A new Pew Research Center Survey shows prime minister Modi enjoying 88% popularity, very high ratings for a world leader. More unusual is that Modi's popularity was 87% in a Pew Survey in 2015, showing extraordinary resilience. This comes after moves to remove the large denomination rupee notes under what is called demonetization to take out some of the black money in India and increase tax revenues that were lost due to evasion. In South Asia tax evasion is rampant, much more than in countries like Italy of the eurozone. The move was difficult as it required being sudden, and a shift to use of debit cards and ATM's which required additional effort, slowing the economy. The other moves such as on GST tax were designed to facilitate doing business in India with one tax and free movement of goods replacing different state by state taxes. Business has not responded quickly to support Modi, and the Indian economy being prepared for the long term growth Modi hopes to generate is slowing in the short term. GDP growth has dropped to 6%. A bullet train planned in western India with help from Japanese financing and technology is being criticized unfairly because of the collapse of an old bridge near a railway station in Mumbai. Bruce Stokes, Director of Global Economic Attitudes at Pew Research, says the survey was done after demonetization but before the GST tax overhaul. This is not likely to change Modi's high ratings. The GST overhaul has been on the agenda for many years for all political parties in India. The views of Modi are not necessarily the same as for his BJP party which are lower for the party, the party gaining more from Modi's efforts and leadership, including in his home state of Gujarat. ...

Most people hae not heard the name Radhabinod Pal the sole dissenting judge at the Allied Tribunal who questioned its legitimacy in a dissenting opinion. Here we learn that Judge Pal's opinion sealed a friendship between him and Abe's grandfather Nobusuke Kishi charged with war crimes but never tried. Mr Abe visited the Netaji Subhas Bose museum in Calcutta and said that he was determined to strengthen Japanese Indian bilateral relations that Bose wanted to see. Appears to be an emotional bond and a visit that aroused old feelings from a family tie for Abe. Note that India and Japan vowed to seal a economic partnership by December. Serum's goal is low cost quality vaccine production so that over a billion people in Asia can be "protected from the birth onwards." Alex Frangos and Sudeep Jain's interview with Duvvuri Subbarao, the governor of the Reserve Bank of India, India's central bank. India's economy is slowing with higher inflation, higher interest rates, inability of the government to make firm decisions on foreign investment, a declining currency, and a growing deficit. Subbarao has come under criticism for keeping interest rates low for too long after the 2008 financial crisis, and then as higher inflation persisted making a number of interest rate increases in 2011, which reduced the credit flows in the Indian economy. Subbarao's defense of his policy of not acting earlier on interest rates and then raising interest rates repeatedly, is that the economy need stimulus in the years after the global financial crisis. He says the inflation in the early stages was a result of a supply shock in food prices and would not have responded to interest rate adjustments. Inflation declined from 9.1% in November 2011 to 7.5% in December. Subbarao says the interest rate increases are over and he is looking for the right time to increase credit flows in the economy. His remaining concerns are with the fiscal deficit, and he called on the finance minister to map out what he plans to do for the fiscal deficit. He expects the deficit for the current fiscal year to increase from 4.6% to 5.5%, as the cost of fuel subisides rises and tax receipts decline. He calls for the removal of subsidies on liquified natural gas and electricity, but concedes that this will be difficult in an election year. A riverside project on the banks of the Sabarmati in Ahmedabad gives the city of 10 million a new look. The project is similar to ones on the Thames in London and Seine in Paris bringing new park space and areas for of public space for a rapidly growing city. Guardian Cities is looking at 15 new cities with population growing to exceed 10 million by 2035- from Tehran, Iran, to Luanda, Mozambique, Hyderabad, India, Ho Chi Minh City, Vietnam, Surat, India, Kuala Lumpur, Malaysia, Chengdu, China, Dar es Salaam, Tanzania. The way this was done was to develop a self financing model. This was the work of architect Bimal Patel who proposed selling 14% of riverfront land of 200 hectares to recover costs. The Sabarmati Riverfront Development Corporation spent 161 million dollars to build new housing for 11,000 displaced families who worked in squatter type housing on the riverbanks as domestic workers, clothes washers. The riverbed had become for decades a dumping ground for city waste. The goals were to provide access for public to the river front and clean up the water with water treatment plants. Bimal Patel calls the project one of three generations as  will take another three years for new water treatment plants. The Ahmedabad Municipal Corporation bears the cost of about $220 million. The famous Sabarmati Ashram of Mahatma Gandhi lies along this riverfront and it gives this sacred space in India's history, the home of Mahatma Gandhi for many years in the struggle for independence, a healthier, brightened space along the river. ...

As Toyota Kirloskar moves to increase capacity at its plant in Bidadi, Bangalore, to 5000 units of the new compact car, localisation for components becomes abig part of the strategy. The goal is to achieve 90% localization by 2011 from 65% today, as parts imported from Japan cost more with the over 30% appreciation in the yen-rupee exchange rate. The Innova has 65% localization of components, and the Corolla has 45% which will be moved up to 75% and 50% respectively by 2010. The dealer network will be expanded from 82 to 150 by 2010-end and Toyota-Kirloskar wants to be in the semi-rural and rural towns. The pricing will be between aSantro top end varian and a Honda city entry variant, priced at Rs 5-7 lakhs.

The Hindu's Piyush Pandey describes the fire sale of assets that is planned as the Reserve Bank of India pushes forward with the effort to clean up the balance sheets of Indian banks. Indian banks have an estimated 5 lakh crore of bad loans. Separately Crisil ratings agency cited the bad loans in the banking system as a hurdle that must be cleared for India to make the necessary investments in infrastructure in the next five year period 2018-2022. The Hindu's own review shows a startling amount of debt in the ten largest corporate business groups in India-  500,000 crore of debt to the banks. Anil Ambani's group alone owes 121,000 crores to the banks, with some of the businesses not able to service the debt. Canadian pension funds, Nippon Life Insurance and other foreign companies are taking stakes in business as this process takes place. The Mukesh Amani Group alone has increased the debt load as a result of the 150,000 crore rupees spent on Reliance Jio. Other investments that have led to losses is the steel business of Tata Group in Britain, which is down to zero value, says the Hindu. Chennai, a city of 10 million in India faces a water crisis. It is approaching a situation of Day Zero when the water utility in the city can not any longer provide regular supplies of water through tap water. Tankers with water are used instead. This situation is a result of the 4 reservoirs used for Chennai water suffering from drought in the area- two are dry and the other two are almost dry. Water tankers supply water at the cost of an average salary of 9000 rupees  a month as shown in this story in the WSJ.

Cities such as Shimla, Managalore, Hyderabad, Delhi, also face water supplies crisis. All over India 600 million people live in water stressed areas, according to NITI Aayog, a government policy think tank. By 2030 the demand for water is expected to double. With weak monsoon rains the government is calling for water conservation.
