China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. Of the 27 nations represented at the EU summit meeting on January 30, 2012, all except Britain and the Czech Republic agreed to the new measures for budgetary discipline. The new fiscal compact will come into effect after 12 eurozone countries have ratified the compact. This prevents one or two countries holding up the agreement. This provides the Merkel government in Germany an agreement on concrete measures for budgetary discipline- evidence of specific action to dissenters inside the Christian Democratic party and in German public opinion- which would enable it to support efforts by the ECB, the IMF and the EU to address the crisis, including the funding of the European Financial Stability Fund. The text of the fiscal compact makes it harder to block sanctions against countries that fail to impose budgetary discipline, while at the same time making allowance for countries with excessive debt such as Italy.

1. PETROBRAS KNOWHOW IN DEEP-WATER DRILLING HONED IN DEEPWATERS 100 MILES FROM RIO. In the 1970's Petrobras discovered oil in the coastal area near Maca. Later geological tests showed large deposits more than 100 miles offshore and more than a mile deep underwater. Senior Petrobras engineers worked with manufacturers to develop pressure resistant instruments and the hardware needed to drill deeper. This technology was developed over the years and Petrobras has now honed its skills in deepwater drilling. Since then Petrobras has become the leader in deepwater drilling.. The fact that Brazilian oil was offshore made Brazil focus on offshore oil exploration and use the Atlantic ocean near Brazil for one big R&D project. Petrobras uses floating platforms, of which many are converted oil tankers. These platforms are more agile in deep and remote waters and better weater waves and storms. Petrobras gets 90% of its oil from the waters over 100 miles north east of Rio de Janeiro from a cluster of 38 such platforms. The floating platforms are like large ships that can be connected to hoses to pumping points on the seabed. 2. PETROBRAS INVESTMENTS IN OVERSEAS OFFSHORE DEEPWATER OIL PRODUCTION. Petrobras has the size and profits to have global reach and make the large investments and bring deepwater expertise to other regions. It is 55.7% state owned. Production was 1.9 million barrels a day in 2006. Sales of $45 billion and profits of $10 billion for 2005. The 2005 profit was a 50% increase from 2004. Countries where Petrobras is working include Angola, Tanzania, Turkey and India. Petrobras has stated that it will increase overall investments by 66% in the next 4 years investing $87 billion, mostly on exploration and production from 2007 to 2011. Of that $12.1 billion will be invested overseas for new platforms off the Gulf of Mexico and new fields off the coast of Nigeria and Angola. Petrobras plans to invest $2 billion in the Gulf of Mexico for deepwater drilling. ...

The increasing likelihood that Greece will exit the eurozone. This happens as the New Democracy party fails to form a coalition and the other parties are offered a chance to form a coalition. The other opposition parties gained far more votes than New Democracy and Pasok in the elections and some parties favor Greece exiting the eurozone. New elections will be held in June if no government is formed. The current government of Lucas Papademos says it needs an extra year to complete the privatizations, public sector layoffs and improvements in tax collection, giving Greece till 2015 to get the job done. As a senior advisor to Papademos, George Pagoulatos, put it: "There is a sense that Greece has passed its pain threshold... Greece needs some oxygen to breathe." Both the Ifo Institute's Sinn and John Taylor see the exit from the eurozone as the best option for Greece, as interest rates on Greek debt have been reduced and Greek banks recapitalized with the March 2012 bailout. The military runs the country and the military's candidate was expected to win the election. The entry of the royals puts a new twist in the plans of the military to continue running the country.

Thailand's economy has slowed down and it faces competition from Vietnam. For 20 years Thailand is split between the Thaksin faction which favors the rural north and northeast of the country, and the military, government bureaucracy in Bangkok. Elections were won by the Thaksin faction till the military intervened. The royals were seen as being with the military till this time.

About the collapse of two banks- Silicon Valley Bank and Signature Bank Fed vice chairman for financial and banking supervision, Michael Barr, had this to say at a Congressional hearing last week- "I think anytime you have a bank failure like this, bank management clearly failed, supervisors failed, and our regulatory system failed."  The rest of this report looks at changes the Fed can on its own make stricter supervision of banks over $100 billion, action the Biden administration is thinking of taking, and action by the FDIC. The Biden administration does not want to be seen supporting wealthy depositors at Silicon Valley Bank by guaranteeing uninsured deposits as it did. It took this action solely to protect the financial system so that it would not hurt working families. For this reason alone the Biden administration will seek tighter controls of mid sized banks now that the illusion that banks below $250 billion do not pose a risk to the financial system is gone. It will also seek to recover all funds used to support these failed banks from the banks and financial sector that has lobbied for so long for less regulation leading to failure of banks not once in 2009, but again in 2023. This time under the Biden administration the damage is carefully controlled so that it does not affect the American economy and working families. ...

