A heat wave over northern India with New Delhi recording temperatures never seen of over 50 degrees centigrade happens just as voters go to the polling places in May 2024. Results will be announced June 5 for parliament's 543 seats. Turnout is considered to be resilient in the face of the heat wave with only 20% of the voting seats having lower numbers of voters than 2019. The drop in voting was slight of 1.5 percentage points overall from 67.2% to 65.6%. The purpose of the National Education Policy was to prepare India's young people for India as a developed modernized country and to meet the educational needs of such an economy. The idea was to break the idea of silos based education that separate the science, engineering, medicine, law, arts, humanities, languages based education into separate non mixable parts. It is based on the idea that in modernized economies one needs critical thinking abilities, creative thinking, that mixes the humanities and arts with sciences, with engineering, and other scientific fields.  Because of India's diveristy, history of disadvantaged populations, to build an inclusive economy is also a goal to tap into the widest pool of human potential and talent in a country with 1.2 billion people. For this to happen the goals are set for inclusivity for gender and disadvantaged populations.  What is not in NEP is the investment part, and the governance part, both critical for it to be effective. Investment at 4-6% of GDP is inadequate, as this Brookings report point out. For healthcare and education, India has to expand its share of GDP dedicated to these two areas to make it comparable to other advanced nations. This will pay off in infrastructure development and exports led growth as inputs of education are key to get productivity up in manufacturing and in R&D. Governance is essential part of this overall plan as the public school system in India as in Brazil, Mexico and other countries suffers badly from a lack of attention- with discipline, transparency, good government, increasing incomes and rewarding teachers at every level. ...

Aizenman in this must-read describes the National Soda Summit and the presentation of one man Todd Putnam, a former executive from Coca-Cola that throws light on one of the truly important things that happened in the lives of Americans in the postwar period of development and growing prosperity. This is the development of marketing and advertising and its singular application in the case of Coca Cola to promoting sugary drinks. It is also related to what even business people describe as the single biggest problem in America. And it is happening at a time when the story is being repeated in developing countries such as China and India. Putnam describes the exhilaration, he and other Coca-Cola managers felt when the graphs at internal presentations showed Coke passing milk in consumption per capita in America. Several other facts stand out in Putnam's description of his experience- the ignorance on health issues among his marketing peers, the huge marketing prowess and dollars brought to bear once a goal such as increasing per capita consumption of sugary drinks was set- he was hired out of Purdue by P&G and worked at Disney before joining Coca-Cola- and the focus on the 12-24 demographic with 90% of all soft drink marketing targeted at this segment. What he regrets most is the focus on minorities who suffer some of the highest levels of obesity in America. No mention is made of the efforts underway in developing coutnries such as China and India which are seeing a surge in obesity rates and diseases such as diabetes. Coca-Cola says 41% of its sugary drinks are low calorie, but compared to milk, fruit juice and other healthier alternatives where does this rank? The cost to the nation's health care system alone would show that the performance of Coca-Cola's stock price over the postwar period came with a price tag that was never even thought about, when healthier alternatives as health drinks companies have found sell well when well marketed and formulated for different groups....

It brings a sort of self-discipline at a crucial time for the Adani enterprises in coal, renewable energy, ports and logistics. By taking note of the criticisms where Adani enterprises can benefit from scaling down the level of debt it puts the company in a better situation for the future. After two decades of breakneck expansion it provides the kind of pause needed to rationalize the entire business operation and put it on a stronger basis. As Iyer points out the Adani and Ambani story in ports logistics and telecom show a delivery of results that few other companies were willing to do. It is this kind of endeavor that made it possible for China to build a large economy over two decades. This also requires companies to take stock of the situation and impose self discipline and the measure of their future success depends on how they meet situations such as these where they are being tested and weak areas that need attention become apparent. ...

