The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. Four critical areas of strategic vulnerability will be reviewed- pharmaceuticals, semiconductors, batteries, and strategic materials. ...

President Biden says "I don't think anybody can deny the effects of climate change anymore," as the US goes through a heat wave in the south and the west of the country. Biden says it is outrageous that construction workers in some places were not given the right to a water break. Biden says the US Forests Service will use $1 billion to help cities and towns plant trees. This can help lower temperatures in cities and towns. San Antonio and Phoenix are some of the cities on the front lines of climate change, much of the south and western US is affected with abnormally high temperatures sometimes exceeding 110 degrees Fahrenheit. This is the hottest July on record in the whole world.

Changing governments and loss of the vision of the labor movement in the early decades after independence has led Israel to this impasse. Benny Gantz of the wartime Unity government calls for new elections in September as demonstrations for a new government take place in Jerusalem and Tel Aviv. US president Biden tells Netanyahu on Thursday that US support hinges on treatment of civilians in Gaza. Biden says he "outraged and heart broken" at the airstrikes on aid workers vehicles in Gaza. Gantz, a former general and prime minister of Israel, said- “This agreed-upon date for elections will leave us time to continue the security effort, and it will allow Israeli citizens to know that we will soon need to renew the trust between us,” he told a news conference. “It will prevent the rupture among the people.”  One of the problems Israel faces is the political fragmentation, many parties and frequent elections leading to changes in government unlike the early decades after independence when the Labor party offered effective leadership. The social Labor and agriculture farms movement is how Israel started and prime ministers till 1980's were from this Labor and farms movement including David Ben-Gurion and Golda Meir. As Israel evolved into a more technology oriented state this aspect was lost leading to a great measure of inequality, and changing governments without a clear vision for the future.   ...

US president Biden announces a plan that makes it mandatory for all employers with more than 100 employees to require their workers to be vaccinated. The Labor Department's Occupational Safety and Health Administration will issue an emergency temporary standard for implementing the new rule. This will cover 80 million private sector employees. Businesses that fail to meet the standard will face fines of up to $14,000 per violation. Employers must also give workers paid time off to get vaccinated or recover from any side effects.

Federal government workers and contractors also must meet the new requirement or face regular testing. In all 100 million workers or two thirds of American workers will be covered. 

To meet testing needs the Biden administration is procuring $2 billion in rapid point of care and over the counter at home Covid tests, using the Defense Production Act for accelerated production.

Janet Protasiewicz, a Democrat, wins 55% to 45% for Republican Daniel Kelly in the Wisconsin Supreme Court election. This gives Democrats a one vote majority in the Supreme Court. It will mean a challenge of a 1849 abortion law and the redrawing of the electoral maps that gives Republicans  a majority in the state assembly. The governor is Democrat Tony Evers and the legislature in Wisconsin has a Republican majority.  States in the midwest such as Michigan and Wisconsin played a part in Mr. Trump's gain of the presidency. Since then Ohio has moved into the Republican side, and the close contests are in places like Arizona, Pennsylvania and Georgia. Colorado moved to the Democratic side. Just 40,000 votes in Arizona, Georgia and Wisconsin separated Biden from Trump in the election of 2020 even though Biden had 7 million more votes than Biden because of the Electoral College system which goes by state's won. In 2016 Trump and Biden were separated by just 80,000 votes.   ...

The majority is so slim that when 3 Republicans opposed the impeachment of Homeland Secretary Mayorkas for immigration issues Speaker Johnson could get the impeachment passed only on the second try and that only by one vote. Fumio Kishida, former foreign minister who called for strengthening Japanese missile defenses, and reducing income inequality in Japan, was elected party leader of the ruling LDP party. Kishida is a choice of the Japanese parliament LDP in a runoff, after he was tied with Taro Kano in a vote of LDP party members. As leader of the LDP he will succeed Yoshihide Suga as prime minister. Kishida says a major problem facing Japan was the widening income and wealth gap during the pandemic. "If the profits from growth are monopolized  by a few people, the gap will widen even  further. It's not just abut growth, it's about distribution."  Kishida also favors government spending of hundreds of billions of dollars to boost the economy in Japan after the difficulties with the pandemic.This is similar to the approach on the economy, infrastructure investment and income inequality, taken by president Biden in the US, and vice chancellor Scholz in Germany.    ...