China and Nepal differ on the exact height of Mount Everest. Nepal says is measurement shows it at 29029 feet or 8848 metres above sea level. China calculates it to be 8844.3 metres. Nepal uses as sea level the Bay of Bengal, China uses the Yellow Sea. It varies whether the rock base is used or the variable level of snow and ice at the top. There is more climbing activity on the Nepal side than the Chinese Tibetan side. The mountain is always moving even if it is minutely. Seismic activity has raised it 5 metres. Till 1840 Kanchenjunga was considered the highest till the British surveyed the mountain. In 1856 Andrew Waugh, Surveyor General of India stated that the peak 15 of Everest was 29002 feet or 8840 metres high. In 1865 the mountain was named after Sir Colonel George Everest a fellow surveyor in the British Army. In 1955 India declared the current height given by Nepal. Estimates show the 50 million Americans enrolled in Medicare today will increase to 80 million by 2030, according to the program's actuaries. Simple demographics as the baby boom generation ages is making controlling the deficit without controlling increase in health care costs as both sides in the fiscal cliff negotiations are attempting to do can only lead to defunding critical areas such as education, R&D and infrastructure, and breaching the safety net for lower income Americans. Health care spending took up 7% of GDP in 1960, increasing to 17.9% of GDP in 2010. Federal spending on healthcare has grown to about 25% in 2012 from 10% in 1960, and is projected to increase to about 33% in ten years by the Congressional Budget Office.

Anger has a positive role to play in promoting catharsis and fostering real healing says Venkatesh. He even says we will recover our public life this way, by storming out onto the streets and then actually talking to one another. That is not so easy in a world of electronic devices and electronic communication like email and text messaging, and in a world where one tends to one's own little world with its daily frustrations and that credit card bill and the mortgage payment and the kid's tution payment. He actually invites the public to go out and do this rather than retreat each person into his own world of humiliation and struggles, or let the anger build up in an impersonal world of Internet, and with sporadic outbursts in small group protests. He doesn't see the Obama administration doing the broad and intensive campaign to shore up the housing, food and welfare safety nets which will be required, or the sustained committments from mayors, service providers and civic leaders. And he sees anger growing and its expression taking place only later on, as the public is patient for a long time, and then the anger just rushes out when it cannot be contained, as happened in the Great Depression. ...

Chinese president Xi Jinping has set strict carbon emissions targets for 2021, in his commitment to achieve peak carbon emissions by 2030 and carbon neutrality by 2060. Power cuts for industry are put in place to meet the targets. A 56% rise in coal prices is also making it less profitable for power plants to generate electricity. This will further reduce Chinese GDP growth. Banks have cut year over year GDP growth for quarters three and four to 4.7% and 3%.

He tells voters he got everybody in his state insured. He also says there will not be a huge cut in taxes that would worsen the deficit. This bridge in the Reasi district of Jammu and Kashmir is at an height of 359 metres, the tallest bridge in the world. It is expected to open by January 2024. Vande Bharat will run across the bridge and Vande Metro trains between Jammu and Srinagar, cutting travel time between the two cities to 3.5 hours. About 28,000 tons of steel went into building the arch of the bridge. Himalayan tunnels need a horse shoe shape of curvature, an elliptical shape that prevents loose soil from causing landslides. India is only now building the kind of infrastructure the region needs as most of this region remains isolated compared to countries in Europe. This is true of Nepal and much of the Himalayan region. The level of infrastructure building is taking on a new pace and vigor as more roads, highways and bridges are being built in the Indian Himalayan states under the Modi administration. This will increase the economic activity in the region giving new life to agriculture and industry in the region, raising incomes and providing a better life for the people in these states. This comes as the region is being connected for access to tap water, electricity, mobility, banking in all villages and towns.  ...

