The dire situation for basic education in the U.S. states during the pandemic in 2020 and what this means for children growing up is the subject of this WSJ report. Early retirements and quarantines have forced some school administrators to have parents, even bus drivers to conduct classrooms with children. Asymptomatic teachers are allowed in classrooms. Public school employment in U.S. in November was down 9% from February lowest since 2000, according to the Bureau of Labor statistics. The shortage is compounded by layoffs of support staff such as teachers' aides and clerical workers, leaving the burden to be taken up by teachers.  More than 40 states in the U.S. report shortfalls in math, science and special education. The worse off states include Arizona, where school districts were not able to hire certified teachers for 78% of 6,145 open positions in August, and one third of the positions are still vacant. This report looks at the situation and the damage as teachers handle larger classes of over 50 children, do online and in person classes simultaneously, deep clean their classrooms, and take turns as crossing guards. The result burnout for teachers, more teachers quit, parents are frustrated and students do not make progress. Much of the capital investment allocation in the U.S. has gone badly wrong with capital chasing a tech industry with the industry reaching saturation and diminishing returns in, in speculative ventures, at the neglect of infrastructure, manufacturing, health and education. British prime minister Boris Johnson will visit India in January at the invitation of Indian prime minister Modi. It is the first bilateral visit of Mr. Johnson since taking office. Johnson says he really looks forward to the trip and delivering on the quantum leap to create jobs and growth for the two countries. He has invited Modi to the G7 Summit in London as a guest nation along with Australia and South Korea. Mr. Johnson will also host a climate change summit. This is the first visit to India by a British prime minister since John Major. Because of the historical relationship and the British Commonwealth of nations, and as leaders in the English speaking world, both countries have a lot in common. The parliamentary system India adopted comes from Britain. Manufacturing could be the bright spot for the U.S. in 2021 and the years ahead. The pandemic has hurt industrial production in the U.S. in 2020. This brings manufacturing in the U.S. to a new low. This report in the WSJ says there is hope today because negative trends are about to be reversed. During three decades since the eighties three trends hurt the U.S.- lack of sustained capital investment, noncompetitive labor costs, degrading infrastructure.  To make the reversal of these trends and raise American manufacturing to what it was after World War II attention is being paid to these negative trends. The response- a quick recovery from the recession,  localization of supply chains, technological advancements to close the gap with competitors. By market capitalization on S&P 500 the U.S. manufacturing industrial sector was 15% in 2000, in 2020 it is 9%. Hope today lies in the determination to reverse the trends in this sector and regain leadership. Even in the aerospace sector the determination and legacy of American manufacturing is strong. Recently the WSJ ran a story on how David Farr, the CEO of industrial company Emerson Electric, which makes automation equipment for factories and aerospace parts based in Ferguson, Missouri, managed his company through the pandemic so that it was posed to return quickly to full production. Against all the hurdles he would not give up and fought hard in each battle with suppliers, governments and the pandemic.This bodes well for American manufacturing coming back on quickly even in tough markets such as aerospace and automation. Other factors WSJ mentions are quick reversal in hit to earnings, robust demand. Consumables have sprung back up fastest, but automobiles are also holding up in demand. This leads us to the localization of supply chains. Companies realize the risks of tensions in the South China Sea and technology theft today in a way that they did not before and this is changing the mood resulting in plans to move production onshore. Warnings from the Trump administration played a role with new tariffs on Chinese imports. Shipping products halfway around the world no longer makes sense, especially in losing control of supplies. Emerson depended on production off shore in China and other countries and panic from the pandemic set in quickly that everything would come to a halt as supplies stopped coming and Emerson could do nothing. The economics WSJ points out are also different today with labor cost inflation in China and labor cost deflation in the U.S. which improves U.S. competitiveness. To make U.S. labor cost competitive with China says Scott Davis in WSJ, one has to make the same quantity of product with half the employees, and this is now possible with automation technologies in 2020. The result is that even at this low point in manufacturing one can see the future is bright for the USA as it moves rapidly to rebuild the strength in manufacturing it had for most of the twentieth century. ...

As part of Gandhi 150th the Hindustan Times gives pictures from archives of the independence struggle and Gandhi's efforts to get the British to quit India. After a period of 21 years in South Africa as a lawyer for rights of indentured laborers (coolies the British term) and of Indians in South Africa, Gandhi returned to India in 1914. He followed the program of personal responsibility starting with himself, that he had written in "Hind Swaraj" on a steamship from Britain to South Africa in 1910, for the next 20 years. He did not blame the British, and asked Indians to take responsibility for what had happened, and write a new chapter.   A period of home rule in the provinces with Congress party administrations in the 1930's ended by 1938. Gandhi launched the Quit India movement in 1942 with leaders Sardar Patel, Rajendra Prasad, and Jawaharlal Nehru. The end of the war and the rejection of Churchill in Britain's post war election in 1945 led to a Labour government led by Clement Atlee that sent Lord Mountbatten to negotiate British withdrawal from India. Gandhi saw clearly that in a country largely of rural labor in subsistence agriculture, getting people to learn about their own dignity was a first and indispensable step.  Once this was done, home rule administrations could pick up the experience of local government  (Hind Swaraj). His idea was that a few tens of thousands of Britishers focussed on trade as the British were a nation of shopkeepers, in the midst of hundreds of millions of people with a new found  sense of dignity and participation in political life, would make the British realize there was little advantage in staying. By the end of the war in 1945 experts looking into the archives show John Keynes advising the British government to withdraw because the cost was too great for Britain to remain, particularly after the war had drained a lot of Britain's wealth. ...
