The S&P 500 was down 41.9% in 1931 and 38.6% in 1937. In 1974 it was down 29.7%. What was it down by in 2008. In 2008 the S&P 500 was down 45.5%. This matched what happened in the Great Depression and we are not through 2008 yet as one can see from what is happening to the share price of Citigroup, other banks and the Detroit automakers. It a hell of a year and the errors during the Great Depression were different but there are errors in policy and in managing the crisis in this one also. For example the announcement by the Treasury Secretary Paulson that none of the money in the bailout will go towards buying mortgage securites may have led to renewed doubts about Citigroup's portfolio of toxic assets. The failure of the banks and other companies to get the uptick rule reinstated also ends up causing a run on the stocks of faltering companies exaggerating the impact of any doubts and creating a need for government help. Whern the history of this is rewritten the management of this crisis and the policy making will also be faulted in amanner that the Great Deprtession policies were faulted but for different reasons. The failure to address foreclosures early in 2008 as Martin Feldstein repeatedly urged in the WSJ since the early months of 2008 and continues to do so, and as other policymakers like Sheila Bair at FDIC have urged repeatedly, will be one of these major errors. Any failure to address the automakers cash funds crisis for operating expenses both with money and with the proper conditions could also go out of control and cause a major unemployment crisis in the midwest that could spread to the rest of the country. The NYT editorial took note of this on November 22, 2008, asking for funds however distasteful the behaviour of the automakers management may be. See this link. And public opinion could get the managemnt to resign or this could be a condition for signing onto the bridge loan from the government. In this particular issueof automakers Detroit automaker's management's serious errors will be written about years from now which combined with any indecision or slippage on the part of awmakers could lead to the economy and unemployment spiralling out of control, because so much is happening at the same time. It comes at atime when the storm is shifting to the consumer side to credit card and other consumer loans even as it is continuing to take its toll on the housing sector in the USA and on exports and the auto industry and other sectors around the world. ...

Annalena Baerbock is leading the Greens Party in Germany to a new poll high. Almost all parties lost points in the poll for Bild Am Sonntag and the Greeens gained. Coming at a time when the German public is weary after the eurozone financial crisis, the migrant crisis and now the coronavirus pandemic Annalena Baerbock brings a fresh approach to issues in Germany. Her call for a broad tent and the solidarity in the party with co-leader Robert Habeck are getting a good response from the German people.  Greens are ahead by 2 percentage points to 28%, CDU/CSU down by 2 points to 27%, SDU down by 2 points to 13%, AfD and Left Party both down by 1 point, AfD at 10% and Left Party at 7%. Greens present the idea of a new departure for Germany to protect the climate, reduce inequality and start a new Europe. Annalena Baerbock talks about this in her campaign as chancellor candidate for the September 2021 German elections- "we must make changes to create a fair country." The German people are listening after years of disappointment with the SPD under Schroeder, the Merkel years when Germany tackled crises of eurozone and migrants with no new direction for a brighter future,  the AfD creating new divisions and waning in approval, the lockdowns leading to social divisions, rising inequality.  ...

Sarah Wagenknecht is combining socialist credentials with support for workers and unions with a platform opposing migration. She is polling 10-20 percent and is second to AfD right wing party inthe polls in three German states of Thuringia, Saxony and Brandenburg. Nationally she is polling 9 percent. Not that this is new.It is new only in Germany with CDU/CSU and Socail Democrats, Greens, Free Democrats dominating with right wing anti migration position taken by AfD. Mette Frederiksen in Denmark the Danish prime minister has long felt that migrations hurts working class families and distracts from the main issues facing workers. On this platform she has won elections in Denmark. Scandinavia is moving in this direction taking up working class issues, policies that favor unions and workers, support child care and families, yet opposing migration, but not with extremist right wing ideologies not compatible with democracy. This is a more effective and sensible path for Europe as there are more urgent issues, climate change, child care and families, wages and incomes, cost of living action, why the need to distract the attention, the vital attention needed to these overwhelmingly important tasks. Here it is common sense that should prevail- by keeping migrants out of this, no more distraction from the tasks at hand for the Nations of Europe, and keeping borders safe. ...

