Japan's acute shortage of labor has even spread to the government sector says this report in DW.com. Japan's aging population means a growing need for immigrants from Vietnam and other countries. Nursing, elderly care had shortages which have spread to construction and delivery business, taxis, forestry companies and train operators. Many jobs remain unfilled. It is a situation the US may also experience in a few years as it is feeling the effects of shortages of workers in industries such as hospitality. NK Logisitics Research estimate is that 34% of goods will remain undelivered by 2030 because of lack of transport workers, that is 940 million tons of goods undelivered every year. Already taxi drivers have shrunk by 40% from the peak in 2009. Japan's immigration policy planned for an influx of 345,000 skilled workers over 5 years in 2019 but this came a bit late as the pandemic delayed the influx. Now it has a new urgency. Even with the influx of new immigrants Germany has 1.6 million jobs unfilled according to DW.com citing research in an accompanying article on German workers in today's Lyrarc.com. The US needs an organized program of immigration to attract foreign workers yet the influx from Venezuela of mostly middle class educated people into the US through  events no one had foreseen or expected may years from now be seen as meeting the needs of sectors in the American economy that needs good workers, in the same way that Japan and Germany see their economies and worker shortages. ...

What would a EU Britain relationship look like under Keir Starmer's Labour party? For education and student exchanges, for agriculture, and for defense? For Starmer why waste any capital when there is a need to deliver for working people and families in Britain, overcome the financial mess the Tories have left and still invest in Britain year after year, to permanently rest fears of the working class in Britain who left Labour.

A small test is happening over student exchanges as the EU's Leyen revives the plan for a 4 year college level student exchange. Here British universities say their finances cannot handle what the EU proposes that in the year spent overseas tution would be paid to the host country university. Another concern is that this is not seen as freedom of movement which the British public have not supported.

Alternative proposed is for a 2 year exchange that the EU has with Canada and Australia.

Erlanger and Castle look at the reasons given for the resounding defeat of the Labor party in 2016 British elections. Mr. Blair's view is that Labor as a traditional left wing party going against a right wing party produces a traditional result, reflects the Thatcher years when Britain was looking for a new way forward after the previous Labor governments and state involvement in the economy. More forces were at work in this election, say experts. Peter Mandelson of the Labor party and Bloomberg Editor-in-Chief Micklethwait, say other forces are at work, with Scottish nationalism depriving Labor of a core constituency it had relied on, with 40 seats in the 2010 elections going down to 1 in 2015 general election. English nationalism meant the only gains for Labor in England came from Liberal Democrats not from Conservatives. Cameron appealed to Englsih voters that a Labor left oriented government in alliance with the Scottish National Party, which is more to the left than Labor, would be bad for England. Other commentators have suggested that liberal economics of the type espoused by Blair and Gordon Brown had failed to reduce inequality or improve living standards of working class people, led Britain into the 2008-2009 financial crisis, and lost credibility. Globalization, the decline of heavy industry in Scotland, and other changes in the global economy have also changed the playing field. The Conservatives showed flexibility in relaxing deficit rules after 2012, and were intent on protecting the National Health Service, giving their campaign theme about putting Britain on the right path to economic recovery more credibility. Other issues such as immigration also played out against Labor, hurting labor more than the Conservatives, with the defeat of Labor's Ed Balls in Leeds attributed to the increased votes going to the UK Independence Party from working class and centrist voters. In the end Labor received only 30.1% of the popular vote. ...

One of the quirks of the unemployment rate released by the Labor Department is that it is declining- declined to 8.1% from 8.2%, from March to April 2012- even though the number of unemployed may be increasing. When adjusted for the discouraged workers who would be working today in a more normal environment the unemployment rate today would be around 11%. Crucial in grasping unemployment numbers is the labor force participation rate- showing the number of working age Americans with jobs or looking for jobs- which is affected by the number of baby boomers retiring and leaving the work force, and by the number of workers who are too discouraged to look for work. The long term unemployed currently form about 40% of people unemployed in the U.S., which is quite high and cause for concern for Fed chairman Bernanke. Many of these long term unemployed it is feared will permanently drop out of the workforce, causing a drop in the productive potential of the economy and lowering economic growth. Already many have dropped out of the workforce, causing the labor force participation rate to decline faster than the gradual decline seen in the last decade as baby boomers retire. Between 2009 and 2012, a three year period, the labor force participation rate dropped about 2% to 63.6%, compared to the normal drop of 1.3% over a seven year period from 2000 to 2007. Combining the impact of the two trends, one demographic and the other a result of the 2008 global financial crisis and excessive risks in the U.S. banking system, leads analysts to to lower the longer term economic growth forecast for the U.S. to 2%, compared to the U.S. Fed's forecast for 2.3-2.6% growth....

Another danger for Labour comes from Rachel Reeves being exactly the wrong attitude person for this time giving too much deference and authority to Office of Budget Responsibility, which was set up for austerity rules under John Osborne. It is not set up to give Britain the public investment in infrastructure that it needs today and its members thinking ios from that era. Labour Good Growth Foundation, Common Wealth and Labour group Progress are advising Labour party to change before it is too late. Langleben of Progress says-“The OBR was created for an era defined by austerity, and while it can clearly count the upfront cost of investment, it too often misses the long-term value, whether that’s a healthier workforce, better housing or modern transport." It now appears that Rachel Reeves is really the wrong person for the job of Finance minister and that Keir Starmer had another problem in addition to McSweeney, where he was stuck with 5 billion pounds cuts to welfare spending losing some of the Labour base to Greens, as seen in byelections and in polls showing a mere 18% approval rate for Starmer. It now appears that Yvette Cooper at Home Ministry stuck on the old asylum rules, Rachel Reeves stuck on the austerity period OBR assessments and making cuts in payments for Labour's base, and McSweeney with his lack of honest conviction to help Labour's base, Mandelson, were all the wrong people appointed to the wrong positions that risk's losing the base of Labour by fracturing it and sending it to Reform UK on immigration, on budget cuts to the Greens, and on a sense of lack of true conviction and sincerity to the Liberal party. ...

