The withdrawal of U.S. influence in the region under the Obama administration leads to the collapse of the Arab Spring, the Saudis pursuing an independent foreign policy, the rise of Islamic State militants, Turkey following its own policy, emboldening Iran in extending its influence in the Middle East, and creating a situation of wider sectarian Sunni-Shiite conflict throughout the Middle East. It creates a situation in which the U.S. is involved on the Iranian side in support of the government in Baghdad supported by Iran against Islamic State militants, and at the same time on the side of the Sunni coalition in Yemen as the U.S. withdraws from drone bases in Yemen. At the same time the Obama administration finds itself distancing itself from Israel as it negotiates alongside France and Britain with Iran on a nuclear agreement....

The expectations from the G20 summit in London which ends April 2, 2009, have been toned down both by the Obama administration and by Gordon Brown's government. It has proved quite difficult to get agreement on expanding the stimulus. With Germany and France and some other European governments not going along with President Obama. Also difficult is the task of getting action from these G20 summits, as a lot of meetings have to be held, and agreement has to be reached between many nations, compared to the old G7 which could meet in the White House library. And the local situation in each country is different, with different pressing priorities at home. The long term structural changes, and global regulatory reform, are changes that require more time, more consensus. And some issues such as larger developing country role in governance is not a priority for the large European countries and the USA, which raises questions about the role of the IMF, and the manner in which assistance is adminstered through the IMF. That role exacerbated the crisis in S. Korea during the Asian banking crisis. See the link. As a result there is considerable apprehension about seeking IMF assistance among developing countries. Areas in which David Cameron shares the same thinking as Barrack Obama are generating green technology jobs, the importance of the voluntary sector and families all doing their bit so that its not just government that will be doing things. "That society should bring about change, not just government." He diagrees with Obama on the Stimulus and believes that the situation in Britain with the government borrowing 10% of national output already makes it difficult to have an extra discretionary stimulus without people losing confidence in then nation's finances. He makes some other points. Britain needs amore balanced economy so that it is not so reliant on financial services. And in Europe as awhole he says its important to deal with the huge dependence on welfare which is a drag on the economies of Europe. This has to be seen in the light of the huge emphasis placed by recent Labor governments on rebuilding the health and human serivces and infrastructure of Britain. In this crisis the social safety net provided by these services may be the reason that asmaller stimulus is needed in Europe. He talks of capitalism with a conscience, where markets are amean not an end to themselves and morality, ethics and asense of values are brough to bear at every turn. ...

Anger has a positive role to play in promoting catharsis and fostering real healing says Venkatesh. He even says we will recover our public life this way, by storming out onto the streets and then actually talking to one another. That is not so easy in a world of electronic devices and electronic communication like email and text messaging, and in a world where one tends to one's own little world with its daily frustrations and that credit card bill and the mortgage payment and the kid's tution payment. He actually invites the public to go out and do this rather than retreat each person into his own world of humiliation and struggles, or let the anger build up in an impersonal world of Internet, and with sporadic outbursts in small group protests. He doesn't see the Obama administration doing the broad and intensive campaign to shore up the housing, food and welfare safety nets which will be required, or the sustained committments from mayors, service providers and civic leaders. And he sees anger growing and its expression taking place only later on, as the public is patient for a long time, and then the anger just rushes out when it cannot be contained, as happened in the Great Depression. ...

The U.S. government has spent $18 billion on training and job-search programs, with 47 programs offering training for the year ending Sept. 2009, according to the Government Accountability Office. President Obama proposed spending $8 billion more over 3 years to train 2 million people for new jobs. In addition there are state and local programs which get federal funding. Lawrence Katz, a Harvard labor professor says the money is given out on a haphazard basis and does not have a good track record of matching the training to the job openings. Part of the problem is that the government leaves it to state unemployment offices to evaluate labor markets and help trainees decide on professions to prepare for. A better approach is now being take by getting employers to offer on-the-job training. This approach is being adopted by community colleges and the Labor Department to improve matching of skills training to job openings.

