In India urban infrastructure was delayed by never ending delays and leakages of funds. Across a range of projects from Metro urban transport to rail, bridges and road, infrastructure was slow and wobbly in India for most of the decades since 1947. The Smart Cities Mission is being financed with an investment planned of Rupees 2 trillion or over $200 billion to change the urban landscape with people centred priorities. As Puri writes silently, non performers are being weeded out, loopholes plugged, targets set, in scrutiny and monitoring of projects all the way to the prime minister in a way that has never happened before. The Japanese government is trying to work with universities and companies to speed up the vaccination drive. The government provides the Moderna vaccines and the companies and universities provide the facilities and the medical staff.

The Tokyo Olympics open shortly. This makes it critical to get the elderly population vaccinated. Government released data June 8 shows just 3% of elderly over 65 years are fully vaccinated or 1 million people, and only 8.4 million people or 24% have 1 dose. Since then the vaccination drive has stepped up and about 18 million of the elderly have been vaccinated with one dose or 51% of the elderly population, and about 17% have been vaccinated fully by June 26.

Researchers at Kyoto University and Hokkaido University present their analysis at the advisory panel to the Health Ministry in Japan on the Delta variant on June 23. The research by Prof. Hiroshi and Prof. Kimihito shows the Delta variant from India is 1.95 times more transmissible than the original virus.

The group of researchers examined PCR tests from Japan and an international database for their analysis. Based on data from Japan the researchers looked at the Delta variant is projected to account for more than half of new cases in Japan by July 12. By the time the Tokyo Olympics open on July 23 this variant is projected to account for 69% of new cases.  The researchers say the recent lifting of the emergency restrictions in Tokyo and other cities as well as the high transmissibility of the new variant is likely to increase risks from infections in future.

An initial deposit to rebuild the broken American water, transportation and other infrastructure, including building broadband, is agreed to by a group of Republican senators with president Biden. Democrats including president Biden and Senator Bernie Sanders see this as part of a bigger effort to rebuild the nation's infrastructure after decades of neglect. Senator Susan Collins, Republican of Maine, says three essentials were covered- the cost, the scope and how to pay for it. 

Simultaneously the Senate will move forward with a larger bill. Not in this $1 trillion package are Mr. Biden's original $2.3 billion infrastructure package with hundreds of billions in funding for home care, housing and workforce development, and a separate $1.8 trillion plan for childcare and education. A process called reconciliation will be adopted in the Senate for these broader parts of the Biden plan to be passed.

The head of the European Centres for Disease Control ECDC, Dr. Andrea Ammon, says the Delta variant of the coronavirus will make up 70% of all cases in Europe by early August, and 90% of all cases by the end of August. ECD modeling shows that there is a risk of another wave like the one after last summer in Europe. The Delta variant is much more infectious than the UK Alpha variant and the UK variant much more infectious than the original variant. A 50% reduction in non-pharmaceutical interventions such as allowing the staging of events would lead to an increase in infection in all age groups. Latest ECDC data show 34% of people in Europe fully vaccinated and 57% with one dose. One dose offers much less protection. Younger individuals have a lower vaccination rate and are vulnerable. Also vulnerable are the older people not vaccinated yet. About 40% of people over 60 are not yet vaccinated, and 30% of people over 80 years are not yet vaccinated in the European Union. As in the US vaccination varies by region within the EU. All these vulnerable groups can be affected in another wave of the coronavirus similar to after last summer when restrictions were removed. Dr. Ammon is a former advisor to the German government. She says it is important for young people who are not vaccinated to continue to follow the strict social distancing precautions.  This is not happening today as governments are relaxing mask mandates in Britain, France and Spain. Soccer games are coming back to fan filled stadiums increasing the risk. Tourist spots in Portugal and Greece are now looking similar to the vacation spots in Croatia that increased infections in Europe after summer 2020. ...

Wed feel our inseparable cultural and economic ties to Europe." "We simply cannot afford to carry around the burden of previous misunderstandings, hurts, conflicts and mistakes. A burden that prevents us from solving current problems. We are convinced that we all have to admit and correct these mistakes. Our common and undisputed goal is to ensure the security of the continent without dividing lines. And to create a unified space for equal cooperation and collective development in the interests of the prosperity of Europe and of the whole world." President Biden was right to think anew and act anew in Geneva, and to "disenthrall ourselves" from old ways of thinking, and for rising to the occasion.
