900 million eligible voters in India means this is the largest election ever. The election will take place in 7 phases in April and May from April 11 to May 19. Votes will be counted on May 23. The election is for 543 seats in parliament, the Lok Sabha. Turnouts are high with 66% turning out in the last election that brought Mr. Modi and the BJP to power.  Unlike elections in Britain a lot is spent in each election, about $5 billion in the last election and double that this time. The U.S. elections in 2016 had spending of $6.5 billion as a comparison. Women vote at about the same rate as men and more women than men are expected to vote this time. Prime minister Modi won the last election with promises of development and infrastructure. He is delivering on infrastructure but building manufacturing and generating jobs in the formal sector remains a tougher task for any administration in 4 years. During the first term Mr. Modi made needed changes including introducing the GST tax to integrate India's fragmented market and get rid of a patchwork of regional state taxes. He introduced a whole range of projects and yojanas which are setting the stage for widening the middle class, and improving living conditions. Some of the problems such as the bad loans in the banking system date back to previous administrations and the government has taken steps to clean up this problem by refinancing banks and introducing a bankruptcy law. This has slowed GDP growth to about 7%. However this would have happened under any administration.  The brief war with Pakistan in February 2019 has added another dimension to this election with questions about whether this may help Mr. Modi because of his strong stand against terrorism camps in Pakistan.  In the end it all comes down to whether the public still believes the BJP party under Modi is best qualified to develop the infrastructure to modernize the country and improve services, and whether it can create enough of the manufacturing capabilities to generate jobs needed. It may not be that the BJP under Modi has  not made mistakes in the process of learning how best to tackle development, but whether a patchwork of regional parties led by the opposition Congress party is in a position to provide the strong decisive direction to make quick decisions on development. Getting the agreement of a number of regional parties such as the party in West Bengal state or the Uttar Pradesh state when it was under a previous administration of Mrs Mayawati means an even slower rate of decision making as it leads to lack of speedy decision making. Whether voters have short memories and forget the slow rate of infrastructure development under previous administrations or have a willingness to give the BJP a chance to show what it can do under Modi for development can eventually decide this election. An example of what this means is in how the Mumbai Metro is being pushed through to timely delivery- Metro Rail's head Mrs. Ashwini Bhide simply says she feels for the people of Mumbai who have suffered from delays in development of needed infrastructure for so long, with millions doing appalling rides in a creaky old rail system. In her view it should have been done yesterday. It is this attitude that can make or break the current administration, and whether it can get this message through to voters one more time. Most who have this attitude are aware that China is now laying enough concrete every two years than America did in the whole 20th century, as reported in the Guardian newspaper, and are equally passionate about delivery of services and rapid development of badly needed infrastructure.         ...

Knowing the thinking and mood of the younger generation of engineers programmers and other staff is critical. They are more optimistic and impatient about things so companies have to move quickly to change things to retain talent. The other major change is the number of young women that are joining. Nasscom the software industry association in India says that last year this was 35% and will rise to 45% by 2010. This is amazing rise considering that it started from very low numbers and these young women are more vocal than the men. It means companies have to keep their minds open to gender issues and respond. Giving young people a voice in the affairs of the company, giving them achance to be not lost in the crowd, a shot at challenging assignments for the talented, some kind of inhouse training program in management and in other areas so that they can keep upgrading their education and value to the company, some peers and superiors assigned to mentor new employees, hiring from smaller cities so that those who want to be near family can do so and have higher loyalty than with chasing high level talent in bigger cities and supplementing with good inhouse training , are a list of some of the things being tried by companies. ...

