Indian Foreign Minister S. Jaishankar makes a 3 day visit to Saudi Arabia. He addressed diplomats at the Prince Saud Al Faisal Institute of Diplomatic Studies in Riyadh. He will co-chair with Prince Faisal bin Al Saud the first ministerial meeting of the Committee on Political, Security, Social and Cultural  Cooperation (PSSC), established under the framework of the India-Saudi Arabia Strategic Partnership Council. What is happening here is that the Saudis can build their own ties in the region as they choose what is best for the future, compared to the relationship in the past which was as a state mainly dependent on the US but which sorely lagged behind in educationally, culturally, in developing its own scientific and technology institutions to transition into the modern age. The relationship in the past also appeared to be rooted in the colonial period that had transitioned only half way out of the colonial period into the relationship built by America's FDR and succeeding presidents with the royal family and monarchy of Saudi Arabia. Under Mohamad Bin Salman it now gives Saudis an opportunity to make its own choices with the help of neighbors such as India, Japan, and other countries. It also strengthens the relationship with the US and the EU in unseen ways through the Saudi relationship with India, Japan and other countries. Bilateral trade is at $30 billion for FY22 April to December. India imports 18% of crude oil imports from Saudi Arabia. Indian imports worth $23 billion, Indian exports worth $7 billion to Saudis. About 2.2 million Indians are living in Saudi Arabia. During the pandemic India was the closest health ally of the Saudis.   ...

India's Modi government is introducing a new plan to reduce rural poverty. It is implementing Universal Basic Income by depositing Rs 6000 or $84 directly to bank accounts of farmers with less than 5 acres. This helps 120 million poor farming families meet basic living needs in India, where rural poor often make less than a dollar a day. The cost of the program is $10.5 billion a year. The opposition Congress Party also has a plan for Guaranteed Minimum Income. India has national elections in May, and the government plan is also designed to fulfill promises of improving quality of living of Indians with the programs for Clean India, toilets and electricity for all Indians, bank accounts for all Indians, and series of other programs.  The advantage of the program as shown in a government paper in 2017 is that money goes directly to bank accounts avoiding corrupt middlemen or bureaucrats, and that it is possible in India to accomplish a lot by spending a relatively small amount to realize immense benefits. The Budget deficit for the year ending March 2019 will go up from 3.3% to 3.4%, and for year ending March 2020 go up from 3.1% to 3.4%- small increases relative to the immense difference in the lives of rural Indian families as a result. A series of programs for universal access to electricity, health care, toilets and clean sanitation, bank accounts and basic income, are designed to bring forth a New India different from the past. These programs are being implemented or put forward in the first term, with the Modi government looking for voter approval to push forward further development in a second term. The government paper on UBI in 2017 showed that in a country like India a small amount goes a long way in reducing poverty. By providing income of just above $100 a year to around 75%  of Indians, poverty can be cut from 15% to 1%. The paper shows cost at 5% of GDP which can be partially offset by reducing other government  subsidies. ...

