The full text of the letter is given here. In this letter the U.S. sets out some important facts about events that happened during the coronavirus crisis during the crucial 4 month period from December 2019 to March 2020. Every week lost in this time due to reasons of a lack of transparency, openness meant hundreds of thousands of people more infected and tens of thousands of deaths worldwide. There are questions of transparency, of openness and this raises questions about the manner in which the World Health Assembly operates with hundreds of small countries in Africa and Asia having votes equal to that of the U.S., India, Brazil, Mexico with votes taken of over 200 countries. The entire election process can now be seen as questionable, when over a billion people in one country alone such as India or hundreds of millions in Brazil and Mexico would have to bear the consequences of poor decisions made by small countries that can be swayed in one direction or another based on political bias and other considerations that have nothing to do with global health.  At the conclusion of the letter by the U.S. to the current WHO shaped by a controversial election in 2017 the following is stated about the standards set by Gro Harlem Brundtland and which helped the world prevent the SARS crisis which originated in China in 2003 from spreading to the large countries of the world India, Brazil, Mexico, and other such countries in Asia and Africa, Latin America, and the U.S. European Union. "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." Even this does not come to grips with the flawed way in which the election of WHO head is done. It can no longer be relied on when there is the danger that lack of transparency can emerge in the WHO leadership itself because of a flawed process. It risks endangering the lives and livelihoods of hundreds of millions in countries such as India, Brazil, Mexico, as well as in the relatively small countries of Africa and Latin America where even basic water supplies are at risk but which could tilt elections at the World Health Assembly. Consider that a cyclone just hit the Indian state of West Bengal and Bangladesh on May 20 just as the coronavirus pandemic is spreading. That this region of 1.5 billion people had just 2 votes out of over 200 cast at the World Health Assembly in 2017 shocking. And even these votes cast based on old geopolitical considerations not how good the candidate is, and how good the country he is coming from is in terms of its record  on public health. The irony here is that private foundations in the advanced countries in the U.S. and Europe some of whom are major donors to WHO did not think that more experienced candidates in their own countries with a better record of public health such as in France or Germany are better qualified, in a flawed NGO support mentality left from the Clinton years. Basically the people in these large countries such as India, Brazil, Mexico were disenfranchised, when the austerity policies were consuming the European Union, and the U.S. had just elected a new administration itself groping for ways to reverse years of neglect of public services and infrastructure priorities. They would trust good leaders no matter where they come from, who have a record of transparency, leadership, and all the values we cherish together no matter where we come from. ...

When I left Gujarat to become PM the size of Gujarat's economy had become $133 billion. When I became PM the size of India's economy was $2 trillion, and at the end of 2023-2024 the size of India's GDP will be more than $3.75 trillion. It is this track record of 23 years that shows a $5 trillion economy is a realistic target." Further "when I talk of Modi's guarantees, I bind myself to it. It propels me to work harder. From the National Archives of America here is the letter Mohandas Gandhi wrote to president Franklin Roosevelt calling for American help on July 1, 1942, one month before the launch of the Quit India Movement. With Roosevelt's reply to Gandhi on August 1, 1942, offering his fullest support as stated in his foreign minister Cordell Hull's bold vision of a community of free nations such as India and the idea of the United Nations in Hull's speech made on July 23, 1942. Hull responds to Gandhi' call with the full support of Roosevelt.  Mohandas Gandhi writes to Roosevelt that- "I hold that the full acceptance of my proposal and that alone can put the allied case on an unassailable basis. I venture to think that the Allied declaration that the Allies are fighting to make the world safe for freedom of the individual and for democracy sounds hollow as long as India, and for that matter Africa, are exploited by Great Britain, and America has the negro problem in her own home. In order to make my proposal fool proof I have suggested that if the Allies think it necessary, they may keep their troops, at their own expense, in India, not for keeping internal order but for preventing Japanese aggression and defending China. As fas as India is concerned we must become free even as America and Great Britain are. The Allied troops will remain in India during the war under treaty with the Free India government that may be formed by the people of India without any outside interference, direct or indirect." Gandhi wrote with his proposal to Roosevelt - "It is on behalf of this proposal that I write this to enlist your active sympathy." Roosevelt wrote in his letter that-  "I am sure you will agree that the United States has consistently striven for an supported policies of fair dealing, of fair play, and of all related principles looking towards the creation of harmonious relations between nations... I am enclosing a copy of an address of July 23 by the Secretary of State, made with my complete approval, which illustrates the attitude of this government." Cordell Hull stated in his speech "What we are Fighting For, July 23, 1942, that- "In this vast struggle we, Americans, stand united with those, who like ourselves, are fighting for the preservation of their freedom, with those who are fighting to regain the freedom of which they have been brutally deprived, with those who are fighting for the opportunity to achieve freedom. We have always believed, and we believe today, that all peoples, without distinction of race, color, or religion, who are prepared and willing to accept the responsibilities of liberty, are entitled to its enjoyment. We have always sought and we seek today, to encourage and aid all who aspire to freedom to establish their right to it by preparing to assume its obligations. We have striven to meet squarely our own responsibility in this respect-in Cuba, in the Philippines, and wherever else it has devolved upon us. It has been our purpose in the past, and will remain our purpose in the future- to use the full measure of our influence to support attainment of freedom by all peoples, who by their acts, show themselves worthy of it and ready for it."   ...

