Russian companies are pushing to be greener. Russia emitted 11.3 tons of carbon dioxide per capita in 2017, compared to 7 tons for the European Union, according to Oxford University. An EU plan that could come into effect in 2023 could affect 40% of Russian exports because of emissions, costing $5 billion, according to the Russian central bank. Hardeep Puri writes in the Indian Express that one of the biggest problems in development in India was that government programs for development just kept getting delayed, and there were leakages of funds that could never be tracked. It is the sign of a developing country that it remain perpetually a developing country when it does not find a way to overcome this situation. Most of Asia, Japan, South Korea, China has found a way out, and it is a sign of character in a country and its administration that real implementation takes place to transform a developing country into a modern country organizing and combining the inputs of land, capital, technology and human resources. Just one example is the Pradhan Mantri Awas Yojana to build housing in India's cities to promote quality of living. In the last 7 years Puri writes in the Indian Express that 11.2 million houses were sanctioned, 4.9 million built and the rest to be built by March 2022. Compared to 1.2 million in the prior 10 years. To do this investment jumped by about 10 times. In the US infrastructure was neglected in the last 2 decades. In India urban infrastructure was delayed by never ending delays and leakages of funds. Across a range of projects from Metro urban transport to rail, bridges and road, infrastructure was slow and wobbly in India for most of the decades since 1947. The Smart Cities Mission is being financed with an investment planned of Rupees 2 trillion or over $200 billion to change the urban landscape with people centred priorities. As Puri writes silently, non performers are being weeded out, loopholes plugged, targets set, in scrutiny and monitoring of projects all the way to the prime minister in a way that has never happened before. There is relentless focus on monitoring the missions, problems to overcome, targets and dates of completion. Bringing to life a new national character and spirit for India during the pandemic. ...

Researchers at Kyoto University and Hokkaido University present their analysis at the advisory panel to the Health Ministry in Japan on the Delta variant on June 23. The research by Prof. Hiroshi and Prof. Kimihito shows the Delta variant from India is 1.95 times more transmissible than the original virus.

The group of researchers examined PCR tests from Japan and an international database for their analysis. Based on data from Japan the researchers looked at the Delta variant is projected to account for more than half of new cases in Japan by July 12. By the time the Tokyo Olympics open on July 23 this variant is projected to account for 69% of new cases.  The researchers say the recent lifting of the emergency restrictions in Tokyo and other cities as well as the high transmissibility of the new variant is likely to increase risks from infections in future.

An initial deposit to rebuild the broken American water, transportation and other infrastructure, including building broadband, is agreed to by a group of Republican senators with president Biden. Democrats including president Biden and Senator Bernie Sanders see this as part of a bigger effort to rebuild the nation's infrastructure after decades of neglect. Senator Susan Collins, Republican of Maine, says three essentials were covered- the cost, the scope and how to pay for it.

Simultaneously the Senate will move forward with a larger bill. Not in this $1 trillion package are Mr. Biden's original $2.3 billion infrastructure package with hundreds of billions in funding for home care, housing and workforce development, and a separate $1.8 trillion plan for childcare and education. A process called reconciliation will be adopted in the Senate for these broader parts of the Biden plan to be passed.

The head of the European Centres for Disease Control ECDC, Dr. Andrea Ammon, says the Delta variant of the coronavirus will make up 70% of all cases in Europe by early August, and 90% of all cases by the end of August. ECD modeling shows that there is a risk of another wave like the one after last summer in Europe. The Delta variant is much more infectious than the UK Alpha variant and the UK variant much more infectious than the original variant. A 50% reduction in non-pharmaceutical interventions such as allowing the staging of events would lead to an increase in infection in all age groups. Latest ECDC data show 34% of people in Europe fully vaccinated and 57% with one dose. One dose offers much less protection. Younger individuals have a lower vaccination rate and are vulnerable. Also vulnerable are the older people not vaccinated yet. About 40% of people over 60 are not yet vaccinated, and 30% of people over 80 years are not yet vaccinated in the European Union. As in the US vaccination varies by region within the EU. All these vulnerable groups can be affected in another wave of the coronavirus similar to after last summer when restrictions were removed. Dr. Ammon is a former advisor to the German government. She says it is important for young people who are not vaccinated to continue to follow the strict social distancing precautions.  This is not happening today as governments are relaxing mask mandates in Britain, France and Spain. Soccer games are coming back to fan filled stadiums increasing the risk. Tourist spots in Portugal and Greece are now looking similar to the vacation spots in Croatia that increased infections in Europe after summer 2020. ...
