The Indian prime minister has ordered that a million job vacancies be filled in the next 18 months. About 21% of job openings in the Central government have not been filled says this report in The Indian Express. According to the Annual Report of the Department of Expenditure 21.75% of the 4.1 million sanctioned posts were vacant as of March 1, 2020. It is these and other additional jobs that will be filled in mission mode. Jobs are vacant at all levels of the different departments and ministries and regions.  About 92% of the positions are in the departments of Railways with 40%, Home Affairs with 30%, Civil Defense 11%, Postal 6% and Revenue 3%. Of the employees Indian Railways had 1.25 million on March 1, 2020, and 1.20 employees on March 1, 2022. The pandemic had the effect of restricting hiring of people needed. With the expansion of the economy the hiring for government has not kept pace. In the Armed Forces, for the Army no hiring took place in 2020 and 2021 recruitment years says this report in Indian Express.  There are calls at public meetings including at Defense Minister Rajnath Singh's rallies for "sena bharti chalu karo" to start recruitment drives for the army, navy and air force. The complete Transcript of the Harris Trump television debate on ABC Television that went on for 90 minutes. As expected Harris remained organized, thoughtful and precise in her answers to questions of cost of living, the economy, and never wavered in her focus on her plan for an Opportunity Economy that lifts all boats where she said Trump had none. Trump raised the immigration issue in questions about the economy and cost of living failing to tackle one issue at a time and do it well and convincingly. Harris brought up Trump's focus on himself and billionaires, and on Project 2025, when Trump talked about immigration. Trump's response on Project 2025 was long and rambling and failed to register losing critical minutes and spreading himself thin leaving behind the idea that he had no Plan for America, for if he had one would he not have offered it when the question was raised. This set the pattern for the rest of the debate. The next issue Trump hoped to focus on was migrant crime after immigration. This is where his exaggeration that migrant crime was rampant came under the first fact check of the evening by David Muir. Something that other moderators had amazing as it sounds neglected their duty to do - all of them failed to do this with rigor and on the spot- till David Muir. “As you know, the F.B.I. says overall violent crime is coming down in this country.” ...

Steps taken by Secretary of State Tillerson are drawing criticism from Senator McCain and Democrats in Congress for weakening the diplomatic efforts of the U.S. Before taking office Tillerson, who believes the State Department has a bloated staff, announced a 31% cut in its budget. A year later  the cuts are leading to the departure of many senior diplomats. Some like Mr. Miller have received only a few minutes to talk to Tillerson, six top career diplomats were fired by Tillerson. Most hiring is stopped and a $25,000 buyout is being promoted to get 2000 career diplomats to leave by October 2018. This report describes a retirement class for diplomats with 26 senior employees, including two acting secretaries of statein early 50's who would normally wait many years before retiring. The top two position ranks at State are career ambassador and career minister. This is cut from 39 to 19. Political appointees are also missing to fill positions with only 10 of 44 political positions filled. Some experts see a loss also in diversity as this happens. Differences between the Nikki Haley, who is the next senior official in America's foreign service and a potential successor to Tillerson, and Mr Tillerson are also complicating the situation at the State Department. During the Obama and Bush administrations experts cited the weak role played by the institutions such as diplomatic services in promoting America's role in the world. This was not corrected in any significant way in the last decade. The position of the diplomatic service has weakened further, along with the abandonment of America's leadership role under the presidency of Mr. Trump. It will require a future president's concerted effort to restore the diplomatic service under new leadership and with a new generation of diplomats more in tune with the multipolar world of today.   ...

How a small Kansas town of Grinnell in America finds a way to deal with the rural-urban divide and covid anxiety generated in the tumultuous years of 2020-2021, is the subject with pictures of this report in the WSJ. Grinnell is heartland America and its residents find a way to set Kansas and America in the right direction. One one side some resident worried they would end up like Minneapolis or Portland with protesters. An incident of drivers along Highway 70 emptying shelves of toilet paper in neighborhood stores is seen negatively by some  Grinnell residents and leads to forming an Emergency Preparedness Group to prevent outside agitators from creating problems. Others like the Enlightened Ladies Group try to calm things down. Gene Tilton, 84, and his son 63 years, whose family arrived in Kansas in 1880's did'nt see the need for forming some sort of vigilante group. He raises cattle and crops on a 10,000 acre farm. Michael Machen who practiced medicine in Gove County for 35 years also felt the same way and believed law enforcement could tackle the problem if there was one. Sheriff Mesch attended the Gove County emergency Preparedness Group public meeting by invitation in January 2021. This about the time when the Capitol in Washington DC was stormed by protesters and the country was divided after the election. At that time after 19 months of coronavirus deaths, racial unrest and political violence America was on edge, communities all over America were struggling with the idea that the immediate threat they faced was from other Americans not foreign adversaries. The sheriff told everyone at the Emergency Preparedness Group's public meeting where he stood- law enforcement could handle any threat and he didn't anticpate anything his deputies could not handle. He told the Emergency Preparedness Group that he appreciated their sentiment though, if he needed help he would ask, yet concluded that is the only way. From that rebuff by the sheriff the Group paused its activity and shifted its message to offering to help anyone deal with the deep cold spell in February, to cope with snow, tornadoes, fires, rattlesnake bites and similar hazards. They sponsored first aid classes, and a "Homesteader Gardening Class." Soon their idea was "we're here to help people, the last thing we want is for people to be uncomfortable." "Gove County" says Don Tilton, "has moved on." So must America today. ...

