Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

Meng Wangzhou, chief financial officer of Huawei Technologies, admitted to wrongdoing in a fraud case. The Biden administration acted to remove a friction point with China, and China released 2 Canadians held by China since 2018, following Meng's release.

Meng is daughter of Huawei founder Ren Zhengfei. She was arrested at Vancouver International Airport in December 2018 at the request of the United States. The US Justice Department during the Trump administration had accused Meng and Huawei of a decade long effort to steal trade secrets, and evade Iran sanctions. In retaliation China arrested 2 Canadians who were released after Meng's release, after a long period in detention.

He talks to the pilot of a F-22 stealth fighter operating missions in Syria, a C-130 woman pilot from the Minnesota Air National Guard flying into Baghdad, a Luteran chaplain at Bagram Air Force Base in Afghanistan, and other air force men operating Reaper missions by remote control from the U.S. He sees the stress, the courage and the effort to give their best in the defense of American interests in the Middle East, and reflects on the need for similar spirit in the U.S. capital. For some years Americans had forgotten about the wars in Afghanistan, Iraq and Syria, and this was felt by armed forces personnel as forgetting the sacrifices that were made in the long wars.  The vacuum created by U.S. withdrawal, and the spread of terrorism as a consequence of the withdrawal, has again led to the American public having a better understanding of the importance of these missions and the courage and service of the Air Force personnel.  ...

ECB President Mario Draghi stated in his first speech to bankers and policy makers in Frankfurt that governments in Italy, Spain and other eurozone countries need to take stronger action and stop delaying. He said: "Where is the implementation of these long-standing decisions. We should not be waiting any longer." Jens Weidmann, president of the Bundesbank stated Germany's view: "The economic costs of any form of monetary financing of public debts and deficits outweigh its benefits so clearly that it will not help to stabilize the current situation." The ECB continues to maintain limited purchases of Italian and Spanish bonds, leading to a small easing of bond yields, but has ruled out large scale purchases. ECB officials fear that taking the heat off politicians in Italy and other eurozone countries through large scale bond purchases will only lead to a lack of action on irresponsible fiscal policies. Meanwhile the debate in Germany continues with the mass circulation tabloid Bild saying calls for the ECB to act were "hysteria." The conservative leaning newspaper Die Welt says Merkel could still change her mind. Die Welt pointed out that Germans remember the hyperinflation of the 1920's as what can result from printing money to buy government issued bonds, but forget the period in the early 1930's under Chancellor Heinrich Bruning, another deeply troubling period, when deep austerity led to mass unemployment and a prolonged depression....

Chancellor Merkel of Germany proposed bilateral or trilateral deals between smaller groups of countries as a temporary solution till some agreement can be reached on immigration. She said "The European Council will not yet provide an overall solution to the migration problem." Hungary, Poland, Slovakia, Czech Republic which have opposed a quota system for asylum seekers did not attend.  Austria, Denmark, and Italy with the new government openly opposing immigration, attended the summit. Merkel said  a "lot of goodwill" was created, and leaders agreed that borders need to be better protected to prevent people from entering illegally, and reducing immigration at its source points in Africa. The migration problem has persisted as an issue long after the huge surge in immigration in 2015 has diminished to a trickle, and after chancellor Merkel has accomodated critics with new policies strictly limiting new immigration. New governments in Denmark, Austria and Italy, and the government in Hungary under Viktor Orban, have kept the issue alive by running on anti-immigration platforms. The European summit in 2018 was used by Merkel to reduce disagreement on this issue by allowing different countries to express their views and working in smaller groups for mutual benefit. It also reduces tension inside her CDP-CSU coalition after Bavaria based CSU decided to run in 2018 state elections on a platform calling for securing borders. ...

