This Guardian report provides a timeline for lunar exploration. The last Apollo Moon missions date back to 1972 with Apollo 17. It lasted 12 days with the first crewed space flight to the moon taking Schmitt and Cernan to moon's surface while Evans orbited above. Since then it has been quiet for lunar exploration till Chang'e 3 lander and rover from China in 2011 put China on the moon, followed by Chang'e 5 in 2020. Today August 23, 2023 India puts its own moon lander and rover on the South Pole of the moon which is expected to have water.

The Mumbai High Court dismisses petitions to stop work on the Mumbai Metro in Aarey colony. The court calls the petitions frivolous and fines the petitioners Rs. 50000. Ashwini Bhide head of the Mumbai Metro project has explained that the trees cut for the project are a small fraction of existing trees and will be replaced with new trees. She has emphasized that millions of Mumbai residents for decades have put up with long and difficult commutes because infrastructure projects were delayed repeatedly. Oil prices at the pump for automobiles are declining for the seventh straight week. Prices declined to about $4. In Texas the average is about $3.67 a gallon. California has the highest gas prices at an average of $5.46 a gallon. The price decline is a result of rapidly slowing growth in China. China and India are still getting oil supplies from Russia which frees up oil supplies for the US to import. 

Public in the US is also cutting back on driving and the miles driven is likely to see a drop of 5-10% this summer. There is better planning of trips to combine errands. This helps combating climate change through conservation efforts that were neglected during the last decade.

An India like surge is feared for Indonesia with the spread of the Delta variant and rising cases. Sudden spikes in Jakarta, central Java, and Bangkalan on the Java coast are straining hospitals. A nation of 270 million Indonesia has only a small vaccination program dependent on Sinovac vaccine from China, and only 5% are vaccinated.

Doctors say whether you are young or old have co-morbidities or not you can catch the coronavirus delta variant. Several members of a household can catch it and the deterioration happens quickly. Doctors in India made similar comments during the surge there in May 2021. Kudus region in central Java is typical. At first cases were declining from a January peak by May. Then cases jumped in June. A third of cases turned up positive for PCR tests.

India's Congress party increasingly supporting farmers who are protesting the acquisition of their land. India's highway commisssioner committed in 2009 to building 12 miles of highways each day, but highway officials say only 5 miles of highways have been built. The Congress party plans to propose legislation that requires farmers to be properly compensated- one proposal is to pay farmers the average recorded price plus 50%, as the recorded price used to compensate farmers does not correctly reflect the entire market price including cash paid unofficially.

US effort to strike economic deals and business deals that will change the direction of South and Southwest Asia in ways that are the need of the hour. DJT replaces the failures of the Republicans under Reagan, and his 1983 Middle East Envoy Donald Rumsfeld, who knowing about the use of chemical weapons intervened on the Iraqi side with arms support that led to the subsequent wars. The US now leads a new 12 nation economic alliance meant to advance the 4 pillars of digital economy, supply chain renewal, defense, and transparency plus good governance. The alliance includes partners Japan, South Korea, with Australia, India and Indonesia and other ASEAN nations. With other links such as the US EU Trade and Technology Council the group encompasses most of the industrialized world. Combined with Latin America this would reach about 3 billion people. New regulations permit foreign investors to invest at least $100 million to setup multibrand retail operations in cities with populations of more than 1 millon people. Foreign multibrand retailers are at this time not permitted to directly invest in domestic retailers selling to consumers. A government panel "the Committee of Secretaries," proposed the change, which now goes to the federal cabinet for approval. The change means international retailers like Wal-Mart can sell to Indian consumers through partnerships with Indian retailers, and can own upto 51% of such local joint ventures. Of the investment at least half must go to setting up back-end infrastructure such as cold storage and laboratories. India has a huge retail market of an estimated $450 billion but much of the retail sector has fragmented smaller operations and mom and pop stores. Tata, Reliance, Bharti, Godrej and other local companies have made an effort to change this and formed alliances with Tesco, Wal-Mart, and other international retailers. One of the pressing needs is the building of back up infrastructure- cold storage, retail facilities, etc. This change means Wal-Mart, Carrefour, Metro AG can now enter the retail market. The prior efforts of these companies were restricted to wholesale stores such as Metro Cash & Carry India Pvt. Ltd, Wal-Mart's technical support for Bharti's retail brand of Easyday stores, and UK based Tesco's back-end support to Trent Ltd's Star Bazaar stores....

India's Ministry of Finance predicts GDP growth of between 7 and 7.5% for 2018-2019, after faltering GDP growth in 2017-2018 following action on demonetization and introduction of a national Goods and Service Tax. The IMF predicts growth of 7.4% for India in 2018 compared to 6.8% in China in 2018, with growth of 7.8% predicted for India in 2019.  Chief Economic Advisor Arvind Subramanian says there are "robust and broad based signs of revival," though risks remain in rising oil prices and inflation. The level is below what it could be, yet robust considering the policy actions taken by the government for the long term such as the nationwide GST implementation, which was taken up by previous administrations of both parties in government but never implemented till 2017. In addition the government faces the tasks of recapitalization of banks, the issues of job creation as manufacturing in India in the global context is only beginning to take shape, and agrarian distress.  The new Budget takes up the issues facing rural areas of the country by compensating farmers to the extent of 150% of agricultural cost and introducing the largest health care security scheme in the world for poor families. This comes a year before new national elections. The Modi administrations's focus appears to be for taking steps that will generate growth over the long term and learning from errors, yet being bold enough to take the necessary action based on experience.   ...

