This editorial in the WSJ points out that it is not enough for a country to vote to leave the European Union. It must be ready to leave the EU, as it says happened in the case of Greece. Greece was willing to leave the EU but not capable of going it alone. This is true of Britain as Britain cannot bear the economic cost of losing the advantages of trade and commerce without serious consequences. Mrs. May's deal for a permanent customs union, a trade deal that mimics Norway's one with the EU, is not fully supported within her own party. Preserving relations with Ireland and Northern Ireland are important and some Brexit Leave leaders have alienated the Irish.  As the WSJ puts it GDP growth obscured regional disparities and shortfalls in productivity and innovation- so that businesses are right to warn of the consequnces of a hasty Brexit or a no deal Brexit. In short, Britain cannot afford to lose the trade benefits of EU membership. This should have been known from the beginning on all sides to avoid what has been a 2 year long fiasco which will affect Britain's future. A strategic error has been made by Brexit supporters in not thinking things through before launching out into the referendum. ...

The movement for Catalan independence is stronger in smaller towns in the interior of Catalonia. In Barcelona feelings are mixed, and it is possible that Barcelona would vote against independence. The city's leftist Mayor Ada Colau, says Barcelona is a pluralistic city with many opinions and is not pro-independence in the way the rest of Catalonia is. One reason is the cosmopolitan look of Barcelona with some of the residents coming from other parts of Spain. Prof. Bartomeus of the University of Barcelona says the support for independence is low in Barcelona compared to the rest of the Catalan region.

The opening to newly elected prime minister Rouhani in Iran began after an aide to Mrs. Clinton, Jake Sullivan met with Iranian representatives in Oman in July 2012. Deputy Secretary of State, William Burns, joined the talks conducted with the help of the Sultan of Oman, so that by the time Rouhani was elected in June 2013 the effort became frutiful. In the case of Cuba the opening was made using Benjamin Rhodes, a 37 year old speechwriter for Obama who worked with him since 2008. This enabled secrecy in the case of the Cuban initiative. A long transport strike and street protests have not affected the pension overhaul of president Macron in France. The French parliament will review the changes to the pension system that consolidate 42 different pension plans into one universal pension plan that seeks to be fair, reflect current conditions including longer life expectancy, and to make the plan financially viable. Other benefits are that it would be more transparent and enable workers to change jobs or careers, says Health Minister Ms. Buzyn.

Macron's new system for pensions calculates pension payments based on the entire salary history of an employee. Previously pension payments were calculated based on 25 highest paying years for private sector employees, and for civil servants on the last 6 months of salary before retirement.

Parliament will debate the new rules in February and the plan is likely to be passed by this summer because Macron has a large majority.

Sir Keir Starmer is elected leader of the Labour Party in Britain with 56% of the vote. Starmer 57 years old, is a human rights lawyer who was director of public prosecutions from 2008 to 2013, and elected Labour leader just 5 years after being elected to parliament. Angela Rayner, shadow education secretary won the deputy leadership race with 52% of the vote. 

The new shadow chancellor is the MP for Oxford East since 2017 Ms. Anneliese Dodds. She is a former academic and member of the European parliament. Jo Stevens the MP from Cardiff East is the new shadow foreign secretary. He resigned from the Corbyn team in 2017 to oppose Brexit.

Corbyn sceptics swept the elections to the National Executive Committee. Starmer supports EU freedom of movement to continue, public ownership of services such as post, rail and energy, and raising income tax on the top 5% of earners.

900 million eligible voters in India means this is the largest election ever. The election will take place in 7 phases in April and May from April 11 to May 19. Votes will be counted on May 23. The election is for 543 seats in parliament, the Lok Sabha. Turnouts are high with 66% turning out in the last election that brought Mr. Modi and the BJP to power.  Unlike elections in Britain a lot is spent in each election, about $5 billion in the last election and double that this time. The U.S. elections in 2016 had spending of $6.5 billion as a comparison. Women vote at about the same rate as men and more women than men are expected to vote this time. Prime minister Modi won the last election with promises of development and infrastructure. He is delivering on infrastructure but building manufacturing and generating jobs in the formal sector remains a tougher task for any administration in 4 years. During the first term Mr. Modi made needed changes including introducing the GST tax to integrate India's fragmented market and get rid of a patchwork of regional state taxes. He introduced a whole range of projects and yojanas which are setting the stage for widening the middle class, and improving living conditions. Some of the problems such as the bad loans in the banking system date back to previous administrations and the government has taken steps to clean up this problem by refinancing banks and introducing a bankruptcy law. This has slowed GDP growth to about 7%. However this would have happened under any administration.  The brief war with Pakistan in February 2019 has added another dimension to this election with questions about whether this may help Mr. Modi because of his strong stand against terrorism camps in Pakistan.  In the end it all comes down to whether the public still believes the BJP party under Modi is best qualified to develop the infrastructure to modernize the country and improve services, and whether it can create enough of the manufacturing capabilities to generate jobs needed. It may not be that the BJP under Modi has  not made mistakes in the process of learning how best to tackle development, but whether a patchwork of regional parties led by the opposition Congress party is in a position to provide the strong decisive direction to make quick decisions on development. Getting the agreement of a number of regional parties such as the party in West Bengal state or the Uttar Pradesh state when it was under a previous administration of Mrs Mayawati means an even slower rate of decision making as it leads to lack of speedy decision making. Whether voters have short memories and forget the slow rate of infrastructure development under previous administrations or have a willingness to give the BJP a chance to show what it can do under Modi for development can eventually decide this election. An example of what this means is in how the Mumbai Metro is being pushed through to timely delivery- Metro Rail's head Mrs. Ashwini Bhide simply says she feels for the people of Mumbai who have suffered from delays in development of needed infrastructure for so long, with millions doing appalling rides in a creaky old rail system. In her view it should have been done yesterday. It is this attitude that can make or break the current administration, and whether it can get this message through to voters one more time. Most who have this attitude are aware that China is now laying enough concrete every two years than America did in the whole 20th century, as reported in the Guardian newspaper, and are equally passionate about delivery of services and rapid development of badly needed infrastructure.         ...