The Archbishop of Canterbury visits the scene of the Jallianwala Bagh massacre in Amritsar. The action was taken by General Dyer in 1919 and aroused great deal of Indian sentiment against the British rule in India leading to the Independence movement under Gandhi. Dyer's troops blocked the narrow entrance to the garden and fired 1650 rounds into an unarmed crowd blocking all 5 exits. More than 1000 people were seriously wounded. A curfew prevented any help going to the injured.

In the centenary year of the Jallianwala Bagh massacre the Archbishop of Canterbury said " I recognize the sins of my British colonial history, ideology that too often subjugated and dehumanized other races and cultures." Theresa May, prime minister of Britain made a statement in parliament in April 2019. The Queen voiced these sentiments in 1997.

New cases per day in U.S. drop to 35,000 and in India to 55,000 for August 17, 2020. India increased testing to 900,000 per day. Most of these tests are RtP PCR tests with some antigen tests. ICMR's goal is to reach 1 million tests per day. The positivity rate has dropped to 8.62% with the increased testing. There are about 1400 labs in India doing testing.

EV makers in US offer about $5000 in discounts to replace $7500 lost in government EV tax credits. The hurdle for electric vehicles is the lack of charging infrastructure and the cost of home chargers, in addition to the limited range in miles. The big jump in inflation centered not just on groceries in 2019-2024, there was a 34% increase in the cost of new cars and 50% increase for used cars, and a jump in maintenance costs. Reducing affordability for young people and making car ownership costlier. This turned into a cost of living crisis with groceries up 31%, that affected people's enthusiasm for climate change action when China was building one coal plant a week (adding 95 GW in 2024)- underlying the need to provide immediate relief to American working families and elderly through tax cuts, benefits and shifting tax dollars from climate change action to working families in the next 4 years. This is the approach taken under the DJT One Big Beautiful Act of 2025. Basically what the DJT side of the story is on emissions- US has only 12% of global greenhouse gas emissions, cut this by half to 6% and assuming the EU which has 6% of gas emissions also cuts by half to 3%, the saving just 9%  while the 82% of emitters China, India, Russia and Brazil etc not making the cuts needed the impact on climate change is not significant. If China and India want relief US working families also need relief.  ...

What a change DJT's first 100 Days and actions on immigration and tariffs , Ukraine and Russia, have made in China's and World relations in Asia, and in Europe - all for the better, significantly better relations worldwide.  China has worked out a peace settlement in Ladakh frontier with India. It has come together in Tokyo with Japanese prime minister Ishiba and China's Foreign Minister Wang Yi holding hands, and South Korea joining, all three nations vowing to remember history and work together. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...

Apple plans production of 20 million iphones in India at the Chennai plant by 2024 and having 100,000 workers. The head of Foxconn met pm Modi this week in New Delhi. This year 2025 is the 75th year since the invasion of Tibet by Communist China under Mao in 1950, and the 66th year since the uprising in Lhasa in 1959. The new book by Tibet Dalai Lama will be out in March 2025- Voice for the Voiceless: Over Seven Decades of Struggle With China for My Land and My People.  The Dalai Lama calls for preserving Tibet's Buddhist civilization and culture within China. Bringing China's borders to the borders of India was a serious mistake as the mountains of Tibet and Nepal acted as a buffer zone between China and India. The invasion was a result of seeing India as India under a colonial power the British and independent India still run in 1950 under a system modeled on Britain- what Mao fought against since the 1920's.  In 2025 India has emerged as distinctly Indian and China has emerged from the 1950's communist state into a market economy state. The old colonial period systems no longer exist and only a reversion to the old Buddhist periods since the 5th century in terms of borders makes sense. The Tibet invasion after millenium in which Tibet had relations with Nepal, China and India has created other issues in this region. In the centuries before the colonial powers entered Asia in the 15th century, the Portuguese, Dutch and the British, there was contact, commerce and other relations between India, Nepal, Tibet and China. The earliest contacts were with Bodhidharma prince from from India going to China through these Tibetan mountains to convert China to Buddhism in about the 6th century AD. China reverting to its Buddhist culture is a serious possibility because it is so intertwined with a sense of being Chinese and the culture of China. And with this the borders of times past.   ...

