Leaders of North Korea and South Korea, Kim Jong-Un and Moon Jae-in meet on April 27, 2018, at the military demarcation line between North and South Korea.  After handshakes and Mr. Moon stepping onto North Korean soil for a few minutes, Kim Jong-Un visits Seoul for peace talks.  This is a historic moment for the two countries as this is the first time since the Korean War (1950-53) that a North Korean leader has visited the South. No peace treaty was signed after the Korean War. During the period of six decades that followed the Korean War, particularly the period after 1980, the South Korean economy recovered from the war and expanded following the Japanese export model with large conglomerates such as Samsung. The North Korean economy has struggled in the period and North Korea is one of the poorest countries isolated for most of this period like Burma from the rest of the world. The development of nuclear weapons was pursued to prevent any external threats to the government, and decades of sanctions followed with aborted efforts to denuclearize the Korean peninsula. Recent ballistic nuclear tests and the installation of a new anti missile system in South Korea led to tighter sanctions with the cooperation of China. This heightened tensions, followed by the tighter sanctions. Kim Jong Un and the government are looking for ways to win approval in the international community, and find a way out of the tight sanctions. South Korea, Japan and the U.S. government are not sure whether this will lead to any results in denuclearization. The summit with Moon will be followed by a summit between president Trump and Kim Jong Un of North Korea. If a way can be found for the North Korean government and party leaders to transition to acceptance in the international community followed by integration of the North and South's economies over an extended period, there is a possibility that denuclearization could work, because it is to maintain the current government in North Korea that nuclear development was pursued in the North. Ideological conflict is now less of a factor in the conflict between North and South Korea as it was in the early days of the Korean War with the Cold War and Communism's advances in Eastern Europe and Asia the big issue at the time. Today China itself is more of a state run economy under the Communist Party following capitalism with Chinese characteristics than the old Communist model, and ideological conflict is not an issue between the U.S. and Communist run countries. This leaves open the possibility of a solution particularly as at some point just as in the case of Vietnam and the U.S., North Korea could see its future more allied with that of South Korea than with China. That leaves an opening for a timetable of transitional actions plus effective implementation stages, with incentives for the U.S. and Japan to negotiate a settlement. ...

Nicholas Kristof says the strategy adopted during the Clinton administration of negotiations with the North and a partial lifting of sanctions worked better than the situation today. One criticism leveled at that agreement was that North Korea cheated and developed uranium weapon technology on the side. Yet says Kristof the situation is worse today. Under the "Agreed Framework" of the Clinton administration North Korea's Kim regime did not add to its nuclear weapons. Kristof says that policy of putting pressure on China has not worked. It would help if China did not transfer any technology to North Korea. Yet the basic policy of China remains in that it does not want renunification on the Korean peninsula that would put bring a U.S. ally on its southern border. The Bush administration and the Obama administration's policies did not lead to diplomatic progress and the world is a more dangerous place with North Korea's intercontinental ballistic missile capability in 2017. Mr Obama's vision of a nuclear weapons free world going back to his days at Columbia University. There as a senior he took Prof. Michael Baron's seminar on international politics and American policy. In a paper for that course Mr Obama analyzed how a President might go about negotiating nuclear arms reductions with Russia. Baron says Obama has been thinking about these issues for a long time. About this time Obama wrote an essay in the Columbia Sundial student newspaper. This was the time when the Greens movement for a nuclear weapons free world was strong in Germany, and Reagan was pushing for a nuclear arms development race with Russia. The article was titled "Breaking the War Mentality." As a senator Obama joined Senator Dick Lugar -who has worked hard for non-proliferation- on a trip to Russia to monitor efforts by Ruusia to scrap nuclear arms and secure atomic materials from theft or diversion. He allied himself with four Reagan period veterans Kissinger, Shultz, Perry and Sam Nunn, who in a 2007 WSJ op-ed article, argued that it was time- as the headline for the article said -to work for "A World Free of Nuclear Weapons." The steps in practice Obama plans to take are the following. A Fissile Material Cutoff Treaty, which would bar all nations signing it from making fuel for their atomic bombs. Rewriting crucial provisions of the 1968 Nuclear Nonproliferation Treaty, strengthening inspection provisions and closing loopholes that let N. Korea drop out in 2003. Countries would have to give up the freedom to make fuel for reactors and instead buy it from an international fuel bank. Global consensus and prevention when it comes to deviant states hoping to enhance their own security, or regimes or terrorist groups, will be crucial in setting up a new system for a nuclear weapons free world....

