PM Modi says Indian Rail is an important part of the vision for Vikshit Bharat or Developed India 2047 as he opens the new Jammu division of Indian Railways. PM Modi described the infrastructure laid for the Udhampur-Srinagar-Baramulla Rail Link USBRL, the Anji Khad cable-stayed bridge, and the Chenab Rail Bridge in Jammu and Kashmir.

PM Modi says-

“I was watching a video of the new sleeper version of the Vande Bharat train running at the speed of 180 km per hour in trial. It makes me feel good. The introduction of high-speed Vande Bharat trains and the expansion of metro networks demonstrate India’s commitment to world class transport systems,” the PM said.

“This is just the beginning as the time is not far when the first bullet train will run in the country.”

The BBC's Soutik Biswas takes a look at prime minister Modi as he seeks a second term in India's general election in May 2019.  Modi's first term is marked by exceptional development schemes, efforts to provide health insurance to 500 million people who cannot afford health insurance, bringing cooking gas cylinders to hundreds of millions of Indian women especially in rural areas, efforts to jumpstart building of infrastructure projects such as airports and metro subways. A new law for GST brings together the country with one tax instead of a hodge podge of state taxes for interstate commerce, something India needed for a long time but different governments failed to implement. A failed effort to fight corruption by removing from circulation large denomination currency notes reduced economic growth briefly during the first term, though it may have accelerated the shift to formal economy needed in the long run to improve tax revenues for development needs. One of the problems for the Modi government is how do you put a value on something like Swach Bharat Mission, the achievement of the goal of defecation free India in 2019 by 100% on the 150th anniversary of the birth of Mahatma Gandhi, getting rural toilets up from 38% to 100%. Development had to start from the bottom up. Similarly in a country where middle men took up a lot of the transfer to poor families of government assistance- the delivery to hundreds of millions their own bank accounts.- how do you put a value on something like this, but it is essential for development from the ground up. More than missiles or other talk this has got to be the spirit of any development oriented administration in India. Ground up, big goals and rapid delivery and an apology for the difficulties that the people suffered earlier for lack of this infrastructure. For both China and India it is the same - moving quickly to make up for 100 years of colonial rule and stagnation. The Modi government has responded to rural farmer distress with support for guaranteed crop prices. As more young voters vote for the first time an important factor is how the new voters see the years ahead under either a government led by the BJP or by a patchwork of parties as the previous ruling Congress party depends on alliances with other parties with conflicting agendas or lack of rapid development agendas. The Modi government sees itself as setting the stage for the next phase of development that would change the economy through new infrastructure development and create jobs in construction and engineering, and other areas. The criticism is that not enough jobs were created in the first term. Yet bold infrastructure development targets such as transformed the Chinese economy could be the answer for job creation. The question then is who is better qualified to launch that effort based on its track record. The Congress party's main criticism is that it has to make alliances with parties that could stall development with conflicting agendas. The other is that in the the 2 years leading to the election of Mr. Modi the Congress led government of Manmohan Singh was stalled due to corruption charges, leading to a lack of decisionmaking at the highest levels, and stalled efforts for the rapid development that could deliver the kind of jobs India needs.  Young Indians would like to see growth first and foremost, only something rivalling China's transformation over 2 decades can do this. It should be kept in mind that China poured more concrete in the 21st century so far than all the concrete the United States poured in the 20th century, according to The Guardian report. The question then is who is best qualified and in a position to deliver this needed economic miracle.    ...

Of no less significance is the danger of food insecurity caused by the war in Asia, Africa and Latin America which India is meeting. India is America's true partner in the free world in a way that even Germany, France, even Britain fail to be now that we know Merkel's policy "errors" and Macron's lofty ambitions for Europe, emboldened Russia in its invasion of Ukraine. American and German business integration of the American and German economies with China may also have emboldened Russia and China in their perceptions of world affairs that directly conflict with China's Buddhist history, Gandhi's view of the world, and India as the land of the Buddha.  Mr. Biden will talk with Modi about the invasion of Ukraine , the Indo-Pacific, and the building of strong India-US partnership. A major issue that has not been discussed at this level is the challenge India is facing and meeting of food security after the war in Ukraine. Pakistan, Sri Lanka and many developing countries are feeling the effects of the war with soaring food prices denying access to basic necessities in these countries. This extends to countries from Asia to Africa and Latin America affecting hundreds of millions of people.  India is providing food assistance following its effort to share vaccines in a remarkable effort that has not received the world's attention. Vaccination for over a billion people in India has taken place in one of the significant achievements during the pandemic. This was combined with food security assistance to hundreds of millions of people in India in India's population of 1.2 billion people. India is now in a position to meet some of the world's food needs with its own efforts in agricultural production. In this way the role played by the US since World War II for peace and security is being met by India as a significant partner in the free world, and in a way this is returning the kind of help the US offered India during the period of famine in the sixties. US president Biden understands this as he will discuss "mitigating the destabilising impact on global food supply and commodity markets" of the war in Ukraine. These are the hidden costs of the war that are not less painful than the gory war scenes unfolding today in the Russian invasion of Ukraine, and because they are about food they are of no less importance. ...