And aggravating the situation resulting from the failures in investing in manufacturing in the US that put whole communities at risk, neglecting the investment in infrastructure that helps ordinary people the vast majority in the nation the most. Only now are these investments being taken up by the Biden administration reallocating funds to infrastructure, manufacturing and clean energy, to retirees, and to communities across America. Tata has a couple of things going for it to make a car at a price under $2500- a different vision behind it and a longer term idea of the market and its opportunities for Tata Motors. This is a personal vision of Ratan Tata, the last in the series of Tata family members who have run a company that was at the leading edge of industrialization in India since British times in the closing years of the 19th century. He sees this as a way to bring a car that is affordable to millions of Indians, the average Indian, just as his father and great grand father were pioneers in India's early steps towards industrialization. This also will serve another purpose. It will provide momentum to India's manufacturing base by putting India's auto industry on its way to sell cars by the millions in the next ten years. The cost was a challenge to Indian engineers ingenuity. It would help them develop something from scratch from a clean slate, and as he hoped reinvent the car if possible. The cost also was doable in India because of the wages paid to Indian engineers and workers are different. The entire cost structure with suppliers like Bosch providing the engine also and internet purchases of parts coming under a completely different way of doing business, again a reinvent of things. And the skimping on a lot of basics like a radio is possible in the Indian context where the inital target market is the scooter family of which in India there are millions. People who would simply be waiting for such a bare bones car, not see it as such because it is a great advance over a scooter even in terms of safety. What most people who have never been to India would not be able to grasp is that a whole family of four can be seen riding on a scooter or motorbike in India on weekends in Indian urban areas. Tata's idea of the market potential is the way it can ride the next stages of increasing incomes in India. Once it has come up with this car it can come up with enhanced versions with an airconditioning and radio and so on, and still price it way below competitors with Tata's quality and brand name and innovative design. As long as Tata can sell all the cars it makes it can expand production rapidly. Tata's costs for engineering a top selling model may be only 20% of the $350 million it costs western companies, according to Alix Partners, with savings of $300 to $1000 per car right there. Labor costs are about $1.20 per hour in India, less than what auto workers make in China, this provides more cost savings. Tata plans to supply kits to dealers who will do the final assembly in small workshops. This distribution strategy will save Tata another chunk of costs, as about 20% of the car's cost is in distribution in the USA. ...

Apple has been late to recognize the dangers of concentrating production in one country. Eight years after the 2016 election won by DJT Apple has not corrected this concentration in one country. It is all about jobs, investment, technologies and manufacturing on a scale that surpasses China in that period with newer technologies to meet the rising aspirations of 1.4 billion people. China's trade with the US was three times higher than the Indian trade with the US in 2022, India desperately wants to catch up and fast. The Danish ambassador to India was asked what he saw in India today and he said it was the rising confidence of people that struck him most. The digitalization that has changed the way government benefits are provided to 1.4 billion people and opened bank accounts for all, provided delivery of services to all parts of the population. US naval blockade of Iran in Arabian Sea starts April 13 2026. US destroyed Iran's larger ships 158 of them, yet Iran also has a fleet of smaller attack boats which it plans to use in Hormuz. These are harder to detect and can be hidden in coves along the Iranian coast and used against ships. The US with its naval blockade is now prepared to do what it has done also in Venezuela, stop and interdict fast drug boats on the Venezuelan side in the Atlantic ocean. By blockading Venezuela in the ocean US is using its strengths, and stopping drug boats its ability to pinpoint traffic on the ocean. Similar capabilities are well suited to Arabian Sea and Red Sea on the open oceans and away from narrow Hormuz playing to US strengths and capabilities. Aircraft carriers and destroyers and the US Air Force is in a position to do what it does best control open seas like the British did in their heyday of the Royal Navy for most of 1750-1920. This avoids options of Hormuz itself with its narrow 15 mile gap of water between Oman and Iran too close to mountainous terrain on either side, and of the Kharg Island option which would require special forces to be backed up with more ground forces. This is the most viable option and the interlude of couple of weeks has given the president an opportunity to make a better choice for positioning the US forces where the US has its strongest points. What is lacking is the individual powers of Britain and France whose leaders Starmer and Macron have popularity below 20%. Yet the US is better off making good choices and not having these nations alongside. The posturing by European nations is limited to France and UK, as Germany and Italy are in sync with the US position. Much of the media operates as if the goal of preventing the spread of nuclear weapons to the Middle East is not important for long term peace for nations such as China and India with about 3 billion people and the billions of people of Asia, Latin America and Africa. For the first time in 400 years since 1600 as Asian civilizations began a long decline China and India have emerged in 2000-2030 into the kind of modern economies and societies that exist in Europe and the US. The last thing they need is the risk of destroying the Modern World with nuclear proliferation when it took centuries to get to the right opportunity after 1950 to modernize China and India. Xi's and Modi's generation are the first to experience modernization in Asia after Japan's experience. ...

