It rarely rains in September in the Mediterranean and it is warming 20% faster than other oceans changing weather patterns. Sea surface temperatures near the coast of Libya was 81.5 degree Fahrenheit exceeding the 78.8 degrees when storm systems develop. Kyoto scientists say the two dams that burst had seen sediment accumulate over time reducing the capacity to retain flood waters, and setting loose a torrent of mud when the dams failed. Wars and lack of upkeep of the dams combined with climate change created the flood damage in Libya.

Pedro Sanchez's efforts to defuse tensions over Catalonia and still form a government in Spain, without alienating Spanish voters following a tight election. Sanchez needs support from 24 of 25 members of parliament from separatist parties of Catalonia to reach the 176 he needs to form a government. Sanchez calls his efforts to reduce tensions between Barcelona and Madrid "dejudicializing" the process instead of "amnesty," and has been able to govern with support of other parties. In the July election his PSOE Socialist Workers Party was 1.4% percentage points behind the centrist Partido Popular. The PP leader Feijoo has failed to form a government and Sanchez will have a chance to form a government in October.

Rishi Sunak's approval rating drops by 5 percentage points in just one week, and this after the Conservative Conference in Manchester where he announced plans on relaxing net zero plans and other policy. Sunak's approval rating drops to 20%. A poll taken after Starmer's speech at the Labor conference in Liverpool shows the Conservatives dropping to 24% and Liberal Democrats dropping to 9%. Labor has the support of just under half of voters in Britain today at 47%. 32% now feel Starmer would be the best prime minister compared to 20% for Sunak. After the Liverpool Labor Conference the percentage of people who thought Labor had a clear plan for the country increased by 6 percentage points.

Tesla at $24 per hour faces a challenge when Toyota which increased wages by 9% for non unionized labor pays $34 per hour for assembly line workers. Toyota did this after the new settlement with the UAW for 146,000 workers at Ford, GM and Stellantis. What it means is that instead of setting the wage standard Tesla will be a less attractive option for workers as other foreign automakers Nissan, VW and BMW increase their wages. The UAW union does not have to organize at Tesla for fair wages as Tesla's 20,000 workers would become the lowest paid, and least attractive option for workers. And Tesla would become an exception to fair wages in a cost of living crisis.

The WSJ looks at $110 billion in projects which get financial support from the US government under the climate law of the Inflation Reduction Act. Many of the projects are being done by foreign companies. Panasonic is planning a third battery plant in the US and will get $2 billion in tax credits from the US government. Other companies are from South Korea such as LG, and from China. The intent is to build a US supply chain that depends on factories in the US and creates jobs in the US, yet because the US supply chain is so undeveloped with so little attention paid to it in the past, foreign companies will be needed.

"The economy is performing well, and the near term prospects are good" says Mark Zandi of Moody's, in his speech on the US economic outlook at an event of the National Economists Club. He is optimistic about the economy and sees moderating inflation and higher consumer confidence. Investments in the CHIPS act and the Inflation Reduction Act in science, in chip manufacturing, in renewable energy manufacturing, other investments in infrastructure, he sees as building a stronger economy with job creation and improved potential for growth. This is also true for Independents at 41 percent, protecting democracy 51 percent, inflation 48 percent. A majority of Americans say about undocumented immigrants that they should be allowed to stay and 6 out of 10 say immigrants from other cultures have "a positive effect" and interestingly 7 out of 10 of all Americans say "immigrants mostly take jobs that nobody wants."

China has made a $7 billion investment in road and bridges in Bangladesh. The six kilometer long road and rail bridge over the Padma river was built by China. A 48 kilometer 4 lane highway around Dhaka will be completed in 2025 through China's development assistance. In all 12 roads 21 bridges, and 27 power plants during the Hasina administration, creating 550,000 jobs says Yao Wen, Chinese ambassador to Bangladesh. Other projects are built with Indian assistance trying to keep a balance between the two neighbors. A project over the Teesta river was assigned to India. A naval base south of Chittagong, the BNS Sheikh Hasina, was opened in 2023 with Chinese assistance.

Plan B is to reimpose the tariffs using the Section 122 of the 1974 Trade Act and Section 301 which puts the tariffs on firm legal footing. In fact the ruling by the ITC Court on the use of emergency powers under IEEPA law said there was already Section 122 on the basis of which serious trade imbalances could be addressed. Trade Adviser Navarro told Bloomberg that this was a possible strategy to reimpose the tariffs. The federal appeals court has allowed the tariffs to remain in place after the ITC ruling. The administration is appealing it to the US Supreme Court saying that the ITC ruling has unfairly jeopardized the president's negotiations with other countries.

