The Stimson Center looks at the closing of an era of Conservative politics in Japan which ended in 2025 after the death of Shinzo Abe and the 2 year premiership of Kishida. Interview is conducted by the Stimson Center of a senior Japanese political figure with 30 years of experience in the Foreign Service, and the author of the only English language book on Shinzo Abe, reflecting the paucity of research on Japan. Shinzo Abe was premier for a short time in 2005-2006 and for a full term in 2012. He made changes to Japan's SDF, its partnership with India, Australia in the Quad, and his economic policy which increased women's participation in the economy. For the first time in post war Japan there was a new sensde of confidence under Abe and he is missed sorely in Japan today. Yet as this senior Japanese politician says, Japan has changed the way the US and Europe have changed, and nationalist politics are replacing old Conservative politics of the LDP. In a way also how the deindustrialization of US, Europe and Japan has also taken place discrediting that era. Takaichi Sanae is itself a representative of the new era, as she did not hesitate to say Japan would get involved if China attacked Taiwan. Her popularity is at 62% and she has called a snap election, as she came in to replace Shigeru Ishiba in October 2025 and was not directly elected PM. Yet in the long view this is also a misconception because neither the Stimson Center or the interview participants had a keen sense of who Abe really was and Abe's grasp of the history of the Kamakura period of Buddhist Japan and China, India, of the 12th century before the foreign invasions from the north. One of Shinzo Abe's biggest legacies is the relationship that was close to his heart, the relationship with India and prime minister Modi. This week chancellor Merz of the Federal Republic of Germany was at the kite festival with PM Modi in Ahmedabad and at the Sabarmati Ashram of Gandhiji. The same degree of warmth shown by the German leader and Modi reflecting Vivekananda's time in Germany, was seen long time back between Modi and Abe. The bullet train project Mumbai to Ahmedabad and the ones that follow across India are a testimony to the warmth shown by Abe for India, and his knowledge of history from the Buddhist period in India when by the 12th century in Japan in Dogen's time Tenjiku (India) was the sacred homeland of Buddhism. Today India has revived the Buddhist traditions and centers of Buddhism, the universities and research centers for Buddhism from that period in Indian history. Buddhism started in India near Nepal in what is now Bihar state at Sarnath and Kushinagar, and spread through China to Japan and Korea. The whole continent of Asia would reflect Buddhist ideals and ideas without the intervening period of Vedic culture in India and China's Mongolian and Manchurian northern invasions, and the periods of European colonialism. Today Buddhism and The Bhagavad Gita are itself strung like pearls on a string as the Gita itself says, part of the long spiritual traditions of three nations- India, China and Japan, and of the many others Vietnam and Korea. It is one of the great twists of history that a dedicated Indian Civil Service Joint Secretary, follower of Mohandas Gandhi,  at a time of transformation through education of India's Madras State in 1954-63 under visionary chief minister K Kamaraj, has shaped the life and thinking of his grand daughter Kamala Harris in profound ways. Gopalan had seen and been part of the huge transformation in India wrought by Gandhi in the 1930's and 1940's. Pictures of Shyamala Gopalan with her parents P. V. and  Rajam Gopalan, and her two daughters Kamala and Maya, shown in the NYT. Kamala Harris was the first child of Shyamala who came to the US from Madras state as a young graduate student in 1954, in one of the first batches of students coming from independent India to the US.  Madras, now Tamilnadu, was being led by one of its most far sighted leaders K. Kamaraj who was chief minister from 1954 to 1963. It was Kamaraj who set up the free school lunch program in Madras state and helped bring literacy to the state and a strong educational system that would support economic development. This is important because Kamala draws her strength from her mother and her mother draws strength from her father P.V. Gopalan, a Indian civil servant in the visionary Kamaraj government in Madras state. Kamala spent time with her grandfather on visits to India which have shaped the way she thinks and her view of life. P.V Gopalan was Joint Secretary Government of India Ministry of Labour, Employment and Rehabilitation, and was sent to Zambia as Director of Relief Measures and Refugees to handle an exodus of refugees from Southern Rhodesia to Zambia. The two experiences as Joint Secretary, and as Director in Zambia, during the period when Kamaraj led Madras State were profound life changing experiences for this young civil servant who shared his understanding of Asia and Africa with his granddaughter in profound ways shaping her views on life, and what it means to be a good Civil Servant in public service to the people. Passing on to a new generation the ideas of public service of Mohandas Gandhi that P.V. Gopalan had witnessed at close range in his lifetime. ...