The question remains why the defamation law has remained a part of the Indian Constitutional law and the Indian  Supreme Court has upheld it. Under Britain there must be the sense that this would have put the unified subcontinental government at risk. Under India post independence this could be seen as an effort to keep the unified country India that emerged from the British Indian rule together as one nation. It may not be individual to individual defamation that underlies the spirit of this law. Its spirit may lie in keeping together as one nation a country with many languages and people after centuries of foreign rule by not letting the spirit that keeps it together be undermined in any way or form. Gandhi and the independence movement before Gandhi created the spirit for a new nation from many peoples and languages, this has now taken the form of timely delivery of the services and infrastructure that these peoples are entitled without any dilution of any sort, after all the hard work, sacrifices and aspirational effort of an earlier generation of leaders. ...

This report in DW.com presents a situation where supply of oil runs out as demand way exceeds supply as shale oils in US are depleted, and no new reserves are found. A story in WSJ last week reports that the salty water from shale oil extraction is injected back into reservoirs at a rate that creates serious problems in the Permian Basian of the US including East Texas. The IEA forecast in 2026 shows about 97 million b/d of production and demand slightly exceeding this in both 2030 and 2050 which would suggest defossilization has not taken place. Yet the US pullout from defossilization under DJT is sure to be reversed by future governments in as short as 3 years, and the current DJT policy is simply a response to the cost of living concerns of the majority of Americans. The scenario that fossil fuels will be required forever is promoted by the oil companies and by OPEC+ including Russia. But this situation will reverse as the cost of living crisis and the low wages and incomes, loss of factory jobs, low savings, health care inflation, is tackled under the DJT administration and the US economy becomes stronger with lower inflation.  This scenario of  steady oil demand can be reversed if China and India and Europe push ahead with renewable energy and technological change as is happening today, and will not be seriously impacted when the US joins the battle with its renewable energy push in 2028. This is not just an optimistic scenario, it is a balanced one as private industry in the US will sense this and move ahead with development of new technologies for renewable energy so as not to fall behind and to pioneer on their own. That is the history of innovation in the US for the last 100 years and will not change. ...

A new Penguin Random House biography looks at the life of Mr. Fernandes who comes from a Catholic family in Mangalore, Karnataka. and organized trade unions in Bombay state and in Bihar. Some of the shifts in Bombay from trade unions led by Mr. Fernandes to the Shiv Sena movement led by Bal Thackeray shifted attention to bringing jobs to the local Marathi speaking people in the commercial capital of the British period. Without the capital and technology needed and lacking the knowledge for development of industry on an American scale this kind of leadership failed to deliver on the aspirations of the people in the same way that Mao's experiments with the Great Leap Forward in India and Great Proleterian a Revolution failed to deliver in Beijing, Canton and Shanghai for China.  ...

Milkha Singh came through a period of life growing up in a poor part of the Punjab, then partition, and finding a place in post independence India on track and field. He joined the army on his third attempt. Finished fourth in the Rome Olympics, just 0.1 seconds behind Pence and with it missing a Bronze medal.

He said after this - that he was taken for an interview, and he could only say in whatever English he knew, "your son has fulfilled his duty, and I demand this from every youngster in the country." This could be the message to all the youngsters in the country that are volunteering for the PM's effort for 100,000 trained healthcare youngsters to help with Covid work in villages and towns throughout India.

For years the US egregiously restricted the flow of technologies to democracies such as India and allowed a concentration of semiconductor manufacture in Taiwan, over concentration of manufacturing in China, both of which led to supply chain issues in recent years and pose supply chain issues in the future. Ironically restrictions on technologies sale to India which with 1.4 billon people, and a similar culture in Indonesia forms homogenous culture of 1.7 billion people, is the only place of this size where parliamentary democracy has taken root. With an exercise of legislative assemblies through elections in all Indian states in the 1930's under the British with Mohandas Gandhi's leadership and example. Because of Gandhi and the leaders who preceded him Dadabhai Naoroji and Vivekananda in the 1890's India has older democratic forms than Germany, Japan, Italy, Spain and most of Europe, all of Asia, Latin America and Africa. It also has among the ordinary people a deep respect for Lincon, FDR and his fight to help Gandhi with Sukarno fight the British and Dutch Empires to bring freedom to 1.7 billion people.  ...

