S&P estimates show that the government may have to inject an additional $280 billion into Fannie and Freddie because of the continuing housing crisis. Analysts estimate that it would cost an additional $400 billion to adequately capitalize any new entities that take the place of Fannie and Freddie.

Former U.S. president Geroge W. Bush in retirement years spends time in Dallas, with time spent on his passions for painting, golf, and mountain biking. He stays out of the discussion of current issues even though many of these issues relating to fairness in economic policy, immigration, security surveillance and the Middle East go back to the time when he was president. Friends say he has simply left behind concern about legacy and moved on focussing on living. Privately he has expressed concern about the Tea Party and America's isolationist tendencies in world affairs. He is also skeptical about the new Iranian government's offer of negotiations on nuclear policy.

This editorial in the WSJ in June 2016 points out the dangers in the U.S. president Obama not facing up to the threat in the Middle East since 2013 leading to the fall of Mosul,  and in not clearly focussing on the threat since then. This has created divisions inside Europe and the U.S. in internal politics, and is being exacerbated with the rise of far right groups in Europe and by Trump in the U.S. It points out that by not clearly identifying the threat president Obama has given "illiberal" policy a boost. It says Hillary Clinton should be careful to formulate her own position in line with policy that has been pursued since FDR.

Solyndra Inc. and what went wrong. Solyndra filed for bankruptcy in Sept. 2011, after investments of private and government capital of over a billion dollars. Of this $535 million was a loan backed by the U.S. Department of Energy, leaving taxpayers with large losses. When emails were being exchanged between Vice President Biden's advisor and OMB staffers on August 31, 2009, according to the Washington Post, Solyndra was already in trouble. OMB pleaded for more time to do due diligence and analysis of the company. A $535 million loan was approved just when the economics behind Solyndra's cylinder coated solar materials were being made obsolete by the existing technology of polysilicon cells laid out on a flat panel. At Solyndra's inception in 2005 the cylinder based technology held promise, as the polysilicon cells technology relied on polysilicon material which was costly to make. In 2009 China was investing heavily in the polysilicon technology and bringing prices down to where the material cost was coming down quickly-down as much as 80%. By the end of 2009, it cost $4.00 per watt to produce Solyndra's product, while the competing Chinese polysilicon product cost $1.00 per watt- today this is down to 75 cents for the polysilicon product. The Solyndra product was harder to manufacture and had more defective material that had to be discarded. It is in the midst of these sea changes in technology, costs, and the economics of the project, that the government pushed for and OMB approved the Solyndra loan of $535 million to build a new factory that could produce 500 megawatts. In 2010 the economics worked as it would be expected, leading to Solyndra sales of 65 megawatts. The original factory had a capacity with improvements of 100 megawatts. Solyndra lost $172 million in 2009 on revenue of $100 million. Private investors attitude to their investment changed in 2009. The Wall Street Journal quotes one investor who saw the government loan followed by an IPO as a way to exit and cash out. A press release by Solyndra in July 2009, stated the company had a contractual backlog of $2 billion, even as the economics of the Solyndra product were collapsing. Yet these orders were not firm orders but framework agreements. In Dec. 2009 the lead underwriters, Goldman Sachs and Morgan Stanley, made an initial filing for an IPO, which was cancelled by the board 6 months later when the new factory had to be closed. The private investors interests and the governments interests had already diverged by the time of the email pushing for the $535 U.S. government loan from McSweeney, Biden's domestic policy advisor, to the senior OMB staffer, cited in the Washington Post, Stephens and Leonnig, 9/14/2011. OMB and the White House staffers failed to see this and the bankruptcy outcome that seemed highly probable in August 2009, based on the economics and competitive technology and pricing. This does prove the often cited comment that the government is not good at choosing winners and losers when handing out money. It goes beond this to show the whole process of due diligence failing at agencies such as the Energy Department and the Office of Management and the Budget, where one would think technically qualified staffers could catch the problems and risks of a project that were so apparent. ...