The Mission LIFE launched by pm Modi in Gujarat in 2021 has achieved significant results-

"Under Mission Life our efforts are spread across many domains such as: Making local bodies environment-friendly, saving water, saving energy, reducing waste, and e-waste, adopting healthy lifestyles, adoption of natural farming, promotion of millets." 

"These efforts will save over 22 billion units of energy, save nine trillion litres of water, reduce waste by 375 million tons, recycle almost one million tons of e-waste, and generate around 170 million dollars of additional cost saving by 2030," he said.

"Further, it will help us reduce the wastage of 15 billion tons of food," Mr. Modi said, noting that the global primary crop production in 2020, according to the Food and Agriculture Organization, was about nine billion tons.

Naoroji and Gokhale provided the tactical approach for Gandhi to learn and combine with his own ideas for Swaraj.

The Indian prime minister reviewed progress of the vaccination drive. On July 26, in the last 6 days about 38 million doses of vaccine have been adminstered in India. In a separate affidavit to the Supreme Court the government laid out its plan for making enough vaccine supplies to vaccinate the entire population over 18 by December 31, 2021, over 940 million people requiring over 1880 million doses.  "Out of this requirement for 1880 million doses 516 million doses will be made available by July 31, 2021, in about 34 days. The remaining 1350 million doses for complete vaccination to the eligible population" says the government information provided to the Supreme Court. The breakdown of vaccine supplies manufacturing is also given to SC. Of the total of 1350 million vaccine doses the following is how it will be manufactured in India in the next 6 months. Covishield  vaccine     500 million Covaxin vaccine          400 million Bio E Subunit vaccine  300 million Zydus Cadila DNA vaccine  50 million Sputnik V  vaccine          100 million The government told the Supreme Court that the procurement of Bio E Subunit vaccine and Zydus Cadila DNA vaccine will be subject to approval that is expected in the near future. From this new vaccine supplies picture it is clear that Covaxin and Bio E Unit will play a major part in the second half of 2021 in vaccinating India's entire population with 2 doses. This would be a historic achievement for the federal government after the lessons learned and the action taken with a new vaccine supplies policy for India in June 2021. There is also the challenge to be overcome of maintaining the vaccination drive at 6-8 million doses a day which would be another historic achievement for the federal and state, and local governments in India working with community education and logistical setup, medical staff.  ...

Two years after it was launched the Jal Jeevan Mission to bring tap water to every household in India has made significant progress. Only 17% of all rural households had tap water in 2019, today even with covid disruptions 41% of rural households have tap water. 48 million more households have tap water connections added. The goal of Har Ghar Jal (Every home tap water) is now seen as achievable by 2024. Financing in 2021-2022 is increased from 115 billion rupees to 500 billion rupees, quadrupling the financial resources dedicated to providing water to all of India's people. The Swach Bharat Mission Director General, Akshay Rout, shows how this mission for water is moving as as quickly as the open defecation free ODF mission  under SBM. A household in ODF saved Rupees 50,000 a year from cleanliness and medical costs according to UNICEF. A WHO study shows 200,000 diaorrhea deaths prevented. JJM is decentralized, demand driven and community managed. Rout says that setting a deadline and aiming for saturation that leaves on one behind is a good way of tackling critical problems such as hygiene, sanitation and water. He says shoddy implementation or product can be prevented by robust monitoring and supervision systems. By 2019 India had made big achievement in hygiene and clean India campaign with ODF open defecation free achieved under this approach. ...
