Money shifting out of the PIMCO Total Return Fund as returns from bonds decline in 2012-2013 and this fund returns are a negative 1.2% for 2013, assets under management decline to $247.9 billion by Oct 31, 2013 from $286 billion at the end of 2012. The Vanguard Total Stock Market Index Fund takes first place in size of funds, with returns of 27% in 2013, and $288 billion in assets under management up from $210 billion at the end of 2012. Index funds are increasing in popularity with low costs. This Vanguard Fund has expenses at 4 cents for every $100 invested compared to 46 cents for the PIMCO fund, because the index funds invest in all the stocks in a particular stock index avoiding management fees.

This Washington Post article by Henry Farrell explains the implications of the 2016 EU ruling on Apple asking it to pay 13 billion euros in back taxes. Other countries in the European Union are upset that Ireland is taking away business and siphoning away tax revenues from their country, and giving most of it back to Apple. Normally the European Union Commission does not have authority over taxes in the member states. However considering the social and political implications at a time of deep recession and political upheaval in the EU and the U.S., the European Union Commission under Margarethe Vestager has seen it proper to look at arrangements in which companies come up with tax arrangements that deprive member states unfairly of tax revenues- revenues that could support social welfare and basic education, healthcare services at a time of painful cuts. A tax rate of .005% in 2013 for Apple is cited by Vestager as she points out that Apple's taxable profit does not correspond to economic reality, as most operations are conducted outside Ireland. Ireland is just on paper the tax location for EU operations. Vestager has thus come up with a legal approach based on Ireland's tax arrangements being a form of illegal state subsidy, which is not allowed under EU rules, and gives the EU Commission authority to require that it be reversed by paying the back taxes of 13 billion euros. Farrell answers the question why the U.S. Treasury is saying that Apple should not have to pay these taxes, as the U.S. also hopes to get some of these taxes at some future date with Apple repatriating profits to the U.S. under a still to be set tax arrangement. ...

Individual tax collections in the US have reached $2.6 trillion or 10.6% of the economy, the highest in its 109 year history. The surge is particularly strong in taxes outside paycheck withholding, with higher capital gains and business income tax. Short term capital gains are taxed at 41% up from 24%. Yet the huge increase is still a mystery. Higher inflation, government aid in the economy, and bringing forward income because of expectation of higher tax rates later are other factors cited in this report.

Marchionne relying on "my kids", getting good people throughout the Fiat global operations and outside of a younger generation, who were open to doing things in a new way. He had the courage to unassumingly go about the business of remaking Fiat, by removing middle and upper managers who produced a kind of paralysis or sclerosis in Fiat, making change impossible after years of a failed culture embedding itself. And in their place he brought in an energetic courageous bunch of younger managers and designers. It would be fair to say that he tore up the old plans, tore up the old organization charts, tore up the car plans and designs in the pipeline, tore up the failed models and put in place new ones- the Bravo for the Stilo, and tore up the old management, put in new people and tasks and wedded them in an informal way, with their own culture developing along the way. The were teams and their tasks, all wedded together in an informal arrangement, in close proximity, with informal communication. Marchionne saw his role as helping people reach decisions, setting stretch goals, and encouraging levels below him to take responsibility and make courageous decisions. He saw the Cinquicento as his version of the Apple iPod, and benchmarked Fiat against Apple, so he was looking outside the auto industry for people to emulate and for new ideas.
