Mexico replaces China as the U.S. top trading partner in the first half of 2019. U.S. imports from China fell by 12% and exports fell by 19% in first half 2019, according to Commerce Department. The total value of trade with China of $271 billion was less than the trade with either Canada or Mexico.

Mr. Trump said yesterday to China- "If they don't want to trade with us anymore, that would be fine with me. Until such time as there is a deal we will be taxing them." He went on to say he would place 25% tariff on additional $300 billion of Chinese goods on Sept. 1, 2019.

Meanwhile in first half 2019 the U.S. imports increased to 34% from Vietnam. Some of this could be Chinese goods transhipment through Vietnam. Japan, South Korea, India, Europe, all increased exports to the U.S.

A project that started when he was 29 before Michael Byard left Britain for Australia to work for a shipping company, is renewed years later when Byard is 74 years and finished when he is 80. Byard built a complete 5 foot replica of Admiral Nelson's flagship HMS Victory from 3000 pieces all intricately put together. The Royal Navy has preserved the HMS Victory as the only surviving ship from the period of the Napoleonic war 1803-1815. Barry Eichengreen of the University of California, Berkeley, looks at problems in the British economy reflected in the sharp decline of the pound of over 10% which he says will get even worse. The problem is weak productivity growth. Eichengreen looks back in time to similar crises for the British currency the pound. In 1931 it was unemployment at 21% that made the pound weak. In 1949 the high war debt made it difficult to finance British imports. In 1967 under Harold Wilson the drop in productivity was a problem. In 1992 the cumulative loss of productivity and uncompetitive exports with British output per hour about 15% below Germany led to a sharp decline in the pound. The current crisis reflects falling productivity from a lack of investment in infrastructure, deterioration in educational levels, the lack of trained and educated people to fill positions. For 50 years no update has been done leaving the ground open for unfair advantage and conditions that are harmful to the American people say members of Congress sponsoring new legislation.  The Cruz-Lee-Klobuchar-Blumenthal bill would prohibit companies processing more than $20 billion in online ads from participating in more than one part of the online ad ecosystem. India's vaccination drive which has passed one billion vaccinations is one of the great stories of our time. This report in DW.com looks at vaccination drive in a region that is densely forested. It is in central India in the state of Chhattisgarh with about 30 million people and about 7 million tribal people living in dense forests that make up 40% of the state's territory.  One such place is the Dandakaranya forest, Sukma district, 500 kilometres from the state captial of Raipur. It takes an arduous journey just to get to this place which has no electricity, no potable water and no road connectivity.  Block development officer Kapil Kashyap from Sukma tells DW.com how they worked hard, won trust among villagers and brought basic medical services to them. Astonishingly with such effort to overcome vaccine hesitancy, 95% of the people in the village here had their first shot, and 40% received two doses. It is such a kind of effort in every district that prime minister Modi has called for in the unrelenting effort needed to vaccinate fully 1.3 billion Indians. ...

 Edward Jenner invented the small pox vaccine in 1796. Before this a method called variolation was used. Pieces of fabric or threads moistened with a sick person's small pox postules were pulled through incisions in a person's arm. This was effective until Edward Jenner invented the vaccine itself for mass vaccination efforts. Tom Parfitt of The Times writes about how Catherine Empress of Russia invited Dr Dimsdale from Britain to give her the inoculation against smallpox. She became the first person to be inoculated in Russia and had the courage to do so after this method had been tried and successfully tested in Britain. Catherine writes in this letter to Count Rumyantsev that she had only mild discomfort. She then championed smallpox inoculation for the Russian people and says "it does not call for huge expenditure." Today the Russian government is making its best efforts to vaccinate the Russian people, yet only 38% are fully vaccinated. Germany's chancellor Angela Merkel says she will not support the moves by the EU commission to impose export bans on export of Astra Zeneca vaccines made in EU countries to Britain. A Dutch factory has 4 million doses of this vaccine ready for shipment.  Merkel says, "there are a huge range of international interdependencies when it comes to vaccine production. You have to be very careful when it comes to imposing export bans. You have to take a close look at supply chains."  Merkel's action comes as Britain makes an effort to talk to German and French leaders for a fair way to allocate supplies of vaccine. France and Germany see the need for the principles of "reciprocity" and "equivalence" to be covered in settling the differences on vaccine supplies. Equivalence refers to the sense that there should not be a big gap between EU and non EU countries in vaccine access. On March 24, Britain had vaccinated 45 of 100 people in the country, and EU had vaccinated only 13 people in a hundred. ...

The best US cities for jobs is changing rapidly in 2021 after the spread of coronavirus. Los Angeles, San Francisco, Chicago, Boston lost jobs. Jobs shifted to hubs in the interior of the country as remote work changed the workplace. Salt Lake City in Utah, Austin in Texas, and Denver became new hubs with environments that included mountains, healthier living, quieter lifestyle, lower costs and efforts to attract employers. Tourist spots suffered with Orlando in Florida moving to 47th place in terms of jobs. The US lost 9 million jobs in 2020 changing how the jobs market in cities looks. The WSJ looks at the changes in this report. Tech hubs such as Raleigh in North Carolina, and San Francisco suffered decline as remote work created new opportunities for cities in the interior of the country. By contrast Salt Lake City was growing twice as fast from 2000 to 2017, and has increased in popularity with surrounding areas of Provo and Ogden in Utah. Forty years after a canal around Utrecht's old town was turned into a 12 lane motorway, the Dutch city is replacing the motorway with its 900 year old moat. Utrecht old city is now surrounded once again by greenery and water rather than concrete and fumes of exhaust. Efforts to sideline cars and bring back healthier living with bicycles began in 2002. The city was born in 1122. In 2017 the city opened a 12500 bicycle park next to the rail station. The central Zocherpark has been restored to 1830's design. This should be an inspiration for other cities in Europe. It is also a reminder for other cities in America, in Latin America, Asia and Africa to be careful before they let motorways take over. Even in the waterfront of American cities such as Chicago and Seattle the motorways have taken much space where greenery and fresh air would make for healthier living. Some French cities have done what Utrecht has done, supporting the general trend to return these wide healthy spaces back to the people.  ...