A 50 foot marble statue was placed at the canopy near India Gate of King George V in 1936, by Edwin Lutyens, in an irony of history only 11 years before independent India emerged out of the British Empire in India. It was not removed till 1968 and no decision was made on what should replace it until 2022. Today the statue of Netaji Subhas Chandra Bose now stands at that place, Bose led the Indian Army's fight for independence from territory freed by the Japanese after Gandhi adopted Quit India in 1942 and most of the Indian leaders were arrested and Netaji escaped to East Asia. Part of the reason Netaji and patriots who fought to free India through means other than non violent protest were not seen as having made significant contribution was the sense that the Japanese invasion of China had shown it was another colonial power. However without the Japanese weakening British rule in Asian countries the British may have continued their rule in India. After the Japanese had proved the British, Dutch and French empires could be removed from Asia, the process that began with Naoroji, Tilak and Gokhale, and continued by Gandhi, Bose, Nehru and  Patel working together  seemed inevitably headed for success. Seen in this way a genuine understanding of Hind Swaraj can be gained. Mohandas Gandhi points this out in Hind Swaraj by saying that Gokhale was the true leader of independent India. In the true sense of genuine struggle the leaders and unknown soldiers who were jailed in the Andaman islands made significant contributions including Tilak. The struggle for Hind Swaraj was done by people who took the largest risks, and who weighed the future carefully. And this includes Gandhi and Bose,Tilak and Gokhale, and most of all the unknown people who were at the Salt March and Quit India movements.   ...

India's leading energy official, Anil Swarup, the Coal Secretary, says India has to depend on what is available, with slow progress on nuclear power there is not much else. As India increases its growth rate to 7-8% India will increasingly be dependent on coal. The Modi government plans to double coal production. About 300 million people in India have no access to electricity. The country faces energy shortages in other areas. Even with a push for renewable solar and wind energy, coal is expected to provide 60% of energy needs in India in 2030. One government model shows solar and wind increasing from 6% to 18% by 2030. India points to per capita emissions which are 1.7 for India, 6.2 for China, and 17.6 for the U.S., according to the Carbon Dioxide Information Analysis Center.

In the interests of a stable government and for rapid development in the state on an unprecedented scale the position of Chief Minister was given to a smaller party with 51 members in the Assembly of Maharashtra. The BJP party the larger party in the new coalition has 106 members in the State Assembly. Mr. Eknath Shinde was sworn in as Chief minister and Mr. Fadnavis of the BJP was made Deputy chief minister based on the understanding of leaders in the federal government in New Delhi on the best way to move Maharashtra forward as a leader in economic and infrastructure development in India. Maharashtra and the capital city of Bombay once the commercial capital of British India has a difficult history of post independence politics. With Nehru's Congress party giving way to George Fernandes trade unionism after 1967 and after 1986 a movement led by Bal Thackeray that sought to give local Marathi youth jobs preference in Mumbai. Lacking the capital, technology and the industrial expertise for development on an American scale, much of this political arrangement has failed to meet the growing aspirations of the young people of Maharashtra and of India. These reasons motivated the federal government to put more emphasis on the "karya karta" or "good worker" principle itself than on the position of chief minister. Much of the rapid development will take place under the leadership of the most competent IAS Indian civil service officers selected for the largest infrastructure projects and the leaders of Indian industry, making the old conception of chief minister redundant. The focus shifts to who can get things done to meet aspirations for Maharashtra 2030 and how it will compare with Uttar Pradesh 2030, or Tamilnadu 2030. How will Metro rail, Bullet trains and Semiconductor Parks, Logistics networks and Exports in the new supply chain the US and EU is setting up in Asia, how will all this look in the 3 states in 2030? This will become clear in 2023 as development accelerates to what India needs. ...