A sanitary health expert Arne Panesar of the German Corporation for International Cooperation says for about six of ten persons in the world there are no sustainable sanitary systems for the waste. It is not enough he says to build toilets, equally important  is how the waste is treated and disposed. Prime minister Modi of India has stated that toilets are more important than temples in India and the goal is set for all Indians to have secure sustainable toilets in 2019.  Panesar says of Dacca, Bangladesh, that for its 16 million only 2% have securely managed sustainable sanitary provisions. Waste that is not treated and correctly disposed off ends up in streams and neighborhoods creating health hazards- diseases like cholera, typhus and polio thriving in such conditions. It is not clear says this report that sanitation needs can be met by even 2030. In India the focus is now not just toilet building but on on safe sanitary provisions to make health a priority, as well as women's education which suffers without adequate toilets. ...

The US president tells the King it was special that all members of Congress stood up for a standing ovation many times- something that in recent years rarely happens. The King "has shown his class" in the last 24 hours says BBC, it is now up to Starmer and the British government, DJT and the Americans to make it count. Notable DJT sharing that the King agreed with him that Iran should not have a nuclear weapon. The King also talked about the NATO alliance and its role in keeping the peace for 80 years in the world. In the King's words-  "the international rules that have allowed us to trade and have kept power in balance for 80 years." Adding that the US should not go it alone- "The challenges we face are too great for any one nation to bear alone." However the King is only doing what his is role as monarch to present British interests, and it is important to recall that Britain's interests were once colonial interests around the world, that opposition to these colonial interests led to the Declaration of Independence by Jefferson and Washington in 1776. And caution in Washington's advice to America in Annual messages when it comes to these Empires. Right after 1945 when NATO was created- as it was throughout its Empire in Asia  in 1750-1950- Britain opposed Russia and was the most vocal opponent of Soviet Russia in 1950's and saw NATO in this mission. Times have changed with the emergence of Russia after 1990, China in 1950 and again in 1990's, and America as a world power is best following Washington's advice not to get involved in or inherit the British anti-Russian attitude as it has interests in the Western hemisphere and around the world that require cooperation with other world powers such as Russia, China, India, and Germany to create a peaceful world  and not the kind we have today that puts Russia and China on the wrong side just for opposition, as no powers have any interest in drug and people trafficking in the western hemisphere form places like Mexico and Venezuela, or creating small wars in other parts of the world. A situation NATO as seen by Britain in 1950 as Anti-Russian creates for the US- Lord Hastings Ismay first Secretary General of NATO set British goal for NATO (not the US interests or consistent with George Washington's advice to distance from) in 1949 as "Keep the Russian Out, the US Involved, and the Germans Down." ...

EV makers in US offer about $5000 in discounts to replace $7500 lost in government EV tax credits. The hurdle for electric vehicles is the lack of charging infrastructure and the cost of home chargers, in addition to the limited range in miles. The big jump in inflation centered not just on groceries in 2019-2024, there was a 34% increase in the cost of new cars and 50% increase for used cars, and a jump in maintenance costs. Reducing affordability for young people and making car ownership costlier. This turned into a cost of living crisis with groceries up 31%, that affected people's enthusiasm for climate change action when China was building one coal plant a week (adding 95 GW in 2024)- underlying the need to provide immediate relief to American working families and elderly through tax cuts, benefits and shifting tax dollars from climate change action to working families in the next 4 years. This is the approach taken under the DJT One Big Beautiful Act of 2025. Basically what the DJT side of the story is on emissions- US has only 12% of global greenhouse gas emissions, cut this by half to 6% and assuming the EU which has 6% of gas emissions also cuts by half to 3%, the saving just 9%  while the 82% of emitters China, India, Russia and Brazil etc not making the cuts needed the impact on climate change is not significant. This report in ProPublica on October 13, 2020, by Lydia DePillis was written near the end of Robert Lighhizer's term as US Trade Representative.  Bottom Line: It is human behaviour that no country, no kingdom or group will give up its money advantages secured when the opposition was weak or disorganized till the last fight is fought. The British were not giving up India, a source of financing the war against Napoleon in 1800's and then the Industrial Revolution in 1850's, the Dutch were not giving up the financial advantages of their Spices Empire in Batavia (Indonesia). History has shown this. Once gained under a state capitalism Japan was not going to give up its financial advantages gained by the 1980's when the US was weak or disorganized, till the last battle was fought.  Lighthizer who for the relentless Japanese was equally relentless till the goal of fair and level playing field for America was secured. This is true for China today on Liberation Day. This entire report by De Pillis in 2020 shows the Chinese would be relentless in 2020 like the Japanese in the 1980's, the Dutch in Indonesia  in the 18th and 19th century and the British in India in the 19th century and 20th century. China turned Mexico and Vietnam into supply routes into the US market. It continued its efforts to gain US technology in other ways. USTR older officials from the Bush Obama years of failed negotiations with China and endless hours putting together minute details of agreements including the TransPacific Agreement of Obama were not going to like the new approach of Lighthizer so stuck were they with the old approach of no clear goal and not getting an even playing field from China. ...