Schools, shops, restaurants, cafes and offices are reopening and people are getting back to work and outdoors. What are the ways to reduce chances of getting the coronavirus and what is the latest advice from public health experts.  More attention is now being given by CDC and other experts to the aerosols, the smaller particles that are airborne that can spread the virus to people unawares in breathing, talking and singing activities. larger droplets come down to the ground, smaller droplets can be airborne for hours. This makes masks wearing very important, call it essential protection. Air filtration and proper ventilation is also important. What about social distancing? Experts now say 6 feet is good, 10 feet is better. This is from Joseph Allen director of the Healthy Buildings program at Harvard School of Public Health. No magic number but 6-10 feet or more is good for safety. Can one start expanding one's social circle? The fewer contacts the better says Dr. Allen. You can he says expand the circle but this depends a lot on how serious the other family is in taking precautions. Are elevators risky? If one can one should take stairs but do not board a crowded elevator unless the lobby is more crowded. Do not touch buttons, if you do use elbow or use sanitizer from your shirt pocket after pressing. This is where mask is essential. Here a tip is useful. Talking does not help as talking emits 10 times the particles than when you are quiet and this is true for small spaces such as elevators. Continual talk is not a good idea such as a long time spent talking, here watch that habit of getting into long conversations face to face.  Is it good to take a summer vacation. Here the answer is yes, as no one really knows how the winter will be. And remember outdoors is good for renewal of health, and one can look for places that are not crowded where the 10-12 feet or more can be easily done. One tip here is to take your own food and supplies from home so there is no need to go to crowded restaurants. Swimming in a lake or ocean is fine. Camping outdoors is fine and actually a good idea if you are with your own family. Try to use an empty restroom and one that is clean and wear the mask. While camping keep the 6-10 foot rule with people outside your immediate family, do not share food and drinks and try not to touch each other's supplies, and sanitize your hands or wash if you do. When hiking keep the mask in your pocket so you can wear it when you see others passing on trails. In hotels skip the cleaning service, in a rented property ask the owner to keep the windows open before you arrive, and put a day or two between your coming and the last person who rented the place. Renting a car is tricky allow a couple of hours to elapse between you and the last rental, open windows. Public restrooms. Always wear a mask many are poorly ventilated. Open the door without use of hands if possible,or use a paper towel to open and discard. Do not use air dryers. Is it safe for your house cleaning person to return. Keep the windows open to let in fresh air. Make sure your cleaner wears gloves. And all should wear masks. How to visit grandparents? Experts advise keeping visits outside and wearing masks when not 6-10 feet apart. Anyone not feeling healthy should avoid the visit. And bathrooms should be sanitized after people leave even wait a day if there is another bathroom. Experts advise against sharing food and buffet type meals. Ten feet distance is better than six feet. Can one use a gym? Here the advice is to exercize outdoors or at home if one can. It says be cautious unless your gym is limiting the number of people or spacing the equipment adequately. Ask about open windows, air filtration systems, ventilation.  This is excellent advice from experts with the latest information. Over the last few months from March to May most of the information was during lockdown, and a lot can be forgotten or seen as not necessary as things return to normal, as shops schools and cafes, office reopen, and cases remain steady and under control. Being vigilant is good for safely navigating this period through the summer and into winter till a vaccine is found. It is also about being a good civic minded person aware of one's own responsibilities, as when all take safety seriously and practice it everyday, it builds another layer of protection for everybody- because it creates a safer environment for all.     ...

