U.S. strategy has shifted to keeping tariffs on Chinese imports intact as an enforcement mechanism to make sure China keeps to its commitments made in negotiations, says WSJ. U.S. trade negotiator Mr. Lighthizer sees the latest tariffs as leverage, and that tariffs would be removed only when China keeps its commitments made to the U.S. Initially Lighthizer opposed the move for additional tariffs imposed on September 1. Mr. Trump told the Economic Club of New York that if no deal is reached in phase one then the U.S. will "substantially raise those tariffs, they are going to be raised very substantially." Because China is seen as not willing to provide written commitments with enforcement provisions the U.S. strategy has shifted to making the tariff removal an enforcement mechanism. President Trump has committed on the campaign trail to correct misalignment in trade with China. He makes the final decision in negotiations and use his negotiating style.  China sees making commitments on stopping all subsidies as affecting its sovereignty and its industrial model of state sponsored capitalism since opening in the 1990's to trade with the world. Both sides are looking for ways to gain the maximum concessions in Phase 1 of the trade deal as it is very uncertain whether any further progress can be made given the positions on each side, say experts. ...

Women feel overwhelmed with housework during the pandemic. About 80% of women feel responsible for house work compared to 28% of men, according to a NYU and U Penn study. On average women do one and half times the house chores compared to men. This difference is wider when looking at households where men do very little of the housework. The author of "Fair Play" a book about dividing housework says women are burned out, stressed and full of rage about the way household chores are handled. The pandemic has seen a further deterioration in the amount of time men spend doing household chores, according to the Bureau of Labor Statistics, creating a situation of tension. As men have worked from home during the pandemic the once invisible labor of women is now in plain sight. For women who have quit their jobs and looking for a way to get back to work there is an additional element of frustration. Labour's Keir Starmer wants to make Britain the first nation to have a zero emissions power system. His plan put forward in September 2022 would double onshore wind, triple solar energy, and quadruple offshore energy production by 2030. Ontario ad on tariffs uses Reagan's word out of context- does not say Reagan speech was to impose tariffs on Japan till problems get fixed. Problems that had arisen in the 1980's because of Japan's use of unfair trade practices. This is the issue of Canada, Mexico, China and other nations that use unfair trade practices that then hurt American workers. Reagan was saying he understood that Senators Smoot and Hawley got things wrong when they imposed tariffs in the 1930's, that he was doing this in a very different situation the use by Japan of blatantly unfair trading practices. This is the case with Canada, China, Mexico and other nations today, that have acted as if they know nothing about these unfair trade practices. Healthy world trade requires every nation to follow the rules of fair trade practices. Canada is saying that we will shame you as being against world trade so we can keep violating fair trade practices. China is saying we will act as the guardian of world trade and shame you in this way so we can keep violating fair trade practices. ...

President Biden made the decision to allow about half a million Venezuelan migrants who cannot be deported because US has no diplomatic relations with that country, to work legally. In New York half of the 100,000 migrants who arrived there in 2023 are putting too much pressure on the social safety net, a crisis for the school's shelter system, schools and budget. New York Democrats lobbied heavily for a change in the system. Mr.Biden made the decision to allow the Venezuelan migrants to be able to work legally. NY Mayor Adams and NY Governor Kathy Hochul lobbied heavily. The city had to house 60,000 migrants and it imposed a strain on the system. It was estimated to cost $12 billion for the city over a number of years. In the long run it will help New York State and the US with shortages of workers, yet in the short run the Republicans and immigration skeptics are protesting the arrival of migrants. Migrants arriving here after August will not be covered to not increase migration over the Mexican border.  ...

The DJT Executive Order removing birthright citizenship on Jan 20, 2024 applies to future undocumented immigrants, and is based on the part of the 14th Amendment to the US Constitution passed in 1866 by the US Congress and ratified by states in 1868.  The 14th Amendment came after the US Civil War and was aimed at giving emancipated black slaves citizenship. The US Supreme Court gave US citizenship to one Chinese immigrant in US vs Wong in 1898 following the Chinese Exclusion Act of 1882. This did not set a precedent as at that time immigration from Asia was extremely restricted and the case was not intended to apply to millions crossing borders as this did not exist. For most of the period 1900-1960 Asian immigration was negligible because of the laws in existence until the Kennedy administration. Immigration from Mexico was mainly for US agricultural farms. When this led to a surge in illegal crossing of the US Mexican border in 1944-1954 a similar situation to today existed when Eisenhower conducted Operation Wetback in 1954 to deport about 1 million undocumented immigrants. ...

With the rushed approach adopted by the Trump administration not enough consideration was given to winning support in the House from 25 conservatives in the Freedom Caucus. Without their support the bill cannot be passed in the House of Representatives. The fight also includes one over what are essential health benefits including whether  maternity care would be included. As a result some moderate Republicans are also expressing opposition on the grounds that less people will be covered and fewer benefits will be provided under the Republican House plan called AHCA. President Trump has not involved himself in the details, and the bill comes very early in the first 100 days, leading to the perception that health care has become a partisan conflict without really grappling with the problems of high cost of health care and creating a solution that all can support. Democrats are seen as having made the same error early in Obama administration's first term. President Trump sees this as a much needed win with a drop in his approval ratings, making this even less of an effort to come out with a good plan.  ...

