Fisher and Taub in NYT give a brief history of Venezuelan politics and government since the 1950's to help readers understand today's economic and political crisis under president Maduro. How did a country with huge oil resources end up with depleted cash reserves to the point of creating shortages of basic goods on supermarket shelves, how did inflation reach over 700%, and how did the economy contract by over 10%, by some estimates close to 20%, in 2016? Venezuela's story is a reminder that populist movements do not hold the answer to political or economic problems, as they create corruption of their own as new groups of people try to perpetuate themselves in power, and new economic problems as they try to win favor with their own support base. Also through economic mismanagement worsened by economic changes such as oil prices or some other adverse development in the global economy. Internal divisions means the capacity of the country to respond is weakened. Brazil has shown the problems of corruption with new political groups and the weakening of government finances. Venezuela is the extreme example of how a lot can go wrong over time after the initial response to a new populist group is positive as it was in Venezuela in 1998, even with advantage of rich natural resources. Change that fragments a country and polarizes a country instead of pulling together the country's human talent around a program that all groups agree to support, is a signal of future problems. The rule of law is an essential component not just of democracy, but of economic development and progress of any country. These are the lessons of Venezuela for today. Economic crises in the eighties led to loss of public confidence in the two main political parties which alternated in power since the founding of democracy in 1958. In 1998 a military officer named Chavez won the election on the platform of returning power to the people and reducing corruption. Chavez reforms initially were popular. Popular protests in 2002 led to the military briefly taking power before returning power back to Chavez. This led to Chavez moving further towards consolidating power leading to a polarization of society. The oil company workers who went on strike were fired replaced by Chavez supporters and oil funds were diverted to popular programs. In the process Chavez isolated Venezuela from the world economy, leading to lack of foreign investment, and Venezuela falling behind other countries in Latin America, even though it had large oil resources. To retain control of the streets this report shows Chavez helped organize the colectivos or local supporters organized as vigilante groups, which has led to further polarization. Corruption in the military and with the colectivos has led to power being fragmented between different groups. The oil companies fund reserves were depleted by corruption depriving Venezuela of an essential cushion as oil prices dropped. Chavez died of health problems with Maduro winning the election in April 2013 by 50.6% of the vote. The parliamentary elections led to the opposition parties winning by a landslide in December 2015. The current problems with daily street protests stems from the economic crisis, with inflation as high as 700% and shortages of basic goods, the economy declining by over 10% in 2016. The uncontrolled printing of money has fueled rampant inflation.The efforts by president Maduro to nullify the powers of Congress in an effort to control the country and override Congress, has worsened the discontent with the government.   ...

Peter Hessler was a teacher in Sichuan province of China before living in Tibet and writing this article for The Atlantic.  It gives some insights into both the thinking of Chinese people and Tibetan people and the changes happening around them. Inevitably changes would have come to Tibet from outside or without China's takeover of Tibet in 1950, would have come in some other form, as it has in neighboring Nepal, Afghanistan, says Hessler, without some of the loss of some of the positive aspects of culture and of Buddhism.  Even in India feudal system of zamindars prevailed in villages into the late British period and the early Nehru period but has gradually disappeared over time, so that change has potential over time to happen, and comes inevitably.  Here he shows- the immigrants from Sichuan province, over 120 million people in the province, and part of a floating population of migrant workers in China, looking for jobs or economic opportunity, and some taking up life at the high Himalayan altitudes for 2-3 years or even 8 year terms. The belief Hessler says among Sichuan immigrants that high altitude was bad for the lungs over long periods and shortened life. The lack of women with a disproportionate number of men making the journey to start a new life in Tibet, the hardships, the enterprising nature of Sichuan immigrants in the shops and retail that Tibetans lacked the enterprising skills to do, the difficulties living with two cultures side by side, the lack of any incentive to learn the local language. The feelings of Tibetan people that they are somehow losing their culture and identity. The sense among immigrants that this is not their first choice of place but somehow would have to do till they go back and find someone to marry during brief trips back home to Sichuan. There is something timeless about this essay, as changes unfold, no one unambiguous trend, a more complex situation.  China's sense that the west has violated its sovereignty under the British and foreign powers in the nineteenth century. The feeling that somehow Tibet is part of this sense of China regaining what it had lost to the foreign powers. Without the realization that Tibet has served as a gift of nature, a given mountainous buffer that helped two Asian civilizations prosper in the Ganges and Yangtse river valleys, thousands of miles apart. And both having the similar experience with the British and foreign powers in the eighteenth and nineteenth century, and both recovering modernizing at the same pace.    The sense China has, says Hessler, that it is about China's sovereignty following a Qing dynasty entry into Lhasa in 1792, even though the Qing saw Tibet as a buffer state running its own affairs separating it from the British Empire on the other side of the Himalayas. Very little contact between China and Tibet for centuries simply because using yaks and mules it would take several months from northern China to Tibet crossing mountain ranges at 15,000 feet. The British saw this as a buffer state in the same way as happened also with the Mughals in the 15th to 18th century, and the Empires between the 11th and 15th century in India.  Because opium was shipped from Bengal under British colonial rule causing great poverty in India against the will of the Indian people, the same sense of violation of sovereignty existed in exactly the same way in the perception of foreign powers in India, so that the notion of violation of one's self respect being shared was serving no useful purpose in this context between China and India.     ...

