UBS buys Credit Suisse for $3 billion in a takeover arranged by the Swiss National Bank, central bank of Switzerland. The Swiss government also stepped in to provide 9 billion Swiss francs in support which would come into effect if UBS losses exceed 5 billion francs on this takeover. UBS CEO Colm Kelleher makes it clear that a very different Credit Suisse operation will emerge from this that will be "aligned to our conservative risk culture." Risk reduction for Credit Suisse will take place and its investment banking operations reduced, so that the combined operations in investment banking for both banks when integrated will be less than 20% of all its assets. The Swiss government waived shareholder approval because of the emergency nature of the takeover to calm financial markets when stock exchanges open on Monday.

Leaders of Africa's development banks and the president of Kenya make this plea for adjustments on debt repayments and a moratorium on debt servicing before the annual conference of global finance at Marrakech, Morocco. The problems are: a 35% increase in debt repayments to $62 billion for Africa with increase in interest rates. The total debt of Africa now at $1.8 trillion. The neglect of education and health when countries such as Zambia and Ghana default on debt. The complexity of debt renegotiation with 40% of debt in private hands and 31% with China which is not part of Paris Club. It took 3 years for Zambia to negotiate its way out. And 23 nations in Africa are near default out of the 52 in the world facing this situation.

Pokhara airport Nepal cost about $200 million but it does not get international flights from India which make it unsustainable. On the 10th anniversary of China's Belt and Road which has invested $1 trillion in development projects in poor countries of Asia and Africa, NYT's Wakabayashi, Sharma and Fu look at the China project that built a new international airport at Pokhara. CMAC initially submitted a bid for $305 million about twice what it would otherwise cost says this report, which was lowered to $216 million. Nepal signed a 20 year agreement with China. Only Chinese firms would be used in construction. A quarter of the loans at no interest. The rest a loan at 2% interest with repayment starting in 2026 from the Export Import Bank of China.

After the first round of elections Mauricio Macri threw his support to Milei. Macri was president from 2015 to 2019 when pro-market reforms led to unrestrained borrowing from overseas investors. It failed leading to high inflation and turning to the IMF for loan of $57 billion. Any time there is a drought or agriculture in Pampas fails reserves dry up as in 2016 and again recently. Macri was ousted in the next election and replaced by Peronist Fernandez. The problems persist with a return to Macri and Milei who was just elected president turning to dollarization when the country lacks the $9 billion needed to convert pesos to US dollars. "My economic plan is working and we are just getting started," says president Biden about the US economy as it registers growth of 2.4% in the second quarter. Inflation is cut to 3% from about 9% last year. Even US central bank Fed increases in rates by 5 percentage points since March 22 at consecutive bank meetings has not slowed down the US economy enough. Biden says there is nothing accidental about this. Biden pushed investment in the US. Business investment increased by 56% in the last quarter accounting for a third of the economic growth, much of it in infrastructure, in bridges and roads, in manufacturing plants. Basically the bill Democrats passed in the Senate gets split up into 3 parts for that $95 billion in aid bill to be voted on individually for each part separately for Ukraine, for Israel, for Taiwan. Instead of killing the NAFTA trade agreement Trump and his advisors prefer renegotiating the treaty. Priorities for the Trump administration are reducing the U.S. deficit with Mexico of $61 billion. Trade with Mexico and Canada is worth $1.1 trillion and the complex supply chains works such that product components cross borders more than once to become finished products. Mexico promotes its auto and other industries as duty free access to the U.S. for foreign investment. Special tariffs would reduce the trade deficit with Mexico and firms that moved production to Mexico would pay additional taxes. A provision that allows Mexican and Canadian companies to challenge U.S. regulations would also be removed. Rep. Brad Sherman (Democrat) says he supports the renegotiation so that duties of 4% are imposed to reduce the deficit to $25 billion.