As a Sunday school teacher Jimmy Carter brought evangelical Christians in the South into the political process. And it encouraged the emergence of other southerners such as Bill Clinton of Arkansas from small towns into Democratic politics. In doing so it distanced the Democratic party from it's roots as a party of the working man, of the working class and labor, of farmers and small business owners, that it had been from 1902 with TR taking up this stance and followed by FDR, Truman, Kennedy-Johnson. Leading to the situation today after Clinton brought China into the WTO and changed world trade, exchanging places with China as a leader in manufacturing, integrating Silicon Valley into the Democratic party under Obama and distancing from working class concerns. Gerald Seib in his tribute to Cater says in WSJ that he was a good man who was president at a bad time. The problems of inflation and cost of living at 10.4% and mortgage rates at 13%, oil prices with the Iran crisis under Carter were problems that were a result of actions taken by the US in the period going back to the 1950's for Iran and embargoes on oil from lack of conservation in oil use in the US. What Carter accomplished is to open the door to new faces out of nowhere- a small town in Georgia was not a place where a presidential hopeful cold be found in previous eras. Washington, Adams, Jefferson, Adams, TR, Wilson, Harding, Hoover, FDR were all from well known families in the East Coast and Northeast. Only Abraham Lincoln emerged from a small town in Illinois. It opened the door for other southerners Clinton from Arkansas and new faces Reagan and Trump.   ...

Raul Castro of Cuba indicted by the US Justice Department May 20, 2026 for Cuban Americans killed when civilian flights helping Cuban refugees in the waters near Cuba were shot on orders from Raul Castro, as minister of defense. Only towards the end of this news report by Perry Stein and Karen De Young of the Washington Post is it clear that this indictment is on Cuba Independence Day March 20, which in 1902 marks the setup of the Republic of Cuba, at the end of the US military takeover of Cuba from the Spanish during the Spanish American War. Cuba under Castro does not use this day but the day of the Communist takeover in 1959 of January 1, and celebrates as Day of the Revolution, July 26, the day when the attack on the Moncada military barracks started the Revolution against the dictatorship of Fulgencio Batista. Only the Obama administration similar to its failures in addressing the Iran nuclear weapons crisis refused to recognize 1902 date as the Cuban Independence Day, all other administrations before did. Under the Monroe Doctrine of 1824 the US clearly considered Latin America as its neighborhood and would not accept any foreign power in its neighborhood, making the Platt amendment attached to the Cuban 1902 Constitution permitting US intervention simply an addition. That the Monroe Doctrine was proven right in 2 ways is not mentioned by the Washington Post or by the elite media. What it did was to prevent European colonial powers from intervening and restoring colonial type rule to Spanish colonies in Latin America. It was welcomed by the British as it had no such designs, objected to by the Spanish Dutch and the French who had such designs for their colonial Empires. It was resented by Cubans naturally but Cubans did not consider that US is the only power who even when it pushed the Spaniards out of Cuba and Philippines in the Spanish American War of 1900 after centuries of Spanish occupation, the only power who prepared Cuba for Independence within 4 years in 1898. Which European colonial power could do this? The other reason for the Monroe Doctrine is in the Platt Amendment attached to the Cuban Constitution which committed the Cuban government to implement and maintain programs the US introduced to control yellow fever and infectious diseases. In 1934 FDR removed the Platt Amendment under a "Good Neighbor Policy. It is the relaxation of the Monroe Doctrine by future American adminstrations that has brought so much suffering and pain to North America, for the US and Mexico with illegal immigration and drugs, corrupting governance in Mexico and creating social political strife in the US, more deaths from drugs than the Vietnam, Korean and WWI combined. Today's Cuba's economy and the Venezuelan economy that copied Cuba's example has completely collapsed, one fourth of the people left the country taking with them the vitally important skills, and leading to economic hardships for the people. This would not have happened if the Monroe Doctrine implemented under the Good Neighbor ideas of FDR and the Alliance for Progress of JFK was kept in place. This shows that Cuba's Independence happened when the Americans supported Cuban rebels fighting for independence in 1898 just as the Indian Independence was won in 1947 from the British under Labour's PM Clement Attlee in 1945 taking action. Four years of American rule in Cuba to prepare it for independence as a transition is far better than 4 centuries of Spanish rule, and 2 years of British rule as a transition 1945-1947 under Attlee (who replaced Churchill in 1945 and setup the NHS) is better than 2 centuries of British colonial rule. In this sense America is with the Cuban people, just as the average British public and working class is with the Indian people.   ...