England miss the tenacity and run scoring ability of Alastair Cook as they lose the Ashes. England was unable to come up with anything to match the legendary scoring of Australia's Steve Smith in the Ashes fourth Test with 210 and 82 in two briliiant knocks with the bat at Old Trafford on Sunday.  Cook reflects on his own period as Captain of the English side in his new book. He now plays county cricket for Essex after Test cricket drained him and he decided to retire. He says from the first time a Test cricketer gets on the scoreboard he is the subject of incessant reporting on averages for the batsmen- for whom there is no rest- because between the glorious hundred he is out for nought or 20 more often. He recalls his last game in Test cricket when he was able to score 147 in the second innings against India, and he considers himself so fortunate to be able to retire at that time. England is going through a period when it feels it is short on good batsmen. And Cook says after Strauss retired in 2012 he could not find a stable partner, not one of the 14 he batted with lasting long. What does he think of Steve Smith? Cook says he is phenomenal.  The best three batsmen he has seen- Lara, Ponting, and Kallis. The good batsmen in English country cricket are still too young. He thinks the best way to keep Test cricket strong is to have less of it so that it remains special. This way fans would be riveted. China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. The personality based governance under Carlos Ghosn is seen as a problem now that Mr. Ghosn is in a jail cell in Tokyo and under investigation by Japanese prosecutors. Mr. Ghosn faces charges that he under reported his deferred pay over a five year period to 2011.  The Economist magazine points out the other problems that might have led to to the authorites being informed about the failure of Nissan to make the internal audits. This relates to the activities  of Mr. Ghosn to arrange a possible takeover by Renault through a merger. Nissan owns only 15% non voting stake in Renault, and Renault by comparison owns a 43.4% ownership in Nissan. The French government has a 15% stake in Renault and efforts were made by Mr. Macron, as Economy minister, to secure double voting rights for long term shareholders such as the French government. This leaves the Japanese government and Nissan reluctant to see the move to Renault's takeover. The French government left with suspicions on the reasons for Mr. Ghosn's removal now less likely to cede control over the joint venture. The jet setting high flying ways of executives such as Mr. Ghosn with the company's identity being defined by their activities are also coming under much criticism. The CEO of Chrysler Mr. Marchionne was gravely ill at 66 following a decade of deal making, with chain smoking, leading to a severe illness. Renault under Ghosn rescued Nissan in 1999, Fiat under Marchionne rescued Chrysler in 2009 with U.S. government help. The Economist magazine points out the Nissan alliance with Renault is now tarnished by another high flying executive.   ...

Ryan Tracy and Anthony DeBarros try to address the question of patchy internet service for America's heartland, rural areas from the prairies of Iowa to the west, and in the south and southeast. Public funds were allocated through the Rural Digital Opportunity Fund for broadband service with the latest optic fiber technologies in 750,000 census blocks in all states except Alaska in the US. This was supposed to bring digital internet with fast speeds enjoyed by urban users to every American home. Instead after this and another program the Connect America program why is internet service serving some customers and not others in rural areas, with patches of areas in each rural part of a state without internet service at the speeds one should expect for streaming and other uses? This WSJ research looks at data and conducted interviews on this important issue and found that internet service providers were given public funds by the FCC yet allowed to pick customers leaving some customers out. FCC rules till 2021 did not require service for all customers equally as long as they provided service to a minimum number of locations statewide say former senior FCC officials. One senior former FFC official says it is not surprising that companies made the decision to do the bare minimum required.  In Heavener, Oklahoma this meant that during the pandemic and lockdown when schools were closed the lack of good internet service affected learning from home. Many students could not get online from home. In 2021 another effort was made. This time funds will not go through the FCC but through the states. The Biden $1 trillion infrastructure spending for workers and families includes $42.5 billion for a rural broadband program in America. This WSJ report does useful service to America by putting the spotlight on one of the issues that divides America today the gap between the quality of life in rural vs. more affluent areas of urban America. It also shows that it is the federal bureaucracy that is at fault in this case for poor internet service in rural areas. Careful attention to this is needed so that rural America gets the attention it deserves from the prairies of Iowa to the mountains, the breadbasket of the country, and the heartland.   ...