With inflation up, cost of living increase, the $15 per hour wage in high cost of living states such as California and New York does not go very far in tackling cost of living in 2026. Astoundingly 20 states many in the SOuth still follow the $7.25 per hour federal minimum wage that has not changed since 2009. Axios shows the minimum wage by state. In Michigan workers in youth age earn 85% of the minimum wage of $12.80 and hour. As workers lost leverage with the decline of trade unions since the 1990's administrations of Clinton, Bush, Obama, the situation is a difficult one for lower wage workers in many states. The lower wages in retail and hospitality industries also creates downward pressure on all wages which have not kept up till recently in auto and other manufacturing industries. Outshoring increased pressures over the Clinton, Bush and Obama administrations and as Democrats failed to do much about outshoring, it took a Republican DJT and Democrat Biden who followed to reverse the trend and create a push for higher wages. This also has failed as inflation surged during 2022-2023 and outshoring created new problems in sourcing parts from overseas in autos and other industries. The middle class is also not much better off and engineers making $90,000 a year are also living from paycheck to paycheck, with less access to housing that has gone up in price and become less affordable. This cost of living surge and the open borders migration pressure on public services led to DJT's reelection in 2025. ...

About the collapse of two banks- Silicon Valley Bank and Signature Bank Fed vice chairman for financial and banking supervision, Michael Barr, had this to say at a Congressional hearing last week- "I think anytime you have a bank failure like this, bank management clearly failed, supervisors failed, and our regulatory system failed."  The rest of this report looks at changes the Fed can on its own make stricter supervision of banks over $100 billion, action the Biden administration is thinking of taking, and action by the FDIC. The Biden administration does not want to be seen supporting wealthy depositors at Silicon Valley Bank by guaranteeing uninsured deposits as it did. It took this action solely to protect the financial system so that it would not hurt working families. For this reason alone the Biden administration will seek tighter controls of mid sized banks now that the illusion that banks below $250 billion do not pose a risk to the financial system is gone. It will also seek to recover all funds used to support these failed banks from the banks and financial sector that has lobbied for so long for less regulation leading to failure of banks not once in 2009, but again in 2023. This time under the Biden administration the damage is carefully controlled so that it does not affect the American economy and working families. ...

NYT reporters look at the details in the Biden $1 trillion infrastructure spending bill passed in the U.S. Senate. For the first time in decades Congress and the president take a serious approach to investing in America's infrastructure. It covers investments in modernizing and improving  rail, broadband, nuclear, roads and bridges, with additional investments in environmental protection, and renewable energy. It does not give president Biden all that he has asked for and was achieved through compromise between Democrats and Republicans in Congress who agree that big infrastructure investment is needed to upgrade old infrastructure.

NYT columnist David Brooks says Biden will be judged in the long run by what he has done to bring the two parts of America together that have drifted apart -one educated, affluent, city based and the other less educated, poorer, living in smaller towns and rural areas. One from the professional classes, and college educated that benefited from the tech boom, the other from working classes that felt the brunt of the shift of jobs to China. Biden is old enough to remember his emotional mentor Franklin Delano Roosevelt who faced a similar split America with farmers in small towns and workers who lost jobs in the Depression on one side and the smaller affluent classes of professional workers, small business owners in the earlier tech boom of the 1920's. Biden's father experienced unemployment and had experiences as a blue collar worker in Pennsylvania after business failures. It is an experience that has shaped Biden's views on America and the need to bring back hope after the pandemic that followed decades of neglect of working class Americans.   ...