This self portrait by Vladimir Putin about his growing up years in Leningrad and the life of his father and mother during the siege of Leningrad by Germans may offer a better sense of the mind and thinking of the Russian president than the Dresden years when he was a junior Russian official in Communist East Germany (the GDR). It is an interview of the Russian president in 2000 by Nataliya Gevorkyan, Natalya Timakova, and Andrei Kolesnikov over twenty years back. Putin's father suffered severe injuries during the war in the fighting around Leningrad, twice being given up for dead and being dragged wounded across the frozen Neva river to a hospital by a neighbor. His mother was half dead from starvation and his father passed on his food given to him at the hospital. Having gone through the memories of this period affected Vladimir Putin's view of the world and no amount of US or German assurance about NATO's intentions may have erased these memories from childhood. The long period in power and the Covid isolation may have led to  perceptions that were less likely to change so that Putin did his own research and wrote a long paper on Ukraine in 2021 that reflected Russia and Ukraine's long history but did not reflect the changing national aspirations of Ukraine's people in 2022. This may have led to the miscalculation and the errors by both Putin and the leaders Merkel-Bush-Obama that the detailed WSJ report of 20 years of events show to have happened. The WSJ report of April 1, 2022, was titled "Vladimir Putin's 20 Year March to War in Ukraine and How the West Mishandled It." The Social Democrats in Germany under Schroeder and Steinmeier mishandled it by deepening economic integration with Russia as a way to make up for what had happened in the German invasion of Russia, and the Christian Democrats under Merkel with business interests never really grasped the different thinking of the Russian president relying solely on deep economic integration of the EU and Germany with Russia as well as China as an answer. Mr. Bush and Mr. Obama from a distance even less so.  This has led to the miscalculation by Russia under Putin leading to invasion of Ukraine, and the US and Germany being unprepared about taking action to prevent it.  Beyond the key participants and the war damage, there is the enormous damage that is taking place in the mental health around the world after Covid with constant barrage of images of war and refugees streaming into Poland. There is the problem of food imports, of food scarcity in the Middle East, and inflation in food prices for Africa and the Middle East. As Brendan Simms, a Cambridge historian has shown in his book "Europe The Struggle of Supremacy 1453 to the Present," which is now being read by German chancellor Scholz, this has happened before with the UK, Netherlands, Spain, Germany, Sweden, Denmark and Russia engaging in these conflicts that led to prolonged wars and eventually to only small shifts in power. Yet with huge effects for ordinary people caught in the wars such as today's refugees and people struggling to feed their families in Africa and Asia after the effects of Covid on income. Food prices have gone up by 50% to almost double in these countries.   ...

Steve Bannon is described in this indepth report by Scott Shane as a workaholic, born to working class family with his father a telephone line operator, who went to Virginia Tech and joined the Navy in the hope of advancing a career in politics. At Virginia Tech he won a leadership position of the student organization. He was described by another student who knew him well as passionate but not likely to get much done. The period at Virginia Tech and in the Navy were the Carter years followed by election of Ronald Reagan. The election of Reagan had a huge influence on Bannon- the same overtones of that campaign of Reagan are seen today in the forgotten men and women, white working class families that Conservatives then and Tea Party Conservatives in the Obama years felt ignored. The downward drift of the lower middle class families that saw incomes drop as manufacturing hollowed out in the U.S. with foreign competition, the failure of establishment politicians of both parties to protect American manufacturing and working class families, added to the sense of angst for Bannon. Bannon just like politicians in the Obama camp such as Emmanuel, found the way to politics through finance and gains made as the banking sector and financial institutions made huge financial gains by 2008. This was a stepping stone for their political ambitions. Emmanuel who is also a workaholic and passionate about his views worked to elect a black president, Bannon choosing to do the opposite and push for bringing back the Reagan era. Most on the liberal side see him as part of a racist movement. Reagan was none of those things. How does one reconcile the two? It is possible that seeing the fight against the established politics as an impossible task, Bannon in his passionate temperament did not object to the support of right wing extremists, in the same way that Trump did. As both Trump and Bannon have people of Jewish origin and black people in their circle of friends or family. What incensed Bannon as described here by Scott Shane of the NYT, was that after the financial crisis of 2008, hardly any bank executives who had committed wrongdoing went to jail, his father's line operator retirement savings were devastated by the financial crisis, and working class families struggled harder than ever, that his daughter at West Point was with mostly children of working class families who were the ones fighting America's wars. Many ironies abound in the story. Bannon got his business start in the same financial institutions that were involved in the financial crisis of 2008, Bannon & Co was acquired by Societe Generale. He is from an Irish Catholic working class family in Richmond and attended Benedictine High School, with a mother Doris that worked on the campaign to elect Douglas Wilder, a Democrat, as the first African American governor of Virgina.  The other ironies are in that Bannon sees Trump as "an imperfect vessel" but still good enough, and Trump sees himself as "making all the decisions" when asked about Bannon, as a range of interests struggle to form a coherent movement on the right in American politics- an unlikely combination of a telephone operator's son and real estate magnate's son who built his own real estate business in luxury real estate towers far removed from ordinary men and women they represent. ...

