It costs about 8 million pounds for maintenance of St Paul's Cathedral. St Paul's Cathedral income declined by 90% as the pandemic led to fewer visitors and ticket sales. The government provides 3.3 million pounds from its culture recovery fund. Because this is not enough for maintenance, much less the 15 million pounds needed for the repair of the 17th century lead roof, one of England's best known cathedrals had to dip into and nearly exhaust its reserve funds. If this is the condition of St Paul's one can imagine what decades of misallocation of capital have done in the rest of the country. St Paul's Cathedral remained a defiant symbol of British resistance in the Second World War during the Battle of Britain.  The dean of the cathedral Very Rev. David Ison says "if we don't have the resources to pay for heating and lighting we may have to close our doors." Imagine closing England's most famous cathedral and symbol of its spirit for lack of funds. Notre Dame Cathedral by contrast in Paris is being renovated with $100 million euros donated by two French businessmen and $700 million pledged so far to rebuilding and renovation of Notre Dame. ...

Biden says it is about jobs, jobs, jobs. The bicentenary of Napoleon is remembered in 2021 in France and the French speaking world.  Napoleon helped defend the French revolutionary ideals of Liberty, Equality and Fraternity, in the period 1789 to 1799 including the efforts of the French Army in Italy and other countries freeing people from feudal powers. In the period that followed Napoleon ruled France 1799-1812 during which he introduced new ideas of the Civil Code and revolutionary France to countries in different parts of the world. It was in Britain and the Iberian Peninsula that his policies faltered and his regime was seen as tyrannical after the early years.  George Washington was a contemporary of Napoleon and brought both these ideals that the French Revolution cherished to the American colonies, and yet did not seek anything beyond this-as he said the "approbation of good and virtuous people is the limit of my ambition." Better cycling infrastructure, well defined cycle paths away from other traffic, well lit paths, helps women get safer transportation and improves fitness. Infrastructure for cycling is especially important for women says Kate Jelly in The Guardian. A 2019 SusTrans bike life survey shows only 6% of British women bike regularly compared to 21% of women. The figure for women cycling regularly is 55% in Netherlands and in Copenhagen. It is much higher than UK for women in Paris and Lisbon after new cycling infrastructure has been placed in the two cities.

Similar issues exist in other cities around the world, in India and other countries where cycling was once a major form of transportation but has dwindled with the emergence of other forms of motor bikes and heavy traffic in cities, and the lack of cycling infrastructure.