Juan Carlos I is unique among monarchs in the world in the way he has worked tirelessly to promote Spanish interests overseas, and promote Spain's vibrantly functioning democracy, after the pain and stagnation of the Franco years. He did this in the last three decades as Spain gradually returned to normal political and economic life and joined the European Union. There is a sense of personal responsibility for the past in Spain in the sense of making every effort to learn from the mistakes of the past, that one finds in Germany, and the king shares this feeling. Juan Carlos actively participates in political meetings including the association of Latin American countries and promotes Spanish business in a way that is not seen anywhere else in the world, and not in the British monarchy, the closest comparable monarchy in Europe. McDonalds Russia opens under a new name and logo in Moscow. The chain was bought by a Siberian businessman Alexander Govor, who previously owned a McDonald's franchise in Siberia. The rebranded restaurant will keep the same menu, staff and standards. About 62,000 employees work for McDonald's and the company had local suppliers that employed tens of thousands of people. All of the restaurants will remain open and Mr. Govor plans to increase the number to 1000. This ensures employment for about somewhere in the range of 100,000 people in Russia and maintains a degree of normalcy in life for cities across Russia. McDonald's owned 84% of the restaurants a high number and this made the transfer of ownership easier. McDonald's has an option to buy back the chain in 15 years.  There is some symbolism in this as McDonald's had a line of 30,000 people in Pushkin Square during the first opening in Moscow in 1990 following the collapse of Communism. ...

King Charles 3 day visit to Germany. It is the first state visit by a British monarch in 8 years and the first for Charles. There is a ceremonial welcome at the Brandenburg Gate, a first in Germany. In Hamburg he visits St. Nikolai Church, a ruined church kept in that way as a memory of the Allied bombing of the city in the war. It was designed by an English architect George Gilbert Scott. This is the serious kind of role the king might enjoy says the BBC. It is being compared to Queen Elizabeth's visit to post independence India in 1961 and her visit to post apartheid South Africa in 1995, Ireland in 2011. It brings the message of Britain through Charles showing its connection to Germany and to the European Union at a time when the US and the European Union are coming closer together with the shared values, and the common history, systems of representative democracy founded in Britain.

Italy vs. Brazil in World Cup Soccer 1982 in Barcelona. Memories from that game in which Paolo Rossi of Italy scores a hat trick to knock Brazil out of the World Cup. With the passing away of Rossi this report looks at the legends of the game. Rossi also scored the opening goal in a 3 to 1 win for Italy against Germany in Madrid. 

Amazingly Rossi was seen as coming out in personal redemption after getting a 3 year suspension from the game for a match fixing scandal of 1980.  When it was reduced to 2 years Rossi got the opportunity to redeem himself. The World Cup Soccer was to be held in Spain only a few months after he started playing again. Rossi was declared unfit to play and did not score in the first three pool matches. Then came the Brazil game. Followed by 2 goals in the 2-0 win over Poland in the semi final. And then on to play Germany in the final with the opening goal.

A 108 block sidewalk renovation of a bumpy broken sidewalk in Central Park has to wait for decades for Central Park Conservancy to come forward to fix it in New York City. In today's upside down world of investment where basic infrastructure which one would take for granted is not done while tens of billions are scattered on many wasteful projects by capital markets disinvestment in ease of living in America. NYT looks at this project funded by the city and the Conservancy that will stretch for 6 miles at $600,000 a block. It took about 100 years to do this at New York's infrastructure pace, as this sidewalk was put in place in the 1930's in the early part of the last century. New Yorkers like the people of Mumbai when infrastructure was in such bad shape before today's efforts by the Modi government, have given in to the same despair about the condition of infrastructure in the city, its roads, bridges, sidewalks and other essential infrastructure in a modern economy. ...

