Trade Agreement talks will begin in December between India and Sri Lanka as Sri Lanka looks for ways to bring back growth following a 9.2% contraction in the economy in 2022 and estimated 4.2% in 2023. Mr. Weerasinghe at the International Trade Office setup under the presidential secretariat will represent Sri Lanka. Engaging in trade with India and China and regional countries is part of the plan to restore growth. Sri Lanka's exports to India were about $980 million in 2021 and imports $4.74 billion. Samuelson points to the risks to the American economic growth from excessive health care costs. This is hurting take home pay and shows up in consumer spending. It is hurting government spending in other areas such as needed infrastructure spending and efforts to reduce the deficit. This hurts private capital investment to create jobs because of lower demand from constricted consumer spending. The U.S. budget has as its largest single expense 27% on health care compared to 20% on defense the next largest expense, with growth in health care spending taking this to one third of the budget in coming years. Without addressing health care, says Samuelson, the Supercommitte in Congress even if successful at deficit reduction will basically have failed to do its job, and it did not have the time, resources or conviction to do this. According to a new study from the Organization for Economic Cooperation and Development (OECD), U.S. healthcare spending per person is $7,960 per person in 2009. This compares with Norway $5,352, Britain $3,487, France $3, 978, an OECD average of $3,233. Life expectancy in the U.S. is 78.2 years, compared to Japan 83 years, OECD average of 79.5 years. Chile and the Czech Republic have life expectancy equal to the U.S. Except for cancer care where the five year survival rate is 89.3% in the U.S. and the OECD average is 83.5%, the U.S. lags far behind in much needed critical areas such as diabetes and asthma. Rates of emergency hospitalization for asthma are 3 times that in France and 6 times that in Germany and Italy. The U.S. has fewer doctors per thousand population and higher cost per medical procedure- with more frequent use of the costliest procedures- creating a supply shortage that induces higher prices, and less preventive and early action care through physician visits. The number of practicing U.S. doctors is 2.4 per thousand population in the U.S. compared to 3.1 per thousand for the OECD average; and number of annual doctor consultations 3.9 per capita in the U.S. versus 6.5 for the OECD average. Appendectomy cost $7,962 in the U.S., $5,004 in Canada and $2,943 in Germany. Coronary angioplasty cost $14,378 in the U.S., compared to $9,296 in Sweden, and $7,027 in France. Knee replacement cost $14,946 in the U.S., $12,424 in France, and $9,910 in Canada. Knee replacements, angioplasties and MRI exams are twice as common in the U.S. compared to the OECD countries. ...

In making his announcement to run for president in 2024 president Biden told a trade union audience that for Mr. Trump reviving American manufacturing was merely a punchline- not much happened. Krugman in this NYT report shows that Mr. Trump never acted seriously to directly make that happen. President Biden has passed legislation that creates trillions of dollars of investments in infrastructure, renewable energy, chips manufacturing, electric vehicles, and advanced manufacturing technologies. Krugman says in addition to what the government is spending private companies are also planning to invest trillions of dollars. As a result the US is in the process of building its manufacturing base for the first time after decades of neglect under the Reagan, Bush, Clinton, Obama and Trump administrations.  Economists have created a major handicap for investments in manufacturing with theories that are no longer relevant, and by their lack of understanding of the realities of workers and families in the US as manufacturing shriveled. They never figured into their analysis the loss of tax revenue base supported by factories in the US that led to disinvestment in towns and communities across the US. As public services and investment in these communities dwindled without the local revenues to support them. Mr. Krugman lacks the keen grasp of these issues that Biden as the longest serving Senator in the US has. Biden had so much time on the ground observing the situation in Scranton and other parts of Pennsylvania and Delaware, and much of the midwestern US seeing what happens first hand as factories close. Krugman is not able to make the case that manufacturing so truly needs. Yet even Krugman has some sense of the big changes underway in the US that Biden has created that will lead to the renewal of America. ...

Bernanke in reflections on his policies for quantitative easing in response to the 2008 financial crisis, says the policies were intended to protect Main Street and the average American, even though this is not readily apparent. He says the policies did not lead to inflation as critics have stated, and one has only to look at today's inflation statistics to know this- referring critics to the government CPI report in Jan 2014 that consumer prices went up by 1.5% in 2013 and less than 2% for 2012. A 900 mile long frontline from Kherson on the Black Sea north to Luhansk stretches Ukraine's forces along a long line in June 2023. A Ukraine effort to retake areas lost to Russia in eastern Ukraine and near Crimea as part of the counter offensive is only making slow progress because of land mines and lack of airpower. The successful Ukraine effort in 2022 to retake Kherson happened in an area which had two rivers and where Russia faced logistical issues of supplying its troops. In 2023 both sides have prepared for some time and it is very difficult for both.

