Italy's Five Star party agrees to form a new government in alliance with the Democratic Party. Mr. Conte will continue as prime minister and heads the new government. Five Star party's coalition government with Mr. Salvini's Northern League was formed after elections in 2018. It collapsed after Mr. Salvini decided to breakup the coalition government in the hope of taking advantage of increasing popularity in the polls. The Five Star Movement was founded in protest against the conventional politics in Italy, but decided to join the establishment Democratic Party after Mr. Salvini's moves to call fresh elections.

91 year old Chuck Grassley is head of the Senate Judiciary Committee. He has a passion for vigorous Congressional Oversight that has not diminished with age. He says in an interview that he does alot of oversight and all of us should know from our 8th grade civics that Congress has a responsibility for checks and balances to make certain that the executive branch enforces laws consistent with the oath they take. Republicans are divided in Texas in 2023 which could turn it over to Democrats. One forgets that Texas is the state that a Democrat LBJ Lyndon Baines Johnson was from and his base of support, first vice president under John Kennedy and then elected president. LBJ signed legislation for amending Social Security to create Medicare and Medicaid. He also passed Civil Rights Act of 1964 banning segregation and in 1965 enfranchised black voters. The WSJ in this editorial sees the divisions between Republicans in the House and the Senate over the impeachment of Attorney General Paxton as signs that Texas has one party dominance for too long. It says this could turn the state to a Democrat majority in 2024 as it was under LBJ in 1960, who helped create programs revered by all Americans.

Baby Boomers from the FDR Truman era 1950-1965 were offset by the Generation X of the Reagan period 1965-1980. Each generation was making its political affiliation as Democrat or Republican based on its most impressionable years of life. Then come the Millenials till 1996 and Generation Z, who tired of the wars in Afghanistan and Iraq were wary of war, and had seen banking deregulation and laissez fairre lead to the financial crisis of 2008. The younger generations now enter as voters in 2024 and 2028 as Democrats. So big is the gap for Generation Z that it is the highest for all generations 20% Republican to 36% Democrats. This is from the General Social Survey by the University of Chicago every year since 1972.

After heated debate Governor Christie and leaders of the democratic party in the legislature agree on changes to New Jersey's public employee retirement and health benefits and pension system. New Jersey's pension system has unfunded liabilities of $54 billon and some estimates forecast that it will run out of money to pay pensions by 2018. The retirement age for new workers is now set at 65 not 62, pension contributions go up to 7.5% from 5.5% for state workers and to 10% from 8.5% for public safety officers. A major change is to delay annual cost of living adjustments till the pension fund returns to a stable financial footing. The absence of this change would have meant reducing retirees pension value by 30% in the next ten years. After the plan is 80% funded a new employee-employer pension governing board will modify the contribution rates and pension rules based on advice from actuaries. On health benefits the changes are for workers earning more to pay a larger share of premiums- so that a worker earning $60,000 would pay 27%, and a worker earning $95,000 would pay 35%. This particular change is phased in over 4 years and saves $300 million....