When the BBC talks about "fish" in a novel way as identity it fails to look at the important issues of unemployment, failures in industrialization and modernization, failures in infrastructure building, entrenched corruption that are the main issues in the West Bengal election in 2026, as they were in the elections earlier in Bihar and Orissa states of northeastern India.That the BBC is silent or says nothing about the massive amount of poor quality and unstable unemployment in West Bengal where youth are leaving the state to find employment in the western states of Gujarat, Maharashtra and other states. BBC is silent about the "cut culture" which means a percentage of every financial transaction goes from the public or business to corrupt politicians in government and their associates, destroying any chance of economic progress. BBC along with other media say little about the lack of business investment in the state, and an environment that is not investment friendly, which means industrialization and modernization is falling behind in West Bengal, Bihar, Orissa region with a population of close to 300 million people, about half the size of the European Union, located in northeastern India.In this attitude by the media including the BBC in the US and European Union one finds a feeling that is similar to that shown during the evolution of China into a modern state from the conditions of the 1930 with Japanese occupation, corrupt leadership and roadblocks to modernization and industrialization that mattered little to the world outside China and India. ...

The current account deficit was brought down to 1.7% in the last fiscal year from 4.7% for the prior year, by curbing imports of gold and reducing imports of manufactured goods. The US sees no contradiction to India looking for bargain priced oil from Russia to meet the growing needs of its economy and is actually furthering the goals of the G-7 by lowering the price Russia gets for its oil. It helps the economy of 1.2 billion people that like the rest of the world has struggled to fight the pandemic and has incurred the kind of heath costs that even China is now struggling to pay for. President Biden clearly understands and supports this. Democracies an only succeed if they fulfill the aspirations of their people. On this point Biden made clear in his State of the Union that he will generate what it takes from large corporations that paid no tax, to invest in America. Rather than fuel the profits of large oil companies India has increasingly chosen to use Russian discounted oil to invest in India. The Biden and Modi policies are identical generate savings and invest big time in trillions of dollars over the next few years to put democracies ahead in meeting rising aspirations that have been unfulfilled for far too long, which is where the real battles are being fought and will be won, and rightly so. US Assistant Secretary of State for Energy Resources, Geoffrey Pyatt,  said during a visit to New Delhi on Feb. 16-17- "Our experts now assess that India right now is enjoying a discount of about USD 15 a barrel in the price that it is paying for its imports of Russian crude. So by acting in its own interest, by driving a hard bargain to get the lowest price possible, India is furthering the policy of our G7 coalition, our G7 plus partners in seeking to reduce Russian revenues."  Looking at the bigger picture the problem was created by Germany under Merkel who built Germany's over dependency on Russian oil to power a cheap fuel economy it thought was in Germany's interest. This is now being reversed by the hard work of Mr. Habeck of the Green party in the coalition government of Scholz in securing alternative supplies in record time for the EU to avoid a recession. In this sense the perception created early of India which has suffered itself from invasions in 1962 and incursions in the Himalayas more recently, it is not a problem India can solve by becoming energy short at a time when it has invested so much in fighting the pandemic. A similar problem was created by Republican and Democratic administrations of the past that concentrated the supply chain in one country. India lost much investment in the last 8 years as a result of the policies of Merkel's Germany and past Republican Democratic administrations in concentrating the supply chain in one country. ...

Three women who ranked in the top three of the IAS exams in India. The IAS provides the people who run the Civil Service in India and fill most senior government positions throughout India. Shruti Sharma, 26 years, is from Delhi, and studied History at St Stephens College and JNU. Her family is from Bijnore, Uttar Pradesh. Ankita Agrawal, 25 years, is from a business family in Kolkata. She has a Bachelors in Economics from St Stephens, and studied political science, international relations. Gamini Singla, 23 years, is from Punjab's Sangrur, and has AB Tech from Punjab Engineering College in Chandigarh. She chose Sociology as optional subject. 

All three want to contribute to education, women's empowerment and to society. All three did not pass on the first attempt. They did mostly self-study and used newspapers to follow current affairs.

In a first Vietjet Air will connect Hyderabad, India to Da Nang, Hanoi and Ho Chi Minh City in Vietnam by November 2022. Direct flights will also be set up from Ahmedabad and Bengaluru to Vietnam.

