South Korea's Posco received environmental clearance in January 2011 for a steel plant with a capacity of 4 million metric tons a year. Posco has now been given permission to clear forest land for the $12 billion plant and infrastructure. The plant capacity will later be increased to 12 million tons a year. Indian law does not allow forest land to be cleared if villages have claims to the land. Projects by Arcelor Mittal and Posco have been held up for five years because of hurdles in getting environmental clearance and permission to clear forest land.

Wang Xiaofang is a former bureaucrat and writer who documents real life stories of corruption in China's bureaucracy by using fictional characters. A similiar approach by another Chinese writer Mo Yan in literary novels led to him being awarded the 2012 Nobel Prize for Literature. Censorship in China has not affected writings using fictional characters and literary novels of this kind. It may be seen by the government as a way to let the public ventilate some of its frustrations with corrupt bureaucrats and communist party officials in China. It also shows how widespread the problem has become and is a serious matter for the future of the Communist Party. Wang tells the Beijing Bookworm Literary Festival after he entered the official bureaucracy he felt the desire "not to be spiritually crippled." Wang is the author of the Civil Servant's Notebook, which is described as a guide for the 1.4 million people taking the civil service exams in China each year. This suggests that China's new leadership sees this as one of the ways to give right direction to young people joining the civil service, and comes with a new focus on corruption. Wang is also part philosopher in his musings when he says China has lost its traditional culture and cannot adopt western culture, and so it remains confused at a crossroad. Jonathan Cheng of the WSJ reports from Seoul that the sense of alarm at the escalating rhetoric between the U.S. president and North Korea seen elsewhere is missing in the South Korean capital. A city of 10 million only 45 minutes from the border with North Korea is within artillery range from the North. There is a sense that North Korea would not attack the South because of long ties of culture and ethnicity. The new government of Mr. Moon was elected with its plan to improve relations with North Korea that had deteriorated under the previous government of Mrs. Park. An effort is made by Rex Tillerson, the U.S. Secretary of State to tamp down tensions from the rhetoric. South Korean officials say recent experience shows the Trump administration is capable of making sound policy even with Mr. Trump's tendency to tweet strong comments. The South Korean government urged the media to present the situation without aggravating tensions. In fact the popular online news portal Naver in South Korea did not show the escalation in its top ten trending topics. An earlier report in the NYT shows the use of underground bomb shelters in drills is ignored by many South Koreans. ...

Susie Dent on Vocabulary in decline in UK ( and the US) as screen time takes time from learning new words. “There is a huge perception that screen time is having a negative impact on vocabulary, and I think that’s because it is taking away from reading time. The digital lives of our children are taking a greater and greater role and reading certainly is in decline." Dent cites a 2023 Oxford University Press report that 40% of children had fallen behind in vocabulary development. She says there is areal danger that vocabulary development is suffering for children and that this impacts learning for children.

US efforts to buy or acquire Greenland and Truman's offer in 1946 of $100 million. Truman's offer was made after the war in 1946 following fears that an hostile power could use Greenland for an attack on the US. Greenland was explored for the first time by Robert Peary of Bowdoin College and the US Navy from 1886-1902, in several expeditions from east to west and north to south. He was the first to reach the North Pole, and first to prove Greenland was an island by 1890. It is these discoveries that make the US the original explorer of Greenland. He received the thanks of the US Congress and his expeditions were supported by most of the well known organizations of the US, including the National Academy of the Sciences. It is Robert Peary's prescient insight- he was made Rear Admiral in the Navy- claiming Greenland for the US, was supported by Secretaries of State of the US from Seward in 1867 to others in 1900's and 1946, by Democrat Harry Truman, and today by president DJT. US Commanders inCbief said in 1946 that Greenland was "completely useless for Denmark," and was vital to keep the eastern seaboard of the US secure. It is also as Peary said important to keep the Monroe Doctrine and US leadership in the western hemisphere. ...

The pro-independence party of Catalan president Arturo Mas called an election two years ahead of schedule in an effort to increase autonomy for Catalonia in relations with the central government of Spain. He failed in negotiations to reduce the tax burden for Catalonia in relations with the federal government in Madrid. Arturo Mas's party lost seats in the regional election, ending up with 50 seats compared to the 62 seats it held previously in the 135 seat regional parliament in Barcelona. Other pro independence parties gained seats. The left leaning Esquerra Republicana de Catalunya party increased its seats from 10 to 21 seats. The Partido Popular of Spain's premier Rajoy won 19 seats, up one seat from the 18 it held earlier. There is considerable questioning inside Spain about whether this issue should be brought up at a time of 25% unemployment and negotiations with the EU for loans to restore the health of Spain's banking system.

About 110,000 workers, or about 20% of the number of people retiring each year in France, will be able to retire at the age of 60 in 2013 under a new presidential decree. These are workers who started to work at the age of 18-19 and put in 41 years of contributions into the state run pension fund. The decree by French president Hollande leaves the Sarkozy reform of increasing the retirement age to 62 from 60 in place, but creates an exception for these workers, at a cost of 1 billion euros in 2013, and 3 billion euros in 2017. This could also be a way to get labor union support for public spending cuts to reduce the deficit which are expected.
