 Mayor Reiter of Munich, Christian Kern, head of Austrian railway OBB, say here that the actions of Viktor Orban of Hungary gave the German government very little time, only a few hours, to act. The first motivation was to act in a humanitarian way, which is what happened. The German government had asked Orban to register and handle immigrants in an orderly way. In the end with the failure of Orban to do this, the immigrants who would have come north anyway, streamed into Germany and Austria in buses and trains. Clearly Hungary and Germany could have handled this better. The German public provided support with a large number of volunteers helping. One German minister is cited here as saying that if Orban wanted to build a fence he should have done it in a quiet way, as there are fences between Bulgaria and Turkey, and Turkey and Greece and it has not bothered anyone.

This editorial in the Washington Post describes joining Russia in joint action in Syria and Iraq as a dangerous policy for the U.S., for several reasons. The main being that Russia has been the obstacle to peace in the region because of the way all Sunnis in the Muslim world now see Russian actions as leading to millions of refugees and the prolonged war. It also says Russian forces are not effective in the current campaign. It cites Secretary of State Kerry's comments about Sunni perceptions of Russia's role.

The Carter Center finds that Democracy was thwarted in Venezuela when the Oppoostiion Candidate won by as much as 67% of the vote compared to 30% for Maduro and the Venezuelan regime. After over 300% inflation and 8 million refugees Venezuela's situation had deteriorated to the point that no government could win with such dire conditions for the economy.  Most essential goods and services difficult to find. This is the situation that the US faced as it asserted the Monroe Doctrine in the face of drug trafficking gangs in Mexico and Venezuela pushing drugs and migrants across the US borders. The drug and migration crisis in the US reached levels that led to the election of DJT in the US in 2025.

Christoph Hasselbach of DW.com says the idea of European Union brings so much good for Europe that it should not be diminished by use of pressure or punishment. He refers to the firm opinion in Brussels, of Mr. Juncker and Merkel, that there can be no cherry picking when it comes to remaining in the EU. This led in Jan. 2017 to British prime minister May saying Britain would not go begging to Brussels, and would simply opt out of the European Union and the single market. Hasselbach offers an interesting and plausible explanation for the Brexit vote shifting by a small margin to the exit side. He says rightly that uncontrolled immigration fears were used by the politicians supporting exit. Interestingly he says the worries in the UK were not just for current people but for future citizens from the hundreds of thousands of refugees who would become German citizens in a few years. Would they try to settle in the UK- prime minister Cameron failed to provide a convincing answer, says Hasselbach. He is right to point out as we have at Lyrarc that it is healthy to have questions and even some skeptical views about Brussels, that the appeal of the EU must depend on not being dogmatic about it, but being open and willing to accept questions.   ...

As Macron struggles to present EU's case in Washington DC the problems in Germany loom large.The debt brake Merkel to stop debt based infrastructure investment is what ails Germany and the EU. It has had two pernicious effects. It created the AfD's surge by lowering economic growth and investment in public needs - housing, transport, public services. It worsened the SPD and CDU performance by not investing in security, with no policies to return crime committing refugees to their home countries. A combination of aid and other assistance, diplomacy, would have secured the cooperation of countries to take them back. A strong display of action on removing refugees committing any offenses would have lessened the number of terrorism incidents and reduced a surge in the AfD performance with loss of confidence in chancellor Scholz.  CDU's Merz says he wants to remove the constitutional brake from the German constitution. The SPD under a new leader would want the same as it seeks to invest in the economy. Scholz lacked the foresight not to enter into a coalition with the Free Democrats in 2021 who flatly opposed public spending to meet pressing infrastructure needs lowering growth.  Both CDU of Merkel and SPD of Scholz lacked the foresight and the courage to invest and not settle for less for Germany. ...

That incessant bombing had caused a stream of millions of refugees of women and children across Ukraine and into Poland and Romania. The shelling of Ukraine is down in the east and the south by a factor of six in recent weeks say experts. This may be the biggest change from western aid to Ukraine at this time.

Syrian refugees number 1 million in Germany and Austria. In Turkey 3.5 million, in Lebanon 800,000, Jordan 600,000. 6-7 million Syrian refugees all over the world. The figures are large for displaced people and refugees worldwide. About 60 million displaced, over 30 million refugees and about 6 million asylum seekers. (UNHCR figures). Some are in transit as one report in The Times shows 800,000 entered Greece in 2015. It was at the time of the financial crisis in Greece and other countries, putting a great strain on resources. Even as illegal migration is criticized in many European countries, the fact that Europeans have given refuge to so many at risk of strain in their social systems is also something the says a lot about the goodwill and resilience in European societies after two world wars. A similar show of sentiment is appropriate from these countries in the Middle East and Africa, from the diaspora, and needs to be translated into action by looking at better models of managing the economies and government of these nations so that mistakes of the past are not repeated and there is a place for all. ...

