Bush's father, is reported to have said that his son as president was ill served by bad advisors in the invasion of Iraq over weapons of mass destruction (WMD). Obama's retrenchment has also led to differences in policy, with Leon Panetta and Hillary Clinton believing the pendulum has swung too far in the opposite direction, as shown in LyrArc's coverage. The speech was read using a teleprompter to avoid the frequent gaffes in previous speeches. Claire Gatinois and Soleyn de Royer's interesting essay on the life and times of Emmanuel Macron who started as one who would bring new life to the Fifth Republic but over 7 years sees that he has made poor choices and comes across as brash and inexperienced. His Movement was formed very quickly during the waning days of the Hollande administration of the Socialist Party. By bringing in Macron Hollande did what Blair and Clinton had done for Labour and Democrats thinking they were somehow moving to the centre in tackling the budget, deficit and the economy. Clinton hired as Treasury Secretary Goldman Sach's Robert Rubin and Harvard's Lawrence Summers, Obama hired Timothy Geithner, who like Macron in the Hollande cabinet lacked all conviction for improving the life of workers and the middle class in the US. Clinton setup China's entry into the World Trading Organization without grasping or understanding the economic framework of American manufacturing and thinking of industry leaders who were in that time in the  mood for outshoring everything made in the US with the inflexibility of American labor. Geithner like Cameron's Osborne had little affinity with the working or middle class, and did little to correct the abuses of banking professionals behind the 2009 financial crisis, which in some ways is still with us today, the pandemic being the second hit to workers and the middle class, the migrant surge an addition of mental unease. ...

Overall America's Infrastructure gets only a C grade- but that is the best grade since 1998 so badly has the Nation's infrastructure been neglected under Clinton-Bush-Obama.  Bridges, broadband, drinking water systems, hazardous waste treatment, inland waterways, public parks and solid waste received grades of C+, C or C–, mediocre condition needs attention. Dams, levees, roads, schools and infrastructure for aviation, energy, storm water, transit and wastewater get grades of D+ or D, poor condition. Ports get a B, Rail gets a B- dropping a notch, and Energy get a D grade in this report on US infrastructure by the US Society of Civil Engineers. It comes out every four years. The shortfall in infrastructure spending- $3.7 trillion. This after the $1.2 trillion Biden Infrastructure bill made a real difference since 2021. A lot that is wrong at Apple and Tim Cook's responsibility for putting profits over national interest in not preserving but destroying American manufacturing. All the talk about design is a smokescreen for dismally letting down American communities that relied on American industrial ingenuity. Tim Cook started the process of sending America's industrial manufacturing base to China in 1998 with an elaborate plan that has been put into effect over 2 decades. Some of this I saw with my own eyes in the period just before Jobs returned in 1997, on a trip as Japanese manufacturing methods consultant at Apple's Colorado Springs Plant. Apple's failure since 2016 to correct this overconcentration of manufacturing in one place is one of the major failures for America in the first decades of the 21st century. Apple's success in profit margins was bought at a price that is too high for the communities and towns that depended on manufacturing across America during the 20th century- it has a spiralling effect as other companies followed Apple leading to the shipping out of America's entire industrial base. Creating risks of international conflict as this entire process was allowed to happen by administrations of Bush and Obama that have failed America in unimaginable ways with foreign wars, and neglect of American workers. Republican Senators Corker and Blount are confident that a solution can be devised for the sticking points on a deal between the Republicans and the Democrats. The Republicans consider the savings in the Reid plan from the wars in Afghanistan and Iraq a "gimmick," but essentially the Reid and Boehner plans say analysts are similiar in the inital cuts in spending. The sticking point for Democrats is on the whole process of the debt ceiling extension having to be redone in early 2012. For Republicans the sticking point is in in tax increases which the Reid plan leaves out in the initial period for debt limit extension into 2013 when a new president takes office. House majority leader Boehner is facing opposition within his party and this restricts his leeway for striking a deal- the Boehner plan passed in the House by a vote of 218 to 210 on July 29, 2011, with 20 Republicans voting no. It was voted down in the Senate that same evening with a vote of 59 to 41, with 6 Republican senators joining all 53 Democratic senators. As it stands now, the weekend before the August 2 deadline, President Obama concedes that there is "rough agreement" about the size of the first round of spending cuts, and the "next step" to rein in borrowing. He went on to say that "if we need to put in place some kind of enforcement mechanism to hold us all accountable for making these reforms, I'll support that too, if it is done in a smart and balanced way." Its the design of this enforcement mechanism that is the main point in the remaining negotiation. The nature of the committee selected from both parties for the next phase of savings, its powers and the trigger in the sense of what it can ensure happening if no decisions are taken by both parties. ...

