Indian rating agency Crisil says expeditious settlement of stressed assets in India's banking system is needed for the private sector to play its part in the country's infrastructure development. In the last 4 years much of the effort in infrastructure was undertaken by the government. Crisil CEO Ashu Suyash, says Rupees 50 lakh crore needs to be allocated for capital investment in infrastructure for the 5 year period 2018- 2022. About Rupees 3000 crore investment per day is required. In addition to improving the banking system, other actions needed are new private-public partnership efforts, front ending of projects, and a deepening of the infrastructure financing system. Infrastructure investments have suffered from lack of investment in India and this should be a top priority for the government, say experts. This includes tapping into pension and insurance funds under new arrangements. The central government has announced a 7 lakh crore investment plan to build 83,000 kilometres of highways by 2022. Crisil has developed an "investability index" to track and measure the attractiveness of such projects.   ...

Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. There is another side to this -Scholz and Germany's president Frank Walter-Steinmeier are from the social Democrats party which has sought closer cooperation with Russia, and also carry a great deal of ambivalence for the war. America is not fighting this indirect war in its neighborhood, Germany is. The Balance of Power Simms says was maintained for 500 years is simply based on no country allowed to act with impunity, no country allowed to do whatever it wanted because of its position of strength at that moment or period of time. In that situation all other powers regrouped to keep the balance from being upset. The war in Ukraine is also likely to end in a way that is consistent with that which Brendan Simms writes about because this has not changed now for over 500 years. Biden knows this and it has fallen on America to shoulder the burden for this in the last 150 years, Scholz is aware of this, Modi in India sees this, and Jinping in China realizes this even with its concerns about Taiwan.   ...

In Maharashtra state in western India, with state capital Mumbai, the vaccinations crossed 40 million on July 20, 2021, according to the state's Additional Chief Secretary for Health. India has vaccinated 410 million people by July 20, 2021. In this interview of very personal remarks made to business groups and revealed by Reuters, Carrie Lam, Hong Kong's Chief Executive, says she would be relieved greatly if she quit. She called her actions unforgivable given the mood of most of Hong Kong people today in 13th week of protests. "What I did was unforgivable," she said.  Carrie Lam had a good reputation in Hong Kong as a dedicated civil servant when she assumed the office. She had not anticipated the turn of events from the push into Hong Kong sovereignty by Beijing since the umbrella movement leading up to the extradition bill. In her words- "For a Chief Executive to have caused this huge havoc to Hong Kong is unforgivable. It's just unforgivable." In this rare conversation remarks, Lam comes across as someone who was caught in the middle between protestors and Beijing. "The political room for the chief executive, who unfortunately has two masters, the Central People's Government of China and the people of Hong Kong, that political room for maneuvering is very, very, very limited." What is her ideal situation. "The first thing I would do if I had a choice, is to quit, with a deep apology. I make a plea to you for forgiveness." For Hong Kong people, especially the young it was about the rule of law, for Beijing a sense of the Hong Kong region as being a part of the neighboring area of Shenzen and of China. She says she sees no intention of China to send in the People's Liberation Army from her own feeling the pulse, from her discussions. She says China is playing "a long game." There is just too much at stake for China. "They care about China's international profile. It has taken a long time to build up that sort of international profile, and having a say as a big economy, as a responsible big economy, so to forsake all those international developments is clearly not on their agenda." For her personal life this has been very difficult as she can rarely go out in the middle of these protests, not even for a haircut or shopping. Hong Kong was handed back to China by Britain in 1997 under formula of "one country, two systems." In opposing access to higher education the Wall Street Journal Editorial Board also reflects the views of billionaire owners out of touch with the people of America and the Nation. This is just to cite 2 of thousands of such capital allocations many of them shown on Lyrarc.com as examples of poor and egregious scary capital allocation for a nation built on fairness and building opportunities for workers and families through the Enlightenment and the Industrial Revolution. The very investment that differentiated America and Europe from the feudal societies of China and India that self destructed in the 20th century after enormous suffering for hundreds of millions of the Chinese and Indian people. Isn't this like turning ones back on the Advantages that accrued to Europe and America from its wise investments and turning one's back on the Enlightenment in Europe and America itself? The Oxford vaccine developed by British scientists could be ready by September. Astra Zeneca has joined with Oxford so that it can produce 100 million vaccine doses by the end of the year. This is because in a sense the vaccine is not new. It uses an existing tech platform where there is a lot of experience. The use of ring vaccination method shortens the process of testing on humans the vaccine to a few months. The core of the virus ChAdox1 already exists in chimpanzees and has a mild effect on humans. This is an adenovirus. It is combined with another virus to produce the covid vaccine for coronavirus. Researchers at Oxford have used ChAdox1 in the past to test vaccines for Ebola and MERS as well as other virus.  Already tests have been conducted on rhesus macaques. The rhesus macaques given the vaccine at a Montana lab did not get coronavirus.The surface protein of coronavirus is simply added to the ChAdox1 so that it is able to attach to host cells and infect them in the human body, and let antibodies develop from this. The purpose is to let the human body develop defense mechanism against this attaching to a human cell.   ...

