The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. When it comes to essential policy Republicans and Democrats in the US Congress can and will work together. A roughly $1 trillion infrastructure bill passed in the US Senate. Kentucky Republican Mitch McConnell says there are issues that are popular with both Democrats and Republicans.  He said in an interview with the WSJ - "The American people, divided, sent us a 50-50 Senate, and a narrowly divided House. I don't think the message of that was, 'Do absolutely nothing.' And if you are going to find an area of potential agreement, I can't think of a better one than infrastructure, which is desperately needed." The infrastructure bill passed this week 69-30 in the US Senate. McConnell thanked president Biden for getting the Democrats ready to compromise to pass the bill. Biden's long experience in the US Congress compares with another US president, when getting Congressional action from both parties was needed. Lyndon Johnson had this type of long experience in the US Congress which enabled him to reach compromise with Republicans to achieve goals in civil rights legislation and in passage of Social Security during the 1960's. In this sense Biden is right for the 2020's when national rebuilding is the task before America. ...

Total sales of Truth Social are $5 million over 3 years, it cost $40 million raised through convertible notes to finance losses, says this WSJ report. By using financial dealmaking methods this could create $300 million for Truth Social and $6 billion for Trump Media, says WSJ in the report. DWAC shares were set at $10 and are now at $144 with its connections to Trump Media & Technology Group, going up 150% in the last year. Digital World Acquisition is a SPAC meaning that it is a shell company- or special purpose acquisition company in financial jargon- that lists shares on an exchange with the sole purpose of buying a private company and taking it public. Investors buy and shell shares on the expectation of which company it buys and how that company will perform. Trump Media and Technology Group, the parent of Mr. Trump's Truth Social social media company will merge with Digital World Acquisition SPAC and the new company will replace the old with the sticker changing DWAC to DJT. This could happen next week if the majority of DWAC shareholders approve it. Just days after the collapse of Francis Scott Key Bridge on the outer harbor of Baltimore, a key part of Maryland's infrastructure and its industrial and shipping jobs, this report in the WSJ shows candidates will not be discussing how they will fix the many problems from infrastructure, to rebuilding manufacturing, and investing in education, healthcare. On the same day March 30, 2024 the WSJ headline was that many other large bridges of this size all over America could collapse including Chesapeake Bay, Verrazano Narrows and George Washington in NY-NJ, and Golden Gate, San Francisco-Oakland in California. On the same day an interview with Morris Chang of Taiwan Semiconductor showed 92% of advanced semiconductor manufacturing was controlled  by TSMC with much of it located in Taiwan and China, under a business model that means advanced technology manufacturing in the US that would take the place of the lower tech textile and other mills sent to China, would also be shipped out. Manufacturers in the US including Apple HP and others agreed, leaving American workers in the lurch, hitting communities all across America without manufacturing jobs and without hope. The Yangtze river has never recorded less rainfall than this year since records began in 1961. That hyper growth is being followed by slight or flat growth both situations China and the world could have avoided if a steady growth pattern was put in its place. Common sense and wisdom would have done better than economists and business  in the US and local governments in China that dictated a self-interested pattern of hyper growth that led to ravaging communities in the US and the EU by shipping all manufacturing to China, then starting to reverse this process as the same ravaged communities in the US and EU responded in elections in the US and EU. None of the participants in this now take responsibility for their role in the changing climate and natural disasters one sees in 2022. China now faces the task of rebuilding its entire fossil fuel driven industry along renewable energy lines, when it is at the end of a property driven, land sale driven boom, with local governments finances precarious.   ...

This Editorial Board article of the WSJ says the EU's embargo on Russian oil raise the cost for Putin's invasion of Ukraine and demonstrate Europe's resolve. The new round of sanctions by EU will ban the imports of Russian oil by sea as well as insurance for shipping companies that transport it globally. About two thirds of Russian oil comes by tanker. Germany and Poland will also stop pipeline oil imports from Russia, only Hungary, Czech Republic and Slovakia will continue with Russian pipeline oil. The result- an effective embargo on 90% of Russian oil imports by the end of 2022. How effective is this if Russian oil is rerouted through other countries to reach China, Western Europe and the US? The WSJ says don't underestimate the impact especially when it is combined with the ban on insuring ships that carry Russian oil. The higher insurance rates and costs of shipping will limit Russian oil exports. Europe makes up half of Russian oil exports and WSJ says the rest of the world can't use up all that oil. Russia exported $180 billion of oil in 2021, a large amount of this will no longer be available to Russia to finance the war. ...