The efforts to fix things as far away as the mountains of the Hindu Kush have frittered away the important resources of the US military to maintain the Monroe Doctrine. After a chemical attack by the Assad government in Syria in 2013 Trump urged president Obama not to make air strikes on Syrian government targets, saying jobs, healthcare and other priorities should be remembered. After the use of chemical weapons in April 2017 by the Syrian government and the outrage following media photographs of the men, women and children who suffered from the brutal attack, Trump had changed his mind. The graphic images led to a change of heart. President Trump said that "it was in the vital national security interest of the United States to prevent and deter the spread and use of deadly chemical weapons." Reports on CNN state the president was offered two options to strike several airfields or one airfield near Homs in Syria, just before meeting China's president Xi Jinping. He chose the latter option and went on to his meeting with China's president. Pictures on the internet show Trump with key advisers, Mcmaster, Tillerson and others huddled together in a room at the Mar Lago resort following the strikes. The clause for lifting the arms embargo was added when the Iranian negotiators were supported by China and Russia, and was opposed by the U.S. negotiators and added only when Kerry and president Obama discussed this. Ford plans to reduce the weight of its F-150 pickup truck by about 700 pounds, a 15% reduction in weight, by switching parts of the body from steel to aluminium. The new F-150 pickup truck is designed to be introduced in 2014 and capable of meeting new fuel efficiency standards through 2020. This would enable a 25% increase in fuel efficiency and help meet the Obama administration fuel efficiency standards of 2011, which require the U.S. vehicle fleet to average 54.5 miles per gallon by 2025.

Inflation was running at 13% and the economic problems looked as intractable as they do today. Advisors included Milton Friedman and George Shultz. The memo called for setting steady policies for the long run to encourage investment and growth, and at the same time steady monetary policy. This is different from the repeated quantitative easing efforts by the Federal Reserve responding to financial markets, and the Obama administration's stimulus efforts that have not led to long term growth. The Congressional Budget Office says the health care law will save $230 billion in ten years based on a whole set of calculations and assumptions. Commonsense and basic math leads others to question how spending $930 billion on insuring 32 million Americans could end up with significant savings. The different view argues that the Budget Office erred in making some calculations, by counting $70 billion in premiums from long term care because they would be used to pay benefits later, omitted $115 billion in spending to adminster the law, and omitted $208 billion needed to prevent scheduled reductions in Medicare payments to doctors. The money needed on the Stimulus, on two wars in Iraq and Afghanistan, and the uncertain prospects of the US economy in the longer term till debt and other issues are resolved, injects the critical element of difficult choices and priorities. If state and local budgets are severely strained in 2011-2012 would that require federal help and will there be other needs that will have to be met by the federal government that are critical such as another unexpected downturn, or a resolution of unresolved bad debt at the large US banks There is also a sense that the health care law does not do enough to reduce the cost of health care that will be needed over the next decade so that other priorities are not neglected. Both parties are not up to the task in this respect for running the country's finances withot using the numbers to tell different stories....

A comprehensive study on immigration's impact on the U.S. by the National Academies of Sciences, Engineering and Medicine in 2016, looks at the broad fiscal and economic impacts of immigration. On the drawbacks the new immigrants can lead to lower wages for earlier waves of immigrants and high school dropouts. It can also burden government finances, education budgets at local and state levels. On the plus side it leads to more innovation, entrepreneurship and technological change in the economy. Other facts that are new in the report and run against the popular narrative are that 53% of immigrants had at least some college, including 16% with graduate education, as of 2012- which explains the technological impact of being open to immigrants. It is this that helps lift overall growth says the report- "the prospects for long run economic growth in the United States would be considerably dimmed without the contributions of high-skilled immigrants." About 42.3 million immigrants live in the U.S. in 2014, 13% of the population, increasing from 24.5 million or 9% in 1995. Unauthorized immigrants doubled in this period to 11 million.  A surprising result considering the popular idea of anti-immigrant sentiment in the U.S. is that a WSJ/NBC poll shows 54% of respondents saying immigration helps more than it hurts. In 2006 only 45% to 42%, considered immigration as beneficial to the country. Immigration is an issue today even though in recent years the large scale deportations under the Obama administration and difficulty finding jobs have reduced the flow of immigrants - since 2009 about 300,000-400,000 new unauthorized immigrants arriving and similar number leaving.   ...

The discussion on whether it is feasible to achieve any significant cost savings as long as middle class consumers are not cost conscious about their employer provided health insurance. This would be so as long as their health insurance benefits are not taxed as income. America suffers from a particularly strong case of not minding the price increases imposed by the health care industry as long as its not out of pocket cost. But Obama seems stuck on his insistence that the middle class not take on any burden, that there be no middle class tax in the form of this tax on health care benefits. Critics say even FDR did this by having the middle class pay with payroll contributions for Medicare and Social Security. And even if the 5% of Americans who make more than $280,000 are taxed it will not generate by itself the money to pay for the $1 trillion cost of the plan, as the prospects of cost reduction are uncertain- especially when the basic nature of America's health care system are not changed, like the lack of cost consciousness of consumers of health care when its perceived to be free and employer provided....