Trofimov provides this report on the conflict in Syria and Iraq. Islamic state fighters from other countries are paid $800 per month compared to $400 for local fighters in Syria and Iraq. Fighters in the Free Syrian Army are paid $100 by comparison. Many of the fighters coming from Russia, western countries, and Arab countries see this as part of a visionary effort to create a new Islamic society, an experiment of sorts. In the process dislocating many of the local population and turning them into refugees going to Turkey and Jordan. Many of the 20,000 fighters crossing into the region from the Syrian border are veterans of other conflicts and bring previous experience. The Syrian city of Raqqa is described here by Trofimov as dominated by these fighters with much of the local Syrian population turned into refugees.

Elina Svitolina of Ukraine wins in three sets over Iga Swiatek of Poland to make it to the semifinals of Wimbledon. Svitolina says the war made her stronger, and also made her mentally stronger. "Mentally I don't take difficult situations as like a disaster you know? There are worse things in life." The Ukraine war is a women's war as millions of women became refugees in different parts of Europe including Swiatek's Poland.

Germany's Chancellor, Angela Merkel announced that she will not seek reelection. She will finish her term in 2021 and retire from politics. She led the CDU party for 18 years and Germany for thirteen years. She started out as a youth leader in the communist German Democratic Republic shortly before the collapse of the Berlin Wall. After reunification she was given roles in the government by Chancellor Kohl of the CDU, and was favored by Kohl.  During her years in office the CDU moved to the centre adopting some of the policies of the Social Democrats party. Merkel's last two terms were marked by her leadership of the European Union in tackling the debt crisis in Greece and other countries. Her leadership of the CDU was challenged by conservative leaders from Bavaria of the CSU party who had different views than Merkel on immigration and accepting wartime and economic refugees. By the beginning of her current term in office the CDU and the Social Democrats Party which alternated in running Germany in the postwar period had lost support as voters shifted their allegiances to parties on the right such as the AfD opposing immigration, and parties on the left, and to the Greens party advocating environmental issues. One of the main drawbacks during this period were the austerity policies during Merkel's terms in office that were implemented in the EU leading to higher unemployment before a tenuous recovery, and the lack of building infrastructure. The acceptance of a large number of refugees the official tally being about 890,000 entering Germany in 2017 and 200,000 in 2018, has strained the system and created tensions in society. About 480,000 had applied for asylum in Germany by the end of December 2017. Merkel defends her decision to accept refugees in these numbers, yet she says she was wholly unprepared for the influx of refugees that happened in 2017 and the year before. She says she wishes she had many more years experience to prepare herself for handling a crisis of this kind. The decision has created dissension in Germany especially in the eastern part which was part of the former communist German Democratic Republic.  ...

Fear of homelessness is a big problem for Ukraine refugees among the elderly. Many people who are in their 80's, with little in savings and no relatives in the western parts of the country refuse to leave. Some have not left when the Russian army is only two miles away as shown in towns like Bakhmut near the front lines in Donetsk eastern part of Ukraine. One elderly woman says they would drop her off at the station at Lviv or Dnipro, and then what, where was she to go. Rescue units volunteers take people to safety every day in these towns. Some leave when the artillery shelling becomes unbearable.

Trump also softens some of the rhetoric on China as he seeks Chinese help to restrain North Korea. An international coalition of states supported by the U.S. reverses gains by Islamic State, with Iraq and Iran gaining over Islamic State. President Obama's policy of not taking decisive action, reversed towards the end of the second term, had led to the rise of Islamic State and the refugee crisis in Europe as refugees left Syria and Iraq. NATO or the South Korean defense was not significantly weakened as feared at the beginning of the first year. Missile defense proceeded in South Korea with U.S. missile systems. The appointment of a senior senator from Texas, Kay Hutchinson, signaled that the NATO policy had not changed significantly. As a result it could be said that the year 2018 began with a bang about the risks internationally with president Trump's unconventional approach, and ended without some of the worst fears being realized. Relations between North and South Korea improved as Koreans decided to work together for peace in the peninsula- with North Korea agreeing to participate in the Winter Olympics in South Korea.   ...

Germany's growth rate for GDP in 2016 was 1.9% compared to 2015. This is the highest growth rate in half a decade, and better than 2015 when the growth in GDP was 1.7%. Fiscal surplus was 0.6% of GDP in 2016. Germany's Economics and Technology Ministry says the economy is improving because of the positive labor situation, rising incomes and consumer spending. Real estate boom is also helping growth, and also the state spending including on refugees accomodation. Exports have surged and the economy has recovered from the Brexit effect. A new dynamic is taking hold in U.S.-Saudi relations as U.S. interests for improving U.S.- Iran relations and tackling the nuclear proliferation issue, differing perceptions about democracy in Egypt and Bahrain, create distance between the two countries. The emergence of abundant shale oil in the U.S. and Canada and other parts of the world is reducing U.S. dependence on the Saudis for oil, and creates a sense among ordinary Saudis that the U.S. will abandon the special relationship with Saudi Arabia. The Saudis see their role as supporting fellow Sunnis in the struggle in Syria. The Obama administration has not taken any steps to support the Syrian people's struggle against the Assad regime and allowed the refugee crisis to develop to huge proportions with over 2.5 million people mostly Sunnis becoming refugees in border camps.
