India's Supreme Court urges the Modi government to ensure protections are in place to preserve privacy rights of Indians. It said the dangers can originate from private parties or non-state actors as well as the government. A nine judge bench led by Chief Justice J.S. Khehar stated- "we commend to the Union Government the need to examine and put in place a a robust regime for data protection." The Court called for a sensitive balance between individual rights to privacy and the legitimate aims of the state which it said would include "protecting national security, preventing and investigating crime, encouraging innovation and the spread of knowledge and preventing the dissipation of social welfare benefits." The biometric identification program Aadhar was designed under the previous Congress government as an effort to control the leakage of social welfare benefits through corruption, a significant problem that hurt the poorer sections of society in rural areas. The Modi administration has pushed forward with the program and expanded it to turn it into a national identification program. As part of the plan to ensure data security the Modi government has setup a committee of experts led by former Supreme Court judge, Justice B. N. Srikrishna to identify key issues for data protection, and to propose a draft Data Protection Bill. The Ministry of Electronics and Information Technology will work with this committee over the next 2 months, as the committee prepares its report. ...

Leaders of Germany's federal states agreed on cost sharing to settle refugees from Ukraine. Chancellor Scholz said that Germany will provide $2 billion in federal aid to German states for accomodating and integrating Ukrainian refugees.  Refugees from Germany will be able to receive basic welfare benefits similar to the welfare aid received by Germans of 400 euros per month under Hartz welfare program. By integrating them into Germany's social security system the refugees can integrate and stay in Germany, Scholz added. This means access to more resources, to job centers, health care and German language courses.

This WSJ editorial on March 7 with Cruz winning in Maine and Kansas with wide margins, and Trump winning narrowly by 3.6% in Louisiana and in Kentucky, says that the Cruz win in Maine shows he could win in other states. It points out that Trump actually lost in Louisiana with those who voted on election day, that early voters made a difference. As Trump gets not just media attention on which he thrives, but also close scrutiny in media the situation appears to be changing. The WSJ calls for Trump to release his tax returns, particularly important in Trump's situations says the Journal because of his flamboyant statements about competence as a wealthy businessman. Also a factor in the elections in March will be how much Trump spends on ads as he has spent little so far.

This Journal editorial points to the 3 page letter from Gen. Dempsey that make a U.S. response in Syria seem difficult and laborious, cost $1 billion a month, and endless. Gen. Keane points to the Syrian air force operating from just 6 main air strips and with about 50 aircraft out of 100 operational, using this to terrorize the opposition and the countryside indiscriminately including civilian population. Taking these out with cruise missile and other strikes is all that is needed, not even a no-fly zone says Keane. Short of a proper response the U.S. and the Obama administration could only end up leaving the Assad regime in place for longer, says the Journal. Aid to rebel groups that can then do the work of completing the transition is the right strategy, says the Journal.

Maliki having to ask for American assistance in fighting Al Quaeda in western Iraq after insisting on America's complete withdrawal two years earlier. Obama having to face uncomfortable questions on the withdrawal and the current situation after American sacrifices in Iraq during the Bush period. The situation in 2011-2013 involved use of Iraqi airspace for the government of the previous Iranian president Ahmadinejad to supply the Assad regime. Maliki also opposed sanctions against the Assad regime. The visit by Maliki and requests for aid and increasing investment in the oil industry, comes as Iran under president Rouhani improves relations with Turkey in late 2013 to head off increasing Sunni-Shiite sectarianism and conflict in Syria, Iraq and other parts of the Middle East.

This NYT editorial points to the dangers lurking behid the jobless numbers. The House bill that passed recently for $154 billion to extend unemployment benefits- set to expire in Feb 2010- to June 2010, and increases aid to local and state governments. It also includes infrastructure spending and help for small business. But it does not do enough for young people whose joblesness is at all time high. For instance only 4 in 100 low income black students found work in Fall 2009 This according to a study by the Northeastern University Center for Labor Market Studies. According to the analysis done by this Center the employment rates among teenagers has risen four times faster than the rate among adults since 2000, and todayme over 65 are more likely to find jobs than youth of 16-19 years.