Alex Frangos and Sudeep Jain's interview with Duvvuri Subbarao, the governor of the Reserve Bank of India, India's central bank. India's economy is slowing with higher inflation, higher interest rates, inability of the government to make firm decisions on foreign investment, a declining currency, and a growing deficit. Subbarao has come under criticism for keeping interest rates low for too long after the 2008 financial crisis, and then as higher inflation persisted making a number of interest rate increases in 2011, which reduced the credit flows in the Indian economy. Subbarao's defense of his policy of not acting earlier on interest rates and then raising interest rates repeatedly, is that the economy need stimulus in the years after the global financial crisis. He says the inflation in the early stages was a result of a supply shock in food prices and would not have responded to interest rate adjustments. Inflation declined from 9.1% in November 2011 to 7.5% in December. Subbarao says the interest rate increases are over and he is looking for the right time to increase credit flows in the economy. His remaining concerns are with the fiscal deficit, and he called on the finance minister to map out what he plans to do for the fiscal deficit. He expects the deficit for the current fiscal year to increase from 4.6% to 5.5%, as the cost of fuel subisides rises and tax receipts decline. He calls for the removal of subsidies on liquified natural gas and electricity, but concedes that this will be difficult in an election year. Looking back Subbarao sense is that the central bank's policy actions were well calibrated....

Kamala Harris returns to Zambia after a visit to that country to meet her grandfather Gopalan almost 50 years earlier. At that time Gopalan, from the Indian Civil Service, was given as as an advisor to Zambian president Kenneth Kuanda, helping organize the settling refugees from Southern Rhodesia. This was the period of apartheid South Africa and Rhodesia (now Zimbabwe). Kamala as a young girl learned about democracy and political participation from these visits to both Zambia and India. During this visit Kamala Harris visits Zambia, Tanzania, and Ghana, parts of British West and East Africa. Not only is this visit a way to revive relations with these countries, it also marks the end of a period after the Cold War ended in 1990, when the US did not engage with Africa and South East Asia in the way it had done during the Cold War when democratic institutions modeled on the British parliamentary system competed with Soviet Bloc Marxist systems.

The ruling party LDP's defense committee has decided Japan needs to strike North Korean missiles on the ground. There is a growing consensus on this. Another consensus is developing over the issue of protecting the Senkaku islands adminstered by Japan and claimed by China. 

Earlier in 2020 T12 missiles with 100 kilometres range were deployed on Miyako island between Kyushu and Taiwan. Now these missiles range will be increased to 300 kilometres to reach the Senkaku islands. China has sent patrol planes and ships near the Senkaku islands. Other cruise missile range is planned for 1000 kilometres as Japan Self Defense Forces expand their capabilities to take on more of the responsibility for defending the Japanese islands. In alliance with India and Australia this capability is being expanded to the entire Indian Ocean region to counter an expansionist China.

Experts say solar energy costs are going down by 30-40% every time the deployment of solar energy doubles in a country. The Modi administration plans to triple solar energy production in the next 5 years. This investment in solar energy should drive down costs from the $35 per megawatt hour in 2020. Experts say that costs are going down at a rate that was never expected.  For India the courage in making these investments in solar energy since 2010 and accelerated in 2016, are path breaking. This could be a world changing event for India as cost of energy can bring up living standards throughout the country. Gone will be the days when children lacked electric bulb light to read and study in villages in India. It also shows the need to heed Vivekananda's words: "This I have seen in my life- he who is overcautious  about himself falls into dangers at every step; he who is afraid of losing honor and respect, gets only disgrace; he who is always afraid of loss always loses." The western pharmaceutical companies see the potential for a big increase in sales in developing countries with better pricing to reach a larger number of people. Earlier this year Glaxo said it planned to reduce prices to two thirds of the levels in western countries, and charge 25% of prices in western nations to people in the 50 poorest countries. As a result Glaxo now forecasts a 10% increase in sales in 2010 in the Asia-Pacific area, after a 9% increase in 2009. The overall impact on public health will however be limited as even with this price reduction these medicines will benefit a fraction of the people. Today the combined pharmaceutical sales in Asia, Africa and Australia are $90.8 billon. According to IMS seventeen economies including China, India, Russia and Brazil will see pharma spending grow by $90 billion in a five year period 2009-2014. Of this China's demand will grow by $40 billion in this IMS Report on "phamemerging" economies. The upshot: phamemerging will account for 20% of global sales by 2013, up from 16% in 2008....

Prakash and Ghosh in the Hindusthan Times remind readers that even though India has ambitious plans for renewable energy much remains to be done in shifting to clean coal technologies. An estimated 80% of India's coal plants use obsolete technologies, making this an obvious area for improvement. India plans to make solar the source of 100GW of 175GW it plans to generate in renewable energy by 2022. Yet it must not be forgotten that coal is a dominant source for the foreseeable future and shifting to clean coal technologies is an area that should get top priority from the government. Today India is the third largest in terms of carbon emissions after the U.S and China.
