Some of the most vulnerable populations in the world during coronavirus are in India, Pakistan, Bangladesh and the surrounding regions, in Mexico, Argentina and Brazil, and in African countries. This report looks at the increase in poverty in Pakistan and increasing food insecurity with food prices increasing. Government priorities are a concern says this report. Malnutrition is increasing with estimates ranging and some as high as 40% of children. A PTI official of the government is cited here as saying that it could be as high as 50% of children suffering from malnutrition. One of the problems for food insecurity in the Indian region going back to the famines during the British rule in Bengal and the famines in Bihar during Congress rule after independence is that supplies are lacking of foodgrains or that the incomes have fallen so drastically that people could not afford to buy food. Governments stepped in after independence to provide foodgrains at subsidized prices. These programs need to be pushed to the forefront and and international assistance needs to be sought. Planning minister Asad Umar points out in this report in DW.com that millions of Pakistanis are falling below the poverty line increasing food insecurity at a critical time. He gives estimate that one out of four Pakistanis have had their diets reduced. There is every reason to support efforts for cross border supply of foodgrains between India and Pakistan as humanitarian approach in the coronavirus crisis even as differences exist over border regions- as such differences exist all over the world over borders but humanitarian approach has benefitted the entire region during the Bihar famines after independence with aid from the U.S. Johnson administration. At that time in 1966-67 the seriousness of the situation in Bihar was only gradually and reluctantly accepted by the institutions, officials and governments around the world, says Cambridge University Press looking back on that crisis. And it is to the great credit of the Johnson administration that it launched the subsequent efforts for the Green Revolution and foodgrain production involving Norman Borlaug and the Indian government. Something of this type needs to be launched again across the region.   ...

Latin America is hit hard by the pandemic. About 20% of the region's companies will close down or about 2.7 million companies, and loss of 8.5 million jobs. GDP decline in 2020 of about 10% is expected.

All the statistics of a fall in poverty in Latin America that used to be cited by economists have proved to have no good foundations. Even before the pandemic the economies of Argentina and Brazil were in trouble. The pandemic has worsened the situation. It shows how important it is for countries in Latin America to build on strong foundations of education, health care and good governance. With fall in trade and in tax income the debt to GDP levels are expected to go up from 57% to 70% and 30% drop in earnings coming from relatives overseas to support families at home, resulting in great difficulties.

Bolivia's economy showed 6.5% growth in 2013 and the portion of the people in extreme poverty has dropped from 38% in 2005 to 24% in 2013. Policies of president Morales are winning praise for being prudent from the IMF and the World Bank. A greater share of the revenues from natural gas production and high natural gas prices, Bolivia's main export products, has enabled the government to build international reserves to $14 billion. This is half the country's GDP, and the highest ratio of reserves to GDP in the world. Morales has adopted socialist policies and at the same time provided fiscally responsible management, showing the two are not inconsistent and can be adapted to local conditions to build a middle class and improve living conditions.

Much of the prosperity of the Netherlands and Britain, France was achieved through such policy in Asia. Yet Oxford's Dill and Steinmeier have chosen not to look at European history and the Empires of Europe in Asia and Africa for 300 years since 1700. By comparison Venezuelan action comes after the great patience of well meaning people, and the silence of elites in the US and Europe about massive migration encouraged by the regime in Venezuela of one third of its population about 9 million people to neighboring countries including the US, and suppression of free elections, complete mismanagement leading to 150% inflation destroying its economy.  It was not only these elites in the US and Europe that were responsible through their silence, but also the Bush and Obama wars in the Middle East which sapped the resources of the United States. Why is this happening when the Venezuelan people are the main benificiaries of the action taken by the US president to send in its military. All oil sales revenue will no longer go to a corrupt "drugs" state but be used to directly help the Venezuelan people achieve a better standard of living, bring down inflation  and invest in modernization, in these unusual circumstance a program run by Bessent at US Treasury. Those who dislike the unconventional but well meaning style of the US president and his occasional poor choice of words, find every opportunity for criticism even ignoring facts and common sense. Under Chavez and Maduro the Venezuelan economy was simply mismanaged to the point of being destroyed and an affluent country reduced to poverty and inflation so bad that one third or 9 milllion people left for neighboring countries. On this Dill at Oxford and Steinmeier have only this to say- it is somebody's else's problem. we will remain silent. Similarly on introducing nuclear weapons in the Middle East -where most nation states have intermittent wars and economic mismanagement for the last 50 years the artificial states from the Ottoman Empire of Syria and Iraq, Libya, Iran, Afghanistan, Pakistan, the Sudan every state impoverished by war and economic mismanagement - Dill at Oxford and Steinmeier in Germany also have only this to say- it is somebody else's problem not ours, we will remain silent. ...