Modi plans to add to Nalanda and other seats of Buddhist ancient universities on the world map with UNESCO listings.  The Indian economy needs 15-20 years of stable government dedicated to rapid accelerated growth with full access to US and EU technologies and capital to catch up with China, the US and EU. The road to this starts with 5 regions- northcentral  region Gujarat/Rajasthan/Madhya Pradesh  (99 seats), west central region Maharashtra (48 seats), northern region Uttar Pradesh (80 seats), Haryana and Delhi region (17 seats) and Eastern region Bihar (40 seats) which together provide  seats in Indian parliament  284 seats out of total of 543 seats in the Indian parliament. For the first time with the win in Bihar the Modi government is now within reach of this goal of being able to govern in a democracy for next 15 years by delivering on infrastructure, cost of living and rapid industrialization and growth of the economy similar to Japan's and China's growth since 1950. The LDP delivered this in Japan, the CCP in China and the NDA under Modi is in the same position today. ...

Far more often he talks about the great Russian czars.” And the great Czars that was important to Putin, de Graaf counts 3000 statues built in Russia to these role models for Putin. In the early years says de Graaf Putin talked incessantly about the modernization of Russia, Russia joining the Modern World in the years of the Enlightenment, Russia fighting off Napoleon and under the Soviets Nazi Germans. Graaf says he talked about- “Peter the Great and European interests, of Catherine the Great and literacy and the Enlightenment. He spoke of Alexander I and Europe joining to defeat Napoleon." Deep down Putin felt in these talks 11,000 of them on the Putin site which puts up his speeches and talks over a 20 year period, which Niels Grost with his fluency in Russian has looked at. Of these 3000 talks and speeches are in this reference to the great Czars. Even before Ukraine there was a sense of hurt that considering the vast expanse that Russia occupies in Europe Russia had by restoring the old Russia by 2000 found itself in a odd predicament. As de Graaf and Swain point out the US market based economy based on GDP, the US presidents such as Bush and Obama saw Russia as a  middle power based on its exports and imports, its trade, its commerce which was the only way they could see the world. This led to a special kind of shortsightedness says this interview in the WSJ. Putin's key adviser says of Russia's goal - to be seen as a Northern European Power (from WSJ) in 2025.Putin sees Russia as looking for "respect," as a goal.  This is where US business may have got it all wrong- the authors say about China and India- and the US, seeing themselves as Empires not in today's Modern World as with imperialist ambitions, but with a historic sense of regional presence across Asia and North America with their rapid modernization. DJT's talk of Canada as a 51st state, one finds US business as accepting the idea that Canada is part of the US regional influence. And under the Monroe Doctrine of 1824 revived by no less than Teddy Roosevelt and FDR, in its cooperation form by JFK in 1960, the regional influence of the United States in the Western Hemisphere is also accepted by US business and the American public. It is this context that the authors say offer an alternative view of the Russian leader and his policies. Beatrice de Graaf and Niels Drost are the author of "Putin's Czarist Dream" At that point there is in addition to nationality, autocracy and Empire of the czars the ideas embedded in Eastern Orthodox Christianity which are different says de Graaf of Utrecht University in Netherlands, from Western Christianity. This Eastern Orthodox Christian idea is a bit different from St. Augustine's just war and discussion of what constitutes a just war, and the definition of that being given under Russian tradition by Russian Czars or leaders who Putin identifies himself with such as Peter the Great. Peter the Great  created the beginnings of Russia as a modern European state in St. Petersburg during the years of the Enlightenment. In the Eastern Asian tradition the Bhagavad Gita also has a discussion of what constitutes a just war so that it extends to different regions of the world not just European. ...