In this report WSJ looks at US Treasury Secretary's warning to China about its role in the free world and its position in the international trading system and the obligations to human values that come with it. Janet Yellen is so well known as head of the Federal Reserve and as US Treasury Secretary that it is easy to forget her experience at Yale studying under James Tobin who supported meeting social goals, whom she calls a life long mentor. Tobin set the foundations for economic policy in the Kennedy administration in the early post war period, after working in the Franklin Roosevelt administration during the war. Social goals, business paying its fair share of taxes, building infrastructure, were all a part of the FDR and Kennedy-Johnson administration.  It is also easy to forget that Yellen set the foundations for economic policy under Clinton and then under Obama administration the period when social goals were not met, infrastructure was neglected, globalization meant shipping jobs and factories overseas to China, and lack of financial oversight over banks that led to the 2009 financial crisis. The contradiction made Yellen realize only late during the Obama administration how much of a diversion she had taken from the social goals of the FDR-Truman-Kennedy post war period.  As one of the architects of the economic policy underpinning the emergence of China's role as the factory of the world, that destroyed many working class communities in the US, Yellen is in the economic role that Merkel shares in world of political economy with her integration of the German economy with that of China. Today as she calls for a retreat to the values shared by her mentor James T, Tobin and of FDR and Truman as they responded to the Berlin Crisis in the aftermath of 1945, and the Korean War with large scale invasion of South Korea and the kind of refugee crisis that we see today in Ukraine, there is much room for reflection. Reflection on what was lost in the intervening years of the Bush-Clinton and Obama years that led to the situation that the free world faces with totalitarianism today.   ...

This analysis in The Guardian says US president Biden is reversing 3 decades of policy since president Reagan that looked with skepticism at government intervention in the economy. The $1.9 trillion aid package Biden has pushed through Congress is a big game changer in the way government operates to help rebuild America after the pandemic. The 2009 response by the government under president Obama was done without conviction that the government response was the best way to help the economy. By 2016 voters turned to a Republican, Mr. Trump, to help working class voters with a USA first policy, after decades of presidents from both parties Republican and Democrat failed to protect American interests in manufacturing, jobs and incomes.  US president Biden is continuing Trump's policies to protect working class Americans. And bringing new conviction that government not only has a positive role, but has an essential and vital role to play in protecting workers and households struggling to make ends meet. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...

For the 100,000 employees of Vodafone the pandemic has lessons for creativity, flexibility and innovating in work habits. In 2 weeks 95% of the employees worked remotely. Now Vodafone experts say that individual projects and tasks make up 60% of work which can be done remotely. Only 40% of tasks require working in a team setting with other people. The 60% done individually can be done in a remote setting making it necessary to to adopt a flexible approach for best results. Here Nick Read, Vodafone CEO, says because of London's unique setting and exceptional access to the talent pool this will always be a good office location as a central office. Yet the new concept is for hubs all over the country so that Vodafone can tap into talent across the nation in diverse parts of the UK. Mr. Read looks at the views of employees and says this period has shown enhanced productivity with remote working. The additional challenge of balancing family and work can create some stress, and Vodafone has taken some steps to tackle this. It provides guidance to employees on how to handle work in a remote setting, limits meetings to 20 minutes with long separation between meetings. Vodafone is now designing offices in European locations based on what it has learned during the pandemic. In the Netherlands it is splitting the office and remote work 50-50 based on Vodafone's new understanding of the value of remote work. The expansion of the work day as employees handle other tasks, has to be handled well with some structure. The German idea of Feierabend, or end of working day, calling for a set time to disconnect the work day and do something else cycling, exercizing, something fun and relaxing to disconnect, is shown in Lyrarc. Other articles on working remotely in Lyrarc show that limiting intense concentration work to 4-5 hours is a good way to be at your best in productive work. This is because an 8 hour work day at the office has many distractions, meetings and interactions. US president Biden signs a broad executive order on July 9, that is directed at promoting competitive behaviour in the American economy, and taking action against companies that have anti competitive behaviours. It also aims to limit corporate dominance that then can lead to anti competitive behaviours. These types of behaviours puts consumers, workers and small compoanies at a disadvantage. The Biden plan stretches from the smaller items such as hearing aids and baggage fees, to the task of putting in place the first antitrust regulation on tech companies Apple, Google, Amazon and others. Industries Biden sees as needing help are agriculture, healthcare, shipping, transportation, technology, and labor practices that limit wages and mobility. In making the executive order the White House says it "will lower prices for families, increase wages for workers and promote innovation and even faster economic growth." As each step is taken by the Biden administration to help workers, families, women and children, the situation is a reminder of the actions taken by Franklin Delano Roosevelt at another period of crisis in the nation's history. The July 9 executive order will create a Competition Council as proposed by Tim Wu, special assistant to the president for technology and competition policy in the White House National Economic Council. The Compeititon Council task will be to get federal agencies to take action to promote competitive behaviours for the first time since the 1980's when Republican presidents Reagan, Bush, and Democratic presidents Clinton, Obama, allowed such behaviours in some industries to get entrenched. In Biden's own words "the rise of monopolies weaken labor." In each industry agencies will now have the task of pushing back against anti-competitive behaviours already put in place by companies. In agriculture it will help small farmers, in pharmaceutical sector it will help the American people deal with a problem that has no end in sight of high drug prices and practices that support this. In all areas of the economy the Biden plan is for a new coordinated effort across all the agencies of the government and under the leadership of the president, to restore the vibrant economy to what it was before the long deterioration through anti-competitive behaviours. ...