Donald Trump's economic advisory team includes in addition to Harold Hamm, shale energy billionaire, Steven Mnuchin, CEO of hedge fund Dune Capital Management, hedge fund billionaire John Paulson, Dan DiMicco, CEO of steelmaker Nucor, bankers Stephen Calk, and Andy Beal, tax expert Stephen Moore, and David Malpass, a columnist for the WSJ. The team is headed by Stephen Miller, an aide to Senator Jeff Sessions of Alabama. The Washington Post points out that the selection of the team with many hedge fund businessmen including John Paulson, who bet against faulty mortgages before the 2008 financial crisis, is at odds with his criticism of Hillary Clinton for her contacts with Wall Street and his message of not having any connections with Wall Street so that he could better represent the interests of ordinary Americans- people hurt by the 2008 financial crisis with the high jobless rate for older white men. In the 2008 election both candidates John McCain and Barrack Obama were shown in media articles to have connections to lobbyists for Fannie Mae and Freddie Mac. In the 2012 election Mitt Romney as a private equity executive at Bain, was a part of the financial industry. This time in 2016- after all the noise and tumult about who represents Main Street- is no different for Trump and Clinton's connections to the financial industry. Only Clinton has to respond to the movement within her party from Bernie Sanders for providing a genuine example, and breaking with the past. The team of economic advisors put together by Jeb Bush led by Glenn Hubbard may be little different in substance than the one put together by Trump in its connections to the financial and real estate industry. The only person who took on the financial industry to fight for homeowners interests shown in Lyrarc since 2008 is Sheila Bair of the FDIC, a Kansas Republican. She could truly represent the interests of working class and ordinary Americans simply from a notion of fairness that  is so much a part of the American experience. Yet she has said running for office and fund raising in the way it is practiced today makes the thought too difficult to accept. Recent developments do not offer encouragement. Yet ordinary Americans ought not to forget, and ought not to let anger affect a discerning view of things. ...

The former head of U.S. Homeland Security ministry, Mr. Chertoff, and the former head of NATO, Mr. Anders Rasmussen, say the U.S. and European allies are not prepared to meet Russian meddling in elections two years after the U.S. elections and elections in the last year in Germany, France, Spain and Italy. Both co-chair Transatlantic Commission on Election Integrity. They expect 20 elections between now and 2020, and see 20 opportunities for Russian meddling in these elections- suggesting the response to the recent meddling is very inadequate. They cite the shift from fake news to hyper partisan narrative used in the Italian election. This approach uses some content that is true to weave a narrative that leads to an exaggerated version of events. It was used on immigration to appeal to immigrant weary Italians to lead to a situation where the anti-immigrant party Northern League attracted a large portion of the vote. This approach is not new as it was used by pro-Brexiters with ads showing an unending wave of immigrants crossing European borders. Suggesting Britain itself was facing this wave of immigration, using pictures of immigrants from Africa crossing the borders of Hungary and Austria. Placed on buses and billboards this influenced the election, including hyper narrative stories about what how the UK was sending 350 million pounds a week to the European Union which could go to the NHS instead. Britain's Liberal Party leader Nick Clegg and Joe Biden former Vice President are members of the new Commission. ...