For decades without the leadership needed and the collaboration of the entire tech sector and health systems the goal of getting a patients record on the computer or on a phone app anywhere in the US across all health systems was out of America's grasp. This was happening even in countries such as Indonesia and India which were vastly improving health outcomes through their apps of patient health records available across the entire country. The US finally is making that effort which should help not only treat patients but give patients better control of their food, alternative ideas on what to eat and for exercise, other ways to improve their health. CMS Medical Records Interoperability Framework brings together 21 networks to align to it, 60 companies to work collaboratively, and 30 companies to try and improve patient health outcomes and their health in general. Australia, Indonesia and countries in Europe have done this, says Health Secretary Robert Kennedy. It is time the US did so also. ...

Iran's (IRGC's not the people of Iran who are protesting) strategy in talks is to stall peace talks, to use the help of global media which is creating perception for Iran, and see if the strategy of no nuclear materials turned over to Russia or some other country, see if that strategy works. This is  what German Foreign Minister Wadephul is saying on Day 16 of the Naval Blockade. Earlier this week German chancellor Merz called it unfortunate that the Iran War is continuing in explaining to ordinary Germans why the German economy is slowing down, yet he understands the danger posed by nuclear weapons in Iran or for that matter anywhere inthe volatile and explosive Middle East. Almost like the volatile and explosive Balkans that ignited World War I in 1914. This strategy of IRGC Iran does much irreparable damage to the Iranian economy in weeks to come. Iranian protests were intended to put the economy on a new path in which not just students, the middle class in the bazaars, the younger generation of Iranians who had the most to lose participated. Why is this happening? It is happening because of the complicated politics of the Middle East and centuries old differences within the Islamic world between different sectarian beliefs and cultures. It is not happening because of the US. The US cannot be responsible for what colonial empires of the British and French did in this region in the 1920's by creating artificial states of Lebanon, Syria, Iraq, out of the Arab portion of the collapsed Ottoman Empire defeated in World War I with Shia, Sunni populations in these states mixed up into unmanageable states. Five decades of wars in the Middle East are the result of these unmanageable artificial states of French and British Empires by 1921. The British Empire also controlled Iran in the 1900's and its oil resources. There was no involvement of America as the British and French did what they wanted to do even in the Treaty of Versailles that ended WWI.  The fall of the pro-Soviet Mossadegh regime in 1956 was the only fragmentary situation which is an anti Soviet Cold War move by the US in 1952, and was done by a group that had British connections deep inside the Eisenhower administration led by Secretary of State John Foster Dulles that took this unfortunate step for America (looking back over  5 decades of wars). A British oriented group was active inside the Republican party that continued to operate in the Reagan administration's involvement in support for Iraq in its war with Iran. And which no longer exists in the Republican party led by DJT which puts America First, grasps the fact of unmanageable states of British and French Empires and seeks to distance the US from the Middle East. Gandhi and Patel (and Jinnah) avoided the creation of such a state in British India's partition into India and Pakistan. Afghanistan is simply an extension of this Middle Eastern complicated setup, including 9/11. Why is all this important? Arab Middle East is a dangerous place for nuclear weapons- this is all the US is trying to accomplish, thankfully without the cooperation of the British and French whose Empires are responsible for the creation of a hodge podge mix of peoples in Lebanon, Syria and Iraq which (check this out) never existed before British and French Mandates of 1921. The global and American media that sees DJT Republicans as too conservative on cultural issues and the political establishment intending to return to power have completely obscured or not presented this side of the Middle East, yet is key to devising a policy that keeps America out of Middle East wars but keeps the goal of no nuclear weapons in this powderkeg of a region. ...