Cyrus Mistry, who is 43 years old, head of the Shapoorji Pallonji Group, a construction company, will be the new CEO of Tata Sons. He was a board director of Tata Sons for several years. His father is the largest shareholder in Tata Sons with an 18% stake in the company. Mistry, who comes from the same Mumbai based Parsi families as the founder and previous heads of Tata Sons, studied civil engineering at the Imperial College in London and management at the London Business School. He is an Irish national because of his father's marraige to an Irish woman. The previous chairman of Tata Sons before Ratan Tata, J.R.D. Tata, who ran the company for most of the postwar period, also had a similiar background, as J.R.D.'s father married a French woman. By virtue of its acquisition of the steel company Corus Group, and the acquisition of Jaguar-Land Rover, Tata Sons is now the largest manufacturing company in the U.K., in addition to being one of the largest and most well known companies in India. About 58% of sales now come from overseas. Companies in the Tata Group include Tata Consultancy (IT), Tata Motors (autos), Tata Steel (steel), and a range of other businesses in India. Krugman in the NYT describes the dangers of plutocratic power to American democracy. When exercized by the Murdochs, the Elon Musks, the Harlan Crows of this world. He cites presidents who are Republican and broke up the large oil companies in the 1900's, Theodore Roosevelt (1901-1909) who warned about "a small class of enormously wealthy and economically powerful men, whose chief object is to hold and increase their power." This is happening with the power of the so called Tech companies today and both parties seeking to break  up the Tech companies.  Then there is a Democratic president from this period Woodrow Wilson (1913-1921) who followed Theodore Roosevelt. Wilson says- "If there are men in this country who are big enough to own the government of the United States, they are going to own it." Theodore Roosevelt fought political machines such as Tammany Hall in New York as well as Rockefeller's Standard Oil Company. Wilson, a professor from Princeton, continued this tradition by protecting the working class of that time through his New Freedom campaign in 1913.  As a professor Wilson wrote the textbook The State used in colleges of that period, which set forth for the first time the basic idea of the state that we see today- "that forbids child labor, supervises the sanitary condition of factories, limits employment of women in occupations hurtful to their health, institutes official tests for the purity or quality of goods sold, that limits the hours of work in certain trades, and by a hundred and one limitations the power of unscrupulous or heartless men to outdo the scrupulous or merciful in trade or industry." Both were progressive Theodore Roosevelt and Woodrow Wilson. Wilson under his New Freedom platform for the 1913 election, asserted that it was the task of government "to make those adjustments of life that will put every man in a position to claim his rights as a normal human being." What president Biden is doing today is closest to what Wilson and Roosevelt were trying to achieve, and what Modi is doing today in India is also closest to what Wilson and Roosevelt were trying to achieve. In 1913 Wilson won 42% of the vote, Roosevelt 27% because of a split within the Republican party with Robert Taft. Wilson proposed breakup of oil companies to provide a level playing field for all companies. Similar decisions are being considered by president Biden today for Tech Companies. The future of both the US and India is being decided in these difficult times after a pandemic and in the middle of a European war, and a supply chain overconcentrated in one country in Asia. Wilson's idea "to put every man in a position to claim his rights as a normal human being," is being set forth by president Biden through the word "dignity," by Modi in India as "sab ka vikas, sab ke sath" (development for all, with all). The Greens and SPD's Scholz also set forth this idea as "dignity" for the worker for Germany.   ...

Didi Kirsten Tatlow describes the experience of Angel Feng, a 26 year old Chinese graduate from a business school in France, fluent in English, French, Japanese and Chinese. She intervews with Chinese companies in 2010, who always ask a last question about whether she is planning to have a baby and refuse to believe her when she says she does not plan this for five years. Her first job is with a company promoting Chinese brands, which turns out to be bad as the company fires people immediately to slash costs, maintains long working hours and does not respect basic rights. One woman has a miscarraige and is ordered back to work in three days. The socialist era structures have been removed in China and this includes some of the protections for women, and the old ideas are returning in force. Angel decides to work for a semi-state organization run by the Ministry of Education. Women's rights are better protected in state sector companies. The pay of $625 a month is abit lower but it has benefits, including lunch at the canteen, housing allowance, and hours are 8.30 to 5 pm for 5 days a week. Her employer, China Education Association for International Exchange, covers childbirth with employees given at least 90 days maternity leave with full pay....

Comments in an interview by the World Bank's new chief economist Kaushik Basu on problems for global job creation. He served as chief economic advisor to the Indian government for the last 3 years. He talks of the drying up of trade credit with the eurozone crisis that is hurting exports of developing countries. Basu also emphasizes the importance of addressing the unemployment problems in developed countries. The World Bank's annual development report shows 200 million people unemployed and seeking work globally. And 620 million youth-many of them women- are neither working or looking for work. He is on leave from Cornell University.

A few events in the last 50 years are rewriting the rules for business, finance and economics, says the WSJ in this analysis. The admitting of China to the World Trade Organization under president Clinton in 2001 was one, another was the global financial crisis in 2009 with the selling of bad mortgages by the financial industry, the euro currency financial crisis with the bad accounting, real estate industry speculation, and lack of financial oversight in countries such as Greece, Ireland, Spain. The coronavirus pandemic is one more addition to this string of crises and events that have made the working class and middle class in US and Europe poorer and in worse shape after the recovery following World War II.  The changes indicated here are some of the surface changes- such as the shift to the suburbs for cleaner air and better living, the work at home as a serious option, the new focus on health care, wellness, exercise, nutrition and mental health, remote learning and community college as a realistic option to high tuition costs by the education industry, and a pharmaceutical industry refocused on public health and vaccines as it was in its early years before its shift into a simply profit driven industry. The underlying thread for all these changes on the surface is a deeper change in the public mind- a change that redefines what the people believe in just as happened after World War II. Rebuilding the devastated economies of Europe, America and Asia required a new vision at the time after World War II. And reconstruction could only happen with all the people involved and working for the public interest.  This also created a new hope for the future. President Biden's vision is for a new set of priorities that make child care, women's position in the economy, community college education as a right for all as a first step to opening the access to education that existed after the war in 1945. Investment in infrastructure, in building new roads, bridges and rail, water, internet connections, public services in transport, better layout of urban areas, better lives for retirees, are all part of an effort to improve quality and ease of living for all parts of society, not just those who can afford it.  This is uppermost on people's minds and administrations or governments that fail to deliver or simply talk with no action, will not have the support of ordinary working men and women in all countries. This is true for countries and regions as varied in their level of development as the US, Northern Europe, Southern Europe, Japan, India, Brazil and Mexico, and African nations. Democracy, government adminstration, technology and business structures exist for the people, to improve the ease of living, quality of life, through better health, education and public services.  ...