As this NYT editorial points out Macron says his is a movement "of patriots fighting the threat of nationalism." The message- that in today's world of global cooperation for economic progress nationalist feeling has to be balanced with healthy cooperation and integration into the regional community, the European Union. The U.S. House of Representatives votes to repeal and replace the Affordable care Act 217-213. Moderates were won over by an addition of $8 billion  to add coverage for a popular feature of the ACA that covered people for pre-existing conditions.  The bill that passed gives credits of $2000 to $4000 a year, depending mostly on age, upto $14,000 for a family. Credits are reduced for individuals making over $75,000 a year or families making over $150,000. There is no mandated insurance coverage. This trims the federal budget deficit, yet also is expected to keep 24 million more Americans without health coverage after 10 years. The bill now goes to the Senate where moderate Republicans are worried that this may increase premiums for older people, one of the drawbacks of the earlier version of the House Republican bill.

This report in the WSJ shows Cubans lacking water for washing, sanitation, and having electricity blackouts or electricity for only 4 hours a day. Cuba lacks money to buy oil. The economy has long been shown to be frozen in the past without the technological change seen in other countries in the developing world. It shows the only model that works is one of good governance, access to US and European capital and technology for modernization, close relations with the US, building domestic knowledge base and engineers for  modernization, as sine qua non essental conditions in the Modern World since 1950. China and India tried under Mao and Nehru under socialist regimes but failed. The Monroe Doctrine is not for the US, it is an essential pre condition for countries in the western hemisphere on which the other essential conditions are laid to create modern societies. China and India with the essential conditions achieving modernization under Modi and Deng and his successors. It is true that Cuban dictator Batista's regime was a bad one in the 1950's, yet the answer is not to put in its place or as a reaction to this an idealistic version which like human nature is prone to corruption and decline, but build on sound and firm ground foundations tsuch as these essential conditions and sine qua non that stand the test of time and are good for the American continent. ...

A reminder is this account by Chinese state media that says Tomorrow Group run by a Chinese Canadian illegally collected $45 billion in deposits. Illegal collecting of deposits is connected to collecting on false pretenses money for investment or real estate without proper licenses. Shanghai Intermediate Court says $100 million was given to government officials. This company was dismantled between 2016 and 2020 and was run by a 50 year old Canadian Chinese businessman. It included 4 insurers, 2 trust firms, 2 securities firms and a futures company. Other such scandals including for stock manipulation were revealed by 2016. Xi Jinping was made president in 2013. He realized the danger to China of the extent to which the country's economy was exposed to illegal activity in business and what this could do to the country if the Communist party- the only party that China has known since 1900 and Japanese imperialist invasion other than the Nationalist Koumintang party-lost the confidence of the people and failed. The Nationalists party collapsed because of such illegal activities that profited a small group of business people and led to deep discontent in China in the 1930's and 1940's, the period when the Japanese overran most of China and setup puppet regimes. Corruption Control in Authoritarian Regimes- Lessons from East Asia by Cambridge University Press points out that this type of illegal activity led to the delegitimization of the Nationalists party which ruled parts of China not overrun by the Japanese during the period 1920 to 1949. This led to defeat to the Communists in the Civil war with little that even US help under General Joe Stilwell could reverse shown in Barbara Tuchman's book Stilwell and the American Experience in China. The US had not chosen to work with the Nationalists under Stillwell's leadership and Stilwell was even asked to resign by the Nationalists because he protested these illegal activities that undermined confidence in the government and made FDR deeply uneasy about the relationship with the Nationalists. Xi Jinping understood very well that this could happen again if these types of illegal activities were allowed to continue leading to policies he has pursued since 2013. He grasped that this would leave China without strong leadership at a time that was critical for its modernization. ...

Apple relies on Chinese suppliers for about 90% of its products. So reliant is Apple on China that it is slow to make changes to adapt to president Biden's policies for a new US Asian Economic Framework that builds new supply chains. An unregulated social media may be the real issue. The states of Texas and Florida may be posing the wrong issue and are better off arguing for proper regulation of the social media companies. The social media and internet companies by fighting necessary regulation are saying they will be the regulators putting themselves in an position they cannot be in. The Supreme court then is addressing the wrong issues. It is Congress that has failed to properly regulate social media content even when it has and continues to pose a threat to the civility and willingness to listen to other people's opinions and respecting differences that is essential for democratic forms of government. John Kennedy confronting Cold War adversaries was still of the view that in the international scene one had to live together and cooperate wherever possible. Shocking revelation that Forest Service discouraged firefighters from wearing masks that help prevent cancers from toxic smoke. Many firefighters only had bandannas. For several years fires have increased and this was happening with more firefighters doing dangerous work yet this only came up when NYT reporters brought this up recently. The head of Forest Service was summoned to a Congressional oversight hearing and rightly so.  Rep. Jared Huffman of California: “We’ve talked about the New York Times piece. Chief, do you feel like the Forest Service is doing everything that it can to make the safety risk of smoke inhalation known to firefighters?” Mr. Schultz: “We need to continue to focus on safety as we move forward, including this issue.” There are about 40,000 firefighters in Forest Service mostly young men and many more employed by contractors. Because they are first responders also the work of firefighters has 360,000 in the US and 600,000 volunteers. With such sheer numbers masks to prevent inhalation of toxic chemicals that can cause cancer is highly important and should be given high priority.   ...
