The WSJ's Latour, Browne, Tejada and Wei interview Lou Jiwei, chief executive of the China Investment Corporation (CIC), China's sovereign wealth fund. He says it is too early to talk about eurobonds as the financial arrangements necessary have still to be put in place. CIC is reducing its exposure to Europe. CIC is interested in infrastructure investments and sees infrastructure investment as the way out of the economic crisis for the U.S. and Europe. He has the most confidence in investing in China. Other locations are in emerging markets Brazil, S. Africa, Latin America. CIC's target is to have 50% of the assets in long term investments in infrastructure investments, commodities, real estate and direct investment and private equity, etc. and the other half in public securities. But this will pose challenges and CIC has not reached this level. It is learning from ATP, the Danish pension fund, Calpers, TRS, and CPP, the Canada pension fund. The portfolio is mark to market which creates pressures to reduce short term volatilities....

Manpower decisive in 20226 for Ukraine as two hundred thousand deserted and 2 million dodge the draft. Ukraine has more older men at the front lines than before. The situation is where Ukraine with a population of 40 million faces Russia with apopulation of 120 million, three times its size. The war is in its 4th year. Ukraine needs young people to rebuild and the focus was to prevent loss of young generation to the war to rebuild. This is getting harder to do. It also show why after 4 years of war the war on both sides has dragged on for too long. Britain, France are further away from the frontlines, and Germany, Poland much closer, the Nordic countries and Baltics having lived with Russia as a neighbor, their respective locations affect how they talk about this war. US has rightly seen that it is in no one's interest to prolong this war with loss of tens of thousands of young people every month.

This means much of the world is not dependent on volatile energy supplies from the Middle East. It is only in China, India, Japan, South Korea that dependence is high on Middle East. And in China and India this is the time to focus again on renewables. Most baffling is Japan with only 23% and it is the country that has so much of its supplies flowing through the Persian Gulf volatile oil lane- when Europe has moved on and accomplished the task of avoiding volatile Gulf region.

The question relates to what the World Bank's mission should be in a world where develping countries such as China and India have made signficant progress. The fragile and conflict ridden states in Africa and in parts of Asia and Latin America will be critical parts of this mission. Yet a lot remains to be done in China and India, and the World Bank sees its role as facilitating the development of needed infrastructure in India and efforts to control pollution in China, better manage the growth of cities in both countries, and also work in the poorer parts of Europe such as Greece. World Bank president Kim sees the World Bank working with the private sector to ensure that infrastructure projects have "a transformational outcome" to help improve incomes of people struggling to join the middle class.

German and US consultants at the microeconomic level of the company and German and US economists at the macroeconomic level of the economy entirely fail to grasp the effectiveness of China's investment driven model. Of its joint partnering with European and American companies and China's single minded focus on technology access. This is why the DJT US administration has warned Europe that it is failing economically. China's macroeconomic and microeconomic model are run by the same authority by the state, and according to goals and plans (which in a socialist economy is weak at the microeconomic company level lacking the initiative and freedom of action). By combining its macreconomic framework run by the state with a micreconomic company level run by the state but on free market lines the Chinese investment driven model has dual advantages and operates at a speed that far surpasses the German and American model. It's society suffers as a consequence, but in few short decades 1990-2009/2020 this is all it could accomplish with a single focus on modernization for what was once a peasant agricultural economy. Where it lacks is in future technology access and as long as weak companies in the US and Germany partner with Chinese companies the technology access for Chinese companies give it the essential ingredient for its investment model to work, as American and European companies can waver in investment Chinese companies backed by the government will not waver in investment and have the clear advantage. DJT's approach is to give a big shock to the entire system of world trade now run by China, so that this is no longer going to work at the macroeconomic level and legislate huge investment incentives for one time depreciation and other moves to get American companies to invest. It wants Europe to do the same, including getting rid of the bureaucratic structures and regulations. German Chancellor Merz is getting the message and is acting quickly first with the trillion dollar investment plan, the meetings with Draghi and Meloni to get Italy and like minded nations on board, and internal efforts to get rid of regulations and bureaucratic structures, and building a new partnership with India to remove an error of Merkel/ Clinton+ Obama in excessive concentration and dependence on China. This requires a steady hand and steady governments, steady policy, and companies in America, Europe and India to work together for the long haul without wavering or delay, to rebuild the world economy along new lines and on a new path. ...

