This 4 years after lead contamination in Flint water was shown to be over 800 times more than the approved levels. In parts per billion 13,000 compared to 15 ppb upper allowable level. 

About 12,000 children in Flint from the poorest families were exposed to lead contaminated water when this was discovered in 2014.

Extreme mismanagement of the economy led to the situation of currency notes of 100 trillion in Zimbabwe being issued by the central bank of this African country, unbelievable as it may sound. The situation has deteriorated over two decades. Before independence this country was called Southern Rhodesia run by a small community of white British settlers from the nineteenth century. After a independence war by a liberation front organization this country entered a new phase in which the mismanagement of the country's economy became a serious problem for all communities, in a nation of 15 million people which could attract tourists with diverse African habitats and Victoria Falls. It is an example of how the hopes of a generation  that experienced independence in 1980 in these parts of British East Africa have been waylaid by autocratic leaders and mismanagement. This region includes Uganda, Malawi, Zambia, Tanzania and Kenya.

This calls for a vigorous effort to make the switch to solar energy to reduce inequality and wide disparities of wealth in Asia and the Middle East.

VW hopes to expand in India with a plan to increase market share from 2% to 10%. VW has a plant in Pune, and Skoda has a plant in Aurangabad. In contrast to China where buyers look for high tech features such as mobile connectivity, buyers in India are looking for affordable cars of good quality. VW is interested in the Indian market because further growth of car sales is expected doubling from 3 million cars in 2016 to 6 million in 2030, according to CAR automotive research center. As part of the long term expansion VW has formed an alliance with Tata Motors, a leading Indian automaker.

This is Zelensky's second visit to Germany, after the first visit in February 2022 just days before the Russian invasion. Meeting German president Steinbrenner is important as the SPD leaders Steinbrenner and Scholz were seen as closer to Russia during the Merkel period. Scholz visited Ukraine in June to see first hand the damage to civilians with Macron and Italian prime minister Draghi. A settlement to the war in Ukraine could depend on Ukraine making gains with its counteroffensive with German, UK and American military assistance. Germany UK and US have expanded their assistance to Ukraine. Before the trip to Germany Zelensky visited Pope Francis. China has also sent its top diplomat to France, Germany and Russia to come up with a solution.

The Editorial Board of the WSJ says the vote in the German parliament 586 in favor and 100 opposing for sending heavy weapons to Ukraine brings Germany and the US, Britain and France closer in efforts to turn back the Russian invasion of Ukraine. The resolution of support for Ukraine clearly states the German parliamentary position says WSJ- efforts for a ceasefire that will be agreed to by Ukraine and western allies. The Scholz government is asked in the resolution to support "all efforts by the a Ukrainian government to reach a ceasefire in direct negotiations with the Russian leadership." It also states "it must be clear that there can be no negotiations over the heads of the Ukrainians." WSJ says it hopes chancellor Scholz listens to the German parliament with 586 out of 686 calling for efforts to turn back the invasion in coordination with allied efforts.

The first reading of the bill to stop no-deal Brexit clears the House of Commons in Britain with a vote of 329 to 300. This rebuffs prime minister Boris Johnson's plan to push Brexit through by stealth and at any cost by October 31. The bill will delay this to Jan. 2020, and set the stage for a no confidence motion in the minority government of Mr. Boris Johnson.

It now prepares Britain for general elections as early as October with Johnson hoping to unite theBrexit faction, but facing a possible backlash from Conservative moderates, and facing also the lack of support from UKIP Party's Nigel Farage. It is a very different Brexit campaign in very different circumstances than the one that was able to win in the last referendum. It also poses a challenge for Labour party to get its message across about living standards and economic opportunity for all, better than it has before.

Boeing has negotiated a 4 year 25% increase wage settlement, no non union plants in the South. “I ask you not to sacrifice the opportunity to secure our future together, because of the frustrations of the past. I also know there are employees considering another path—and it’s one where no one wins." The Trump administration has pulled together $18 billion of the funding for the border wall, the fencing that will replace inadequate exiting barriers along 885 mile stretch on the U.S.- Mexico border. This includes the current budget proposal for $2 billion in funding request. The remainder was collected by shifting funds from the military. During the initial request to Congress it was given only $1.325 billion. President Trump made up the difference by declaring a state of emergency in February 2019, allowing funds for military construction projects to be shifted to the border wall funding- $6.7 billion in 2019 and $7.2 billion in 2020. A lot of the construction will happen in 2021, assuming Mr. Trump wins a second term. The Trump administration hopes to have built or under construction 450 miles in 2020. Much of it is concentrated on federally owned land, across vast regions of Texas, because of no legal obstacles from private landowners unwilling to give up land. ...