David Reilly says the Fed's response to the large volatility in the stock market after the credit downgrade of the U.S. to AA+ makes sense. The Fed's Open Market Committee voted 7-3 on August 9, 2011, to keep interest rates exceptionally low till mid-2013. With credit markets working and the financial system having sufficient liquidity the Fed did not need to take drastic action. Coming only a short period after the end of QE II, a QE III could be seen as an over-reaction. Another reason for the Fed's action- more pressure was needed for the U.S. government and Congress to shoulder responsibility for the economy. In an earlier statement the Fed had pointed out that the Fed by itself can only do so much and this is consistent with that thinking. There are important headwinds from housing, large consumer debt, deficits, and high unemployment that the Fed alluded to in that statement that will take time to reverse with policy action on several fronts over a longer period. In the speech made on June 6, 2011, U.S. Federal Reserve chairman, Ben Bernanke, said "monetary policy cannot be a panacea."...

A small tax on the $800 trillion foreign exchange industry of 0.005%- with the tax on currencies where the leaders of these countries approve like Merkel of Germany and Sarkozy of France- would generate much needed money to help the word's poorest, says Philippe Jouste-Blazy, a former foreign minister of France. For instance he says tuberculosis killed nearly 1.8 million people in 2007, and caused the GNP of some countries to fall as much as 7 %. THis would bring serious gains to economic growth in the poorest countries. Look at the $1 to $5 tax imposed on airline tickets in France and 10 other countries since 2005.It has raised $700 million and financed three quarters of the AIDS treatment now being received by the world's HIV positive children. Unitaid, is an organization Blazy leads. It manages the money from the airline tax, and has negotiated 50 to 60% reductions in the price of pediatric anti-retroviral drugs in low income countries. The reason why the banking community should support this tax. One it is tiny, 0.005% on a foreign exchange transaction, and should not affect the flow of transactions. It is done automatically by computer systems. The currency trading system right now is untaxed. More importantly the bankers says Blazy have been benficiaries of taxpayer money. Isn't it time to give back to those worst affected by the global crisis the bankers helped create? Does'nt it create more credibility for the global financial, monetary and trading systems? He says the tax money could be managed by the Global FUnd to fight AIDs Tuberculosis and Malaria, with upholds programs in 100 countries to high performance standards....

This is the prospect for the future as India increases use of coal and China continues its use of coal. Quiet quitting has become a phrase that means workers are working hard and doing things the way they did before, except that they are not letting a work culture that may have gone astray because of bosses  who set the wrong rules guide their lives. Even as companies such as Stellantis are taking on a new culture because of a new respect for workers work-life balance and getting a lot more from them, other companies are following older set patterns that did not include work-life balance or rejected work-life balance outright without saying this openly. Stellantis, Europe's largest car company itself shows why this is dependent on who is the CEO and what he believes in. The previous CEO had poor health habits including frequent smoking and irregular long hours without a structure of any sort that led to this being carried over into the work culture. The CEO changes and new rules are set and soon it permeates who is hired at different levels that are consistent with his habits and sense of work life balance. A new culture develops over time and gradually you have new work ethic that respects the mental health and fitness of workers and of managers, and that of the CEO. This report in WSJ starts with the premise that workers should'nt feel bad because worker are "quiet quitting" anyway after the pandemic. But in reality the statement is a bad one, as it does not say there are better models out there few as they are, that need to take pre-eminent place after the pandemic rejecting the old ones that recklessly ignored health and mental health and were less motivating for workers, and leading to less productive culture in the workplace. At Stellantis a lot gets done in regular hours so that the time after 5 or 6 pm is devoted to workers getting into exercize taking a bike ride, doing things that revitalize and build a healthy body and mind so essential for productive and good thinking type concentration in work. Emails over weekends need not be replied till Monday, and bringing up work during the weekend is discouraged. And still a lot gets done, the company will take the leading role in EV vehicles in Europe and has aggressive plans for 2030 for new EV models. See the link to Stellantis to see how this new CEO runs a company of about 100,000 employees around the world. His name is Carlos Tavares and he took charge of Fiat, Peugeot, Chrysler combined operations called Stellantis in January 2021. This is important as it is the new trend that will take hold of the work culture after the pandemic only if workers and managers ask that it be so and as the word spreads that better more productive companies that can get a lot more done is the result of such an educated workplace that respects health and mental health, and the dignity of workers and families. Look, how can it not be so when the word still has to be spread on climate change in the business world? How can one take place without the other? There is a new sense of dignity in respecting the dignity of the environment, of water, soil, and air, how not so for the mind, the body and its connection to nature around it? And no better place than Stellantis and its CEO Carlos Tavares where the old CEO ran himself down with poor work and health habits and passed away while at work in 2018, to show a new way.  In Germany this new way of work-life balance based work culture is called by a more respectful term "Feierabend" than "quiet quitting" showing that what is wrong is with the work culture and bosses who do not grasp the importance of health, mental health, and what it means to be revitalized for truly productive and thoughtful work. Quiet quitting has that sense of workers having to feel a bit of guilt about this and still thinking it is right  doing it anyway. In Germany"feierabend" is popular and accepted, it means breaking away from work at normal times such as 5 pm or 6 pm when a workday ends so that one can go out and relax with a bike ride  or something that is good for health and fitness and rejuvenates. Discount airline Azul carried 2.2 millon passengers in its first year. It was founded by David Neeleman of Jet Blue Airways. Azul operates out of Campinas, a city near Sao Paulo, with 14 Embraer jetliners covering 16 cities. Plans are to add 4 desinatios in 2010, and increase the fleet to 21 by end of 2010 and 33 by end of 2011, according to Neelman. Azul now has about 4% market share in Brazil with plane occupancy at 80%.