Northwest to respond to higher fuel costs by cutting flights 5% and raising fares and fuel surcharge. For flights to Japan the fuel surcharge goes from $140 to $160. Second checked bag is $25 and 3bags checked is $100. Fees for bags over 50 pounds double to $50. Northwest will take 15-20 planes out of service after the summer travel season. And international flights will go up. For Northwest the higher fuel tab since May 2006 projections is $1.7 billion in higher fuel costs. He has sharp words for Turkey, saying Russia's advanced air defence system S-400 is now in place to prevent any attacks on Russian war planes over Syria. What is the educational system Toyota is relying on as it faces a huge problem stemming from its high growth rate of new employees overseas who have little knowledge of the Toyota Way and the Toyota Production System. Another part of the same problemis that as it ages many of the last generation of Toyota executives who were there from the inception of Toyota's early days in the USA and the early days of the extraordinary growth in the 80's and 90's will now be retiring or in their seventies and eighties. All this is happening as the American Big Three and the German manufacturers are getting new blood and going through a process of renewal, and the Americans especially are seeing themselves as the underdogs coming from behind. So Toyota's concerns can be seen in a new light, any complacency on its part is going to be costly in the long run. Toyota is using the Toyoa Institute in rural Mikkabi, Japan for training its senior executives like Randy Pflughaupt, chief of US marketing for the Toyota brand. Watanabe, presidetn, Fujio Cho chairman, and Akio Toyoda of the Toyota family personally teach there and share their personal experiences. Toyota asks executives there to come up with a problem Toyota faces and come up with a proposed solution all on one 11 by 17 sheet of paper. Hands on on the ground on site fact finding and exploration are stressed. A management school Globis in Japan instructs Toyota's middle management inthe Toyota philosophy including quality control philosophy methods such as asking the 5 Why's, why a problem is ocurring until one reaches 5 or 6 levels of answers. Global centers in USA Europe and Asia have been opened by Toyota to train roving experts who can help increase the numbers of roving experts from todays 2000 mostly at this time from Japan. These roving experts teach older employees as well as coach younger ones. Then there are the Toyota Technical Training Institutes. The one in Bangalore for example offers an intensive program for new hires to teach Toyota's basic principles. The one in Bangalore has 21 teachers. And appicants selection is tight in India just 64 out of 5000. Before working on the assembly line the applicants will spend 2 years in classes in technical training, including discipline and personal grooming. Its interesting that the applicant mentioned here was from a village where his family and friends were especially proud of his Toyota uniform and training. The idea may be to avoid the problems of trade unionism, worker feeling of entitlement and worker rights which has led to the problems in the US and in India of workers not willing to learn new things being open to new ideas. One way would be to avoid entirely areas where there has been trade union influence, history and activity such as rural Kentucky or rural Karnataka. The student Harish Hanumantayappa is 17 years old and sees this as an opportunity that was not even in his imagination, which makes for a highly enthusiastic trainee, just the kind Toyota may be looking for away from India's trade union and worker indiscipline environments in some states and regions. Reflecting on this one can note that its natural for Toyota to respond in this fashion and it may extend the period in which the Toyota Production System and the Toyota Way functions effectively. But companies like HP also had what they called the HP Way but eventually this suffered a decline as new managers and leadership came into the picture. Only now is HP recovering and getting back its step under a manager who spent his training years at NCR not a training ground for managers, but may have been chosen for his good management instincts and performance and personal characteristics. Also many of the tenets such as asking 5 Why's and the Toyota Production System except for the Just In Time Innovation are basic quality control philsophy that is practiced all over Japanese industry and is practiced worldwide and originated in quality control philosophy in the United States in the 1920's and 1930's before declining and then coming back in the 1980's with Deming and Juran two American quality control advocates. So there is a pattern of decline as new managers forget old ideas and its not clear if Toyota can overcome this tendency completely, except to sustain the memory of what Toyota is and how they got here for as long as possible for a new generation of managers. And the risks to Toyota may also come from another direction to which Toyota may not pay as much attention which is the innovation that Americans are known for, and the innovative thinking mode is a bit different from the rigorous training of the total quality mode. ction ...