The French view of the DJT administration is that it is a rupture, an "historic rupture with immigration repression, aggressive trade policy, and undermining of federal and state institutions." This is far from the reality. In fact it is not a rupture, and far from that policy that DJT brought in the waning days of a tired cautious Obama administration that extended the war in Afghanistan long after it was clearly a failure from the Bush years. DJT called it common sense during his Inauguration speech waving his hands- so obvious, stay out of wars we have no purpose pursuing. Regain America's manufacturing base shipped out to China in the Clinton-Bush-Obama years 2000-2016 that helped the rise of China in phases of supply chain partner, competitor, adversary. French view Le Monde is that this is "aggressive trade policy," when in fact small towns across the US and France, and other industrialized EU nations, by losing their factory and industrial base to China have gone downhill losing jobs and standard of living. Tariffs and DJT policy was continued by Biden- there is no rupture. What French in Le Monde call "Immigration repression," is a policy of protecting border security including illegal drug and fentanyl flows and gang activity that was accepted by Biden and Biden-Republican Lankford legislation was agreed in 2024 to close the Border. There is no rupture from Biden on closing the Border.  With millions having crossed the Border illegally Republicans now have the support of Democratic Senators Gallego of Arizona and Fetterman of Pennsylvania in passing the Laken Riley Act in Congress to protect Americans and safeguard life in America.   ...

The European Union plans to rebuild its solar panel industry by manufacturing in the home country. This means shifting away from supply channels where China controls 80% of production. Chancellor Merkel failed to see the risks of letting German companies be decimated by China's subsidy program supporting solar panel makers in China. A system of customs duties failed when China threatened to retaliate with duties on German car exports. In the end Germany like the US under president Obama and Trump after 2010 failed to support domestic solar panel makers.  Now subsidies are accepted way of competing with China for both the US and the EU. The US under the Biden administration is fully committed to compete with China by developing its own solar panel manufacturing industry with the kind of help China is giving to its own solar panel makers. The EU is following the same path. From 200 gigawatts in 2023 the EU's target is 600 gigawatts from solar by 2030. The 400 gigawatts will come from through a policy of make at home in the EU, including raw materials, polysilicon, wafers, and assembly. Subsidies are now the way the US and the EU plan to get back what they lost to China, their critical manufacturing advantage through errors in policy. The European Commission is also changing the rules to accomodate the move. A story of one more critical advantage surrendered through the orthodoxy of free markets without policymakers understanding what they were doing. ...

Dependence on China increased during the Merkel years to extreme levels. A EU survey shown in this DW.com report shows that of 137 products and services deemed critical, including fields such as renewable energy and health, almost 50% are supplied by China and only 3% by Russia. German foreign takeover laws and acquisition laws are being upgraded only now after years of China's investment in German technology and critical infrastructure  companies. The Merkel administration took a lax approach to protecting German technology and critical infrastructure. A similar situation existed with the Obama administration in the US. New regulations give the German government a veto in all critical mergers and acquisitions. This DW.com report says that today Germany's protected sectors include energy and telecommunications, medical technology, artificial intelligence. The problems  with the previous approach in the Merkel years that showed a complete disregard for protecting vital technologies was that the Economy Ministry in 2016 was not able to stop the full takeover of the flagship German robotics company KuKa by a Chinese manufacturer of dishwashers and refrigerators Midea. In 2018 a Chinese state electric utility company SGCC sought to get a 20% stake in 50Hertz a German electric grid operator which was turned back. Only now with the entry of the Greens under Habeck and Baerbock in government has Germany adopted a clear policy of effective action to protect German technology and critical infrastructure companies. ...