Remember that the wealthiest House districts are now in the Democratic party and the working class, rural and poorer districts are now in the Republican party as shown in the recent WSJ analysis.  In this situation after  30-40 increase in the price of groceries, new and used cars, and housing costs 2019-2024 the argument is that American working families need relief. Another factor was the grasp of the fact that for climate change action to work China could not be allowed to build one coal plant a week (95GW of coal electricity capacity in 2024). In 2024 US represented only 12% of global emissions and EU only 6%, China, Russia, India, Brazil etc emitting the rest of 82%.

How is Ceylon or Sri Lanka faring for the economy and the standard of living after the collapse in 2022-2023? Krishna Srinivasan the IMF Director Asia Pacific and Peter Breuer in Feb 22, 2024 report say there is light at the end of the tunnel. It shows a graph of where tax revenues had fallen to 9% of GDP making it impossible for the government to function and for essential imports to be financed. "Corruption, tax exemptions, and non-competitive procurement and allocation practices imply higher taxes and costs for everyone, hitting the most vulnerable hardest." This is where PM Modi has made a huge, huge difference in India. It also calls for prevention- "Prevention also requires providing a safe space for public engagement in governance." The British American concept of governance through elections has to be modified with emphasis on as Srinivasan and Beuer state correctly -creating a safe space for public engagement in governance. Only when the public and the young people of the country understand the basics of the economy and an educated informed mindset in created -as is the goal of Lyrarc.com- can the conditions be created for this good governance. This is true for India and is true for its neighbors Ceylon or Sri Lanka, Nepal, Bangladesh, Indonesia, with whom India has a long history of the closest relations. The idea of competitive cooperative federalism is for different states within India to compete for development projects through cooperation with the federal government and cooperation with other states. This is in the spirit of rapid development that India needs for modernization, facing the pandemic health challenges, and meeting the growing aspirations of the young people who make up most of India's population of 1.2 billion people. This is happening in Rajasthan with chief minister Ashok Ghelot's seeking the federal government's assistance in tackling the problem of shortage of doctors and medical supplies. Ghelot asked the federal government to make decisions for opening medical colleges in the remaining districts of Rajasthan and approve a medical device park in Jodhpur, a bulk drug park in Kota. A virtual program showed the foundation stone laying for medical colleges in Sirohi, Hanumangarh, and Daua districts. Mr. Modi's goal is to have a medical college for every district in the country and a medical postgraduate institution in each district. Mr. Modi said at that event- "I was listening to the CM of Rajasthan. He has given a long list of projects. His political ideology and party is different and mine is different, but he has much faith in me. This friendhship, trust and faith is a big strength of democracy." ...

Mette Fredericksen, Social Democratic party prime minister of Denmark has made it very clear that she believes who is hurt most by migrant families coming to Europe is the working class. Years of austerity policies and other policies that hurt working class families that struggled with the cost of living and loss of jobs shifted overseas were pushed by parties that were elected for opposing such migrants and migrant friendly policies.   Under Merkel there was with a migrant friendly policy the neglect of infrastructure, neglect of childcare and social goals to help working class families, and neglect of the needed action to tackle climate change. Only in the last 2 years of her administration did Merkel realize that this policy was misconceived and reversed it leading to a dramatic decline in such migrants coming to Germany. Policies were shifted to work with African countries to promote development and security, so that the conditions such as wars and economic crises could be prevented and managed in Africa. Countries such as China and India, Indonesia, Bangladesh, are living proof that development works and what is needed is not working class in Europe paying a price for failed policies in Africa but tackling the situation in Africa and parts of Asia with the right kind of development assistance where the migrants originate.  Mette Fredericksen was one of the first European leaders to lead a large delegation of Danish business and logistics leaders from companies such as Maersk that visited India in 2021, with the goal of expanding trade and business with India. Especially in upgrading logistics for a country of 1.2 billion that is promoting Made in India for the world. This is the kind of collaborative action that Fredericksen is taking in the international sphere that is helping world progress during the pandemic.   ...

