Encouraging early results for a vaccine from Moderna Inc. which tested on a small group of 8 healthy humans. A key requirement that the neutralizing antibodies created by the vaccine stop the coronavirus from replicating was met in the vaccine developed by Moderna. In the days when cross border technology flows were limited and the investment in India was small, India's technological capabilities at an early stage H1-B visa program acted as an exchange program where Indian engineers could gain experience and skills, learn new technologies in the US, that would benefit both India and the US taking a long term view. In 2025 when cross border technology flows to India from the US are large and significant, when Indian investment is large India's economy fastest growing and from a much larger base, with ability to absorb talented engineers in expanding Indian business, the H1-B program is one that drains both the US and India. India as a huge brain drain of 60,000 of its best engineers every year to 2030 or 300,000 of its best engineers and the 3 million engineers they would have trained locally through their creative talents. For the US it means the loss of 300,000 engineering jobs to 2030 for locals in 51 states in the Nation. Both make no sense. Business practices once set do not change. This is why an executive order by DJT was signed by the president to impose a $100,000 fee that Tata, Meta, Google, Microsoft, Apple can choose to pay every year for 6 years if they want to hire someone on H1-B Visas. To call this group of Indian H1-B of 60,000 engineers "dreamers" also makes no sense because 3.3 million engineers knowledge base and skills to India's growth capabilities and modernization could increase economic growth, modernization of Indian infrastructure, to make India a Dream State to live in. And the same number of American born engineers would make each of the America's 51 states Dream States through repowering America's new modernization of infrastructure and power economic growth. ...

Beijing residents say they began to relax in wearing masks or not wearing them, not wearing masks properly, after 8 weeks with no cases. A vegetable and fruits wholesale market in Beijing, in southwestern district of Fengtai,  which supplies 80% of the fruits and vegetables to Beijing's 21 million people is now seen by health authorites in Beijing as the source of a new outbreak. 79 new cases are traced back to this market on June 15.  In Beijing restaurants and shops had reopened. Primary schools and other schools had reopened. Public health experts are looking at the possibility that the source is a cutting board for frozen salmon imported from overseas possibly Europe-. because of the DNA sequencing of the virus experts say. Contaminated seafood or meat is suspected as a source. China's CDC says the virus can survive on frozen meat or seafood for 3 months. Just when this new cluster was detected in Beijing, the city of Wuhan the origin city of the virus is permitting indoor sports and entertainment facilities reopen, and this WSJ report says Wuhan is making masks no longer mandatory outdoors. Beijing authorites have responded with mass testing, and contact tracing through neighborhood committees. About 100,000 people are organized by neighborhood committees to visit the city's 7000 residential compounds for contact tracing to identify people who visited the market and get them to test for coronavirus. This is the typical response in China to get large numbers of low level officials, workers and volunteers mobilized for contact tracing and testing. By June 14 about 76,000 people were tested - of this 13,000 are from the 29,000 who visited the market since May 30, according to Beijing government statistics. ...

Indian finance minister Nirmala Sitharaman meets IMF managing director Kristalina Georgieva to discuss impact of the geopolitical situation on world growth especially oil prices. Sitharaman said India was pursuing a policy of strong federal spending with capital expenditures increasing by 35% for fiscal 2022-23 to continue a public investment led recovery, raising capital expenditures from 5.5 lakh crore rupees to 7.5 lakh crore rupees. New York Governor Kathy Hochul halts a congestion pricing plan for New York City saying it would have unintended consequences and hinder New York's economic recovery. It would make it harder for cost of living for families after the effects of the pandemic. The plan was to charge $15 fee to enter New York Manhattan south of 60th Street. It was seen as a way to support a financially strapped MTA subway authority. Mr. Wei last met Defense Secretary Mark Esper in 2019 in Bagkok. No meetings have taken place since then. Gen. China has a mountain of local debt that is seriously affecting the Chinese economy, time for can kicking is over. WSJ looks at this in 6 charts. Lanzhou and Guilin are 2 provinces where the fiscal capacity is already exceeded by interest on debt. Huzhou, Kunming and Chengdu are three provinces where interest on local debt takes up about 60% of fiscal capacity. The problems are complicated by dropping land sales, and LGFV bonds issuance at higher interest rates when the return of power projects is as low as 1.5%, and low on other projects. Yet there is hope because these provinces are inland provinces in north and west except for mega city of Tianjin. Land sales have dropped and replaced by LGFV or local government financing vehicles bond issuance at higher interest rates than bank loans. Conversion of LGFV to lower interest is being done, with provincial bank debt creating other problems.

As climate changes the World Bank reports that 75% of India's urban populations, about 380 million people, work in jobs exposed to extreme heat, life threatening heat.This is the informal workforce that generates 50% of GDP, that works as street vendors, construction or factory workers, house help, auto rickshaw drivers, street cleaners, delivery people and guards. More people will be added- over 400 million by 2050 as India urbanizes further. The Guardian looks at the situation in Bengaluru that in year 2000 was still cool and leafy except for summer that was for for a few months March to May with temperatures peaking at 34 degrees centigrade. Now the summer heat happens earlier 34 degrees C. by February and 38 degrees C. by May. Then there is the heat island effect as the city  built from asphalt cement and metal heats up during the day and heats the atmosphere at night.

France and Britain are finally combining efforts to stop illegal migrants. France targets taxi boats taking about half of migrants crossing the English Channel. The. two governments of France and UK are cooperating so that French maritime police can now stop these taxi boats. This is essential to get the Home Secretary's plan to adopt Denmark's example in cutting flow of illegal migrants that is essential for tranquillity in small towns and cities across the UK. UK Reform party is in a position to push the Labour government out of power less than 2 years after it won by a landslide showing that in today's world there is less or no patience of the people with illegal migration. And absolutely no patience with benefits going to illegal migrants that take up parts of the budget when many needs of the local population are not met.

And the Army chief Kalyani said that missile drone attacks in Baluchistan as the AMericans impled would not be allowed.

Following that trade tariffs ensued against China creating a different environment in world trade. A second term would lead to more action on trade and more tariffs. Ip says the former president could impose tariffs on all Chinese imports and this would lead to retaliatory tariffs from China and be met with EU retaliatory action in a tit for tat manner. The result would be disruption in world trade and affect the world economy. Higher inflation could also be result of such disruptions.