After a decade of austerity and the financial crisis of overextended banks, the deep recession starting in 2009, and worsening inequality with lack of infrastructure development, Britain finally shifts to larger government spending. The spending planned by Labour and Conservative parties in Britain charts a different future for health, education and infrastructure development from that of the last decade. The public supports this. Conservatives plan $128 billion of new spending, Labour party plans to spend even more. This comes after centre right parties such as the Republicans under Mr. Trump in the U.S. shifted to heavy spending on infrastructure. The Democrats under Obama failed to push for higher spending in traditional working class areas leaving open a gap that Mr. Trump has since used to attract working class Democrats to his side. In Britain Labour under Corbyn has pushed for larger spending on infrastructure, health and education. This is setting a new trend. This report in the WSJ shows that in this situation it is new politicians who replaced earlier politicians in their parties- Mr. Trump displacing Bush, Johnson displacing Cameron and May, Corbyn and McDonnell displacing Blair and Brown, that are initiating thsi trend. The experts at the IMF and the central banks are only now beginning to say this is a good idea. For a decade the mantra of economic experts at these central banks was in favor of austerity, even in the face of massive misallocation in capital markets.   ...

 Nikki Haley was born in Bamberg, South Carolina in 1972, her father became US citizen 1978, her mother 2003, according to her autobiography. She was governor of South Carolina from 2011 to 2017 and served as the US ambassador at the United Nations under president Trump. Article 2 of the US Constitution sets out that only natural born citizens can be president of the US. Commentators have opined that the natural born citizen requirement was put in to mean that the citizen was not naturalized at some later date. During the 1730's under British Common Law and under the Naturalization Act of 1790 of the First US Congress children of Ameircan citizens born overseas were considered to be American citizens. This was true of Barry Goldwater born in Arizona before it became a US state, and Romney born in Mexico, Senator McCain born in the Panama Canal Zone. This is why when one parent is an American citizen as for Obama and Cruz this law prevails. When a child is born in the US he is considered to be a citizen at birth under the laws of the US and natural born under Article 2 of the US Constitution. DW.com sees "back paddling" in Trump's latest foreign policy speech, replacing bigotry against immigrants with the idea of a ban on Muslims entering the U.S. with "extreme vetting" of new immigrants, including an ideological screening test. Trump it says repeated his claim that he opposed the Iraq war from the beginning, which it says is false. Trump's statement that he would reduce the current nation building strategy pursued under president Bush, it says doesn't make sense because the current situation in the Middle East ( rise of ISIS and chaos in Syria) arises from American retrenchment reversing in the opposite direction the policies of president George W. Bush. It is also true that Bush started his presidency with no intention of nation building, it was only after 9/11 that he adopted this policy. The elder Bush, George W. Bush's father, is reported to have said that his son as president was ill served by bad advisors in the invasion of Iraq over weapons of mass destruction (WMD). Obama's retrenchment has also led to differences in policy, with Leon Panetta and Hillary Clinton believing the pendulum has swung too far in the opposite direction, as shown in LyrArc's coverage. The speech was read using a teleprompter to avoid the frequent gaffes in previous speeches. Clearly an effort to make immigration and terrorism issues to win voter support, after previous efforts resembling bigotry and intolerance. ...

Claire Gatinois and Soleyn de Royer's interesting essay on the life and times of Emmanuel Macron who started as one who would bring new life to the Fifth Republic but over 7 years sees that he has made poor choices and comes across as brash and inexperienced. His Movement was formed very quickly during the waning days of the Hollande administration of the Socialist Party. By bringing in Macron Hollande did what Blair and Clinton had done for Labour and Democrats thinking they were somehow moving to the centre in tackling the budget, deficit and the economy. Clinton hired as Treasury Secretary Goldman Sach's Robert Rubin and Harvard's Lawrence Summers, Obama hired Timothy Geithner, who like Macron in the Hollande cabinet lacked all conviction for improving the life of workers and the middle class in the US. Clinton setup China's entry into the World Trading Organization without grasping or understanding the economic framework of American manufacturing and thinking of industry leaders who were in that time in the  mood for outshoring everything made in the US with the inflexibility of American labor. Geithner like Cameron's Osborne had little affinity with the working or middle class, and did little to correct the abuses of banking professionals behind the 2009 financial crisis, which in some ways is still with us today, the pandemic being the second hit to workers and the middle class, the migrant surge an addition of mental unease. ...

