Malaysia's debt to GDP ratio increased to 242% in mid-2012 from 192% in 2008 according to McKinsey. As export growth has slowed the Malaysian government is relying on credit expansion to consumers and large capital projects such as the planned subway project in Kuala Lumpur to sustain growth. Similiar credit expansion is seen in other Asian countries- Thailand, Vietnam, Singapore, Hong Kong. The period 2008 to 2013 has seen a rapid acceleration in credit expansion in these countries and especially in China. China's debt to GDP ratio increased to 183% in mid 2012 from 153% in 2008, according to McKinsey. Nomura Holding's economist Zhiwei Zhang, and other economists say it is above 200% when government data on "shadow banking" lending institutions such as trust companies is included. IMF economist Giovanni Dell'Ariccia has studied of debt expansion and credit booms since the 1970's. He and other economists at the IMF have found that credit booms- the rapid increase in credit to GDP ratios- end up in crises one third of the time, result in below par growth in another third of the time, and only in one third of the time does growth continue at the high pace. Alex Frangos talks to government officials in Kuala Lumpur who do not take seriously the high vacancy rate for office buildings in the capital of about 20% even as new office towers are being built. Bob Davis gives the example of government owned Hunan Expressway company in China which has a huge road building program and doubled its 2009 debt levels. Another state owned company in shipping China Cosco Holdings increased total debt from 85 billion yuan in 2009 to 123 billion yuan in 2012. As export growth slowed in China in 2009 credit expansion is driving growth. The normal restraints of the market are absent in China's state owned companies. Charlene Chu, senior director of Fitch Ratings Inc in Beijing, says 2012 demonstrated that the Chinese government cannot slow credit growth without risking a decline in growth. China's GDP growth in the 1st quarter of 2013 slowed to 7.7% from 7.9% in the 4th quarter of 2012. This poses a serious problem for China. China has never experienced the kinds of problems seen in Asia after the 1997 banking crisis, in the eurozone today, and in the U.S. following the financial crisis of 2008, making government officials prone to complacency about the risks....

China's central bank, the People's Bank of China, reduces the capital reserve requirement ratio for the largest banks by 1% to 18.5%, on April 19, 2015. This move is expected to free up $200 billion for new lending by banks. China's securities regulator also acted to curb margin financing, the using of borrowed money to invest in the stock market which faces bubble conditions. China's economy is reported to be slowing making it uncertain whether the 7% annual growth target can be met.

Cinda's bank borrowing has increased from 7.8 billion yuan in 2010 to 161 billion yuan in Oct 2013, with three fourths of this having a maturity of less than 2 years. In contrast to China's three largest banks which have 25-30% of loans in real estate, Cinda's assets are about 50% in real estate, increasing from 25% in 2010. This has increased the risks from Cinda in China's banking system. Cinda was originally setup to buy nonperforming loans from China's banks in 1999, but was never closed. It now operates along commercial lines with support from China's Ministry of Finance. The balance sheet has jumped 88% to 283 billion yuan or $46.6 billion in the 30 months ending in June 2013.

With a turnout of 80% Argentines voted in favor of the socialist Peronist party after just 4 years of government of centre right party Cambiemos, headed by Mauricio Macri, a former mayor of Buenos Aires. Alberto Fernandez was elected with 48% of the vote to Macri's 40%. People in rural areas and in  poorer parts of Buenos Aires were hard hit by the economic crisis and rise in fuel costs, giving the socialists over 50% of the vote. The failed economic policies of Mr. Macri with overborrowing building up debt of $115 billion in foreign currency denominated bonds, lack of prudent budgetary discipline, leading to inflation of 50% led to his failure to win a second term. A $57 billion bailout from the IMF which is highly unpopular in Latin America failed to stem the drop in the pesos value from 10 pesos to the dollar when Macri assumed office to 60 pesos by the time of the election. A drought in 2018 reduced exports of soyabeans, and a third of currency reserves about $20 billion were used by the central bank to defend the peso. The socialist administration returns to power under the leadership of Mr. Fernandez, a former the chief of staff of president Nestor Kirchner, Kirchner and Fernandez inherited a similar crisis resulting in deep depression in 2003. Mr. Fernandez left the administration after Nestor Kirchner's death in 2010 and Christina Kirchner headed the Peronist party till 2015 winning 2 terms in office as president. Higher social spending under the Peronist party and high commodity prices for soyabeans exports with demand from China helped restore the economy under the Kirchner administrations, later leading to higher budget deficits by 2015 that Mr. Macri inherited. A failure to adjust spending early followed by severe austerity cuts in fuel and electricity prices hurt the urban poor and people in rural areas leading to the return of the socialist party and the lost hope for Cambiemos (Lets Change) to free markets that Macri had generated in 2015. ...