Because India is still largely rural with about 65% of the population in the countryside rural poverty is a matter of huge importance. In a country of a billion people this is easily about 600-650 million people the vast majority of the world's poor. Though low inflation in agricultural produce and in agricultural wages have increased concern for rural poverty in India there are changes in multiple dimensions that have raised the quality of living in a big way. There is a major thrust in government programs directed at multiple levels for clean India, housing healthcare, cooking gas, electricity, banking, in the rural villages. About 4 million homes are built annually with government assistance and investment in rural programs has more than doubled in the last 7 years.  The National Food Security programs NFGSA guarantees purchases of rice and wheat at very low prices -set at 2 rupees per kilogram of wheat and  3 rupees per kilogram of rice or about $0.03 per kilogram.  This reduces the pressure on migration to cities making cities less inhabitable and finding it hard to cope as in countries like Indonesia, Philippines and in Africa. It gives more time for urbanization to take place in a better way as more resources and infrastructure is created for urbanization. Some states in India are about 50% urbanized with Tamilnadu (Madras or Chennai),  and Kerala (Cochin, Thiruvanathapuram) in the south and Maharashtra (Bombay or Mumbai) and Gujarat (Ahmedbad) in the north west, are at about 50% urbanization rate. The low inflation rate for agricultural wages affecting farm incomes combined with contributions by rural people to complement government contributions for housing, healthcare,  reduces the mount of money available for consumer spending in rural areas, affecting the economy. A problem in the short run, but with synergistic changes across multiple dimensions pushing the country forward across urban and rural areas. With the huge urban infrastructure spending increases creating more space for economic growth across the country. There is a general sense that for development a multi dimensional approach is needed, and a rising tide lift all boats as India urbanizes like China has done in the last 20 years. ...

Fragmentation based on regions, has led to lack of economic development and enormous poverty in Asia over hundreds of years. The civil wars in Japan's history before the Meiji period, the civil war in China during the period between the wars with Japanese invasion and warlords controlling different regions, acted as barriers to development. The wars between different kingdoms with invasions across Afghanistan and the Punjab in India in the period before 1800, led to British divide and rule, and lack of investment in development by the British for 200 years. It created the fragmentation that acted as a barrier to industrial development and modernization, a barrier to the spread of education, science and technology in these regions. All three regions in East Asia and South Asia have Buddhist/Vedanta civilizations. All worked to create national unity before they could modernize and build societies based on advanced science and technology to meet the aspirations of their people in all regions of their countries. ...

Abdulrazak Gurnah who left Zanzibar for England in the 1960's was given the Nobel Prize for Literature in 2021 for his "compassionate penetration of the effects of colonialism and the fate of the refugee caught between cultures and continents." In his acceptance speech Gurnah says in his writings he engaged in a refusal to accept the attitudes, the stereotypes and disdain towards people of British colonies that he met daily. He says that after a prolonged period of poverty and alienation in England it became clear to him that there was something he needed to say. During the debate on the name of the country in the Constituent Assembly in 1948 the wording was to be changed from "India, that is Bharat, is a Union of States" to "Bharat, that is India, is a Union of States." This was suggested by Kamalapathi Tripathi and Kamath. At some point in history the Union can only be "Bharat." Why? Because for the hundreds of millions that Gandhiji led in the Independence Movement it was for the idea of Bharat and freedom that they were fighting for. Freedom could only be defined in the word Bharat. It will result in seniors getting an average of about $560 now in exchange for a cut in social security by 25% in 2033 only 9 years from now, and Medicare insolvency 6 years from now. California has lots of water after record breaking rains in 2024 but this is not the situation in the Central Valley leading agricultural region of California and the nation. Farmers in the San Joaquin Valley in California say they are getting a reduced allottment of water because of concern about endangered fish species. Farmers in the Central Valley the fruit and vegetable basket of California will get just 40% of their usual alottment of water this year and will plant less crops. Some ranches planting only 60% instead of 80% of their land. In 2014, 2015 and 2022 droughts the farmers lost about $7 billion and it cost 40,000 jobs, say University of California researchers. This area is a top producer of almonds, pistachios, and tomatoes. Westland Water District, which covers this area and is largest irrigator in the US, has a study that shows correlation between water and poverty in this part of California. India its reported is looking at the Brazilian program. There the focus is on cash payments with cards like debit cards issued on each individual's name that only that person can use so that the funds cannot be stolen by corrupt intermediaries with the person receiving it having to make sure that his children are in school and vaccinated. The focus there is on nutrition, education and health care especially of the family unit and in this way it has been a success according to the World bank and other experts.

Lopez Obrador agrees to commit 6000 National guard troops to police Mexico's border with Guatemala in a deal with president Trump. Trump uses tariffs on Mexican imports as tool to change Mexico's position that allowed the flow of increasing numbers of migrants fleeing Guatemala through Mexican territory. Trump insisted that Mexico should change its laws to accept these migrants as lawful residents in Mexico saying in effect that a developing country is just as responsible to take in migrants on a humanitarian basis as a developed country like the U.S. with its own issues of poverty and lack of funding for social services.

Mexico then accepted a compromise solution with vigorous border policing to reduce the flow of migrants. This reversed the earlier policy of Mr. Obrador that welcomed migrants without giving these migrants residence in Mexico.