The former president having 81% of the vote for non college educated in the primaries and  small percentage of votes among college educated means that if elected it would be that a whole population of college educated people are being effectively disenfranchised in choosing the government. It means that democracy that took over 200 years to include people with less education and income in selecting a government has moved in 2024 to doing the opposite excluding the educated with all its implications for good government of such a lopsided state of affairs. A recent poll shows 81% of Haley's 250,000 votes in the Republican primary would not vote for the former president. Haley won moderates by 61% to 31%. Trump won those without a college degree by 82% to 13% for Haley. Trump support huge in rural areas, Haley's in the suburbs.This shows how different this Republican party is from that even as recent as 2015. In fact Gallup has found that in 1999 the Democratic party was a plus 14 percentage points for non college educated and in 2024 the Republican party is a plus 14 percentage points for non college educated. Among postgraduate educated the gap was 8 percentage points in 1999 and now has widened to where Democrats have 60% to Republicans 21%. ...

Are Republicans saying let the roads, bridges, airports, built in the 1940-1960's heyday of American industrialization as China and India's is now, let them crumble? The former president's claims on crime up when it is actually down by 15% according to FBI. On inflation and cost of living the inflation peaked at 9% is now down to 3% in 2023 with cost of living actions by Biden and Powell. The former president's solution to "Drill, baby drill," would only affect gas prices a bit, and do nothing for the principal causes of inflation in housing, in rental of apartments, in prices of automobiles and auto repairs, and in cost of drugs, student loans. Only a concerted action on all fronts as Biden and Powell have done would work, along with large investments in American manufacturing and jobs, which can only be done if no tax cuts are made for the wealthy not in the Republican platform. This means the hundreds of thousands of job creation each month happening now will stall and inflation from supply chains in China will be harder to control especially with a 60% Trump proposed tariff on Chinese imports. ...

Another clear warning from Britain under Boris Johnson the failures from that time could still affect the US if it copies Johnson. Krugman looks at Project 2025 that has received the backing of the former president. He points to one aspect of this blueprint for a Trump second term, how civil service would be overhauled to remove civil servants not meeting the requirements put forth by the new administration. He says this takes America backwards. Till 1883 when president James Garfield set up an independent civil service in the US people employed by the government were routinely chosen from the winning party leading to flaws and much instability, weak administration. In Britain this type of effort of Project 2025 was tried under Boris Johnson by using an adviser who wanted to blow up parts of the British civil service for not cooperating. That experiment failed badly and the adviser was fired with much recrimination, Johnson being discredited, and administrative failures. Project 2025 would shut down the Education Ministry and the Homeland Security Ministry, for even more upheaval of the civil service. Not to mention the proposal to reverse the founding of the central bank the Federal Reserve in 1909 under Woodrow Wilson that stabilized the economy after banking panics. China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

In YouGov poll this week, 71% say they think social media companies did a bad job tackling misinformation during the riots. Bret Baier and Martha McCallum were doing Fox News coverage as Kamala Harris made her speech. McCallum said at one point Kamala Harris was having some success with Women, Black and Hispanic voters, and Trump objected that it was not harris but he that was having success with Women, Black and Hispanic people. Trump's comments- "she didn't talk about China, about crime, fracking."  She talks about this and that, she would do this and that, but she did not do any of it, said the former president. This recalls president Biden's speech at the Convention in Chicago when he said Trump said he would do this every week, to fix America's infrastructure, and he Trump did nothing. He was not Coach, Trump said of Walz, he was Assistant Coach. The Liberal Democrats Ed Davey attracted attention with some jet ski stunts just before the election. It showed the lighter side of him. Lib Democrats want to be a friend of Labour and Keir Starmer. Together  the 34 percent Labour voting and 12% Libs, 7% Greens adds to 53% of the vote, Versus the Tory 24% and Reform UK wing of Tory at 14% adding up to 38%. This was apparent in the Q&A session in parliament. Not so well known is that this kind of fits Davey well- he is caring for a teenage disabled son and has cared for his terminally ill mother. The Libs won safe Tory seats is how it all started with someone coming up with the stunts idea to get media to focus on the Libs.  In parliament it is strange as if Libs are the friendly Opposition in Q&A and Sunak unconvincing as Leader of the Opposition. With Tory conservative vote split into Farage and Sunak factions, the Libs won 71 seats. In parliament now Labour has 404 seats, Tories 121, and Davey's Lib Dems 72 seats, Farage Reform just 5 seats after so much work pulling down Tories, and Scottish Nationalists just 9 seats. ...