This NYT report by Patrick Kingsley shows how the hopes for peace with Kurds in Turkey under the Erdogan government have faded. By 2015 peace talks faltered with Kurdish separatist groups. Kingsley's report shows towns such as Sirnak and Cizre in the southeastern part of Turkey are now ghost towns after government troops and tanks moved in. This means that Turkey not only has about 3 million refugees from Syria and Iraq fleeing the war there, but also large numbers of refugees in Kurdish areas inside Turkey. Added to this are the tensions between the party of prime minister Erdogan and the opposition, following a crackdown and as the referendum for granting new powers to the presidency under Mr. Erdogan approaches.

One way US president Biden hopes to pay for replacing America's crumbling infrastructure is by bringing back the principle of fair sharing of the tax burden to 45 of America's largest companies. Companies like Amazon, Apple and Google would now pay the minimum corporate tax rate of 15%. The idea of a global minimum tax rate is put forward by US central bank chief Janet Yellen and the US Treasury Department, and also by president Biden. Over four decades China moved from a nation of bicycles to some of the newest infrastructure in the world just as the US and Europe's infrastructure decayed and was not renovated. There is a sense of awareness today that this decay of  infrastructure should not have been allowed to happen, that it is essential for the welfare of the countries and the people of America and Europe.

The rule requiring health pass showing one is fully vaccinated goes into effect in France starting July 28 at restaurants, coffee shops, trains, and other public places. For the first week restaurants will not be fined. After this they can be fined 1500 euros for a single violation. The passe sanitaire in France is now required  for all public places where more than 50 people gather, such as events and museums including the Louvre in Paris. It will be extended to restaurants, cafes and shopping centres in August.

French premier Castex says 97% of the 18000  daily average new cases in France, up by 150% since the prior week, are from the unvaccinated. This has made health authorites and the government concerned about the delta variant high transmission rates and the high proportion of people still not vaccinated. For France this poses risk of a new kind of fourth wave, causing the government to take strong action to accelerate vaccinations.

The debt and deficits of Rome and other local governments poses a problem for the Italian government. Italy's new government of Matteo Renzi approved a loan of 575 million euros in cash to cover Rome's capital shortfall of 800 million euros for 2013. The decree removes the risk of default. It is an advance to Rome, with Rome expected to come up with a plan to control the deficit and reduce spending.

This WSJ editorial looks at the dangers of legalization by American states of marijuana use and the cultural acceptance in the light of evidence about vaping illness. It is not just e-cigartettes but vaping from marijuana use that poses risks for the health of a whole generation. One argument for legalization used by politicians is that it would shrink the black market- the WSJ says there is little evidence of this. Only 16% of the 15.5 million pounds of marijuana grown in California is used in the state, according to the California Department of Food and Agriculture. The Trump administration is canceling about $1 billion in funding for California high speed rail project. About $2.5 billion in federal funds are already spent. California voters approved a $10 billion bond in 2008 to fund the project linking San Francisco to Los Angeles  and the federal government approved $3.5 billion in grants. The state hopes to complete the section from Bakersfield to Merced in this phase.

The move by the Trump administration was seen as a response to the Democratic party in Congress limiting funding of a border wall with Mexico.

Biden is a US president in a hurry, says this analysis in The Times. And it says this is for a good reason. Biden as vice president in the Obama administration has watched as time slipped by and much of the hopes remained unfulfilled for infrastructure and other plans including climate change. Biden also has long experience in Congress and long experience working with Congressional rules. He also understands that the Democratic majority may not last beyond 2 years, better to go all out now and lose no time. This is the thinking behind his plan for $2 trillion in infrastructure spending in the first 100 days of his administration, and the idea that he does not need to win Republican support by watering down his plan.

The American people now support this kind of bold vision and bold plan after the pandemic showed the weak nature of presidential plans and aspirations till now for three decades.