The oldest person to sail around the world alone, non-stop and unassisted is a British woman. She is 77 years old. She comes from Lymington, Hampshire in England. Jeanne Socrates ended her 320 days voyage in Victoria, Canada. This is also the second time she has done it. In 2013 she was the oldest woman to make the circumnavigation of the world. Her boat is 38 feet long called Nereida. The mainsail and backupsail sustained damage, and solar panels were lost overboard.  The wind gods she said were not with her and she had two cyclones off Hawaii to avoid, and one in the Indian Ocean to avoid. She wasted time with that. She has received a lot of support, which she says comes from people realizing and appreciating the way she persevered and overcame so many problems on the way around in different oceans, showing it can be done. Shortly after retiring she and her husband took up sailing. After her husband died in 2003 she continued sailing. She took up the daunting effort to learn all about the systems on the Nereida and dealing with a whole range of problems. Her first attempt at nonstop sailing around the world was in 2009, when rigging problems led to giving it up. Another effort four years later in 2012 also failed. She persisted and in 2013 made the successful attempt. Jeanne Socrates has overcome a number of setbacks in her career. In 2017  before she made her current effort she fell off her boat, breaking her neck and ribs as she prepared. She recovered from that fall. A look at her website shows how she has persevered over many, many years, making repeated attempts, following  up with more effort after the last one failed. That she also brings a cheerful positive attitude throughout and enjoys nature, birds, and meeting people on land during her trips from Sweden to Mauritius, to Mexico, is clear from looking at the many photographs on her website.   ...

The huge changes for upward mobility and women taking place in India can be seen in the way 19 year old Mumtaz, daughter of vegetable cart vendor Qasier Jahan, found a place in India's World Cup Women's Junior Hockey team. She is the third biggest scorer in the Junior World Cup and made the courageous goal for India to set the tone for a 3-0 win over South Korea in quarter finals. Mumtaz is from Lucknow, Uttar Pradesh, which is going through huge changes as development accelerates and new infrastructure is built. 

Athletic coaches saw her ability in sprints at a school competition in Agra which led to their encouraging and supporting her to play hockey. Lacking resources to buy even a hockey kit coaches stepped up and helped the young girl play, learn new skills, and compete in national hockey.

Nalini Gulati of the International Growth Centre looks at Gender Responsive Budgeting (GRB) on the Union Budget of India. This budgeting shows 122,000 crore rupees allocated up from 113,000 crores the prior year. This is about 5% of the total budget allocated specifically to improve the lives of women in India.

The Ujjwalla scheme investment is doubled from 5 thousand crore to 9 thousand crore rupees, and two crore toilets target set. Mudra Yojana for women to get loans for entrepreneur businesses is another project with increased funding.

GRB was started in 2005. Thirteen years later the expenditure tracking, and incidence of benefits tracking, breaking data to sub national level and region level, execution evaluation, is still not adequate, says Gulati.

Geeta Anand and Jaeyeon Woo of the WSJ give this heartwarming story of how South Korea achieved a remarkable transformation in attitudes towards women in society after 1990, and reversed a dangerous imbalance in the ratio of females to males. This was done by the release of extraordinary energy of woman activists after the end of dictatorship in 1990 made this possible, and the efforts of media, courts, government and society. Women won the right to be heirs in the family lineage, and perceptions of women as well as the opportunities open to women changed in this period. Today the Korean government provides $177 a month for the first 5 years for child care at home. The story of one mother and daughter and their experiences, of Ms. Lim and Ms. Ko, both teaching at the university and having daughters only, shows how South Korea has changed by 2016. Moving further South Korea's government now offers incentives to companies to make paternity leave policies generous, with municipal governments adding cooking classes and housekeeping courses for fathers. ...