If there is no good succession in Medvedev's view the economic and social development of Russia will slow down significantly, for this reason the First Deputy Prime Minister under Putin puts a lot of significance on getting a good leader in place to continue the development progress of recent years. It is interesting that the thought process behind the remarks shows that the person has reflected a lot on these things, on leadership and good succession and its role in development, on a government and the importance of a good constitution and getting the best out of it, on studying the experience of other countries and being aware of their historical development, the role of a national leader, the constitution and everybody abiding by it, on corruption and its presence in latent and other forms and its different character in different societies. He talks about the importance of a Presidential system for Russia with strong presidential power, and the complete unsuitability of a parliamentary republic for Russia because it appears that the government could end up being weak with a many party coalition, especially in Russia at this time where there are many parties and factions each would be jockeying for power. Coalition governments would not accomplish much leading to stalled economic and social development. Manufacturing is very important to Russia, and adding a high portion of the value added to products is very important,  that Medvedev understands. It appears he has reflected on a lot of things that matter to Russia's development, and would make a different kind of President than Putin. He just might carry forward Russia's development for the next 8 years in a proper manner. From the standpoint of oil prices and availability of supplies, a good environment for cooperation in the energy sector between foreign companies and Russian companies, it appears that Medvedev would offer good leadership for the next 8 years in a Medvedev- Putin combination as President and Prime Minister, a Medvedev-Putin administration. This would also be true in the manufacturing sector in the expanding industries like automobiles and others. ...

Night trains are making a comeback in Europe. Nostalgic ideas of travel from way back are when trains were the main forms of transportation. In 2017 European transport emissions were 28% above 1990 levels. The European Green Deal sees cutting these emissions as a priority for meeting climate change. Rail is critical for achieving this. For EU CO2 emissions road transport is largest contributor (73%), aviation (13%) and maritime (11%).Austria's OBB rail system is launching night sleeper trains from Vienna to Brussels and Vienna to Amsterdam.  Competition will increase in rail. Italy's Trenitalia  has applied to EU Agency for Railways (ERA) to operate in France. French SNCF and Trenitalia will enter Spain in June 2020. Critical are capital investments in rail per person for each country. Austria and Switzerland lead, and Germany is 140 euros per person target as part of the 86 billion euro plan in capital investments  for rail over the next ten years. Technical standardization is an important goal- as a stop in Aachen for Austrian railways night train from Vienna to Brussels for 30 minutes because of changing a locomotive and the train driver having to be Flemish. Freight movement by rail is another goal as it is stuck at 17% for years.  The Green Deal in transport in Europe is likely to have an impact around the world as rail makes a comeback for sustainable tourism. ...