Like Japan China is looking to wean its exporters away from dependence in the export markets- one of the steps agreed on at G-2- in Pittsburgh- and increase spending by Chinese consumers to buy more of the same products at home. Bicycle manufacturer Tandem has lost 40% of the American sales, now it is looking to the Chinese market as incomes are rising in China. As Tandem's general manager puts it in the US the shift is now to buying cheap things. Chinese exports after rising 20% each year for years, recorded a drop in August 2009 of 23% down over August 2008. In China urban household spending was up 9.2%. THe savings by American households jumped to an annualized $566 billion in the second quarter of 2009, quadruple the rate at the start of 2008. Batson gives this account from Shunde in Chinawhere Tandem has it head offices. He talks with managers at Tandem and sees the struggle within the company to some up with anew mindset, and organization, to sell bicycles in the domestic market where other bicycle manufaturers like Giant Manufacturing Company of Taiwan already have a large share in the high end market. Mr Tseng had to convince his fellow managers and the board that it was a good idea, as the domestic market is tough to pentetrate, kickoffs are common, and competition is intense. Tseng says Tandem will approach first the children's market where competitors haven't focussed, and treat as atoy for kids. Tandem will bring higher quality better built bikes into this market. And this is similiar to what it sells to American kids with lots of colors and funny names. Tandem managers aren't sure Chinese distributors or retailers will pay enough attention to their bicycles so they decided to open astore in Shunde and start small and scale up. Tseng says that Tandem will have to pay its tution first and learn about the market. This means it will still continue selling to America and Europe. Chinea's government is now encouraging these efforts to target the domestic market with tax breaks and coupons. But as China and Japn also become more inward looking economies and trade inside Asia increases, the domestic demand is not enough to make up for the loss in the American and European markets. The US and Europe each put in $9.5 trillion into the global economy, even at their current recession diminished pace, compared to the $1.5 trillion spent by Chinese households. Lessons can be learned about careful reopening in fighting the coronavirus from other countries. Here the Netherlands experienced a rise of cases by 500% within two weeks of reopening after some poor decisions. The Mark Rutte government decided to open all bars and nightclubs resulting in a twelve fold surge in these locations in one week. Most of the new coronavirus cases were in people 18-29. Data from Dutch public health institute shows 4 out of 10 new cases linked to bars and nightclubs with 262% surge in cases for young people 18-24 years. This goes to show that with the vaccination drive what we see is the cases shifting to younger people, the unvaccinated, and to activities like nightlife. People going to work, or doing hybrid remote work with trips to the office, workers in factories, people doing essential shopping, are not causing the rise in cases. Much can be learned from these examples in working out reopening that does not lead to new crises with surging cases in new waves of coronavirus. Earlier in 2020 summer tourists who ignored mask and social distancing restrictions in Croatia brought on a post summer coronavirus wave to Germany and Austria. This time Greece and Portugal are introducing restrictions. Greece plans to make vaccine health pass required effective July 21 to go into restaurants. Another lesson from Netherlands this week is that a 20,000 person music event of 2 days in Utrecht where QR codes were required showing vaccination or PCR tests failed. About 1000 cases were attributed to the Utrecht event alone. Reasons given are that people faked the QR codes, or that the covid testing system produced too many false results as much as 20%. The same QR code system was followed at nightclubs resulting in big problems. One can never be sure that things work as expected and the risks are great as this adds up. Even vaccines offer limited protection and only if fully vaccinated depending on the type of vaccine. One dose of the vaccine is simply inadequate, and obesity, other morbidities can lead to problems. Withdrawing the mandatory use of face masks in most situations is also a risky decision of the Dutch government. Face masks offer the added protection at a time of variants that spread quckly, and when large parts of the population have only one dose of the vaccine, some elderly are still not vaccinated, and young people have not been vaccinated in large numbers. ...

Working part-time during retirement years is important for health- staying active, using ones mind and brain, social engagement, and getting satisfaction in the workplace. A Study in 2017 by the Rand Corporation finds about 40% of workers over 65 who had previously retired back to the workplace. People are lengthening careers, and returning to work not just for financial reasons. Many of these people are looking for ways to remain active after realizing that staying active was important and if this could be combined with having extra time off in part time jobs for other hobbies and interests- this would better fit today's lifestyle and choices with people living longer and having more productive lives than ever before. A recent Pew Research analysis of data from the U.S. Bureau of Labor Statistics shows the proportion of people over age 65 who are employed part time or full time has gone up in 2016 from about 13% to 19% with about half these people working full time. This trend to work following retirement has a word for it- people call it "unretirement." Where work is less taxing as for graduates and people with higher education this is happening more.  From a health perspective this can be important, as people can become more reclusive and more internal looking, less socially engaged as they retire without even realizing it. Some level of social engagement is planned by people retiring, and many retirees do volunteer work, yet this may not be enough. For those people who retired early because of burnout in the workplace, strains with other workers, poor culture in the workplace, the retirement for a few years after 60 can serve as a way to replenish one's resources, recover and resume working again in a place that is better suited for them. The restorative break can then serve as a way to get back to the workplace in a positive way. Work that is meaningful, offering opportunities for contributing one's skills, adds a new dimension to people's lives, and is also a contributor to living healthy lives, at a time when people live longer. Retirement at 65 may not make sense in this new environment, opportunities for part-time work bring the knowledge and skills of experienced people to the workplace and offer a win-win solution for both. More needs to be done to create these opportunities in a planned and organized way in business and government, in all workplaces. ...