To make a dent in carbon emissions governments in Europe and North America need to support the use of low carbon solar panels in solar facilities installed there. This would enhance solar energy panel production in the US and Europe, India, other countries. Experts say the use of solar panels made using electricity from coal use in China creates more emissions in China while reducing emissions in the West. The result is that global emissions remain the same as if no solar panels were installed.  The global solar panel production is mostly concentrated in China because of the lower cost of electricity from coal used in production of panels- a critical factor in the lower prices of Chinese made solar panels. This allowed China to gain a monopoly in production of  world's polysilicon, an essential component in solar panel production, that consumes large amounts of electricity in the manufacturing process.  This use of coal generates twice the amount of carbon emissions in China than the solar panels made in Europe, say experts. As a result the governments and companies in Europe, US and India are shifting to local manufacturing of solar panels. ...

How will they attract employees back?  Try sweeping views, new yoga and wellness areas, "tech-free reflection zones,"  more conference rooms. This report looks at spaces by Accenture and other companies. Accenture adds sweeping views of the Hudson river, access to an outdoor terrace. The idea is to act as a pull, rather than a push. Unilever is changing offices into destination spaces where employees will come and work in 40% of the time. Salesforce is moving out desks to add more couches, TV's and whiteboards for teams. More offices are building spaces for 60% collaboration, up from 40% previously. Sanofi in Paris is adding options for breakfast, early dinner.  Other ideas are engagement days if workers are coming in only a few days a month. At Hightower this means one set day in the office a week, two engagement days a month for collaborative work. And workers are allowed to not coming one month a year and work from anywhere they choose.  ...

Special Counsel Miller who conducted the long investigation into the president's conduct during the election campaign protests that the 4 page report of Attorney General Barr does not reflect the findings of the investigation. Mueller wrote to Barr in a letter that "The summary letter the Department and released to the public in the afternoon of March 24 did not fully capture the context, nature and substance of this Office's work and conclusions." Because Barr's summary in 4 pages was meant to preclude Congress from arriving at its own conclusions Mr. Mueller's comments are significant. The House of Representatives is questioning the conduct of Mr.Barr. Mr. Mueller says in his letter that "There is now public confusion about critical aspects of the results of our investigation. This threatens to undermine a central purpose for which the Department appointed the Special Counsel: to assure full public confidence in the outcome of the investigations." Mr. Barr calls the letter "snitty." Congress plans to subpoena Mr. Barr as he has turned down appearing before the House of Representatives, leading to a subpoena and a showdown with Congress.     ...

In a sign that the trade negotiations with China are stalled even as negotiators met for talks, president Trump said China was slowing talks down in the hope of talking to ELizabeth Warren or Joe Biden, Democratic candidates for the elections in the U.S. in 2020.  President Trump also said China has not come through the way it said on agricultural imports from the U.S. He tweeted "that is the problem with China they just don't come through." Mr. Trump also took credit for the slowing down of China's economy from the tariffs war. Mr. Trump took credit for China's weakening economy, making some companies leave, the tariffs he has imposed on $250 billion of Chinese products causing enormous pressure. Chinese exports to the U.S. have dropped by 8.5% and exports to other countries up slightly. China's infrastructure investments are cushioning part of the shock from the tariffs war. No major stimulus is planned in China because it would worsen the debt already accumulated after the over stimulus conducted in response to the financial crisis of 2009. Mexico's former president Enrique Pena Nieto, 54 years, is being investigated for corruption. The former head of the oil company Pemex  Emilio Lozoya, 45 years, was arrested in February in Spain and is said to be cooperating fully with the authorites. A wide ranging inquiry was ordered by president Lopez Obrador.  Mexico's Attorney General says that Mr. Lozoya testified that he was asked to give two bribes of over 3 million dollars each to Pena's election campaign and to bribe politicians to pass legislation to open up the state sector to private investment. The money was sourced from Odebrecht a Brazilian construction company that paid hundreds of millions of dollars in bribes to build ports, bridges and stadiums all over Latin America. This shows how quickly the reputations of leaders in Latin America have changed from Mexico, Brazil, Chile, Argentina and Peru. In every case it is corruption or mismanagement of the economy or both. The failure to consider the needs of people in Latin America, the hype and the pretense, show how much good sense, wisdom, hard work and honest leadership is needed.   ...