 South Korea has run about 300,000 coronavirus tests, double that in Italy and ten times that in the U.S., says this report in the WSJ. This report shows how the South Korean testing works and the workday of Lee Hyuk-min, a clinical microbiologist at a testing lab of Yonsei University Health System Severance Hospital in Seoul, who is working from 4.45 am to 11 pm. South Korea's effectiveness in controlling the spread is based on a strategy of efficient testing that enables isolating quickly people and areas. South Korea's testing network is a legacy of the MERS coronavirus outbreak in 2015, and the government failure at that time to control it.  It brings together doctors, medical staff, labs, and political leaders in roles following the protocols established since then. Dr Lee and others are the final checkpoint in the system which coordinates a diagnostic operation that combines together 633 test sites and 100 labs. The protocol includes a uniform setup- same testing equipment, same training, same decision making process. At 8 am each day all labs upload results to a shared database, which allows public and private hospitals to monitor patient results and report them to Korea Centers for Disease Prevention and Control. Hospitals upload testing details to an online directory. This surveillance allows South Korea to predict where to concentrate its efforts for controlling spread, says Dr Lee who advises the South Korean government on lab testing issues. Action plan took 2 years for the new rules to be implemented following MERS in 2015. The plan included accelerated bio testing company approval for tests. The first company got approval on Feb 4, followed by 4 other firms. Dr Lee says testing is only part of the equation as labs are needed to process and confirm results. Another key is innovation. South Korea setup testing in drive thru locations, that limit contact and speed up testing, which the U.S. is adopting. Dr Lee says early identification is key, and identifying the first coronavirus patient which was done in South Korea on January 20. Other countries including the U.S. took too long to identify the first patient, says Dr. Lee. ...

Shares of Adani Enterprises went up by 3000% over 5 years putting valuations at extreme levels, says this report in the WSJ. This has created a disconnect between valuations and fundamentals say some experts. Hindenburg Research is a American forensic financial research firm started in 2017 by Nathan Anderson in New York City with 5 employees. It has issued a critical report of the Adani Group companies leading to a loss of 18.5% of its valuation. Adani Group companies make up 5% of the Bombay Stock Exchange and are a big part of its renewable energy effort even though the company had major interests in coal in Australia. Adani is trying to make the switch to renewable solar and wind energy and at the same time meet India's continuing need for coal because of its large population. The situation is similar to China and is poorly understood in the US and Europe, the effort to make large investments in renewable energy even as the company provides energy from fossil fuels. Adani set up the Mundra port in Gujarat helping Gujarat become energy sufficient and making it the most industrialized part of India. The London based Financial Times took a look at the Adani Group long before Hindenburg Research in the last 2 years and concluded that Adani Group companies have grown rapidly because India's effort for industrialization requires aggressive investment and risk taking which none of the other companies including India's Tata and Reliance Group are able to do in infrastructure and energy in the same way that Adani has. Reliance Group has invested in 4G and 5G and setup Jio to create low cost access to fast internet in India. When it comes to roads, airports, coal and renewable energy Adani has invested aggressively. This has created the perception that the Adani Group has benefited from its relations with the government. As the Financial Times put it Adani Group was the only private investor willing to take up the challenge of super sized goals needed for India's rapid growth. In this sense a forensic research company based on short selling is up against a company that has already faced skepticism about its rapid emergence as a renewable energy focused company shifting from fossil fuels, a transition neither Exxon or Chevron in the US have been able to do. ...