Making some territorial concessions appears to be the only way for peace talks to succeed. For a long time there was insistence on territorial sovereignty of Ukraine by EU and NATO leaders. This appears to have prolonged the war- with needless loss of life on both sides, and costly damage to Ukraine infrastructure, a population that had to face additional winters and hardship in war ravaged areas. NATO's Stoltenberg from Norway, leaders of northern Nordic and Baltic countries, the UK, could take that position without having to face the hardship of the war. NATO had to be re-formed under a new name and new structure  following the collapse of the Soviet Union, with wariness about the possibility of centuries old since 1700 UK and Nordic historical adversarial relationship with Russia casting a shadow over that organization, and embroiling the US in conflicts not of its own choice or of wise leadership. This is the root cause of the Ukraine war. It would have been best to completely restructure NATO and give it a new name without Northern European nations leading it. Principles matter once soviet communism was no longer there NATO formed for its expansionism in 1950's had served it's purpose. Rasmussen from Denmark and Stoltenberg from Norway led the organization for the last decade and half from 2009-2014 and 2014 to 2025, with backing from Obama/Merkel for most of the period of the war in Ukraine. Also most of the period NATO expanded to Russian borders happened under Northern European leaders from Spain, Britain and Nordics (Solana, Robertson, Scheffer, Rasmussen and Stoltenberg) and the organization NATO getting the northern European slant based on historical adversarial relationship of Britain and Russia since 1700- for no other reason than the British wanting to protect its large Empire and commerce in India which in the 18th and 19th century included most of Asia. Under Robertson the UK Defense Secretary much of this transformation into turning NATO into something anti-Russian happened which was primarily because of British and Nordic perceptions of Russia as an adversary. Robertson added the following countries at the Prague Summit in 2002 to NATO- the Baltics, Romania, Slovakia and Slovenia. Russia faced internal upheaval in those years and Yeltsin in resigned in 1999, Putin was elected in 2000. It is clear that Russia had suffered severe economic hardship in that period and Putin's first goal in 2002 was to stabilize the economy.  It could be said that this turning NATO over to UK and Nordics was a huge mistake considering that Russia was still the largest nuclear power after the US, and British policy was now determining US policy. And Britain's Robertson/NATO should not have involved itself in the Afghanistan war using Article 5, as the US could have handled this alone and limited that engagement. It got US involved in another conflict, conflict with Russia that was to come in Ukraine on the side of the Baltics and Ukraine, without US clearly understanding what the roots of that war was about and implied confrontation with Russia 20 years after the Prague Summit in 2002 under George Bush junior. The incompetence of Bush and Obama/Merkel laid the seeds of the Ukraine war in 2022 following Robertson, Rasmussen, Stoltenberg, small Nordic nations and Britain creating a conflict that did not need to happen, with loss of hundreds of thousands of lives of Russian speaking fraternal peoples of both Russia and Ukraine. The Republican sentiment under DJT of the tragedy of such huge losses of young people, and desire to end this loss of life, can nowhere be seen in bellicose talk in northern European nations, that take the US for granted to fight their wars.  The wisdom of Washington, Lincoln and TR/FDR clearly caution in getting involved in European centuries old animosities. For the US it meant in practical terms that it could no longer carry out the Monroe Doctrine essential for peace and good governance in the western hemisphere as only a Russia desperate to make its views known about NATO would interfere in the western hemisphere against US assertion of the Monroe Doctrine with the US Navy. Instead drug trafficking gangs took over Latin American countries and created a flow of fentanyl and millions of people through migrant traffickers across the US southern border. As America has expressed its concern for loss of Russian and Ukrainian men in the war for the first time under DJT Russia has distanced itself from Venezuela, Mexico and Latin America. The loss of hundreds of thousands of young Americans to fentanyl is a shared tragedy with the loss of hundreds of thousands of young Russians and Ukrainians in the last decade. How reliable are Northern European countries when it comes to protecting the eastern seaboard of the US with the acquisition of Greenland? Should the views of a small population in northern Europe of 2% of the total determine the future of US, Europe, China, India, Brazil, and other parts of the world with 5 billion people the 98%, when issues of war and nuclear conflict, nuclear buildup, the western hemisphere destabilized with drug trafficking gangs running rampant in countries, divide the world in opposing blocs, when the wellbeing of most of the world's people in Asia and Latin America, Africa is at stake by establishing a essential degree of cooperation by all sides. The US under DJT has chosen a wise policy of cooperation over conflict -with China, with Russia, with all the major powers, and with smaller powers. The BBC's Soutik Biswas takes a look at prime minister Modi as he seeks a second term in India's general election in May 2019.  Modi's first term is marked by exceptional development schemes, efforts to provide health insurance to 500 million people who cannot afford health insurance, bringing cooking gas cylinders to hundreds of millions of Indian women especially in rural areas, efforts to jumpstart building of infrastructure projects such as airports and metro subways. A new law for GST brings together the country with one tax instead of a hodge podge of state taxes for interstate commerce, something India needed for a long time but different governments failed to implement. A failed effort to fight corruption by removing from circulation large denomination currency notes reduced economic growth briefly during the first term, though it may have accelerated the shift to formal economy needed in the long run to improve tax revenues for development needs. One of the problems for the Modi government is how do you put a value on something like Swach Bharat Mission, the achievement of the goal of defecation free India in 2019 by 100% on the 150th anniversary of the birth of Mahatma Gandhi, getting rural toilets up from 38% to 100%. Development had to start from the bottom up. Similarly in a country where middle men took up a lot of the transfer to poor families of government assistance- the delivery to hundreds of millions their own bank accounts.- how do you put a value on something like this, but it is essential for development from the ground up. More than missiles or other talk this has got to be the spirit of any development oriented administration in India. Ground up, big goals and rapid delivery and an apology for the difficulties that the people suffered earlier for lack of this infrastructure. For both China and India it is the same - moving quickly to make up for 100 years of colonial rule and stagnation. The Modi government has responded to rural farmer distress with support for guaranteed crop prices. As more young voters vote for the first time an important factor is how the new voters see the years ahead under either a government led by the BJP or by a patchwork of parties as the previous ruling Congress party depends on alliances with other parties with conflicting agendas or lack of rapid development agendas. The Modi government sees itself as setting the stage for the next phase of development that would change the economy through new infrastructure development and create jobs in construction and engineering, and other areas. The criticism is that not enough jobs were created in the first term. Yet bold infrastructure development targets such as transformed the Chinese economy could be the answer for job creation. The question then is who is better qualified to launch that effort based on its track record. The Congress party's main criticism is that it has to make alliances with parties that could stall development with conflicting agendas. The other is that in the the 2 years leading to the election of Mr. Modi the Congress led government of Manmohan Singh was stalled due to corruption charges, leading to a lack of decisionmaking at the highest levels, and stalled efforts for the rapid development that could deliver the kind of jobs India needs.  Young Indians would like to see growth first and foremost, only something rivalling China's transformation over 2 decades can do this. It should be kept in mind that China poured more concrete in the 21st century so far than all the concrete the United States poured in the 20th century, according to The Guardian report. The question then is who is best qualified and in a position to deliver this needed economic miracle.    ...