DJT was asked if China's celebration of Victory Day with Russia recently in Tianjin had any message for the US. He said he did not see it that way, that US has good relations with China. In this context the Smithsonian Museum exhibit on military history of the US shows a real aspect of the World War II in loss of life- Russia 17 million dead, China 11 million dead, Germany 10 million dead, Poland 5 million dead, Japan 2.5 million dead, US 1 million dead, UK 800,000 dead. Russian and Chinese losses of 28 million dead are 15 times the losses of US and UK combined of 1.8 million dead. With the scale of losses of such magnitude Victory Day celebrations in Tianjin can be seen in the context of this shared history and major losses overcome as much of the world knows with US help. A sobering view is that the colonial powers Imperial Japanese Army, French and British policies caused famines in World War II leading to 6-7 million deaths in India, Indonesia and Vietnam which is 4 times the 1.7 million US and UK deaths. Views of China in the Context of the Ukraine War and Russia are very different in US than in France and Europe and are widening in differences in 2025. In the US as in this report in the WSJ China is seen as a trade partner and competitor with certain issues, many of China's university leaders and experts question the prospect of a long term alliance with Russia, and for DJT Russia is a nuclear power with which US seeks good relations and a political settlement of the Ukraine War. In France as shown in the article in Le Monde adjacent to this the European attitudes towards Russia throughout European history since 1700 of regional rivalry between France and Russia, Germany and Russia since 1900, Britain and Russia since 1700. FDR led the alliance with Russia against the Nazis and Imperial Japanese in the 1930's and 1940's. Herbert Hoover led the effort to bring relief supplies and aid to Russian in the period of the Civil War after the Bolshevik Revolution in 1917. With China America kept the government in China functioning as it retreated from the invasion by the Imperial Japanese Army in the 1930's and 1940's and the only hope with Gen. Joe Stilwell in China alongside Chinese leaders. ...

The effort by a community bank, Talmer Bank, to fill in for the lack of mortgage lending for certain neighborhoods in Detroit with abandoned or ransacked homes. Talmer Bank provides $25,000 loans so that these homes can be repaired and restored. Another agency helping in this work of renewal of these neighborhoods is the Detroit Land Bank Authority which auctions abandoned homes with bids starting at $1000. That agency was started in 2007 and is now making fresh efforts under Mayor Mike Duggan. This agency had in 2015 about 22,351 residential structures and 54,660 vacant lots in its inventory, one fifth of the land in the city. Between 1900-1950 Detroit's population grew to 1.85 million. Then by 2010 as the auto industry hit a downturn and residents departed from a declining city the population declined to 700,000. Other approaches taken by DLBA are to fix up abandoned homes and sell these properties sometimes at a loss, and to demolish homes that cannot be restored to raise property values in the neighborhood. Even here with scarce resources the DLBA has to pick and choose which neighborhoods have the best chance of recovery to invest resources....

A U.S. drone strike kills Tehreek-e Taliban Pakistan leader Hakimullah Mehsud in the North Waziristan tribal area near the Afghan border on Nov. 2, 2013. It also takes out several of his closest aides. This follows the arrest in Afghanistan of his deputy chief, Latif Mehsud leaving a power vacuum in the TTP. The government of Nawaz Sharif in Pakistan opposes drone strikes publicly because of the unpopularity of the strikes in Pakistan. Yet this week Pakistan interior minister speaking in parliament disclosed that only about 67 civilians had died in drone strikes that killed 2160 militants. Because Mehsud was an extremely violent leader in the TTP and remained a threat to the government and army in Pakistan, this may be seen inside the government and army with relief so that a new chapter can be turned for Pakistan that focuses on development efforts, something that Pakistan prime minister Nawas Sharif was elected to accomplish in his term in office. This may also be a positive step for a peaceful transition in the region following U.S. withdrawal, and for peace talks mediated by Britain's prime minister Cameron between Pakistan and Afghanistan....

The sequester is the name used for the irrational automatic U.S. government spending cuts of $85 billion that begin March 1, 2013. A lot has been said about whether the sequester originated with the Republicans or President Obama and his advisors. Here veteran reporter Bob Woodward, associate editor of the Washington Post, says the idea of the sequester originated with Jack Lew, White House chief of staff and budget director during the negotiations, and Rob Nabors, chief of congressional relations at the White House. It was first proposed by Lew to Senate Majority Leader Reid at 2.30 pm on July 27, 2011, after being approved by President Obama, according to two senior White House aides who were directly involved. Why is this important? Because President Obama said in the third presidential debate, Oct. 22, 2012, that the sequester was not something he proposed, but something proposed by Congress. Jack Lew stated during the campaign in Florida, that this was rooted in Republican Congressional insistence. Woodward says Republicans also had situations of improper behaviour. The significance of this is that it eroded the little trust that remained between the Republicans and Democrats as they negotiated budget issues....

