India has opted out of the Regional Comprehensive Economic Partnership because of concerns that it would be providing relatively unrestricted access to its markets, particularly to China, without being able to capitalize on opportunities for market access in RCEP countries. Indian manufacturing and export capacity is only beginning to be established in a big way. Under Atman Nirbhar initiative India has the potential to increase the manufacturing capabilities of its own firms in all industries using the local market. This could generate a virtuous cycle of capital accumulation, more investment and modernization with acquisition and development of new technologies in the same way as Japan, South Korea and recently China have setup advanced manufacturing capabilities. To do this the government has to work together with private industry for a modernizing drive, and a parallel effort at building advanced infrastructure.

Discussion on the need for a new framework in which debt of developing countries can be restructured with relief from private creditors and China. This is particularly needed for countries in Africa. Finance ministers from G-20 countries have come up with a new process for restructuring debt of world's poorest countries. These countries owe billions of dollars to China's state owned lenders and western fund managers who bought dollar denominated bonds of African countries. Zambia is the latest case of a country defaulting on its debt during the pandemic. Zambia missed a $42.5 million interest payment on some of its $3 billion in dollar denominated bonds. Zambia is one of Africa's largest copper producers and is now in default. Debts are now 100% of gross domestic product. Zambia's default follows default on debt of Ecuador and Argentina, which restructured their debts, after a steep sell off of emerging market bonds. Lebanon defaulted in March of this year. ...

How huge wildfires are affecting the stratosphere 6 to 31 miles above the earth and creating a swirling vortex of smoke reaching 21 miles high that is spreading across the planet. Circling twice around the world according to some studies. This resulted in fire induced thunderstorms in Portugal, South Africa and Argentina.

Wildfires in California have sent plumes of smoke 10 miles high altering air quality in places as far as Europe. Fire seasons are getting longer in many parts of the world as a result of this.

This WSJ report looks at the complex legal liability issues companies face as they get employees to return to offices. Some of these legal liability issues existed previously in manufacturing plants. New safety laws and regulations to keep employees safe have been enacted at the state and local level that companies have to comply with. 17 states in the U.S. have laws that assume an employee who gets coronavirus was infected in the office and calls for workers compensation.

Japan's economy minister, Yasutoshi Nishimura, says Japan is suffering an output loss of $300 billion. Japan has recovered halfway from the pandemic. It will take till 2014 to recover fully. In the July to September quarter the Japanese economy grew at an annualized pace of 21%, yet the economy is 6% smaller than in 2019.

The government is preparing an economic stimulus package of $100 billion in new spending. A planned cash give out of $500 a person following a cash give out of $1000 during the first wave of coronavirus is included. The government is planning public works projects to boost the economy, as capital investment has fallen. The second wave of the coronavirus is creating more uncertainty. Prime minister Suga aims to keep the focus on the long term with two key priorities, Japan's digital transition and making Japan carbon neutral by 2050.

Walmart sold three of its overseas store operations in the last 2 months, some at a loss as it decides to focus on e-commerce. Walmart exited operations in Japan keeping a 15% stake and selling the rest of the operation to other companies. Walmart sold Asda Group Ltd. in UK at a non-cash after tax loss of $2 billion and operations in Argentina at a non-cash aftertax loss of $1 billion. In 2018 Walmart sold its operations in Brazil at a loss.

It has been hard for Walmart to use the same strategies that it used in the U.S. to achieve dominant position by squeezing out inefficiencies in supply chain and getting the best price from suppliers.  In Japan its subsidiary Seiyu required infusion of $2 billion in 2008 without generating any income in recent years.

The European Union has deals for 300 million doses of vaccine from BioNTech and Pfizer to be delivered soon. Germany is setting up hundreds of vaccination centers for first 3 months of 2021. With coronavirus spread out over wide parts of each country and with so many people infected it is very difficult to do the contact tracing and isolation that was tried during the first wave. In Germany during the first wave efforts for contact tracing and isolation worked reasonably well. During the second wave in November things have changed. In Germany authorites do not know in November where 75% of the people testing positive for coronavirus got it. In Spain this figure is 93% for the last week of October. In France and Italy it is at 80%. In New York it is over 50%. Other problems are the increasing number of cases where the coronavirus is spread in an home setting, the lack of restaurant data collected on who visits, and the delay in getting test results. In Germany frequently people say they cannot remember where they were. Researchers from the German version of the FBI, the Pasteur Institute in France and the Koch Institute in Germany are getting involved in November to understand in what settings the virus spreads most. ...

Dreams of democracy in Hong Kong fade and Martin Lee, a founder of the city's pro-democracy party is becoming marginalized. This report describes Lee's fleeing to Hong Kong as a child after 1949. He became a UK trained barristers and head of the bar association, Queen's Counsel, and only adopted his current role of democracy advocate after 1980 when the handover of the city back to China was discussed. During the British period Lee did not protest and the city was ruled in an authoritarian manner by the British governor. Only a handful of seats were opened for direct election in 1991 for the legislative council, so that the British never really experimented with democratic institutions in Hong Kong. In other British dominions in India and Ceylon elections for state legislatures started in the 1920's and 1930's in response to demands from Gandhi and the Congress party in India. In South Africa and Canada, Australia, these elections were held much earlier. No such effort happened in Hong Kong, and Hong Kong's elite mostly concentrated on business and expanding economy. Some readers of WSJ in their comments found this story about travel overseas a bit pretentious and privileged, but we have put this in anyway, as it reflects a sincere attempt to share experience. Some of it relates to slowing down in travel to relate to nature as one gets older. Some of it to explore new or fascinating places that have some meaning for us. A recent visit to the Golden Temple in Amritsar, India, and the original Golden Temple in Amritsar from ancient history, both under night skies and waters surrounding the temple had the same effect. Spending nights looking up at the night sky at constellations, hearing stories about them and learning about them as the writers say is an experience that is precious at this time of the pandemic. Slowing down is an experience we can all do such as taking train trips as the writers say they did from Denver to California. This allows one to explore nature at a slower pace. A trip to the St Lawrence Seaway in Quebec and up the St Lawrence river was one of those experiences in the wilderness that had the same impact.  ...