Caterpillar is asking workers at its Canadian plant to accept a large cut in wages and benefits. Wages and benefits at Caterpillar's rail equipment plant in LaGrange, Illinois, are less than 50% of the costs at the Caterpillar locomotive assembly plant in London, Ontario. According to the U.S. Bureau of Labor Statistics U.S. manufacturing labor costs per unit of output were 13% lower in 2010 than in 2000. This compares with an increase of 2.3% in Germany, increase of 18% in Canada, and increase of 15% in South Korea. Caterpillar is also asking for more flexible work rules at the Canadian plant. The flip side of this is that U.S. workers are earning significantly less in manufacturing, especially considering inflation, and the middle class is shrinking in the U.S. At the same time wages in the U.S. that are more competitive with wages in Mexico and China with flexible work rules and use of automation and technology, is helping to reverse the shrinking of the manufacturing sector in the U.S....

Immigration and Gaza conflict play a part in the support for Greens and for support of Reform UK in the election in Denton (Manchester region) in England. Labour comes in third with 24% of the vote with Reform UK at 28% and Greens at 40%. Hannah Spencer, a plumber, gets elected to parliament by appealing to the Muslim vote, and students. Reform UK does just the opposite by appealing to nationalist British voters who are anti-migrant, following an asylum policy for migrants and placing them in hotels that is highly unpopular in England. Labour's loss is in a working class district that it has held since 1906.

Growth of 2.5% for the second quarter in S. Africa, and expected growth of 2% in 2013, down from 2.5% in 2012. High unemployment at 25% and a 23% depreciation of the Rand against the dollar in 2013. The current account deficit is at 5.8% putting pressure on the Rand which is at 10.45 to the dollar in August 2013. Labor unrest at mines which make up about half of exports is hurting the economy. This has spread to other sectors. About 100,000 airport technicians and construction workers were on strike in August 2013 for wage increases at twice the annual inflation rate of 6.3%. Strikes are also taking place at Ford's auo plant.

Spain's cabinet announced new changes to labor laws to provide incentives to business to hire. Spain has some of the most restrictive labor laws in Europe and high unemployment. The unemployment rate reached 23% in December 2011, and about half of the people under 26 are unemployed. The cost of downsizing is so high in Spain that Spain's representative on the executive committe of the European Central Bank, Jose Manuel Gonzalez-Paramo, says companies prefer to close rather than downsize. The World Bank has singled out the labor laws as one of the main reasons for Spain's rising unemployment rate. New rules will reduce severance payments to 33 days per year of employment from 45 days. Severance packages will be reduced to a maximum of 24 months from 48 months. To encourage companies to hire permanent workers and depend less on temporary workers the new rules say employers must switch temporary workers to permanent contracts after two instead of three years. As an incentive for companies with a maximum of 50 employees to hire young people the rules give a 3000 euros corporate tax break for each new person hired under age 30. If the hired person was jobless he can still collect 25% of previous unemployment benefits for a limited period with 50% of the unemployment benefits going to the employer. Companies having losses for three consecutive quarters are allowed to pay less in severance payments- only 20 days per year of employment. Companies will now find it easier to leave collective bargaining agreements and make deals with their own staff. Luis Garicano, a professor at the London School of Economics, says this is a good step forward. He finds missing from the new rules subsidies to train young and unemployed people given the high dropout rates in Spanish schools. The government approved the rules by decree, but they will be discussed in the Spanish parliament. The government of prime minister Mariano Rajoy was recently elected with an overwhelming majority in parliament. This makes making major changes different from the process in Italy where a consensus has to be established....

 Angela Rayner of Labour in the UK government made labour rights a core part of what she wants to see achieved. This was an idea conceived in 2021 when Labour was in the Opposition, the idea of setting down key labor rights that don't get watered down. This includes restrictions on zero-hours contracts, giving employees full rights from “day one” of their employment, and ending the way companies fired workers then rehired them on lower pay and benefits. Over the last 3 decades since Thatcher and Reagan worker rights have been watered down by employers and successive administrations of Conservatives as well as Labour in UK and Republicans as well as Democrats in US watched it happen doing nothing. As a result a culture of impunity with worker rights developed which have led to the shift of workers out of the Labour party in Britain and Democratic party in the US. This coincided with the neglect of rural areas and farmers by Labour and Democrats creating the unimaginable situation for a Wilson or a JFK in the 1960's where labor was no longer a core part of who Labour in UK or Democrats in US were about. ...

France's CFDT trade union says both Sarkozy and Hollande have shown agreement with a plan for workers to show flexibility in wages and benefits in return for preserving jobs. This comes at a time when France's trade deficit is widening. It was 69.6 billon euros in 2011. Hourly labor costs in France are 34.20 euros, 14% higher than in Germany, where similiar wage restraint was shown by the unions during the last decade to reduce high unemployment. It is 20% higher than the euro-zone average, according to Eurostat. Now France is looking to adopt some aspects of the German model to improve competitiveness and reduce unemployment.
