Jeff Sommer in the NYT says no one could have predicted the pandemic or the Russian invasion of Ukraine. He says forecasts for the stock and bond markets over the short term for 2023 are useless. Most have missed by 12- 25% he says and compares this to forecasts that predict a cold day when it is going to be 60 degrees outside. Sommer's says in today's situation only long term horizons are relevant, looking and saving, investing over a ten year period. He cites Vanguard's approach of looking at the long term horizon in its investment outlook over 10 years on the Vanguard site as the right one based on the experience of the last 20-30 years and historical experience over long periods.

 After a landslide win in the recent election with 56% of the vote, Gabriel Boric, 36 years, will work for a fair deal for ordinary Chileans. His win comes after years of street protests calling for a fair deal including pensions, transport services, and better income distribution. The protests called for writing a new constitution to replace the one written by dictator Pinochet. Chile has grown increasingly polarized with younger generation favoring change and fairness and many of the older generation favoring the system left by dictator Pinochet.

Chile is described as an economic success story but it is a highly unequal society with 1% of the people owning 25% of the wealth, and about half of the people seen as economically vulnerable, says this report in The Guardian.

Wide gaps in learning persist for the British population. This analysis of GCSE, General Certificate of Secondary Education results in The Guardian shows 28% of grades awarded to students in London were at Grade 7 or above, in the northeast of England this drops to 18%, with gaps widening in 2023. GCSE is the part of the National Curriculum taught to students ages 14 to 16 years in years 10 and 11. The Grading system gives more attention to A's with three Grade 9,8 and 7 for A's and only Grade 6 for B's, and in this way puts more emphasis on one extreme top section of students than the middle to upper, which may be a mistake.

The first proposal that led to the strike at Boeing offered workers only 27%. The new proposal offer 43% over 4 years. As this increase is over 4 years some of the wage increase is dissipated by inflation over that period. For 33,000 workers at Boeing it represented a fair settlement that would also help the company rebuild its finances, and it was approved by 59% of the workers voting at the International Association of Machinists and Aerospace Workers. Workers are back to work by November 12. Workers were upset about a deal 10 years back that let Boeing freeze a pension plan that guaranteed monthly retirement payouts. Boeing lost $6.1 billion in the 3rd quarter 2024 and raised $21 billion by selling shares to investors to strengthen its financial position. President Biden said “Good contracts benefit workers, businesses and consumers." The deal includes a $12,000 ratification bonus, compared to $3000 bonus in the initial offer. US unemployment rate was at about 3.7% for the third quarter 2022 and 263,000 jobs were added in November according to the Labor Department. Other estimates show that these numbers could be overstated by 500,000 for the year and likely to be revised. There is a shortage of labour after the pandemic and the labor participation rate is lower than before the pandemic. The Fed chairman Jay Powell discussed the strong labor market and his plan to attack inflation with rising housing, food, energy costs coupled with wage increases using Fed policy of raising interest rates. Rates could go up to 4.5% with another 0.75 % increase in December 2022.  Powell said in response to questions at the Brookings Institution last week that he was feeling his way through this inflation episode that was very different from previous bouts of inflation having started with supply chain issues that stemmed from the pandemic. It then became widespread with fears that it could get entrenched if a sharp stand is not taken by the Fed. Powell also says that he is acutely aware that he wanted to pause and see the effects of interest rate increases so that there is no overreaching that would hurt the lower income groups. He emphasized that lack of aggressive action by the Fed could let inflation go on for 4 or 5 years hurting these lower income groups the most because the wage increases would be more than wiped out by inflation. Finding the right balance is important to Powell as he looks to manage the risks on both sides of this issue- to hit inflation hard without hurting the lower income groups of society. ...

It is not commonly realized how much of an economic collapse Russia suffered as a result of Mr. Gorbachev's failure to plan a smooth transition out of communism- a 40% drop in  drop in GDP, a peak of 2000% increase in inflation, and drop in life expectancy from 69 years to 65. With lack of safeguards in place for vulnerable sectors such as the elderly and displaced workers, no setup for securing the rule of law, no periods of experimentation with market economy in parts of the country as China had done. Krugman says it was worse than the Great Depression in the US in the 1930's, a particularly traumatic period Americans remember, because the collapse was deeper, and the rogue elements took over parts of the economy leading to a breakdown of the rule of law. One hears too much about the fall of the Berlin Wall, great for West Germany and less about the trauma this was for elderly and vulnerable workers in  East Germany, and for Russia as a whole. Here Paul Krugman describes what happened and how this brought to power another group under Putin. For Putin and many Russians these are the memories that lead them to say it was the "greatest catastrophe" of the twentieth century. Krugman has put this in graphs showing the economic data from multiple sources, including the World Bank and US Bureau of Economic Analysis. Questions raised about the government's committment to serious health care reform. New leaders of China who took power in 2002 and 2003 with concern for the poor, did not put discuss reform till 2006 and during this crisis there isn't the urgency that is needed. Recent documents, says the Economist, that were circulated secretly within the bureaucracy for 3 weeks before being made public, provide no clear target about how much people would be reimbursed for medical treatment. The other concern is that the central government provides only 40% of the 850 billion yuan allocated for additional spending on health care in the years 2009-2011. This is about $125 billion. Burt local governments may not be keen on spending on health care as officials are still judged by how much they can boost employment and GDP growth. Over three years the central government's annual share of the additional spending on health care of 850 billion yuan is 111 billion yuan, according to Caijing, a business magazine.But the 2009 budget on health care is 118 billion yuan, so its not clear that things add up. The central government's additional spending in each of the 3 years is only $16 billion. How this can provide help to the 200 million uninsured, the insured who still pay a large amount for health care, and pay for essential pharmaceuticals on a list prepared by the government, and pay a portion of the expensive diagnostic tests that hospitals like to make money from, is not clear. The whole system will have to be overhauled so that hospitals do not have the incentive to prescribe these expensive tests and pills that cost more. The government says it will be 2020 when 90% of Chinese are covered by agovernment financed health insurance system- 11 years away. This only means that domestic consumption may remain depressed for a decade or so. With export markets collapsing, this leaves China dependent on infrastructure spending for growth for a long time, and lower growth rates with higher unemployment. ...