Entergy is one of the largest energy companies. Its CEO for nine years, Wayne Leonard, talks to Joseph Rago of the Wall Street Journal. Its the No.2 generator of nuclear power in the USA, and uses coal for only 7% of its energy. He has made his name in nuclear energy, and here he talks about the government's cap and trade program and nuclear energy. He points to today's technology as far superior to the technology that was used in the Failed Three Mile plant, that put back nuclear energy plants in the USA for decades. He believes that price signals are needed for CO2, and the cap and trade program helps to do this, so he supports the cap and trade program. He admits that self interest colors perception of Entergy, compared to coal using utility producers like Duke Energy and American Electric Power. With coal only 7% in its portfolio of plants, and big in nuclear energy, it stands to gains from a cap and trade program, whereby Congress will set a ceiling on emissions, then allows businesses to sell any of its extra allowances that stand for the right to make emissions. And in doing so creating the largest commodity market, in carbon backed securiites. He and the government agree on the point that the allowances should be auctioned off, rather than given away as the companies with many coal plants believe. And the billions in new revenue from these allowances would be returned to the public. He understands that the view of companies like Duke and AEP, that use coal and would have to increase rates, and face the anger of ratepayers as they pay more for the allowances. He also thinks the bill should be written with a fine pen, so that if Congress mandates 20% of energy come from renewables. That it should specify replacing coal not natural gas as what this replaces, to get rid of the most polluting sources. He points to the real need for looking at things globally, as doing things locally, even to show responsible leadership in the world community, can lead to no progress in the global picture. The reason is that China is going ahead with the rapid construction of conventional coal plants. It has surpassed USA coal capacity, and is on track to double it sometime in the next decade. If the USA closed down every single coal plant, and all the time new coal plants are going up in China and India, then we would have ruined our economy, and it was'nt making much difference globally. And he says, if we just say lets lead and people will follow us, "its silly", because China isn't going to follow us, especially when they have $2 trillion invested in their coal plants, and they still aren't feeding feeding all their people. So how to deal with this? Develop the new technology for carbon capture for existing conventional coal plants, and help the Chinese with retrofit technology to curb emissions in a realistic manner. At this time most current funding is devoted to technology for second generation systems, that are still 10-20 years away....

