Only a concerted action on all fronts as Biden and Powell have done would work, along with large investments in American manufacturing and jobs, which can only be done if no tax cuts are made for the wealthy not in the Republican platform. This means the hundreds of thousands of job creation each month happening now will stall and inflation from supply chains in China will be harder to control especially with a 60% Trump proposed tariff on Chinese imports. ...

Another clear warning from Britain under Boris Johnson the failures from that time could still affect the US if it copies Johnson. Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

King Charles thanked the police and citizens for their role in the riots saying-  he “shared how he had been greatly encouraged by the many examples of community spirit that had countered the aggression and criminality from a few with the compassion and resilience of the many”. The UK riots showed the inadequacy of the Online Safety Act in regulating social media. This is what the public thinks and what the prime minister had to say about this-   YouGov polling published on Friday suggested that 66% of people thought social media companies should be held responsible for posts inciting criminal behaviour, and 70% believed they were not regulated strongly enough. In YouGov poll this week, 71% say they think social media companies did a bad job tackling misinformation during the riots. For social media, Starmer said: “The first thing I’d say is, this is not a law-free zone. And I think that’s clear from the prosecutions and sentencing. Today we’re due sentencing for online behaviour. “That’s a reminder to everyone that whether you’re directly involved or whether you’re remotely involved, you’re culpable, and you will be put before the courts if you’ve broken the law.” ...

Mr. Trump the Republican nominee for president dials into Fox New to speak just as Kamala Harris was making her speech and called Mr. Trump "an unserious man" who would bring "serious" negative consequences to the Nation if elected. Bret Baier and Martha McCallum were doing Fox News coverage as Kamala Harris made her speech. McCallum said at one point Kamala Harris was having some success with Women, Black and Hispanic voters, and Trump objected that it was not harris but he that was having success with Women, Black and Hispanic people. Trump's comments- "she didn't talk about China, about crime, fracking."  She talks about this and that, she would do this and that, but she did not do any of it, said the former president. This recalls president Biden's speech at the Convention in Chicago when he said Trump said he would do this every week, to fix America's infrastructure, and he Trump did nothing. He was not Coach, Trump said of Walz, he was Assistant Coach. After 10 minutes Baier heard Mr. Trump entering something on his phone and he ended the conversation with the former president., because they were running out of time. ...

The Liberal Democrats Ed Davey attracted attention with some jet ski stunts just before the election. It showed the lighter side of him. Lib Democrats want to be a friend of Labour and Keir Starmer. Together  the 34 percent Labour voting and 12% Libs, 7% Greens adds to 53% of the vote, Versus the Tory 24% and Reform UK wing of Tory at 14% adding up to 38%. This was apparent in the Q&A session in parliament. Not so well known is that this kind of fits Davey well- he is caring for a teenage disabled son and has cared for his terminally ill mother. The Libs won safe Tory seats is how it all started with someone coming up with the stunts idea to get media to focus on the Libs.  In parliament it is strange as if Libs are the friendly Opposition in Q&A and Sunak unconvincing as Leader of the Opposition. With Tory conservative vote split into Farage and Sunak factions, the Libs won 71 seats. In parliament now Labour has 404 seats, Tories 121, and Davey's Lib Dems 72 seats, Farage Reform just 5 seats after so much work pulling down Tories, and Scottish Nationalists just 9 seats. ...

Rafael Behr of the Hamburg Police Academy says that it is too easy to let the authorites off saying the Christmas market attack could not have been prevented considering the number of risks the police have to tackle. He says it is too easy for people who want to escape detection to lose their identity papers and anonymize themselves. After his request for asylum was detected he was let off following 2 days of detention because without identity papers how was he to be deported. This is a weakness that has to be addressed says Behr. Other problems are the bureaucratic handling between state agencies, and within the EU different countries sharing information. Amri spent 4 years in Italian jails for arson attack on a school. Shouldn't Berlin police know about this asks Behr. And even if the German authorites have different criteria for no fly lists, shouldnt the fact that he was on a no-fly list of the U.S. authorites have come up on the police radar, asks Behr. These are legitimate questions that the authorites have to answer or come up with solutions and share with the public as part of prevention efforts. ...