The step by step process Mr. Obama used to arrive at his decision to send 30,000 troops to Afghanistan. The use of charts showing the buildup at one of the last meetings, and how President Obama expressed frustration at the length of time the troops would be there, and then says "I want this curve pushed to the left," pointing to the bell curve showing buildup and withdrawal after some years. This says Baker may be the pivotal moment for the expansion of the war. What he meant was something like a fast buildup and rapid draw down. He asks Petraeus how fast the Iraq buildup for the surge took place, and Petraeus says 6 months. The option being discussed was Option 2A carefully prepared to get a30,000 troop addition approved by Defense Secretary Gates and presented to Mr Obama on November 11, 2009. What Obama said at that point was according to NYT reporter Baker's sources is - "What I'm looking for is a surge, this has to be a surge." Gates was the seasoned person in saying the right things at just the right time and not sooner in these negotiations. The process had seen alot of back and forth swings, leaks including the McChrystal report leak and the Ambassador Eikenberry report leak, and the President preferring to keep his thoughts to himself and using University of Chicago law school style analytical thinking to wade through the swamp of issues in this place called Afghanistan. With that Gates shows how that curve can be moved up and gets the President to allow for conditions at the time to be the factor for withdrawal conditions. In effect the President's analytical thinking an approaches good for a law class in the University of Chicago and potentially very unlikely to allow for agrasp of the muddied details and complexities of social, political and historical type in Afghanistan, were being applied to a crucial mind decision that would have a mind boggling impact. Had Gates served the country well? Had Mr Obama served the country well with these analytics, when a more intuitive decision based on understanding of all the conditions on the ground by talking to different people who had first hand experience in Afghnistan and Pakistan- see the links here to first hand reports- would have accomodated the peculiarities of the Afghan situation better than some charts and numbers? Speaker Pelosi and Congressman Obey had indicated lack of support among Democrats. The Budget Office had provided a cost estimate of 1 trillion dollars for 10 years. None of this appeared to matter in the final decision. NATO would supply the additional troops to get the number closer to 40,000. Gates had been the most seasoned player through years of negotiating with Congress, and he helped formulate Option 2A for 30,000. The President makes one final Professorial comment at the final meeting on November 29, 2009, after announcing his decision to support Option 2A, -"but if you don't agree with me say so now" and repeats saying "tell me now." Gates signals to Vice President Biden who inquires whether this is a Presidential order that it is one. Mullen and Petraeus say "fully support." America had by using charts numbers and law school analytical processes turned the complexities of Afghnistan into something else, but these analytics had still to be played out in the vast mountainous spaces of Afghanistan and in the homes and workplaces of America in 2010 and beyond. "Who are the Taliban? They are the local people," says one Afghan from Marja. Another man Hamza says he will not let foreign forces raid his house. Their is fear and resentment of night raids for antinarcotics purposes. A local leader in Panjwai, west of Kandahar, says people lay mines for the Taliban only to feed their families, and says 80% of insurgents are local people driven to fight out of poverty and despair. Offered another way to lead their lives only 2% would support the Taliban. A leader in the provincial council at Helmand says people do not trust the government as it has not kept its promises in the past, so that even if they are defeated militarily and security is 100% it will take time to restore trust. This confirms earlier reports of the deep unpopularity of the Karzai government. All this reporter Carlotta Gall of the NYT finds out on the ground, in the southern provinces of Helmand and Kandahar, as the USA launches an offensive to push the Taliban back towards Pakistan. In recent years the Taliban has established control over most of Helmand and Kandahar provinces , and many villagers prefer to be left alone without foreign forces causing bombing and fighting. ...