Chinese views on the India war of 1962 are shown at the Beijing Military Museum in a display effort "One Hundred Questions on the China-India Border Self-Defense Counterattack."  China's PLA on its 95th anniversary looks at the 33 day war and calls it a "counterattack." It also says China withdrew because its goals were accomplished of getting back the territory it lost since August 1959 to India, that on the Indian side "the decision making was in the hands of civilian officials who did not understand the military at all," and called it "chaotic." It also brings up the international situation that Russia supported both China and India in the conflict and India had the US on its side. It says PLA withdrew because of the difficulty of supplying the military in the Arunachal region at a great distance from China particularly after the famine that resulted from the Great Leap Forward. Today there is a clear chain of command and joint work by the Indian Air force and the Army, infrastructure to support mountain operations being built at rapid speed, and building of modern defense manufacturing capabilities for the airforce and army as shown at the Defense Expo in Gandhinagar, Gujarat, this week.  One of the first aspects of the border that one sees in the region is how close it is to large population cities and towns in India and how remote it is from large population towns and cities in China. In this sense China after the experience with Russian conflict before 1900, later a large Japanese invasion in 1931and 1937 appears to have responded to its period of semi-colonialism with an aggressive policy of extending its frontiers to regions that were throughout history acting as large buffers between India and China- such being the case of Tibet which was occupied in the 1950's leading to the war with India and a border dispute that had never existed before in history. Other aspects today are that in 1962 the PLA had fought the war against the Japanese and the war agains the Americans in Korea all within a 20 year period. In 2022 China has focused for 50 years on modernizing its economy. The supply chain in the Ukraine war showed shortcomings in the Russian army, and the difficulties of supplying forces at great distances. There is also the question of morale when it is about  miles of icy terrain at heights over 10,000 feet, thousands of miles away from major population cities and towns in China- for reasons of Russian and Japanese semicolonialism behaviour not to be found in regions that had never seen large armies in history such as Tibet or Arunachal or the Himalayan border regions. The distances tell much of the story- the distance from Shanghai, Shenzen or Beijing, to Tibet is over 4000 kilometers and the border region with India additional thousands of kilometers over some of the most rugged terrain on earth with only remote mountain communities existing in the most difficult environments.       ...

Andhra Pradesh on India's southeast coastline with 25 parliament seats and Bihar in India's north and east with 40 parliament seats and long history of being part of the BJP led National Democratic Alliance are now key to a five year term for prime minister Modi in India. Modi's BJP party won 240 seats out of 543 in parliament.  Chandrababu Naidu of Telegu Desam Party won 135 seats in the state Assembly election in Andhra Pradesh (NDA), all but 18 seats. It wins 22 of 25 seats in India's parliament (NDA). It also shows the wide swings in Indian elections that no party is safe. Telgu Desam Party (NDA)  won on the platform of a double engine government at state and federal levels to create jobs and modernize its rural agricultural economy. In the last 2019 election the Opposition YSRCP party won almost all the seats in the state assembly and in 2024 lost almost all the seats. In 1995 Telegu Desam Party joined Atal Bihari Vajpayee's BJP to form a government and during elections that followed for Vajpayee's 5 year term (1999-2004) he was part of the NDA. He has served three terms as chief minister of Andhra Pradesh, two terms before Telengana was formed and one term after Telengana split off from Andhra Pradesh. Andhra Pradesh is centered around the Vizag region on India's south eastern coastline and the cities of Vijayawada and Guntur with a 1000 kilometer coastline on Bay of Bengal. ...

Ford executes new strategy for reaching the younger first time buyers of small cars in India. The car is a hatchback called the Figo designed with the help of Indian engineers for the Indian and overseas markets. It has done a$500 million expansion of its plant in Chennai, India, doubling production to 200,000 vehicles ayear, and 250,000 diesel engines a year by 2010. Mullaly says: "literally India is designing the small car for the world." Separately Ford is building a new car plant in Chongquing, China, for 300,000 cars, midsize and suv's. The change is huge and dramatic for car production. CSM Worldwide predicts car sales in India 45% higher in 2011 compared to 2007, and 39% growth in China, 26% in Brazil. In contrast, car sales in North Americaand Europe will not have returned to 2007 levels by 2011. Considering declining levels in Japan and Germany sales may be on a slow downturn. See links to this. Bimal Patel is the Architect for the new Central Vista project in New Delhi that replaces colonial architecture in India's capital city. The Indian Express gives this look at the work of Bimal Patel and the restraint, willingness to gather ideas from outside, and efficiency to delivering projects, attention to detail, that are seen in his work. Early projects were done in Ahmedabad, and his firm has grown to about 300 persons in architectural work. With the renamed Kartavya Marg architecture being completed the next phase of the project is for Parliament House to be completed by 2024, when a newly elected parliament will be seated in this new home. The Kartavya Marg and India Gate were based on a circular concept, the Parliament on a triangular concept, which will require skill and experience to pull together into one aesthetic design.

In the year ending March 31 Indians had $14 billion on their cards, 4 times the amount of 2004. According to ratings agency Crisil the amount of unsecured loans and credit card receivables more than 3 months overdue is aabout 7% to 9% of total loans outstanding this year and could go as high as 15%. One of the leading banks ICICI has lifted its provisions for bad loans by more than 43% to 9.24 billion rupees ($185 million). The number of credit cards in India has tripled to 30 million in the past 5 years. Regulations on lending were relaxed leading to car loans and cards being issued to people in rural areas and lower income groups without regular salaries.

Walter Mead of WSJ offers this view- expect more action from DJT in 2026 not less, than 2025. The president took the US Supreme Court's decision in stride, noting that it lets him do the same thing on tariffs- charge tariffs on countries doing unfair trade with the US- with other tools in trade legislation, just not IIEP rules. On the practical side every country wants to keep its trade agreement with the US said the president- Britain, Japan, South Korea, Germany, China, India. China and India have increased exports in 2025 even with tariffs rules that allow some exemptions. Large trading nations do not want the uncertainty that comes with renegotiating agreements arrived at with much difficulty with the US. This is not mentioned much in the media such as WSJ and NYT which instead  focus on the tariff revenue already collected of $130 billion and its use or refunding. What is relevant is that the purpose of splitting powers beteen the executive branch and the Supreme Court and Congress is preceded to a great extent by the public's ideas about what is fair, of rights of the US to fair trade, and preventing the deindustrialization of US and Europe. Which is why the Supreme Court has tried to tread warily on issue of illegal migrants by millions entering the country, and is trying to tread warily on issue of rebuilding American industry and infrastructure using tariffs to reduce concentration in China and act to restore a fair trading system for the US and the world. ...