The Oxford vaccine developed in partnership with Astra Zeneca aims to be the vaccine for the world. The partnership has said it will make 2 billion doses and will provide this without making a profit at about $3 for one dose. Serum Institute of India was the leading supplier of vaccines to the world before the pandemic. Now it is preparing to make 1 billion doses of the Oxford vaccine. Already Astra Zenca has setup agreements for manufacturing  in other countries, with about 24 manufacturing facilities in countries such as Brazil, Japan, and Australia. Arrangements are also made with Russia and Mexico. The Russian partner has capacity to make 1 billion doses of the vaccine. In May the U.S. agreed to buy 300 million doses for $1.6 billion and manufacturing facilities are already being setup in the U.S.  The U.S. and other governments are sharing the risks as Astra Zeneca is hiring other companies to build the manufacturing capacity and working with them to install the new machines and supply the vaccine ingredients. For this the U.S. has Operation Warp Speed a $10 billion vaccine initiative and its organization, including the military. ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Utilities are moving ahead with putting up new natural gas plants, and new data centers are needed for the shift to remote work since 2020, electric automobile and chip making plants are coming up at a rapid pace. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. India, the UK and Argentina are opening investigations into China's dumping of goods in their countries. Chile is considering new tariffs. Brazil and Indonesia are feeling the impact. They are joining the EU and the US to fight the danger posed by dumping by China. To offset a large property market bust China is pushing more investment in factories leading to overcapacity in markets, much of the product then ends up at lower prices in other markets around the world putting companies out of business in home countries and loss of millions of jobs. Couldn't other countries do the same. The US is taking that approach to support its own industries. Economists and business leaders in the US who have never felt the pain from factories closing have let America down with textbook theory that ignored this leading to the loss of 2 million jobs in the 2000 era, with failed presidents since then ceding American advantage in manufacturing.  ...

The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory. Ukraine currently lacks this type of system that reaches for 45 miles for its midrange system, and it is seen as crucial for defending Ukraine, as Ukrainians are being forced back with Russian artillery attacks. Mr. Biden in an article in the New York Times said the US goal was simply to see "a democratic, independent, sovereign Ukraine," not to oust Mr. Putin, or seek a broader conflict with Moscow. As China shifts away from construction to support the economy no government support is given to real estate company Evergrande to reorganize it operations. Evergrande has $300 billion in debt and its sprawling operations all over China will now be dismantled. The decision is made in an Hong Kong courtroom on the 12th floor of the Hong Kong Court Building as reported by Alexandra Stevenson of the NYT. China is now moving away from the economic support of internet companies such as Tencent and Alibaba and construction firms such as Evergrande. More investment is going into renewable energy and companies that are leading in technologies such as BYD in electric cars worldwide. Investment is also being made in funding improvement in standards of living in the rural interior of the country that was neglected during the boom years and in tackling climate change. This is a very different China as president Jinping looks for other ways for economic development that fulfill the Sustainable Development Goals of the UN and the goals of building a better China for all its people in less developed rural areas and in urban areas.  ...

The head of integrated operations,, Dr. John D'Angelo says Northwell has enough staff to meet projected needs. Most covid patients had underlying health problems and a quarter are vaccinated up from 10-15% a month ago. Depleting ground water reserves are leading to water shortages in India's cities. About 40% of India's people lack drinking water by 2030, according to government think tank NITI Aayog 2018 report. Water shortages are hitting cities such as Chennai. This report looks at the water shortage in remote Himalayan region Ladakh. WOrld Resources Institute points out that India is the 13th most water stressed country in the world, with a population three times the combined population of 16 countries that are water stressed. By 2030 water demand will double in India. The government is giving drinking water top priority in its plan for the next 5 years as key to development.  One of the problems is that farmers in the northern plains pay little for gorundwater use resulting in the planting of water intensive crops. The government plans to promote conservation of water as a national priority with education on this subject of water critical to achieving its objective of providing 100%  access to drinking water for Indians. The US tariff on China made EV"s imported into the US is 100%. The EU has a 10% tariff. It has now imposed additional tariffs that range from 17% to 38% depending on its investigation with Chinese companies on how much support they get from the Chinese government as hidden subsidies. This move is to level the playing field. The result is that BYD faces a 17% tariff because it has operated relatively on its own. For Geely and SAIC it goes up to 38%. The tariff on European companies making EV's in China and exporting them is additional 21%. US carmakers (GM and Ford) have only a small presence in the Chinese car market compared to the Europeans who  make and sell 3 million luxury cars in the Chinese market (BMW, Audi, Mercedes Benz). About 25% of EV's sold in Europe are now China made EV's. The EU wants to level the playing field so that local makers maintain a strong presence in their home markets.