Saudi Arabia and Iran are moving in the direction of taking away repressive rules and giving women more freedom in daily lives. Under Prince Salman Saudi Arabia is changing. Women can now drive in Saudi Arabia. As the role of religion is being reduced in Saudi public life women are now free to live more normal lives. Under new rules women will be able to drive motorcycles and trucks. The Tehran police chief has issued instructions that women be no longer detained if they do not wear proper hijab head covering in public. The two countries are competing with each other to show it is more modern to the international community, say some commentators. Others see the changes in Iran for hijab head covering not strictly enforced as part of the difficulty of enforcing these rules in court, as more younger women do not follow the rules strictly as in the past. Iran now substitutes educational classes in its enforcement, showing the gradual changes in Islamic societies. ...

Before the U.S. withdrawal from the World Health Organization not much attention was given by the U.S. to how it had changed after new elections. As a result non profit foundations like the Gates Foundation from the U.S. played a leading part in representation of American interests and China played a leading role leading to the crisis facing WHO today. During the coronavirus pandemic the WHO lacking adequate influence of U.S. or European Union countries was not able to act in a way that met the needs and concerns of these countries with advanced health systems. In the past pandemics were better addressed worldwide when the U.S. and EU played a major role from the beginning because of long experience and technological resources,  a role that was missing in the current pandemic. Ebola and other virus were tackled in Africa only when the U.S. or European countries played a leading and critical role. This role was sorely missed in the current crisis. This is why changes at the World Trade Organization matter. World trade is important for the world economy and can best operate when the concerns of U.S. and European Union about a level playing field and fair competition are met. This level playing field and fair competition also meet the interests of developing countries such as India which are industrializing rapidly and need to protect their own markets from unfair dumping, as well as Indonesia and other parts of Asia, Latin America and Africa that are part of the supply chain for the world economy. ...

Jonathan Cheng of the WSJ reports from Seoul that the sense of alarm at the escalating rhetoric between the U.S. president and North Korea seen elsewhere is missing in the South Korean capital. A city of 10 million only 45 minutes from the border with North Korea is within artillery range from the North. There is a sense that North Korea would not attack the South because of long ties of culture and ethnicity. The new government of Mr. Moon was elected with its plan to improve relations with North Korea that had deteriorated under the previous government of Mrs. Park. An effort is made by Rex Tillerson, the U.S. Secretary of State to tamp down tensions from the rhetoric. South Korean officials say recent experience shows the Trump administration is capable of making sound policy even with Mr. Trump's tendency to tweet strong comments. The South Korean government urged the media to present the situation without aggravating tensions. In fact the popular online news portal Naver in South Korea did not show the escalation in its top ten trending topics. Steps the Modi government in India is taking in the 2020 Budget to tackle slowing growth include relaxing the fiscal deficit target from 3% to 3.5% of GDO, selling public sector companies to generate more funds, so that additional investment can be done in infrastructure, rural development, education and health care. The Indian slowdown comes in the middle of a global slowdown, with China's growth expected to be 4.9% in the first quarter of 2020. Central banks for the European Union, US and Britain show slight divergence in their approach to inflation. The Bank of England's Bailey increases interest rates in UK to 0.25% from 0.1% a slight increase to signal its direction more than a serious interest rate increase. In the US Fed chairman Powell indicates an intention to make 2-3 rate increases  in 2022 if the conditions require action. In the European Union Ms. Lagarde of the ECB will taper purchases to 20 billion euros a month later in 2022, and keep interest rates at minus -0.5%. The British pound and the euro gained slightly as a result. 

Supply chain issues and energy prices are a big part of the current inflation increases which were described as transitory by Mr. Powell. The persistence of this inflation led to recent moves by the central bank. At some point these pressures would ease leading to a long term policy approach that pushes for a robust economic recovery.

Catalans formed a 400 kilometer human chain from the foothills of the Pyrenees to the Mediterranean to show their support for a secession referendum on Catalonia's independence from Spain. About 1.6 million people are said to have participated according to Catalan government officials. Spain's central government seeks to delay the issue to 2016 because of the financial crisis and high unemployment in Spain. The Convergence and Union Party of Arturo Mas takes a moderate position on this issue citing the concerns of the the government in Madrid, and the the ERC party which is the second largest party is firm about its demand for Catalan independence. Sentiment in Catalonia favors more autonomy, and a better deal for Catalonia in finances from the central government. Spain has setup a decentralized system of government following the long period of Franco's dictatorship, when Catalan language and culture were suppressed.