While the rest of the industry was busy building large vehicles and trucks and SUV's Honda invested 16 million dollars and its time in developing a hydrogen cell capable of powering a car to get 60 miles per hour acceleration in 9 seconds, and speeds upto 100 miles per hour, cut the size of the fuel cell to 150 punds and the size of a box shaped desktop PC, and giving the fuel cell 280 miles on one fillup, almost similar to a gasoline car. What is different is the cleanness, no polluting exhaust and 74 miles per gallon. Only 200 will be built initially, but a production line and mass production is the goal Honda is working on. Already the fuel cells are built on a production line resembling a semiconducor factory, and Honda aims to bring the cost of production down to $100,000 in 10 years or sooner. The nice thing about hydrogen fuel cell cars is that there are no byproducts generated except water and heat. It works by the fuel cell combining hydrogen with oxygen from ordinary air to make electricity....

With Labour leading in polls Mr. Johnson faces a no confidence motion in parliament after 53 Tory members called for the motion. No elections are planned before Jan 2025. There are no choices for the Tories other than Mr. Johnson who could hold his broad coalition of working class districts in the north of England and affluent districts in London. Mr. Johnson has also taken England through the pandemic, vaccination drive, and pandemic aid programs to help the UK recover, which he reminded Tory members of parliament.  The partygate scandal refers to parties that Mr. Johnson says never happened but took place during the worst part of the pandemic which have created an impression of callous behaviour and disregard of rules. The Conservatives face another problem in that the US and the EU including countries such as Denmark, Germany and France are moving in a direction that favors leaders who are promoting a revival of manufacturing locally, creating local jobs instead of job shifting overseas, increasing minimum wage, and promoting interests of workers and families. Labor had lost credibility during the Blair years similar to SPD losing credibility during the Schroder years, France's Socialists losing credibility under Hollande, and the Democrats under Clinton-Obama, and a general loss of credibility of socialist leaders who failed to work for the interests of workers and families. Biden, Scholz, the German Greens under Habeck, and French under Melenchon are changing this today wtih a new and genuine commitment of respect for the dignity of workers and families, and women. There may be a sense of unease among Tories about how long the working class districts in the north of England will vote Tory when no investments are being made to fulfill the promises Boris Johnson has made. Yet Tories have no alternate leader and may be stumbling their way into the remaining part of their period in office as Britons look for a new future where the massive investments needed in manufacturing locally and in infrastructure take place to benefit workers and families. ...

For the first time Ukrainian faces doing great work in wartime, staying calm in unbelievable stress, as part of Ukraine Rail, can now be seen. The amazing work done by Ukrainian Railways for helping get refugees to Poland from cities like Kharkiv and Kviv hard hit by shelling, is shown in this Guardian picture essay. On the return trip the trains bring back humanitarian aid from Poland sent by the US and European Union countries. The Ukrainian Railways has 230,000 workers and all of them have remained in the country to operate the trains and train stations in this war and refugee crisis. Many of the trains operate in darkness into stations that are dimly lit. "The soul is torn and the heart aches, as a train driver I see what is going on," says Chumak, 43, the train driver for the Kviv to Lviv trains for evacuation of women, children and other refugees. At the peak 200,000 people were travelling every day going west to Lviv, trains were free of charge for everyone with women and children having priority. In the first 2 weeks of the war 2 million passengers were taken to safety. Shown here also is the train driver Yaroshenko, 36, for Train No. 82  the Uzhorod to Kviv train going to the Slovakian border. During the journey the train lights are turned off near Kviv or anywhere that is dangerous, as he says who knows who might be lurking nearby. He sees himself as part of the Ukrainian war effort. Tetjana, 36, and her daughter Sofia, 5, are shown on a train to Przemysyl in Poland. She worked as a train conductor on evacuation trains till she decided to take the refugee train herself for the sake of her daughter. If tracks are damaged, they are quickly repaired. Territorial defense units protect the key places and bridges so that the risk is reduced, though shrapnel from missile attacks elsewhere can damage windows of trains.   ...