The nuclear trade deal with India and approval by the Nuclear Suppliers Group. If passed by Congresas in September the deal goes into effect. At the NSG, New Zealand, Austria and China were the holdouts and had to be persuaded by the United States. Under the deal India cannot conduct nuclear weapons tests and if it does its upto the USA to decide if it will continue to supply India with nuclear materials and technologies. India is running short of uranium and other nuclear materials it needs for its civilian andnuclear weapons programs since it was refused access by the NSG after earlier tests decades before. It also depends on how the US sees China and Pakistan in relation to India and its nuclear programs. One thing is certain India will push forward aggressively with new nuclear energy programs and setup its own nuclear energy reactors to provide its growing energy needs and to reduce existing shortages and also lower its oil bill. So in the next couple of years or the next decade the world will certainly see the peaceful development of nuclear energy and development of new technologies in the nuclear energy field as India becomes a key user and developer of nuclear energy technologies. At that point India may become a part of the fabric of peaceful nuclear energy development in the world as it meets asignificant part of its energy needs through nuclear reactors. It will be a welcome development as it will ease the burden on oil supplies that in the case of China became a key part of the upward pressure on oil prices as China relied mostly on oil and gas for energy needs. This is probably the thinking in the current Republican administration as it pushed hard for this nuclear deal to supply India....

Visiting cities in East and West Germany organized by DW's Africa department he is struck by how much East Germans feel left behind. Merkel herself grew up in East Germany but like many young people in 1990 left for the west and seemed to forget the east where they came from. He remembers the time when people from Angola , Mozambique and other African countries studied at universities in the German Democratic Republic, former east Germany,  and the sense of socialist solidarity that aroused much enthusiasm.  Mwillima says a sense of unity can only go so far if there is a lingering sense of inequality  between the two parts. He sees a distinct hunger to achieve unity among regions and peoples or countries. Yet 31 years later in Germany its not only worth pursuing this ideal but remembering that it has to be done as a natural and ever growing endeavor that is not just an event. ...

Tata Group chairman Ratan Tata says JRD Tata who ran the company for most of the modern period would be overjoyed if he were alive today to learn about the return of Air India to the Tata Group. Under a deal with the Indian government Tata will pay $2.4 billion to cover one fourth of Air India's debt. The government will give up ownership in the airline. AIr India started as Tata AIr in 1932 flying mail and passengers from Karachi to Bombay during the British period. JRD Tata himself flew the maiden flight which is why Ratan Tata sees the return of the airline to the Tata Group with much optimism. Air India has 120 aircraft, 4400 domestic and 1800 international landing and parking slots. Problems at the airline led to losses of $3 million a day. It was nationalized in the 1950's. The Tata Group is India's largest steel producer, a major auto producer. It is India's largest conglomerate with $100 billion in sales, and employs 800,000 people in 100 countries.  ...

Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. This piece of the bill for paid leave is now back in the bill in Congress, in another effort to get this through. ...

European Union countries reopen for travel this summer. A new travel pass or digital Covid certificate is approved to promote freedom of travel as more people get vaccinated. About a third of people are vaccinated for first shot in France and about 40% in Germany, which means in coming weeks they will have the second shot and enough antibodies to make a return to normal life possible. The EU has negotiated this time with Pfizer for 1.8 billion doses and is building enough vaccine supplies. For the first time governments are stepping up with plans and resources allocated - in India the government now has plans to create supplies of 2 billion doses by the end of the year. This means there is new hope if the vaccination is accompanied by efforts to build booster shot supplies this time planning ahead. Managing the risk of those who are vaccine skeptical remains a problem to be tackled. Masks and other essential precautions also need to be followed in crowded spaces as this was neglected where there was a second or third wave. Two Slovenians were in the lead for the Tour de France as new talent has emerged. Roglic was leading as he entered the last two stages of the cycling event. He represented a Dutch team Jumbo Visma which failed to make it after Roglic simply failed to find his true form in the stage before the last stage. What was astonishing to see on French television was the gradual collapse of Roglic's lead during the climb and Pogacar building a comfortable lead of about 2 minutes at the end of the stage before the last. Roglic seemed exhausted shocked and ruffled at the end and Pogacar appeared to be calm and assured as he finished the race. Before the stage the sports director of the Dutch Jumbo- Visma team had strong disagreement and altercation with the organizers when a routine check of Roglic's bike was made to see if it was within regulations. He was cited for poor behaviour and barred from further attendance of the remaining stages which could have affected the team's overall composure. ...