Swiss dairy farmers cutting cheese production by 5-10% to tackle temporary US tariff rate of 39%.  Gruyere and Emmentaler cheese to US make up 13% of Swiss cheese exports. Swiss dairy farmers are looking for markets in Asia and waiting for trade negotiations to bring tariffs down so that they can bounce back. The cow is sacred in Swiss Alpine country because of its role in cheese and mil chocolate production for overseas markets. Switzerland's cheese exports are $830 million in 2024 compared to about $7 billion for Germany, $6 billion for Netherlands, $5 billion for Italy and $4 billion for France, and $2.5 billion for the US. Overall Switzerland is a small exporter for a country the size of Virginia. Much of the extra milk production from a bumper harvest in 2025 can be converted into baby milk powder  and exported to China and India. In trade negotiations the Swiss became complacent even condescending and took the US market for granted. This will now change as the Swiss now have time for some soul searching on how best to negotiate a deal that respects the interests of both nations. ...

The redevelopment of the classic Egmore railway station in Chennai at a cost of 734 crores is set to take off. It is a much needed renovation for Chennai and will take 36 months and bring it to international standards under PM Gati Shakti Master Plan for Inter Modal Connectivity. Egmore station handles 1.2 million people daily and is one of the oldest rail stations in India, and one that connects the south with Sri Lanka. Hyderabad based DEC is beginning the initial survey and plans to make this a showcase for other rail stations in India in the drive to modernization.

She says women worry about our families, ourselves, and society's expectations, so that it is not surprising when this leads to burnout. It is worse for women in politics, she says, with the constant threat of abuse that contributes to burnout. German chancellor Merkel passes legislation that gives the federal government the power to set curfews to control the spread of coronavirus. Cases reach 166 per 100,000 in Germany and the government sees lockdowns to be in place till the end of May. Toyota's new startup Woven Planet was supposed to create a startup to produce the software that run's cars for today, and do this within a company that produces 10 million cars using tested quality control and factory efficiency methods. It has not worked as shown in this report in WSJ. Deadlines for the software were put off till 2027 and Toyota was falling behind. Toyota had planned a separate city near Mount Fuji for the company and separate cultural setting. This has not happened and Toyota is now integrating the software startup into its own operations bringing forward deadlines to 2025.

Rising food grain production with an increase of 4.5% to 150 million tonnes during kharif season shows hard work of farmers, scientific research in agriculture, and a good monsoon season rainfall. About 55% of the population is dependent on agricultural activities and at the time of the pandemic this should boost farm incomes, help keep down inflation, as well as increase exports and enhance agriculture dependent industries.

Improving rural economy will help sales in light motor vehicles, telecom products, and consumer products. The next step is rural supply chain building with new logistical improvements including cold chain facilities, storage facilities, food processing.

Felipe Caldron, Mexico's new President, addressed one of Mexico's biggest problems low tax revenue by getting passed through the legislature a tax bill that will increase tax revenues from 11% of gross domestic product to 13.5 % of GDP. This will be done by a corporate tax that taxes sales rather than profits starting at 16.5% in 2008 and rising to 17.5% in 2010. The original proposal Calderon requested would have taken this to 19%. The bill cuts taxes on Pemex which will give it an additional $3 billion a year as it is falling behind in new reserves added from exploration and drilling that would replace ones being depleted leading to a decline in output. And the tax bill imposes a tax of 2.5% on cash deposits above $2200 to attempt to collect some taxes from the underground economy which employs about a quarter of the workforce. In addition it imposes a gasoline tax of 5.5% that will go to the state governors for local spending needs. The deal was negotiated by giving the opposition reforms in the electoral process including replacing all commissioners of the Federal Election Institute, and bans radio and television advertising for candidates. Calderon wanted to increase the taxe revenue to 14% of GDP, this would increase it to 13.5%. Considering the previous administrations failure to get any legislation through Congress while Pemex production slipped, and tax revenues were some of the lowest in the world due to widespread evasion (see a similiar problem and tax reforms in the Philippines recently), this is a breakthrough. But Pemex has to turn the corner, and lags way behind Petrobras in Brazil in terms of progress in exploration and new reserves. Revenues from the oil company largely help fund state spending in Mexico. However reforms that free up the state energy sector as Brazil has done (see the recent article on Petrobras in wsj ) some years back are still for the future. How much will this help. Its a modest beginning from a low point under the Vicent Fox administration. The additional $10 billion it generates next year will go to fill the gap in declining tax revenues from state oil company Pemex, and rising health and pension committments of the state....