(Article on TSM from NYT, February 22, 2023.) When Morris Chang setup his factories for chip production in Taiwan in the 1980's America was the leader in chip production. He tapped into American technology at MIT and other American research universities. Over decades of support from government subsidies and easy transfers of American technology Morris Chang built up what is TSMC today. Chang now sees the building of a plant in Arizona as a challenging task. Originally from Ninbo, Zhejiang province, China, and having survived the Sino Japanese war and civil war in China he went to Hong Kong in 1949. Without the bachelors and masters degree in mechanical engineering from MIT in 1953-54 and the first jobs at Sylvania Semiconductor in 1955, Texas Instruments in 1958-83, both pioneers in semiconductor production, Chang would not have been able to found TSMC. Mistaken laissez faire economic theory destroyed America's own semiconductor industry. Texas Instruments invested in Chang for him to get his PhD. degree from Stanford in electrical engineering in 1964 and enabled him to run its worldwide semiconductor business. Without this start enabled by companies at the cutting edge of US technological innovation and institutions such as MIT and Stanford, TSMC would not exist today.  Chang's approach was to price ahead of the cost curve which essentially means taking smaller profits in the short term to gain advantage over the long term. In this way he built TSMC with the help of support from Taiwan's government. About the Arizona plant Chang says it was similar to putting up a plant in Washington State, which he postponed after people, cost and cultural problems. A dream fulfilled became a nightmare fulfilled, he says and postponed that plant. This lack of enthusiasm shows a lack of memory an awareness of the difficulties that Chang himself must have experienced in 25 years of work at Texas Instruments- with cultural, cost and people problems, and the efforts at American pioneer manufacturing companies to assist Chang. Chang is reported to have said on a Brrokings Institution podcast that building a wafer plant in America will be "a very expensive exercize in futility," forgetting that he got his own start in America, with American engineers, American science and technology, and American manufacturing, and American workers. ...

The growth in U.S. GDP was 1.7 % in 2011, yet unemployment dropped by 0.7% in the last 12 months to 8.3% by Feb. 2012. A pickup in hiring is seen in job figures. Christina Romer gives as an explanation to the rise in unemployment in 2009 to 10%, more than expected, and the drop since then, to the overreaction of companies to the financial crisis by laying off workers and freezing hiring- with hiring picking up as conditions return to normal levels. The unemployment rate as defined is also not an accurate measure of the jobs situation, as it reflects only workers who are looking for work, and many workers drop out of the jobs market when they are discouraged especially the long term unemployed. Taking into account people who have dropped out of the labor markets the unemployment rate was 11% in Nov. 2009, according to Luce in the Financial Times- in Ezra Klein, Washington Post 12/12/2011, Wonkbook: Real unemployment rate 11%. Lawrence Katz, Harvard Labor economist also cites this as one of three jobs crises in unemployment today that need to be addressed, the other two being: foreclosures and debt, and the low number of jobs added because of automated manufacturing- in Friedman, NYT, 12/10/11, The Next First 100 Days. Explanations for the low GDP growth as unemployment declines is a likely productivity slowdown. Prof. Robert Gordon of Northwestern University, sees a slowdown in productivity. Worker output for every hour worked, how productivity is measured, increased only 0.4% in 2011 and 0.9% in the last 7 quarters, and is trending downward in the longer term. A more likely explanation is that unemployment is still at higher levels but is understated in unemployment figures....