A new report, "China: 2030," by the World Bank and the Development Research Center (DRC), has major implications for the course of action taken by new Chinese leaders. The limits to China's economic model with the dominant role of state owned companies has been pointed out in the past. It has now reached a point where China must choose to move to a modified model or face the "middle income trap" of countries like Brazil and Mexico, where income levels and growth reaches a certain level and then decelerates suddenly with little warning. The report makes some major recommendations that would modify the current system. It says the state owned companies should be supervised by asset management firms focussed on commercializing these companies, and not supervised by the State-owned Assets Supervision and Administration Commission (SASAC). The asset management firms would restrict the state owned companies on what areas they participate and sell off businesses to make it possible for private companies to compete. Zoellick says- "China needs to restrict the role of the state-owned companies, break up monopolies, diversify ownership and lower entry barriers to private firms." The state owned companies would be required to pay sharply higher dividends to the government which could then be used for social programs. Currently state owned companies invest in land which is sold by local governments for revenue helping fuel the real estate bubble. Significantly, the report had its origins when it was proposed by Mr. Zoellick, head of the World Bank, during a visit to Beijing in Sept 2010. It was supported by Li Keqiang, then vice premier, and now expected to be the new prime minister of China. The World Bank is widely respected by Chinese leaders because of its assistance during the early stages of reform in the 1980's. The DRC reports to China's State Council, a top governmental institution, and the No. 2 person at DRC, Liu He, is a senior advisor to the Politburo Standing Committee. He helped draft the current five year plan and is close to Li and Xi Jinping, the next president of China. The SASAC has opposed these ideas, especially any shift in its personnel selection of management at the state owned companies, which it shares with the Communist party's personnel department. Respected China economists say China faces large risks of a sudden sharp slowdown because the the state owned companies have largely copied foreign technology and have not generated enough technological advances, which will be needed for the next stage of growth. Lower growth rates could worsen problems in China's banking system leading to a crisis. The Conference Board, estimates China's growth at 8% for 2012, slowing to an average annual growth rate of 6.6% from 2013 to 2016. Barry Eichengreen of UC Berkeley, Donghyun Park of the Asian Development Bank, and Kwanho Shin of Korea University, say the annual growth rate will drop by at least 2 percentage points by 2015....

At the height of the Eurozone crisis in December 2011, David Brooks points out that it is important not to forget what the Germans are saying in this crisis. They are arguing for truth in accounting, which the government in Greece failed to do, and which may have more to do with negative opinion in the media and with the public in Germany about Greece than any other factor. They are arguing against speculative excesses that enabled Greece to borrow recklessly. And they are making the argument that the only way to put the finances of the eurozone on a sound basis is to have the financial discipline that is necessary for a sound currency. Anthony Faiola pointed out recently that one estimate for tax evasion in Italy is $340 billion a year- Washington Post, 11/25/2011. Greece has a similiar problem, which needs to be addressed. This view has credibility and the backing of every principle of sound financial practices, irrespective of country or region. For ordinary Germans who have gone through years of wage restraint during the period of high unemployment, their attitude is captured in one German workers response to Greece's situation - when she said there are "poor children in Germany also." Years after reunification were a difficult experience for Germany, and left parts of the country still affected by the experience. The period of high unemployment is still a fresh memory, as the economic recovery is fairly recent. There is a feeling that the situation is precarious, depending on exports, as the 2009 downturn showed. These facts remain even when one considers the criticism levelled at Germany. Germany benefitted from the bubble in the economies of Southern Europe through surging exports- from a currency that was undervalued in relation to neighbors- because of the common currency. German banks lent heavily to Greece, Ireland, Italy, Spain, and Portugal, along with French and British banks, and bear responsibility for reckless lending and not doing due diligence for loans to Greece and other countries. Germany also carries the burden of memories of hyperinflation in the 1920's, and the sense along with France that partnership is necessary for peace in Europe. Germany's position on austerity measures also has one underlying weakness - if this leads to shrinking economies in southern Europe in the name of fianncial discipline, then the plan fails as tax revenues decline and budget deficits increase. Given this experience Germany faces the challenge of convincing neighbors of the need for good governance and sound spending practices for long term stability of the currency, even as it leads the effort for providing short term funding. In the short run this reaps criticism for Germany, including criticism for some members such as Greece having to leave the euro as a way to regain competitiveness and growth. Experts have suggested that this would be a better option for Greece than a shrinking economy after strong austerity measures, and the referendum proposed by former prime minister Papandreou on strict austerity measures is likely to have gone in this direction. ...

IBM's Watson Computer business has set a target of $1 billion in sales by 2018 and $10 billion by 2024. Current sales are in the $100 million range. Manoj Saxena is the head of the Watson business unit. The Watson ranks medical treatments by "confidence scores" and incorporates learning from errors. The way Watson works is for IBM engineers to study the technical details of a customers business and store this information for the computer to use. Uses so far are insurer WellPoint using it for determining if doctor's treatments meet company guidelines and a patient's insurance policy. M.D. Anderson Cancer Center is developing a version that recommends leukemia treatments for patients by data mining medical literature. Watson was moved to commercial phase in 2011 after beating 2 Jeopardy champions. IBM has a $15 million deal, its largest so far, with M.D. Anderson. It has taken frequent interaction between developers and IBM engineers to develop a version that recommends cancer treatments. The versions are only as good as how well knowledge in the field is translated into usable software, a long and difficult process. Applications in health care are seen as the best prospects for revenue generation. Google with its data mining capabilities is seen as the closest competitor....