Zardari is described as "very, very weak" by the administration, and his popularity is only in the double digits compared to 83% says the NYT. From the standpoint of democratically elected government it is important to note that Zardari himself was never directly elected, and is highly unpopular and weak, and known for corruption. If anew election was held today its highly unlikely that he would be elected. Even Benazir Bhutto's popularity may be aresult of years of military rule, and the efforts by General Musharraf to suppress freedoms and prolong his rule. Her party came to power in addition from a sympathy vote after the Musharraf government did little to provide the securtiy that could have prevented her from being shot at an election rally. With the lack of good alternatives -not the military which has provoked wars with India, not the Bhutto parties which have lasted for only short periods marked by corruption, and its not clear if the Sharif governments have done much better- its hard to say how the people of Pakistan can register their voice for responsibile democratic government which works diligently to bring services in healthcare, education, and build infrastructure, for Pakistan to keep up with the region's development....

The election debate brodcast live on Iranian television between Moussavi and Ahmadinejad. Moussavi described Ahmadinejad's foreign policy as engaging in " adventurism, illusionism, exhibitionism, extremism, and superficiality. He also described Ahmadinejad's denial of the Holocaust as harming Iran's standing with the rest of the world, and undermining its dignity. The debate was intense with Moussavi at one point saying the Iranian president was moving towards a "dictatorship." Ahmadinejad said that Moussavi was being supported by Khatami and Hashemi to bring him down. A video showing this simple home was circulated before the debate to contrast Ahmadinejad's simple style with that of some of his opponents like Nateq Nouri, a conservative Speaker of Parliament.

The fruits of the failed "no show" Obama administration policies in the Middle East, that allowed reckless intervention by the Putin government of Russia in Syria, and failed ignominously to offer timely full moral and tactical support to the participatory democracy movement in the Middle East. The cost relatively small compared to the cost already incurred by the Bush aministration, and most of the heavy lifting to be done by the young people looking for a better life in the region. And a cost that would make much larger additional cost less needed under future administrations to correct policies of neglect by the Obama administration. A failure in terms of ideals today, and a failure seen in terms of the cost that is borne by the U.S. from a policy of neglect. It comes from failing to grasp the fact that the U.S. is a leader for much of the world, and protects in its hands- in its ideals and its best efforts to live up to these ideals- the aspirations of the vast majority of the people of the world, including hundreds of millions of people in China, India, Brazil, Mexico and the large developing regions of the world....

U.S. companies have decided to wait out the conflict in Libya till a clear picture emerges. Mufson gives a good account of the history of Libya's tumultuous relationships with western oil companies over 3 decades. Nason Saleri, former head of reservoir management at Saudi Aramco, now head of Houston based Quantum Reservoir Impact, says oil companies have decided not to get involved until the situation stabilizes. Oil companies such as ConocoPhillips attended a meeting of the U.S.-Libya Business Council where representatives of the Benghazi based coalition presented. Ali Tarhouni, leading economic policymaker for the Benghazi coalition says oil contracts will be honored. Saleri says western oil companies are preparing for the time when a new government takes charge in Libya after the end of the Ghadafi regime. His view is that once things settle down and a new government is in charge he sees the potential of enhancing the percentage of oil from known reservoirs. The reserves are there in Libya to stabilize production to earlier levels and to increase it says Saleri....

Libya's Oil and Finance Minister bridges the gap between the tribal factions, regional loyalties, and other divisions within the Transitional Council of Libya and within Libya. He brings a unique background of being expelled in the early 1970's because of his prodemocracy activism at Libyan universities. He studied at Michigan State University for a doctorate and taught at the University of Washington for 26 years. All the time he helped organize the Libyan opposition. His background makes it possible for him to talk to western officials with ease, and his activist attitude and manner has put him quickly at the centre of things in Misrata and Tripoli. He went by fishing boat to Misrata at the height of the siege and was the first of the Transitional Council members to be in Tripoli. He was recently appointed deputy chairman of the Executive Council and chairman of the Supreme Military Council for Tripoli because of earning the confidence of the Council leaders and the ability to be at the centre of the struggles in Libya. He is a direct and plain spoken person and talked to the Journal's Charles Levinson about oil fields and restoring oil supplies. He talks about plans to keep Tripoli as the capital and keep the Transitional National Council in Benghazi so that both regions of the country could play a role. ...
