germany's Merkel in a combined effort to bring Europe up to face the future with confidence. It is amazing how the pandemic has changed minds in Europe. From the long drawn out period since 2008 when traditional policy ideas and austerity thinking prevailed, to the idea today that this is no way to face the future with confidence for Europe to be back on its own feet, for hope to return. Instead of partnering in austerity with the Dutch and the Swedes, the finance ministry is now looking to France, Italy and Spain, considering the common pain of the core European countries during the pandemic and looking to the future.  Merkel moved to circumvent the traditional Bundestag's refusal to permit debt sharing  across the euro area by producing 500 billion euros of grants for hard hit businesses across the European Union. As Macron says it was a necessary  step- " What is sure is that this 500 billion euros will not be repaid by the beneficiaries.... We are proposing to do real transfers (of money) ... that's a major step." Forecasts from Capital Economics and other forecasters show the European Union's major economies of France, Italy and Germany rebounding quickly in 2021 after the blow in 2020, in a V shaped recovery with growth of close to 6% in France, and higher in Italy because of the bigger hit taken there than Germany. The strong U.S. jobs report with addition of 2.5 million jobs for May shows that the rebound can be sharp upward swing if the policy, will and community spirit is summoned up by leaders and people, no matter what happened in the past decade. It is also based on having the right spirit that knows about investing where it really counts for the people - in infrastructure, health, public services, and avoiding the misallocation of resources and spending that happened before. ...

The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...

With a divided Congress the US will not be able to implement the minimum tax negotiated by the Biden administration with other countries. Now the global minimum tax is moving ahead. The OECD spelled out how the minimum tax implemented in the European Union, UK and South Korea will interact with the US tax system. Under the minimum tax system negotiated by Janet Yellen of the US nations agreed to adopt the 15% tax on their home country companies. Europe is importing natural gas for heating homes and industry like never before as it shifts imports from Russia to the US, says this report in WSJ. Shown here is the import of LNG from tankers at the LNG terminal in Cherniere, France. Between 2021 and 2022 imports of US LNG to Europe more than doubled. The WSJ shows how drilling for gas takes place in Texas and Louisiana. That gas finds its way through pipelines to places where it is converted into LNG by freezing and transported by tankers across the high seas to European LNG terminals like Cherniere in France. The shale gas comes from the Permian Basin in Texas and New Mexico and a basin in Texas and Louisiana. Technological advances enable drilling 2 miles vertically and then two miles horizontally to reach into shale rock containing gas. Impurities are taken out to get gas that can be sent through pipelines to liquefied natural gas storage locations on the Gulf coast of America. Tankers take the LNG to LNG terminals in Europe that distribute the gas to homes. ...

Britain tackled this problem of spreading misinformation on vaccine effectiveness or risks early. It also helped that in Britain there is a very high regard for the National Health Service, the NHS. In Germany and also in France there was increasing skepticism in the beginning, yet this is reversible as there is growing recognition of the benefit of taking the vaccine in Germany and France. Much can and needs to be done to create public confidence and limit the spread of misinformation that leads to postponement of vaccination at a time when variants are becoming more contagious. ...

Russia's continued support for the Assad regime in Syria. Russian support is not because of arms sales, which are only only about 5% of total sales and which can find buyers in other countries. It is mainly because Russians prefer a secular regime to what they see as a spread of Islamist influence in the Middle East, especially considering the Russian experience in Chechnya. German attitudes of caution towards the coronavirus. This caution extends to facial coverings and social distancing guidelines. About 89% say they wash hands more often. 88% say they keep a clear distance from others. And 72% say they meet friends and relatives only to a limited extent. Survey is by Infratest dimap conducted for ARD the public broadcaster. That caution has helped Germany, and is being followed in Italy and France. German chancellor Merkel says leaders today are stuck in their own digital echo chambers and not doing the diplomacy and bilateral communication needed. Lack of diplomacy is worse than during the Cold War, says Merkel. "We live in a world where lack of speech is more pronounced than during the Cold War." She was gravely concerned by the number of conversations she had with world leaders who rarely speak to each other, and who become inward looking even as the global economic links bring countries and regions closer. This is happening with the situation in Libya and Germany has convened a conference of world leaders including France, Russia and Turkey, and both sides in the war in Libya to talk about the essential steps for peaceful resolution. Germany wants to prevent any recurrence of the situation that resulted in refugees fleeing North Africa in 2015. What were the mistakes made during that crisis? Merkel says "The mistake was not to have paid attention to create an environment where people can stay in their own country."  Germany has no intention to let that mistake be repeated in Libya. The Berlin conference of world leaders shows Germany is serious, and is getting world leaders Putin of Russia, Macron of France, Erdogan of Turkey, together with Mr. Trump's representative Pompeo of the U.S. to prevent any recurrence. ...