Demographic trends and Muslim populations around the world. some of the fastest growing populations are in Pakistan, India, Nigeria. Slower growth in Indonesia. In Europe faster growth in Spain and France relative to other countries. The Muslim popullation in Europe will be about 10% in places like Sweden and France in 2030. Where multiculturalism has been denounced, in Germany the Muslim population grows from 5% in 2010 to 7% in 2030, and a little over 4% to 8% in Britain. In France it goes up from close to 8% to a little over 10% in 2030. This is from research and forecasts done by the Pew Forum on Religion and Public Life in January 2011. It does not suggest a huge problem especially if the Muslim populations are affected by the trend to democracy in their home countries and improving standards of living, and a move towards integration in the different societies in Europe.

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

It is well known that rail has a smaller carbon footprint than automobile travel. The why is Amtrak suffering neglect for so long in the US when it is well funded in Europe, Japan, China and India? It is because of deliberate neglect by many administrations and by the US Congress through lack of funding for new trains, new technological investment, and investing in its infrastructure. President Biden is changing all this with investment of about $66 billion. He used the Acela fast train service for decades from Washington DC to Wilmington. WSJ shows how a new Amtrak is emerging with many new routes, new stations,  and none of the delays that freight railroads imposed on Amtrak for decades. Amtrak is now fighting the freight railroads in court and has the support of the Biden administration.

Speaking at a banking conference, advisors including the head of Russia's largest retail bank Sberbank, German Gref, minister of the economy, Aleksei Ulyukayev, and head of the central bank , Elvira Nabiullina, express deep concern about the economic prospects in 2015. Foreign investment is down from about $90 billion in the 1st quarter of 2013 to a negligible amount in the 3rd quarter of 2014. Capital outflows following the Ukraine crisis are estimated at about $110 billion by former finance minister Alexsei Kudrin. The ruble dropped to its lowest level against the dollar since the 1990's. And the sharp decline in oil prices with Brent crude at about $90 is another risk factor as 50% of the budget comes from oil and gas revenues and 60% of exports are still oil and gas, with no serious or effective effort to diversify under the Putin adminstration. Putin told the banking conference that a deficit free budget and reserves of $460 billion are "fundamental factors supporting stability." Advisors and leading bankers remain unconvinced. The problem is that even at the beginning of 2014 before the Ukraine crisis foreign investment had slowed to a trickle, similiar to what India experienced in 2013. The central bank head says her effort to open up the bond markets in Russia to foreign investors is now in vain because there are few foreign investors. Instead of reversing the situation as is happening in India with the new Modi administration, policy under Putin and the Ukraine conflict may have scared investors away with the increasing western sanctions and stagflation (estimated 8% inflation and about 0.5% growth in 2014). The head of Sberbank Mr. Gref told the banking conference- "The Soviet Union broke apart because of the mind boggling incompetence of the Soviet leadership. They did not respect the laws of economic development." The problem with sovereign reserves is that it can protect a sovereign currency such the Russian ruble or the Brazilian cruzeiro to some extent, but today's vibrant economies need foreign investment and foreign technology for growth. Even a country such as China with a trillion dollars in reserves needs the reserves in its special case because of its billion plus aging population, and is no exception to these laws of economic development about the need for foreign technology and foreign investment. ...

Providing health coverage to something like the whole population of South America. Putting money directly in the bank accounts of something like the whole population of North America. With an extraordinary sentiment for China's people Joe Stilwell showed America as different from the colonial powers of which Japan was a part with its occupation of Korea and China in 1930-1945. America should recognize and be proud of men like  Joe Stilwell who commanded all American Forces in China and the Asian sector in World War II. Such forced labor as shown in Tuchman's book "Stilwell and the American Experience in China," was never seen in its human aspect. Stilwell was the first American to understand the ordinary Chinese people struggles of that period. He participated in their struggles, once even hid himself in Chinese freight trains in the 1930's to collect intelligence about Japanese intentions in northern China.  The war conditions for the Imperial Japanese war effort railway built through dense jungle between Rangoon and Bangkok in 1942-43. Tamil Indian and Indonesian laborers who died working on the railway are remembered here. 250,000 romusha or forced laborers of whom 90,000 died were Asian Indian. A much smaller number were Britishers and European POW's 12,000 in number immortalized in Bridge over the River Kwai, a movie about this period. Till now most of the Indian laborers remained obscure like so many millions obscure in the history books about the colonial period for Indonesia and India, with a population now numbering 1.7 billion people in the world. China with 1.2 billion people suffered the same fate in bombings by Imperial Japanese forces that rampaged across China in the war years. Such forced labor as shown in Tuchman's book "Stilwell and the American Experience in China," was never seen in its human aspect. Stilwell was the first American to understand the ordinary Chinese people struggles of that period. The French British collaboration effort will bring a new vaccine to the global effort against coronavirus. This vaccine was expected in February 21. It will be ready by the third quarter of 2021 just as vaccine supplies are being ramped up. The Sanofi Pasteur unit and GSK Glaxo SmithKline are the two companies in this vaccine venture. This vaccine will address the problem of new mutations of the virus in the British and South African versions and can be stored at normal temperatures. 
 

The new vaccines will boost supplies just when the situation is bleak for vaccine supplies in Latin America and Africa, South East Asia, places left out in the vaccine race in advanced countries and in India. Britain has ordered 60 million doses.