Some of the most vulnerable populations in the world during coronavirus are in India, Pakistan, Bangladesh and the surrounding regions, in Mexico, Argentina and Brazil, and in African countries. This report looks at the increase in poverty in Pakistan and increasing food insecurity with food prices increasing. Government priorities are a concern says this report. Malnutrition is increasing with estimates ranging and some as high as 40% of children. A PTI official of the government is cited here as saying that it could be as high as 50% of children suffering from malnutrition. One of the problems for food insecurity in the Indian region going back to the famines during the British rule in Bengal and the famines in Bihar during Congress rule after independence is that supplies are lacking of foodgrains or that the incomes have fallen so drastically that people could not afford to buy food. Governments stepped in after independence to provide foodgrains at subsidized prices. These programs need to be pushed to the forefront and and international assistance needs to be sought. Planning minister Asad Umar points out in this report in DW.com that millions of Pakistanis are falling below the poverty line increasing food insecurity at a critical time. He gives estimate that one out of four Pakistanis have had their diets reduced. There is every reason to support efforts for cross border supply of foodgrains between India and Pakistan as humanitarian approach in the coronavirus crisis even as differences exist over border regions- as such differences exist all over the world over borders but humanitarian approach has benefitted the entire region during the Bihar famines after independence with aid from the U.S. Johnson administration. At that time in 1966-67 the seriousness of the situation in Bihar was only gradually and reluctantly accepted by the institutions, officials and governments around the world, says Cambridge University Press looking back on that crisis. And it is to the great credit of the Johnson administration that it launched the subsequent efforts for the Green Revolution and foodgrain production involving Norman Borlaug and the Indian government. Something of this type needs to be launched again across the region.   ...

A ban on TikTok in 270 days is plausible, with credit going to Republican senators in Congress, as they insisted on it being incuded in the Ukraine aid bill package. Not only because of security and democratic process concerns- then one asks why what other real even larger concerns?  A ban on TikTok by restricting its use that does not affect education is already in place in China, yet such a ban is easier implemented in state power centralized government for the benefit of China's young generation and not in the US system of government. Excessive time spent on social media apps in the US including TikTok as the largest are a serious problem in America today -for young people's educational activity such as reading, studies, and for mental health. Taking a large part of the young generation in a direction that is not beneficial for the US, for democratic process to function with young people taking time to be better informed and for the health of the younger generation.  People assume that TikTok audiences will shift to other social media apps such as Facebook, but a large part of the TikTok population may engage in other activities that promote health as the consciousness for food and its preparation increases, for the value of exercise, engagement in sports and viewing sports or music, engagement in Nature and hobbies, and in time spent on travel, all happening as the Nation shifts its attention and consciousness after these troubled decades from financial crisis of 2009 to the pandemic, a period of dismal failure to deliver public services with funding diverted and misallocation in capital markets collapsing or near collapsing infrastructure around us sapping the Nation's spirit and its energies.  A new spirit is emerging in the Nation and a shift in the attention of the younger generation as it feels the fatigue that is now felt for music idols such as Taylor Swift is entirely plausible so that TikTok would have risen and faded away both in the US, India, and even in China as it shifts its attention in a different world. ...

At the heart of this reconciliation is Afghanistan and president Trump's conviction that Pakistan can get the U.S. out of Afghanistan. Trump stated this- "I think Pakistan is going to help us out, to extricate ourselves. Pakistan is going to make a difference." The idea is that Pakistan can persuade the militants, the Taliban, into a face saving settlement that will allow American troops to come home. Mr. Khan in turn stated that Pakistan had given up its policy of using Afghanistan to give it "strategic depth" against India. The army would not go behind the back of the civilian government to conduct a policy of its own. Mr. Pompeo and Mr. Trump are impatient to get this done. The deadline of Mr. Pompeo is September 1 and talks continue between the Taliban and representatives from Afghanistan. The U.S. effort is handled by Zalmay Khalizad. How Afghanistan is governed in the future is not determined and Pakistan has a key role to play in making a sensible solution take place if it decides that something new has to be tried.  In the past U.S. governments from both parties lacked the ability to take a good hard look at the facts the origin and evolution of this dispute.