By pulling back from the kind of erratic immigration enforcement in Minneapolis DJT as shown by the WSJ, the administration is closer to getting a deal on the government's budget for passage in Congress. It averts a shutdown. The DHS part is being discussed and voted separately in that deal. In Congress there is more openness to talk about each other's flaws as Chris Murphy leads the Democrats. Tim Kaine says "we can do better" instead of the belligerant opposition to ICE. Lisa Mukowski says it is hopeful because the talk has shifted away from "abolish ICE" to better law enforcement and doing better law enforcement. The WSJ and business have taken the lead on this issue with "de-escalate." Congressis doing more as Republicans are critical and even in DHS Homan is now in charge, the president say "de-escalate a bit," many Republicans including Kristi Noem at DHS and government officials look for ways to do better. In this way Minneapolis has opened up new dialogue so that the American tradition of law enforcement done right that makes people and neighborhoods safe and law enforcement acts in ways that are a role model, the anger and frustration on boh sides is defused little by little in constructive ways, and topics at the heart of the matter are being discussed and sorted out for the first time in years. ...

China's population drops and fertility rates drop for a decade now- the median age is 40 years for China compared to 30 for India. Those who think India can never catch up to China lose sight of these factors- a 10 year gap is huge provided India can take it and run. India is moving from a corruption prone, governance deficit, investment deficit, engineers deficit, technology access deficit country to a country that is able to score well in governance, capital, labor and technology eliminating deficits in each sector the way China did.. The younger age China enjoyed in 1990 of 25 years median age when it started industrialization is now being transferred to India in 2026. Why is this important? A younger population with abundant capital, abundant labor, abundant technology access is the ticket to industrialization on a massive scale. India today is on the cusp of massive changes. What happens now is that the computerization and software is also getting more advanced that will accelerate India's Vikshit Bharat effort. This is why Chancellor Merz joining Modi at the Kite festival and committing Germany to a partnership with India, with it the European Union, is so significant today, as it will deliver for both India and Germany, Europe. China births drop from about 10 million to about 8 million and birth rate drops from 6.77 to 5.63 births per thousand people. China population now drops to 1,405 from 1,408 million people. Deaths rose from 10.93 million to 11.31 million.   ...

Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

Brazil's ever increasing production of soyabeans and investments in Brazil by China and US's Cargill ADM result in a oversupply of soyabeans in world's markets leading to lower prices for American farmers. 70% of soyabeans imports by China were from Brazil in 2024 and Cofco state owned agricultural company in China is building a large port terminal on Brazil's coast to handle soyabeans and other exports. Trade tensions with the US mean there are no written agreements farmers can count on for soyabean exports to China. China purchased 13 million metric tons from Argentina last month and committed to buying 25 million metric tons in 2026-2028. Argentina lifted its 26% export tax for the first $7 billion in agricultural exports to bolster it's peso recently. US is turning to other markets in Turkey, Egypt, Morocco, Pakistan, Bangladesh, Thailand and Europe to make up for volume lost to Brazil. For September and October there is a 45% increase in US exports in 2025 resulting from these non-Chinese buyers. No mention is made of India, yet India could in future be a significant buyer of soyabeans because of thenutritional value of soyabeans in an anti-cancer diet and the high protein content which would make Indian diets healthier. In agriculture farmers are not the ones who develop new tastes and new trends in new markets, yet this effort should be part of farmer's outreach to other nations and other cultural food habits with shifts to healthy nutrition. ...

Brent crude prices March 3 are up to $79 a barrel. Iran And Qatar Energy have stopped production of oil. Oil has more flexibility than gas supplies for alternative sources. There are also many tankers and ships inventory on the oceans that has built up which will help big importers like the Chinese who get 5 million barrels a day through these Straits (almost a third of the total 16 million barrels a day China uses). US has offered to insure shipping through its financial institutions and escort tanker traffic through the Straits of Hormuz. It is also taking action to reduce the risk in the Straits.

As US through USAID pulls back India can and should step forward with aid to Norman Borlaug Institute that created India's Green Revolution. During the Kennedy-Johnson period in the 1960's US agricultural technologies assistance and Norman Borlaug helped engineer the Green Revolution through higher productivity in agriculture. Norman Borlaug developed many high yield, disease resistant varieties at his Institute which were adopted in India. In the period of the 1950's and 1960's there was still famine in India. The last famine in India was in 1966 in Bihar when drought led to 45% drop in agricultural production, and in China in 1960. The American contribution to Indian agriculture is huge and the scale of the impact has never been fully grasped, forgotten 60 years later. Shown in this report by Harish Damodaran, is MS Swaminathan of India and Norman Borlaug in the wheat fields of India. The Norman Borlaug Institute is based in Mexico and will need funding. India's contribution is only $0.8 million. Norman Borlaug Institute head Bram Govaerts says- "We are looking for support from countries such as India that have interests in CIMMYT continuing to empower farmers through science and innovation and breeding varieties today for tomorrow’s climate.”   ...

Russian offers for settlement of Ukraine conflict in 2025 described as capitulation in the UK's Guardian- all of the eastern Donbass region and Crimea ceded to Russia, limits on its army and its long range weapons, leaving it too weak to defend itself. The UK, France oppose it. The new German government of CDU's Merz is increasing Germany's defense capabilities to shoulder the burden of defence in the EU in 2025-2026. Under this situation and with presure within the Republican party on DJT, it is unlikely that such a capitulation or agreement is likely to have a chance  for agreement.
