The chief scientific adviser to the government of Britain says "go hard, and go early" to prevent a surge of coronavirus in Britain in the autumn and winter with more activity indoors. Things are flattish at the moment, but if hospitalizations pick up the government needs to quickly shift from Plan A without vaccine mandate and without mandatory mask use to requiring vaccinations and mask use, calling for working from home, as part of Plan B. Unlike France and other countries in Europe Britain has not taken the strong action that is necessary. Why are home covid test kits harder to find in the US compared to Europe and other places? Part of the reason is that the FDA was more stringent in approving home tests than in Europe. During the focus on vaccination in mid 2021 there was less demand for home tests so that Abbott and other makers of home tests actually cut back on production. European governments continued buying them in bulk to distribute them free as the tests were required to enter restaurants and public transport in Europe. With Omicron in December 2021 pharmacies in the US quickly ran out of tests and prices were high at $25 for test kits.

Sri Lanka's state owned Ceylon Petroleum Corporation has $700 million in debt that it cannot repay resulting in fuel shortages as it cannot finance imports of oil. Depending on Indian financial help for fuel that after $4 billion in aid is not sustainable, says Wickremasinghe, who is finance minister and prime minister.

Deep rooted errors in management of the economy now need to be corrected and this will require increase in income taxes, cutting public expenditure and breaking down loss making state monopolies, are needed. Wickremasinghe says "if the government misses this opportunity this would be a crime."

Indian prime minister Modi tells RE Invest 2020, that India has almost tripled renewable energy production including solar and wind energy in 6 years, and is now the 4th largest renewable energy producer in the world. India is also now the fastest growing renewable energy producer in the world. He says India made investments in renewable energy early even when it was not the most cost effective source of energy. Through its scale and new technology, manufacturing advances, India is now in a position to show that renewable energy is sound economics. Italian prime minister Renzi faces a tough fight as Italy votes on December 4, 2016,on a constitutional reform package that transfers more powers to the central government in Rome. It would reduce the size and power of the Senate, the upper house, making it easier to pass legislation, and reduce the powers of the regional governments. The Beppe Grillo led Five Star Movement in Italy opposes Renzi on the referendum. France's Finance Minister Michael Sapin introduces a no-austerity budget in September 2014 as France's growth is forecast at 0.4% in 204 and not reaching 2% till 2017. Sapin says "we have taken the decision to adapt the pace of deficit reduction to the situation in the country." Serbia ranks high in the countries with successful vaccination drives. About 29.5 people of every 100 have been vaccinated. About 2.2 million doses of the Pfizer vaccine were bought in August 2020 followed by separate deals for the Russian Sputnik vaccine and the Chinese vaccine. Serbian prime minister Ana Brnabic says the success is a result of their approach to vaccination- "A health issue, not a political issue, negotiating with all, whether East or West."

Indian finance minister Nirmala Sitharaman meets IMF managing director Kristalina Georgieva to discuss impact of the geopolitical situation on world growth especially oil prices. Sitharaman said India was pursuing a policy of strong federal spending with capital expenditures increasing by 35% for fiscal 2022-23 to continue a public investment led recovery, raising capital expenditures from 5.5 lakh crore rupees to 7.5 lakh crore rupees. Indian GDP growth is now expected at 8-8.5%, the highest of large economies. Sitharaman also met with Indonesian finance minister Sri Mulyani Indrawati on the sidelines of G-20 Finance Ministers and Central Bank Governors meeting and discussed the current global situation.

Shortages of natural gas lead to a 40% rise in prices. China is bidding high for gas supplies as it faces shortages of natural gas for heating during the coming winter. The UK and Europe also face shortages. Russia has the largest reserves of natural gas and is by far the largest producer. The start of the undersea Nordstream 2 pipeline avoids use of existing Russian pipeline through Ukraine. It is seen as a way to bring in more supplies to Europe.

Australia is another large producer of natural gas. China is now changing its import ban of Australian coal and natural gas as it faces a cold winter.

The election of Merz in Germany as chancellor means a sharing of minds with Macron of France, the two leaders share the same approach, coming 3 years after the inertia under chancellor Scholz. It means the steps will be taken for European defense and for a European alternative to NATO. It also means efforts will be made for the French-German economic engine to be revived.