Tom Albanese of Australia's Rio Tinto resigns, ending a six year period at the company, after taking a $14 billion loss in Jan 2013. Of this $10-11 billion is for the failed Alcan Aluminium acquisition, and $3 billion for the acquisition of Riversdale Mining with coking coal assets in Mozambique. The Alcan Aluminium acquisition has resulted in $30 billion in wirtedowns for Rio Tinto including the latest writedown. Aluminium prices have declined 22% since 2007. The coking coal prices have declined 43% since 2011. Shipping coking coal down the Zambezi would require dredging the river and approvals, the coal is also of poor quality requiring additional processing. Sam Walsh who headed the iron operations since 2004 takes over as new CEO. Walsh has managed the large Pilbara iron ore projects on time and on budget. Earnings on the large iron ore projects have increased 15 times since 2004, with near doubling of production. Rio Tinto is the world's second largest iron ore producer. The focus of operations will now be on developing iron ore deposits to meet demand from China, India, Russia and the Middle East. A string of CEO's of commodity producers have resigned. Anglo American's CEO Cynthia Carroll resigned after investing in an iron ore project in Brazil in 2007 which cost $5.6 billion more than expected to develop. Going to remote regions of the world has increased risks for mining companies and overoptimistic projections have hurt the companies badly....

Even though ambitious targets are being set by the government raising from 50 million to 80 million in 3 years the target for new LPG connections to shift rural households from firewood to natural gas use, more needs to be done. The head of the Economic Advisory Council to Prime Minister Modi of India. Bibek Debroy, asks questions about the Ujjwalla program in India to shift rural homes from firewood to gas use. Is the fixed subsidy of Rs 1600 enough? Is a 5kg cylinder what the market wants instead of the 14.2 kg cylinder? Are there externalities that favor use of firewood? Will rural households replace the cylinders at this subsidy level because the costs are still high?  The PMUY, or Pradhan Mantri Ujjwalla Yojana was launched in India in 2016 in Ballia, Uttar Pradesh under the Modi administration. The target for LPG gas use for firewood using households was 15 million in the first year and 50 million for the next 3 years. The government pays Rs. 1600 subsidy for a new connection reimbursing the oil company making the connection. The refill and cost of stove, is the rural household's responsibility. Separate guidelines were made for urban households. The government website mygov.in shows 41 million households have used Ujjwalla to get LPG and stop firewood use. The new target of 80 million means the goal post is moving higher. The 2011 Census is cited showing the rural household use moved up from 6% to 12% by 2011. For All India it was from 17% to 29%. About 100 million rural households use firewood, 62.5% of all rural households in 2011. A big issue is how this affects the health of women using firewood for cooking, and who collects this firewood. Firewood is still cheaper says Debroy, and there are negative externalities associated with firewood not understood enough. Changing the face of rural India is a project in motion, with new issues to tackle, new hurdles to overcome, every bit of progress showing how much more needs to be done. ...