Elections are won on messages that can be put in one line. FDR's in 1932 he stated clearly and applies to Biden in 2024- it has Abraham Lincoln's message from his writings. FDR said in 1932 "Give me your help not to win votes alone, but to win in this crusade to restore America to its own people." America in 2024 during the pandemic resembles America in 1932 during the Depression with widening gaps between the upper and lower classes and in opportunity for better life. Philip Bump in his Analysis in the Washington Post points out that the 2024 US election remains a referendum on the former president Trump. This is because as is already evident the voters have made up their minds, on Biden's side people that have decided they will not vote for Trump, and on Trump's side people who will vote for Trump. Biden has a stable vote when the election is referendum on Trump. Crime has come down so that crime is not so much of an issue. Immigration is also coming down and the Lankford- Biden immigration legislation did not pass to close the border as it was seen not attractive for the reelection bid on basis of immigration fears from the former president. Biden has take steps to close the border using executive action in the absence of Congress stalling on advice of the former president. The other issue is abortion and the selection of J.D. Vance for VP creates more fears about abortion bans for suburban women in all 51 states. Climate Change action is another issue and if stalled for 4 years it would cost the US upward of 1 trillion dollars to make up for action not taken till 2028. Donilon has said elections are fought on issues that can be put in one line for focus and concentration. For Democrats it is democracy in the words of FDR in his 1932 address: "Give me your help not to win votes alone but to win in this crusade to restore America to its own people." It is good to reflect and know that this is what president Abraham Lincoln would also have said knowing Lincoln's views from his writings on the this aspect of freedom in the Civil War in fighting the plantation economies of the Southern states. ...

This opinion of the Editorial Board of WSJ says it is not clear why Taiwan has been excluded from the Indo-Pacific Economic Framework that includes most of South East Asia including Indonesia, and India, South Korea, Japan, Australia. A win-win for Toyota with more room for hybrid sales and the Biden administration showing it is listening to Americans worrying about the cost of living, by making change to EV's more realistic. New Biden EPA rules that allow for slower acceptance of EV's in the early years till 2030 and accelerate in 2031 and 2032 to reach climate goals  create more room for hybrids . This vindicates Toyota Motor's strategy to put emphasis on hybrids in the transition to all EV's. Toyota has a significant presence in the hybrid market which has picked up in 2024 as the lack of charging station infrastrucure and cost of EV's limit growth till cost comes down and EV charging infrastructure is put in place. Ironically Akio Toyoda planned the transition to a new CEO in the belief that he had not changed Toyota's strategy fast enough to match competitors in development of new EV's when sales of EV's boomed in prior years before this years slowdown. The Biden administration coming around to the view that climate goals could be reached by accelerating in the latter part of the years to 2032 when new technologies cut cost and investments in charging infrastructure made it realistic. Its a win-win for all as it also meets Biden base support labor and auto union concerns about jobs with a too quick transition, and shows the Nation that Democrats are listening to voter concerns about cost of living. ...

The leaders expressed their deep concern over the economic effects of the Ukraine war, including "food, fuel and energy security, critical supply chains. Responding to a question about communications in a crisis he said he and Xi had agree that this would be done and then Biden says there is "this silly balloon" with intelligence equipment that passed over the US that delayed this decision being implemented. Biden is a US president in a hurry, says this analysis in The Times. And it says this is for a good reason. Biden as vice president in the Obama administration has watched as time slipped by and much of the hopes remained unfulfilled for infrastructure and other plans including climate change. Biden also has long experience in Congress and long experience working with Congressional rules. He also understands that the Democratic majority may not last beyond 2 years, better to go all out now and lose no time. This is the thinking behind his plan for $2 trillion in infrastructure spending in the first 100 days of his administration, and the idea that he does not need to win Republican support by watering down his plan.

The American people now support this kind of bold vision and bold plan after the pandemic showed the weak nature of presidential plans and aspirations till now for three decades.