Overall America's Infrastructure gets only a C grade- but that is the best grade since 1998 so badly has the Nation's infrastructure been neglected under Clinton-Bush-Obama.  Bridges, broadband, drinking water systems, hazardous waste treatment, inland waterways, public parks and solid waste received grades of C+, C or C–, mediocre condition needs attention. Dams, levees, roads, schools and infrastructure for aviation, energy, storm water, transit and wastewater get grades of D+ or D, poor condition. The shortfall in infrastructure spending- $3.7 trillion. This after the $1.2 trillion Biden Infrastructure bill made a real difference since 2021. A lot that is wrong at Apple and Tim Cook's responsibility for putting profits over national interest in not preserving but destroying American manufacturing. All the talk about design is a smokescreen for dismally letting down American communities that relied on American industrial ingenuity. Tim Cook started the process of sending America's industrial manufacturing base to China in 1998 with an elaborate plan that has been put into effect over 2 decades. Some of this I saw with my own eyes in the period just before Jobs returned in 1997, on a trip as Japanese manufacturing methods consultant at Apple's Colorado Springs Plant. Apple's failure since 2016 to correct this overconcentration of manufacturing in one place is one of the major failures for America in the first decades of the 21st century. Apple's success in profit margins was bought at a price that is too high for the communities and towns that depended on manufacturing across America during the 20th century- it has a spiralling effect as other companies followed Apple leading to the shipping out of America's entire industrial base. Creating risks of international conflict as this entire process was allowed to happen by administrations of Bush and Obama that have failed America in unimaginable ways with foreign wars, and neglect of American workers. Canada is the largest supplier of oil to the U.S., supplying more than 2 million barrels of oil imports a day. Here the heads of the U.S. and Canadian Chambers of Commerce argue that a new pipeline from Alberta, Canada to Texas would supply an additional 1.1 million barrels of oil a day. The pipeline project- called the Keystone XL pipeline- has been under review by the U.S. government since 2008. An Energy Dept study in February 2011 found that the project should go ahead, but it is being held up for further environmental studies by the Obama administration. The delays may be the result of opposition to Canadian oil sands development. At the same time significant progress has been made in reducing the environmental impact of oil sands development. About 80% of the water used in the process is now being recycled. Tailing ponds containing waste product from the oil shale process are also being reclaimed for green land and replanted with trees and shrubs. TransCanada says the Keystone XL pipeline could create 20,000 new American jobs for construction, and 250,000 jobs in the long run. Republican Senators Corker and Blount are confident that a solution can be devised for the sticking points on a deal between the Republicans and the Democrats. The Republicans consider the savings in the Reid plan from the wars in Afghanistan and Iraq a "gimmick," but essentially the Reid and Boehner plans say analysts are similiar in the inital cuts in spending. The sticking point for Democrats is on the whole process of the debt ceiling extension having to be redone in early 2012. For Republicans the sticking point is in in tax increases which the Reid plan leaves out in the initial period for debt limit extension into 2013 when a new president takes office. House majority leader Boehner is facing opposition within his party and this restricts his leeway for striking a deal- the Boehner plan passed in the House by a vote of 218 to 210 on July 29, 2011, with 20 Republicans voting no. It was voted down in the Senate that same evening with a vote of 59 to 41, with 6 Republican senators joining all 53 Democratic senators. As it stands now, the weekend before the August 2 deadline, President Obama concedes that there is "rough agreement" about the size of the first round of spending cuts, and the "next step" to rein in borrowing. He went on to say that "if we need to put in place some kind of enforcement mechanism to hold us all accountable for making these reforms, I'll support that too, if it is done in a smart and balanced way." Its the design of this enforcement mechanism that is the main point in the remaining negotiation. The nature of the committee selected from both parties for the next phase of savings, its powers and the trigger in the sense of what it can ensure happening if no decisions are taken by both parties. ...