Kathleen DuVall of the University of N. Caolina at Chapel Hill describes the areas in which the American Indian government and the Spanish government did better than the British democracy. The American Indians she says had chiefs who ruled the tribes in a consensus arrangement with other chiefs and had to get the approval of the tribal elders and members of the tribe. This would not be easy to achieve in the large numbers of settlers in America, but has its own merits. The Spanish monarchy respected women's rights in that the woman's identities were not subsumed under men's through the legal doctrine of coverture. In the Spanish system women kept their identities, properties and thier names, something not possible under the American system. She calls for humility as much as celebration on July 4th, as Americans proceed through the world.

Lina Nilsson, the innovation director of the Blum Center for Developing Economies at the Universityof California, Berkeley, says female engineers are attracted to programs and research that focusses on achieving societal needs and goals, humanitarian projects, and meeting the special needs of developing economies. Better engineering that helps people improve lives attracts the involvement of women. She cites enrollment at the Blum Center for Developing Economies programs, PhD. minors in development engineering at UC Berkeley, undergraduate international minors at University of Michigan, the D-Lab at M.I.T., humanitarian engineering programs at Arizona State University, University of Minnesota, Penn State, Santa Clara University, Princeton's Engineers Without Borders chapters and clubs, where women's enrollment exceeds that of men. She contrasts this with the low numbers of women engineers in general- less than 20% of tech engineers at Google and Apple, and less than 14% in the U.S. workforce. Her advice- make work meaningful to society and women will enroll in large numbers, not just in computer engineering, also in mechanical and chemical engineering....

Modernizing India's construction industry may be one of the keys to keeping global growth from slowing down significantly. Here's why. If China slows down significantly after almost two decades of breakneck growth since the 1990's, as nothing like that goes on forever and China is facing significant environmental challenges, skilled workers and managerial talent constraints, and demands for fair treatment and compensation for workers, that stem from this uncontrolled and haphazard growth and export drive. This would leave India as a potentially large engine for world growth if properly managed, a role China has played alongside the USA for so long. India's infrastructure is one of the critical hurdles to achieving this potential. And neither India or the world can afford not to overhaul India's construction industry which is a roadblock to accomplishing what needs to be done in infrastructure. As described here more than 80% of the people in the construction industry are unskilled workers, usually working as day laborers or migrant workers in tiny crews. The other 20% - the carpenters, welders, painters, tile layers, pipe fitters, brick layers, and other skilled trade workers, are becoming harder to recruit and those unskilled workers that receive basic training by companies like Reliance are keen on looking for better opportunities in the Gulf region. The unskilled workers work at construction sites with little training are mainly workers coming from agricultural areas and villages for better wages and living conditions. One of the striking things about Indian construction sites is the use of few machines with most of the unskilled workers, men and women, carrying loads of bricks on their heads, digging holes with shovels and cutting steel bars with mallets and moving sand with spades. There is a huge opportunity for foreign and Indian manufacturers of construction equipment and rapidly increasing production within India of all types of construction equipment should be one of the first things to be tackled. Special incentives by the government and efforts should be made to bring new foreign and domestic investment and plants for construction equipment. Big construction firms that handle large projects, construction equipment manufacturers worldwide and domestic firms interested in investing, and firms involved in large construction projects throughout the country should be brought together in executing the plans for modernization of the construction industry. Training of unskilled workers chosen and recruited for aptitude, discipline and interest in learning new skills from villages as opposed to just working with "nakas" should be initiated in large numbers. A new vocational training system should be initiated borrowing from ideas of systems in countries that have excelled in this in Europe such as Germany so that workers can go straight from villages or urban areas to vocational schools for training in a craft or trade in the construction industry or in the manufacturing industry. And living conditions have to be improved for workers so that skilled workers see advantages in remaining in India rather than leave their families behind for work in the Gulf, and unskilled workers have the basic but good living conditions, access to clean water, basic but decent housing, and clean toilets and showers, and kitchen facilities. One thing is clear one cannot reach organized and well though out development goals on the back of such a haphazard and ineffective sytem of using the human and machine resources in the best possible manner, and free markets and capitalism may not be the best guide in this matter. China's example may not be a good guide in this matter either. There has to be a better way where treating people right and using the most intelligent use of resources brings better results than haphazard approach as with week by week recruiting through "nakas" and minimal use of machines, and recycling of agricultural labor through free markets in labor. The haphazard approach rejects the idea that the training, the discipline and the well thought out approach on recruiting training and best use of human resources without losing sight of costs can lead to superior and continually improving results. The continual improvement and better methods in the construction industry would free up the infrastructure bottleneck and hurdle to growth. Then it would be best to take an original path to development which would be true to the Indian character and spirit and emphasis on education and thoughtful way of doing things, which means that India should make an efficient use of its human and machine resources, and take advantage of all its human resources and intelligent approaches to develop industry and agriculture and avoid the waste in human resources. ...