Gates experience one rainy night in March, at Dover Air Force Base in Delaware, welcoming 4 dead soldiers who lost their lives to a roadside bomb on a rutted road near Jalalabad, Afghanistan, provides an insight into what he sees as important for the US military. One is to address the realities of the war that is facing the US in the now, not some theoretical conventional war as the Pentagon is overly focused on. This war is fought in insurgencies in Iraq and in the Pakistan-Afghanistan area. And even the takeover of nuclear weapons by Taliban, is not ruled out with the collapse of the government in Pakistan. So he sees reason for doing things quickly. At Dover that night, Gates expressed his anger to his staff, "find out why they had'nt gotten their goddamn MRAP's yet (Mine Resistant Ambush Protected Vehicles). Gates went into the 747 carrying the draped coffins, and knelt alone and prayed for 5 minutes. Gates was President of Texas A&M University, before he took the assignment at Defense during the last 2 years of the Bush administration. He knows the ways of the bureaucracy, and is a persistent and effective when faced with lack of cooperation and delays. When the field commanders in Afghanistan said they needed 40 Predator combat air patrols instead of the 12 they had, Gates went around the bureaucratic delays and had his task force set up and and doing problem solving down to details. They went about getting more flying time, and pilots, and control stations in the air force to support this. He keeps presentations limited to 45 minutes, and inists all slides be turned in the day before, for him to look over carefully. And he is decisive in making changes. The Army Secretary was asked to come to Washington immediately, and fired on the spot, not Gates says for the appalling conditions at Walter Reed Army Hospital, but for not acknowledging that problems existed and taking quick action to fix them. And Gates is using the 2010 Defense budget to steer away from large scale conventional weapons programs, and get more money for the immediate needs of the field commanders in the wars being fought today. He makes it clear in talking with lawmakers, that "listening to our troops and commanders, unvarnished and unscripted, has from the moment I took the job been the greatest single source of ideas on what the department needs to do." In doing this he has to face up to the bureaucracy and set ways of doing things at the Defense Department, things that were never questioned under his predecessor Rumsfeld. In 2008 the generals who run the Army, Navy, Air Force, and Marine Corps formally "non-concurred" with the classified version of Gates's National Defense Strategy, which said it was necessary "to take additional acceptable risk" in the area of conventional war so that the military could improve its ability to fight irregular wars. Gates met with all the defense chiefs to listen to their objections, and decided to draw his own conclusion after thinking it over, that the reasons given "were non-compelling," considering the grave dangers that the military was facing in existing wars. Gates is convinced that its his job to give the troops in the field the equipment and resources they need, and he is not letting the military brass or officials block the way. He does not let the criticism affect him. Gates is very quiet when he listens to arguments presented on the other side that he does not share, responding in a thoughtful and controlled manner. Last week, Jaffe of the WPost says, Gates flew to Afghnistan to ask for the resignation of Gen McKiernan the field commander there, a man he had chosen 11 months earlier, but now felt was the wrong man for the job. During this trip he visited a new base being built in southern Afghanistan, and met four marines whose MRAP vehicle took the blast from a roadside bomb, all survived with minor scratches and injuries, and one broken arm. Bryan Graham in The Guardian offers this more subdued reaction compared to Jason Gay in The WSJ on the performance of Mikaela Shiffrin of Colorado, at the Winter Olympics. She had the longest gap between a medal at the Olympics in skiing after problems at the Beijing Olympics not coming down half of the time. Shiffrin is shown with her thoughts about the loss of her father (aspects of PTSD following her fall and injury in Killington, Vermont, in 2024) who helped her train with no stress letting her be who she was. After several attempts she comes down to her favored event the slalom and after so many doubting her performance and skill focuses thoughts on the fact that she had all the skills, the tools, now it was just to focus on the period from start to finish and execute with precision. In the end after moving the goalposts forward with more than asecond to spare in her lead she simply cannot believe her eyes, a complete disbelief. It was about simply trying and focusing after building all the skills, and finally just turning up anyway after all the disappointments and  injuries and this does it all, says it all.  ...

China’s 15th Five-Year Plan recommendations set out China’s energy and climate priorities - from the Sino-German Cooperation on Climate Change. It says in its Conclusion as it relates to China's Energy Initiative working with German cooperation. It shows China is committed to cutting its reliance on fossil fuels from the Middle East particularly now with the situation in the Iran War and cutoff of such supplies. It is a broad comprehensive approach to industry, business and society's needs and how to best make the transition to low carbon emissions and renewable energy similar to what Germany is accomplishing on its own. "In essence, the recommendations for the 15th Five-Year Plan point to three main priorities: further expanding renewable energy and modernising the power system to reduce reliance on fossil fuels; shifting policy focus from controlling energy use to directly controlling carbon emissions, including plans to peak coal and oil consumption and expand carbon markets; and integrating climate and low-carbon goals across industry, finance and consumer policies, making green development a central pillar of China’s long-term economic strategy." ...

Climate change risk is being balanced with cost of living and other risks. David Bailey of the Bank of England says climate change risk is alive and well at the Bank even though the Net Zero Banking Alliance (NZBA) has seen withdrawal of banks such as Chase and Barclays to avoid criticism during DJT's second term. 

“We do, of course, have to put climate risk into proportion alongside all the other risks. We can’t focus just on one risk … But we’ve got to focus on climate risk. It’s important. And we continue to maintain the momentum of our work in that space.”