Is the market in S. Korea reflecting the bursting of the housing bubble in the USA, or is it simply a result of the Roh government's new taxes and rules for real estate such as the capital gains taxes of a shigh as 60% and the restriction on loan size so that monthly payments do not exceed 40% of monthly income. If its the new rules then it must be true that the crisis in the USA must have made the pause from the Roh measures give the market time to reflect. One factor is the oversupply from the building boom especially since the new housing had become increasingly unaffordable to average South Koreans at 100 time average income a 3 bedroom apartment cost $2 million in Seoul. A real estate Professor at Konkuk University estimates that about 1 million units will come onto the market by 2013. 2013 thats because the construction has continued even as sales have come to a near halt. Apartment prices have gone up 3% in 2008 compared to 93% in the last 5 years according to Kookmin Bank. What does this mean for the other Asian markets such as China, India and other Asia. Its not just speculation thats disappearing, but is there a sense that the market for Asian goods in the USA, especially for export powerhouses in Asia such as South Korea, is taking a hit from the credit and housing crisis in the USA. The Trans Pacific Partnership (TPP) free trade pact led by Japan and the U.S. moves to the next stage with legislation introduced by Orrin Hatch and Ron Wyden in the U.S. Congress for granting trade promotion authority to the U.S. president. This would facilitate the negotiation of an agreement leading to concessions by different countries. Talks between Japan and the U.S. intensified with the U.S. president Obama saying in his 2015 State of the Union message that China wanted to write the rules for trade in Asia, and asking why the U.S. should not work to write its own rules. Defense Secretary, Aston Carter, called it more important than another aircraft carrier. Support from Europe, India and other countries for the China sponsored Asian Infrastructure Investment Bank, as a rival to the U.S. dominated World Bank and IMF, also give urgency to the TPP. The TPP countries, Vietnam, Malaysia, Singapore, Australia, New Zealand, Japan, Peru and Chile, make up over $400 billion of about $4 trillion in U.S. trade, according to the Peterson Institute for International Economics. The TPP is now seen not just a free trade pact, but also as away to counter China's influence in Asia. Experts see the Obama administration as having bungled its handling of the Asian Infrastructure Investment Bank which the U.S. did not join, and its allies in Europe, other Asian countries including India, decided to join as founding members. Democrats in Congress led by Senator Schumer, Warren, oppose the legislation granting fast track for free trade pacts citing the loss of jobs and lowering of wages for workers in manufacturing in the U.S., with only about a dozen Democrats favoring the legislation, leading to a split in the party. Projections by Peter Petri, Michael Plummer, Fan Zhai, of the Peterson Institute for International Economics, show a net negative impact on depressed wage sectors such as U.S. manufacturing with additional $45 billion in U.S. imports and $35 billion in exports for heavy manufacturing from the TPP free trade pact, and additional $33 billion of U.S. imports and $10 billion exports in light manufacturing by 2025. Higher wage sectors such as U.S. Services including IT get a boost with additional $42 billion in exports and $ 8 billion imports. Agriculture shows insignificant gains with additional exports of $2 billion and imports of 0.5 billion. The auto and transport sector disproportionately favors Japan with $33 billion in additional U.S. imports and $8 billion in exports. ...

Forecasts from French bank BNP Paribas show Britain's national output or GDP is expected to grow 5.4 percent in 2022, faster than economic growth in China of 5.3%. China's growth is slowing sharply because the manufacturing sector is facing energy shortages, and the construction sector is faced with decades of buildup of debt that cannot be paid.

The China Banking Regulatory Commission points to dangers of the Non Performing Loans ratio rebounding and serious risks in the financial sector from bad loans. CBRC chairman, Liu Mingkang, points to the risks associated with local-government financing platforms, and the real estate sector and industries with excess capacity, in the 128 page report for 2009 shown on its website. And he points out that fundamental cracks and flaws internationally, that were exposed by the global financial criis of 2008, have still to be resolved. He cites the regulatory issues, "too-big-to-fail" issue for large financial institutions, cross-sector and cross-country risk contagion toxic assets, and the budget deficits facing European countries, as major issues posing systemic risk.

The constructive contribution made by the G-20 meetings of leaders towards building agreement on economic and other policies for peace and progress in the global economy. The meetings were especially useful for coordinating policy and addressing issues arising in the global economy after the 2008 financial crisis. Here Li Baodong, China's vice minister for international organizations and conferences, international economic affairs, describes the path ahead: IMF reforms implementation, better coordination of macroeconomic policies, pursuing the anti-protectionist and free trade policies with further support to the WTO and ministerial MC9 meeting in Bali in Dec. 2013, and infrastructure financing proposals for developing countries on the agenda at the St Petersburg, Russia, G-2- meeting in Sept. 2013. Baodong says the mechanism called the Framework for Strong, Sustainable and Balanced Growth as part of the G-20 meetings is a major achievement. Each G-20 economy submits it macroeconomic policy plan for a Mutual Assessment Process under this arrangement. The progress from the Bretton Woods financial architecture to the new arrangement- from the G-6 to the G-20 to include developing countries from India to Mexico and Brazil- is another major achievement, not fully recognized by the public, says Baodong. Interestingly Baodong makes particular mention to global rebalancing, rather than pushing what he calls the impossible task of increasing demand to get growth. This is a realization coming to China's economic policymakers under the new Jinping-Keqiang administration after the overly aggressive effort to stimulate demand in the 2009-2011 Stimulus, and the ensuing financial problems in the banking and credit system. It is indicative of the policy shift and its implementation underway in China in 2013-2015....