President Biden is moving forward a plan to setup a maritime corridor from Cyprus to Gaza and a pier where commercial ships can drop off humnitarian aid and food. The trip would take 28 hours from Cyprus and would be able to get in 200 trucks of aid supplies each day. The Qataris and UAE will also help with this plan and Israelis will cooperate. On the diplomatic front both the European nations, Britain and the US are working together to get Israeli cooperation. British Foreign Secretary Cameron met Benny Gantz. Earlier Gantz met with Kamala Harris in Washington D.C. Gantz is part of the wartime cabinet in Israel. The US and EU, Britain all now have serious differences with Mr. Netanyahu on putting the humanitarian situation first and foremost considering the situation in Gaza.

Britain faces the most acute housing crisis in living history says Angela Rayner, Secretary of Housing. The shortage of homes- 4 million. Private rents have jumped, eroding living standards and creating homelessness. Rayner has introduced a plan to build 370,000 homes a year. This is the first time in decades that this problem is being tackled on this scale, after Tories neglected to do much to address this problem. A similar situation of rising rents exists in the US putting 25% of apartment renters into a situation where over 50% of the household income goes to apartment rental. US president Biden has called for price increases for home rental to be limited to 5%, and Harris has plans for the government to help families where the rental exceeds 30% of household income.

Lee Myung-Bak says Korea's experience with its banks and troubled assets in 1998 can provide useful guide to solving the problems at American banks. First take strong decisive action rather take incremental steps. Korea raised money from various sources for a fund of $127 billion, or 32% of GDP between 1997-2002, to resolve impaired assets and recapitalize its banks. Second, recapitalization and bad bank solution were both applied simultaneously. Korea setup the Korea Asset Mnagement Corporation (Kamco) as its bad bank. And the Korea Deposit Insurance Corporation helped recapitalize the banks. Kamco also did things in a unique way which may have lessons for the USA. Kamco purchased the bad assets and settled the gains or losses with the banks once their assets recovered in value. It acquired assets at $30.9 billion, the book value which was $85.1 billion by 2002, and recovered $33.9 billion by 2008 by reselling to private investors through various methods including public auctions, direct sales, international tenders, securitization and debt-equity swaps. Lee points out that its useful fro government to purchase the impaired assets at a price agreed to with the banks , and make the final settlement of gains and losses with the banks after reselling. Another useful lesson for the US is to have a clear exit strategy with a clear time frame. This makes nationalization a temporary measure only and with a time frame by which shares held by the government in banks or nationalized failed banks, should be turned over to the private sector. This is Korea's contribution to the G-20 summit in London in early April 2009....

The warning light is again on for Greece in the beginning of 2012, as the rapidly deteriorating economy makes a 50% loss by private creditors insufficient to help it meet repayment or refinancing of bonds coming due in 2012. Additional funds will be needed from EU countries unwilling to do this. 14.5 billion euros in Greek bonds come due on March 20, 2012. Greece also faces a public increasingly resistant to austerity cuts. A vountary exchage of existing Greek bonds by private creditors for new bonds at 50% face value and maturing over a longer period will be done under English law. This will be harder to change in the future. Most of the existing bonds were issued under Greek law which can be altered by Greece's parliament.

US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. Xi's and Modi's generation are the first to experience modernization in Asia after Japan's experience. ...

Without the developing countries no real progress can be made on climate change or on emissions control. Climate change was a key focus of this summit in Itlay for the G-8 but with India and China only on the sidelines and acting more as an opposition excluded from the main deliberations the whole climate change agenda had to be shelved. The European countries lose influence in an enlarged summit so the G-8 keeps going along. Sweden holds the rotating Presidency of the EU, so the Swedes are there also. And so is Portugal in away with Manuel Barroso representing the European Commisssion. Except Japan, Asia is not represented, and no country from Africa or Latin America is represented. The European club looks like an anachronism and it is. Merkel and Sarkozy say they know this, but there is too much resistance in Europe to giving up this privilege. When the Guardian reported that Italy may be left out in future meetings of an expanded summit. the Italian press and the Italian prime minister Berlusconi denounced the report. Other countries that lose influence in an expanded arrangement are Canada and Japan. ...