Pubs, bars and restaurants close by 10 pm and only table service. Weddings and receptions limited to 10 people. Individual fines for first time breaches doubled to 200 pounds. Adult indoor team sports not allowed. This is the first response. If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step. This video shows Dr. Birx explaining the three Phases for reopening the U.S. economy. Each state's governor would decide when a state thinks it is safe to move to the first phase. States which have not been affected much and fewer cases in the western part of the U.S. such as Idaho, North Dakota, Iowa could open earlier. Texas could start in May. California would have to do more testing before it starts Phase 1. New York, New Jersey, Michigan and Massachusetts, would come later because of the severity of the crisis. Each phase criteria are carefully set out and parameters set down for social distancing rules to be followed, number of people, locations, how offices open, how stores open, how hospitals open. Germany and the U.S. have set out detailed guidelines and phases. A state in the U.S. could even move back in phases if data shows it is doing badly. Israeli leader Yair Lapid says "we need a government where right, left and centre work together as a way of life." The result is that Lapid's party is putting together a coalition of the right, left and centre- parties of Bennett, Labor, Gantz, and Lapid getting together to form a new government with sharing of ministries. Bennett would be the prime minister for 2 years followed by Lapid under this new arrangement. The whole arrangement is a result of no one  party or group of parties gaining a majority in repeated elections. Under the last arrangement Benny Gantz and Netanyahu shared power with Netanyahu going first as prime minister.  The new arrangement is designed as an effort to give Israel a chance to have anyone other than Netanyahu as prime minister, so intense is the desire for changes- almost as if Israel needed it "as it needs air to breathe," the way Lapid puts it. Hong Kong Chief Executive Carrie Lam has called for conversations to replace the confrontations protesters have with police. Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The withdrawal of the extradition bill by Carrie Lam came a bit late after 13 weeks of protests to restore confidence. There are two views on the action taken by Carrie Lam in Hong Kong. One is that Beijing is taking this step so that it can show it has taken an effort to achieve a compromise, if this does not work and a crackdown happens. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

It takes the lines from Rudyard Kipling about both being impostors- "if you can meet triumph and disaster,  and treat both impostors just the same..." Experts say the important thing in both success and failure is to understand what one did wrong, and take corrective action. Some go as far as to say failure is an event, and it ended yesterday. This is the way athletes and other people who overcome challenges that we read about have approached a failure or disaster. Some overcome physical handicaps with such grit that we find our failure to be tiny by comparison. Take for instance an athlete with burns on his feet from a fire, who is told he can never walk again, and he comes back to win an Olympics gold medal in running. This is a true story from the 1936 Olympics of Glenn Cunningham who won the 1500 metres gold medal. ...

Tabeh Freeman, a professor of public health at William S. Tubman University in Harper, Liberia, says Liberia cannot cope if another epidemic takes place, with such a poorly equiped and broken health system. Liberia, Guinea and Sierra Leone estimate the need is for about $1.47 billion in the next 30 months to build and equip a new health system. The World Bank and other donors have come up with $1 billion for Ebola recovery. A particularly urgent problem is to see that adequate funding goes to build the infrastructure for the health system and to train people to provide health services....

Germany's furlough scheme is called Kurzarbeit. About 10.1 million workers are signed up for the scheme with about 5.6 million actually using it because they are working shorter hours than normal. Under the scheme about 60% of workers earnings are normally replaced with government aid with contributions from companies. For the pandemic the German government increased benefits to cover 70%-80% of lost earnings if a worker has lost over 50% of working hours. It cost about 9 billion euros and payments are made by the German Employment Agency. This scheme is being extended from the initial 12 month period to 24 months. A similar scheme in Britain that ends in October covered 80% of earnings for workers lost earnings up to 2500 pounds a month, at a cost of 35 million pounds up to August for 9.5 million employees at the peak. The British scheme is not being renewed. The U.S. has its own program of payments and unemployment insurance, yet unemployment is higher in the U.S. In Germany it was 6.3% in July, a moderate increase.  ...

Peter Coy says that as long as unemployment numbers keep going up and foreclosures keep increasing as aresult of the job losses housing prices will keep falling. He says that they may have to fall 20% more than the level they are at today. And that the foreclosure levels could become atidal wave if it becomes easier for alot of people to just hand their keys to the banks. This was what Martin Feldstein warned aginst in the WSJ oped pages several times in 2008. As more people are under water it makes sense to just hand the keys to the banks, and as long as this goes on, the economic recovery will be put off. A study cited by Coy done by Reinhart and Rogoff shows that housing crisis of this magnitude last about 6 years before all the bad effects wear off. And in addition to housing there are other things at work in this crisis especially in the job loss rate which is increasing (663,000 jobs lost in March), and the readjustment in savings rate upto 6.4% according to BW for 2009 till March, which suggests a serious drop in the consumption rate is underway and may go on for several years crimping demand and increasing unused manufacturing capacity. The stories in the media and other information reinforce this statistical information. The bit of good new from hard hit housing markets in California and Nevada and other staes has to be seen as no more than a limited play in the foreclosure markets, that does little to the broad brush strokes that are ocurring on the national and world landscapes in job losses and consumption. Coy a veteran analyst who has covered the housing market and warned during the boom of the likelihood of abust in a cover issue at the time, brings experience and reflection to the developments, and urges serious caution in interpreting signals that may have no broad meaning....