The emergence of a national party in India is the subject of this editorial in The Hindustan Times. The Indian National Congress led by Mohandas Gandhi led the way to transitional home rule in the 1930's under the British, independence in 1947, with the party running India till 1962 under Mr. Nehru, one of Gandhi's assistants. This was followed by a breakup of the party into different factions with one faction led by Nehru family forming governments under Indira Gandhi, and her son Rajiv Gandhi. This faction then lost its popularity in the Hindi speaking heartland of Uttar Pradesh, Bihar and became a regional party with presence only in a few states of India and very little in the south. By 2014 a new party the Bharatiya Janata Party had emerged that had a strong presence in the Hindi speaking heartland of Uttar Pradesh and Bihar, Madhya Pradesh, Rajasthan, Gujarat, and in the northeast of the country. It still lacked a strong presence in the south. This has happened in the 2020 Telengana elections, says Hindustan Times. By getting a strong performance in the Hyderabad region the BJP now has a strong presence in Telengana, Andhra Pradesh, and Karnataka where Bangalore is located. Only Kerala and the Tamilnadu region around Madras, have their own regional parties in government. In the east the Bihar elections showed BJP as the leading party to form government to push the development agenda in Uttar Pradesh and Bihar. It is now well positioned to take this theme of rapid development to West Bengal state around the Kolakata (Calcutta) area, a state that has lagged far behind in development under a regional party that was an offshoot of the Indira Gandhi faction of the Congress party. As is common in India national political parties split into factional parties with infighting that split again into purely regional parties. This has further undermined the them of development through failed governance in India. The BJP under the current prime minister is now the exception to this because of its themes of health, governance and development, with Development at the top of the triangle supported by Health and Governance at the base of the triangle. The BJP which started out as a small business oriented upper caste party also changed its image under prime minister Modi. The slogan "Sab Ka Vikas, Sab Ke Saath," (Development for all, with all) has given the BJP support of the lower castes, the Scheduled class and the backward castes in India. This make it a truly national party with support across all socioeconomic and demographic groups. The prime minister's own background growing up working in his father's tea shop near a railway station in Gujarat has also given the party a new image of being with the working classes and the average man. His experience in Gujarat delivering on development projects and infrastructure, energy, has also given the word "development" new meaning for a modern India, very distant from the period when poor governance failed to deliver on development and modernization. Bold moves have cleared the way for a nationwide approach to development, yet decentralized, with rapid development based on accumulation of technologies, human skills, land and capital. A singular focus on the needs of the ordinary people is evident when the prime minister talks about the effect of firewood burning stoves used in cooking by hundreds of millions of rural women for their families. He says the smoke from burning this firewood in the home has the effect of smoking 400 cigarettes for each woman. Rarely has this happened since Mohandas Gandhi took up the situation of village women in the backcountry and lack of clothing in the period under the British.   ...

Putin's reaction to the falling ruble with declining oil prices adding to the impact of sanctions on the Russian economy is to blame the Western countries for a "civilizational" conflict against Russia that is centuries old. President Obama speaking about the same time to a Business Roundtable meeting says Putin was taken by surprise during the changes in Ukraine and has improvised his way since then, using Russian nationalism in a way that is taking the country backwards in history. Merkel makes the same point and says the Federal Republic of Germany has taken a new positive direction, learning from past history. This has led to a loss of credibility for Putin as seen at the G-20 meeting in Australia in 2014, as the opening of the Russian economy and the efforts to improve Russia's standard of living in an atmosphere of trust and international cooperation is replaced with distrust and misgivings by these policy improvisations.

Polls after prime minister Papademos assumed office show nearly three fourths of Greeks see his appointment as a "positive" step for Greece. The popularity of the Socialist party of Papandreou has suffered the most in public opinion. And increase in prices of services is slowing So its not clear whether we are going to see lower inflation or higher inflation. China is changing the way its fuel pricing and taxation system will work, that will ensure a number of goals like energy conservation, improve highway funding, protect consumers and ensure decent profit margins for oil companies. Oil prices are set by the government and oil prices have not been reduced as prices have dropped so that Chinese pay twice as much at the pump for cars than does the average American. A series of road fees which are used to finance higheway construction were cancelled and a fivefold increase made to the fuel consumption tax from 0.2 yuan to 1 yuan per liter of gasoline, ccording to the National Development and Reform Commission. Taxes in diesel which are 0.1 yuan rise to 0.8 yuan. THe changes that go into effect January 1, 2009 will also bring China's fuel prices and pricing mechnaism more in line with international oil markets. This should result in lower prices at the pump next year for Chinese filling up their cars at gas stations, because of the policymakers concern that Chinese consumers and the economy get a stimulus including the benefit of lower oil prices....

The good mix of rain and sunshine is leading to higher estimates for wheat production in US, Europe and Australia. Australian production is up by 3 million metric tons over last year. Russia is exporting more than it did last year by 80% in April and by about 25% in May through Black Sea ports. This is easing pressure on wheat prices which are down to $9 a bushel. Russia exports to countries in the Middle East. US production of wheat is expected to be 8% higher this year.