U.S. president Trump's 2017 budget is an effort to reshape spending priorities by the Republican party. Apart from Medicare and Social Security all other entitlement programs from the days of Lyndon Johnson's Great Society are subject to cuts. Deep cuts to Medicaid and food stamps, including introducing work requirements. The philosophy behind it is that compassion will now be measured not by how large these programs are but by how much the government can get people "off these programs and back in charge of their lives,"  according to Budget Director Mulvaney.  The cuts are $616 billion to Medicaid and Children's Health programs, $193 billion in cuts to Food Stamps, $143 billion in student loans, $72 billion in disability programs. The overhaul of the Affordable Health Care Act is part of this change. The reallocation would put more money into infrastructure for $200 billion, and in tax cuts, $19 billion in a parental leave program and $29 billion for veterans programs, plus added spending on the military. William Hoagland of the Bipartisan Policy Center, a Republican who worked on budget issues says it will be politically difficult as the cuts to lower income groups come with tax cuts for small businesses and higher income individuals.  Beyond the policy priorities there is an area where both Republicans and Democrats are skeptical of the budget. This is how it impacts the U.S. debt. Under Congressional Budget Office estimates the U.S. debt as a percentage of GDP which rose to about 75% after the Great Recession starting in 2008, is projected to grow to about 85%. In sharp contrast the Trump administration estimates of the Office of Management and Budget are for it to drop to 65% based on rosier estimates of 2% inflation, 3% growth for the decade ahead. Experts say this is unlikely once the Fed raises interest rates and the unemployment rate currently at 4.4% leads to rising inflation, undercutting growth which has remained below 2% for a long period. These concerns are also voiced by Hilsenrath in the WSJ based on the experience of other countries such a Britain that cut corporate taxes without seeing an uptick in economic growth. ...

His mother brought the family to the outskirts of Sao Paulo Guaruja 60 kilometres away on a 13 day trip in an old pickup truck to leave the poor conditions in rural Brazil in 1952. By 1956 the had moved to Sao Paulo in the iparanga neighborhood. He worked at ascrew factory before joining a trade school Brazil's National School for Industrial Learning, studying to become a mechanical lathe worker, making him a metallurgist in 3 years. He then joined Industrial Villares, a large metallurgical company, in Sao Bernardo do Campo, ABC region of Sao Paulo.  This started his career as trade unionist in 1969 elected to the Board, 1972 elected First Secretary, and 1975 elected president of the Union of Workers of Sao Bernardo do Campo and Diadema, representing 100,000 workers. This was aperiod when the military dicatorship was beginning the proces of redemocratization of Brazil. Lula led strikes in 1980, formed the CUT Central Unica de Trabajodores in 1982, ran for Governor of Sao Paulo that year and in 1983 was elected to the Constituent Assembly. The Workers Party was founded on Feb. 10, 1980 during this period of redemocratization. Lular ran for elections as president losing to Cardozo twice in 1994, 1998 and wiining at ae 57 years in 2002.     ...

Revised auto fuel efficiency standards win the support of GM, Ford, Chrysler, Honda and Hyundai. These standards would lower the average fuel economy to 54.5 miles per gallon by 2025, a decline from the initial target of 56.2 mpg. The revised proposal calls for a 5% average annual increase in fuel economy for cars and a 3.5% increase for light trucks through 2021. After 2021 both cars and trucks have to meet a 5% annual increase. Useful innovation in the new standards is to provide credits for hybrid pickup trucks, and give credits for technological advances that improve fuel economy but don't show up in EPA tests such as the one that shuts of the engine when a car is idling. Other credits would be offered for solar roof panels on electric vehicles. It includes incentives for "promoting early market penetration of tailpipe CO2/fuel consumption reducing technologies." This comes after a long period in which the U.S. lagged behind other countries in fuel economy. It could be one of the main achievements of the Obama administration, and help build a new auto industry around new technologies....

The Hindu's Piyush Pandey describes the fire sale of assets that is planned as the Reserve Bank of India pushes forward with the effort to clean up the balance sheets of Indian banks. Indian banks have an estimated 5 lakh crore of bad loans. Separately Crisil ratings agency cited the bad loans in the banking system as a hurdle that must be cleared for India to make the necessary investments in infrastructure in the next five year period 2018-2022. The Hindu's own review shows a startling amount of debt in the ten largest corporate business groups in India-  500,000 crore of debt to the banks. Anil Ambani's group alone owes 121,000 crores to the banks, with some of the businesses not able to service the debt. Canadian pension funds, Nippon Life Insurance and other foreign companies are taking stakes in business as this process takes place. The Mukesh Amani Group alone has increased the debt load as a result of the 150,000 crore rupees spent on Reliance Jio. Other investments that have led to losses is the steel business of Tata Group in Britain, which is down to zero value, says the Hindu. Janet Yellen, Fed chairwoman, says the financial system is safer now after the financial regulation, stress testing, living wills and other changes that the Federal Reserve has implemented. She says there is no need for a reduction in these key regulatory rules. One of the changes is that banks now use a safer mix of financing- equity financing has doubled for capital, and wholesale borrowing is cut in half, since the 2008 financial crisis that took the U.S. and with it the global financial system to the brink of disaster. The appointment of Randall Quarles to the Fed by the Trump administration was intended to  reduce regulation, and this is Yellen's response to such proposed ideas.