The nuclear trade deal with India and approval by the Nuclear Suppliers Group. If passed by Congresas in September the deal goes into effect. At the NSG, New Zealand, Austria and China were the holdouts and had to be persuaded by the United States. Under the deal India cannot conduct nuclear weapons tests and if it does its upto the USA to decide if it will continue to supply India with nuclear materials and technologies. India is running short of uranium and other nuclear materials it needs for its civilian andnuclear weapons programs since it was refused access by the NSG after earlier tests decades before. It also depends on how the US sees China and Pakistan in relation to India and its nuclear programs. One thing is certain India will push forward aggressively with new nuclear energy programs and setup its own nuclear energy reactors to provide its growing energy needs and to reduce existing shortages and also lower its oil bill. So in the next couple of years or the next decade the world will certainly see the peaceful development of nuclear energy and development of new technologies in the nuclear energy field as India becomes a key user and developer of nuclear energy technologies. At that point India may become a part of the fabric of peaceful nuclear energy development in the world as it meets asignificant part of its energy needs through nuclear reactors. It will be a welcome development as it will ease the burden on oil supplies that in the case of China became a key part of the upward pressure on oil prices as China relied mostly on oil and gas for energy needs. This is probably the thinking in the current Republican administration as it pushed hard for this nuclear deal to supply India....

Africa's Harrison Mwillima looks at Geman reunification from an African perspective of regional integration, and says unity should be an everpresent endeavour. Visiting cities in East and West Germany organized by DW's Africa department he is struck by how much East Germans feel left behind. Merkel herself grew up in East Germany but like many young people in 1990 left for the west and seemed to forget the east where they came from. He remembers the time when people from Angola , Mozambique and other African countries studied at universities in the German Democratic Republic, former east Germany,  and the sense of socialist solidarity that aroused much enthusiasm.  Mwillima says a sense of unity can only go so far if there is a lingering sense of inequality  between the two parts. He sees a distinct hunger to achieve unity among regions and peoples or countries. Yet 31 years later in Germany its not only worth pursuing this ideal but remembering that it has to be done as a natural and ever growing endeavor that is not just an event. ...

Tata Group chairman Ratan Tata says JRD Tata who ran the company for most of the modern period would be overjoyed if he were alive today to learn about the return of Air India to the Tata Group. Under a deal with the Indian government Tata will pay $2.4 billion to cover one fourth of Air India's debt. The government will give up ownership in the airline. AIr India started as Tata AIr in 1932 flying mail and passengers from Karachi to Bombay during the British period. JRD Tata himself flew the maiden flight which is why Ratan Tata sees the return of the airline to the Tata Group with much optimism. Air India has 120 aircraft, 4400 domestic and 1800 international landing and parking slots. Problems at the airline led to losses of $3 million a day. It was nationalized in the 1950's. The Tata Group is India's largest steel producer, a major auto producer. It is India's largest conglomerate with $100 billion in sales, and employs 800,000 people in 100 countries.  ...

Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. This piece of the bill for paid leave is now back in the bill in Congress, in another effort to get this through. ...

European Union countries reopen for travel this summer. A new travel pass or digital Covid certificate is approved to promote freedom of travel as more people get vaccinated. About a third of people are vaccinated for first shot in France and about 40% in Germany, which means in coming weeks they will have the second shot and enough antibodies to make a return to normal life possible. The EU has negotiated this time with Pfizer for 1.8 billion doses and is building enough vaccine supplies. For the first time governments are stepping up with plans and resources allocated - in India the government now has plans to create supplies of 2 billion doses by the end of the year. This means there is new hope if the vaccination is accompanied by efforts to build booster shot supplies this time planning ahead. Managing the risk of those who are vaccine skeptical remains a problem to be tackled. Masks and other essential precautions also need to be followed in crowded spaces as this was neglected where there was a second or third wave. Two Slovenians were in the lead for the Tour de France as new talent has emerged. Roglic was leading as he entered the last two stages of the cycling event. He represented a Dutch team Jumbo Visma which failed to make it after Roglic simply failed to find his true form in the stage before the last stage. What was astonishing to see on French television was the gradual collapse of Roglic's lead during the climb and Pogacar building a comfortable lead of about 2 minutes at the end of the stage before the last. Roglic seemed exhausted shocked and ruffled at the end and Pogacar appeared to be calm and assured as he finished the race. Before the stage the sports director of the Dutch Jumbo- Visma team had strong disagreement and altercation with the organizers when a routine check of Roglic's bike was made to see if it was within regulations. He was cited for poor behaviour and barred from further attendance of the remaining stages which could have affected the team's overall composure. ...

If infection rates are not down from the over 1 R rate and the transmission increases a national lockdown is considered as the next step.