Under Article 23 of the Basic Law, Hong Kong's constitution stated Hong Kong would pass legislation to stop national security crimes such as treason, secession and espionage. The Basic Law also had a provision to grant universal suffrage. It is important that the universal suffrage or democracy was never granted or made a priority by Hong Kong people during the boom years under the British, as a French commentator for La Croix aptly points out in FR24. He says he watched incredulous as Hong Kongers selfishly pursued money.  The Article 23 also provides for the National Peoples Congress to add laws for national security. The last time that Hong Kong people were faced with the National Peoples Congress passing such laws was in 2003 when half a million came out in protest. This was shelved at that time. It is now law today. Why now? More protests are expected and an election in July would bring more seats in the legislature for the pro-democracy parties, says the WSJ. Another factor is that Hong Kong at one time represented 16% of China's GDP in 1997, today it is down to about 3% in 2019. It is no longer that important to China, even while continual protests from Hong Kong detracted from other vital issues facing China as it shifts away from its trading relationship with the U.S. and as the U.S. imposes strict conditions on trade, investment and technology flows. Under the Hong Kong Human Rights and Democracy Act passed by U.S. Congress in 2019 an annual assessment has to be made by the State Department whether "one country, two systems" is operating. This is why Mike Pompeo, U.S. Secretary of State has made his comments that "no reasonable person can assert today that Hong Kong maintains a high degree of autonomy from China." The new assessment would diminish confidence among foreign businesses in the city, in addition to ending its special trading status with the U.S. ...

This is why the DJT US administration has warned Europe that it is failing economically. China's macroeconomic and microeconomic model are run by the same authority by the state, and according to goals and plans (which in a socialist economy is weak at the microeconomic company level lacking the initiative and freedom of action). By combining its macreconomic framework run by the state with a micreconomic company level run by the state but on free market lines the Chinese investment driven model has dual advantages and operates at a speed that far surpasses the German and American model. It's society suffers as a consequence, but in few short decades 1990-2009/2020 this is all it could accomplish with a single focus on modernization for what was once a peasant agricultural economy. Where it lacks is in future technology access and as long as weak companies in the US and Germany partner with Chinese companies the technology access for Chinese companies give it the essential ingredient for its investment model to work, as American and European companies can waver in investment Chinese companies backed by the government will not waver in investment and have the clear advantage. DJT's approach is to give a big shock to the entire system of world trade now run by China, so that this is no longer going to work at the macroeconomic level and legislate huge investment incentives for one time depreciation and other moves to get American companies to invest. It wants Europe to do the same, including getting rid of the bureaucratic structures and regulations. German Chancellor Merz is getting the message and is acting quickly first with the trillion dollar investment plan, the meetings with Draghi and Meloni to get Italy and like minded nations on board, and internal efforts to get rid of regulations and bureaucratic structures, and building a new partnership with India to remove an error of Merkel/ Clinton+ Obama in excessive concentration and dependence on China. This requires a steady hand and steady governments, steady policy, and companies in America, Europe and India to work together for the long haul without wavering or delay, to rebuild the world economy along new lines and on a new path. ...

Egypt plans to tackle the financial crisis after the pandemic and the war in Ukraine by increasing natural gas exports by one third. It has the LNG terminals to do this which are underutilized. The LNG could be exported to Asia or Europe at ten times the price buyers in Egypt pay for it. The way this additional natural gas is to be exported is to impose 15% cut in use of natural gas in Egypt similar to what the European Union has done with its 15% mandated reduction. This will then be diverted to LNG terminals. The max temperature for air conditioning is 25 degrees under the new plan and lights are dimmed or shut off after 11 pm in streets, shops and malls.  The war in Ukraine has doubled the price of wheat and other basic food necessities imported from Ukraine and Russia. This put a heavy burden on state finances in Egypt with subsidies on bread and other food for 70 million people out of 102 million people. Investment needs are also affected. Saudi Arabia has stepped in with help as no IMF program has been set. A 14% devaluation of the currency took place in 2022 and another devaluation of the currency is expected. ...

The Chinese Academy of Environmental Planning, under the Ministry of Environmental Protection, has estimated cost of pollution in a new study of the costs of environmental pollution in China. The cost is estimated at $230 billion for 2010, or 3.5% of GDP, and close to 4 times the cost in 2004, showing the rapid degradation of the environment from rampant industrialization. The first such estimates were made in 2006 and since then come out spradically from the Environment Ministry. For 2004 the Environment Ministry estimated cost of pollution was $62 billion, for 2008 partial cost estimate was $185 billion. Even the $230 billion figure fo 2010 is incomplete say researchers. Only after strong public protests over Beijing's air pollution have government officials allowed candid reporting on environmental costs. Environmental costs extend to food contamination. A report on China Central Television recently said farmers in a village in Henan province used wastewater from a paper mill to grow wheat, which was then sent to cities as farmers in the village grow wheat for their own use from well water. A Deutsche Bank report in Feb 2013 says there will be a continuing decline in the environmental degradation for the next decade under current policies, higher coal consumption and growth in automobiles....