Most of the reporting on Ukraine follows the war. Questions are asked how will this conflict end? This report in Der Spiegel is one of the rare reports that looks at the Ukrainian economy with images and reporting from the ground that answer that question. If the Ukrainian economy is surviving in 2023 then Ukraine will continue long after a peace settlement is reached. It shows for instance that supermarket shelves are well stocked. It shows energy from half a million generators keeps the lights on and companies working in Ukraine. The steel industry is mostly destroyed yet the software industry continues to grow. Unemployment is 30% even after hundreds of thousands of younger Ukrainians are at the war front. Of about $62 billion promised by US and European countries about $31 billion has actually been transferred to Ukraine. The IMF has created an exception for aid to Ukraine with offices in Kviv and Brussels. All defense needs are covered from the Ukraine budget. Before the invasion in Feb 2021 defense took up 9% of the budget, now it takes up 42% of the budget. Another 16% for public security. For social benefits 16%, and another 26% for other expenditures. By having an economy that is functioning and life even in light from generators and solar energy, with supermarkets well stocked and providing office space for workers, with aid mechanisms working. Ukraine has already emerged as part of Europe, tried, tested and come through adversity of the worst sort. It is supposed to join the European Union, yet Der Spiegel says it is already tightly integrated into the EU. Its power grid was integrated with the EU power grid before the war, and nuclear power was sent to the EU from Ukraine before Russian attacks on the nuclear plant. Then transmission lines brought energy to Ukraine from the EU. The EU takes in 80% of Ukraine agricultural exports compared to 20% before the war. Even at the risk of lower prices and hurting farmers in Poland, the Polish government has allowed large imports of agricultural products into Poland. The close links with countries of the EU that share a border with Russia have increased. The problems now are that Ukraine after this war will have severe shortage of manpower. Already with the fall of the Soviet Union Ukraine lost about 8 million people and population was 44 million before the war. About 8 million people moved to Ukraine in the one year following Russian invasion. Of this 1.5 million stayed in Poland, the rest went on to other countries in the EU or returned. The countries such as Germany, Finland, Czech Republic have labor shortages of their own and encourage refugees to stay. Rebuilding is estimated to cost $131 billion. Yet as is evident in Poland after most of the damage from the second world war in Poland it was rebuilt using modern technology. Ukraine survives, its life goes on, is the message from Der Spiegel. In this way the war's outcome is already evident. Much of it comes from the European Union having sensed that attacks made with impunity would endanger all of the European countries when made by any dominant power. This is also what Cambridge historian Brendan Simms has shown about European history for the past 500 years in History of Europe- The struggle for Supremacy 1452 to the present. No one country says Simms was able to act with impunity and pose athreat to its neighbors as all other countries in Europe rallied to prevent this. This war is no exception.   ...

Efforts by president Macron to setup a meeting between Rouhani of Iran and president Trump in New York to reduce tensions of miscalculation and disproportionate response after the attacks on Saudi oil facilities by drones and missiles. Macron says the "maximum pressure" sanctions placed by the U.S. are resulting in Iran placing "maximum pressure" on its neighbors. The Yemen civil war is fought by proxy.  One outcome appears to be the Houthi rebels backed by Iran in Yemen announcing a unilateral ceasefire. And the Saudis announcing a ceasefire of their own. This gives the European Union, the U.S., Saudis, Iran, China and Japan, time to consider the implications of the counterproductive approaches of the different sides to give enough room for new talks. Iran nuclear deal, U.S. relations with Iran, and any new talks on these issues are now seen in a different way. The nuclear deal is now linked with other issues in the region, including building peace in the region. Countries that depend on oil flowing through the Straits of Hormuz such as Japan, China, South Korea, and India are now also involved as silent partners pushing for peace in the region.  ...

Over 50% of Israelis support Iran war, only 30% oppose. As Israelis see it Iran under religious clerics is the only real threat to Israel in 2025 because of Iran's policy of proxies for attacking Israel in Lebanon and in Gaza, and because of it's development of nuclear weapons and openly threatening Israel. The US involvement in Iranian politics dates from the Dulles and Eisenhower era with the CIA's involvement in the overthrow of the democratically elected Iranian prime minister Mossadegh in 1953. Working with British intelligence and for British oil interests, US oil interests, the US made a serious mistake as seen from today's perspective. The moral is British or French colonial policy stay from it America- George Washington himself would advise. Israel is paying the price and is asked to correct what was done by the British in Iran since 1850's- to bring back a peaceful democracy with the kind of struggles even Greece experienced. The unelected wholly unrepresentative government of the Shah who was put in the place of a democratically elected government was a serious mistake. The British and French colonialism and oil interests of Britain plus American oil companies have led to US getting on the wrong side of the Vietnamese people in the war in Vietnam against the French that ended at the battle of Dien Bien Phu in 1954. It had repercussions in the Vietnam war under Kennedy and Johnson. This has happened in the case of Iran where the US has gained so little and lost so much in lives and resources sunk in the ensuing was in Syria, Iraq, Kuwait, Afghanistan, Yemen. The European Union suffered from the huge migrant flow from Syria with splits in its ranks. The distractions of these 30 years through Reagan and Rumsfeld who supported Hussein in Iraq against Iran in a balancing act is now foolishness, of elder Bush as he diverted attention to a long desert war in Kuwait, of Bush and then Obama in Afghanistan, who wasted enormous resources and impoverished the American people. Leaving legacy wars for Trump and Biden to handle. After Vietnam another failed chapter of Iran in the US for the American people by incompetent leaders who were taken in by French and British colonial and oil interests in wrong directions.   ...

Motoko Rich provides this exceptional report from Seoul on what could happen if war breaks out on the Korean peninsula. Experts point to location as a major risk. About half of the South Korean people live within 50 miles of the Demilitarized Zone that separates North from South Korea. Seoul with its 10 million people is in this 50 mile range. North Korea has 8000 artillery canon and rocket launchers near the border. As a result Seoul would become a major casualty in a war even if it did not escalate to nuclear weapons. A bigger danger is that it would be very hard to stop such a war once it started. And the North Korean regime is seen by experts as likely to resort to nuclear weapons if it feels it is in danger of collapsing. Here Rich also shows that the people in the South have largely ignored preparing for such a situation even though the Seoul Metropolitan government says it can keep all ten million people in 3300 bomb shelters in the city, with another 3700 run by the provincial government. The chaos that would occur is another danger as most people are unprepared. ...

U.S. president Obama repeatedly compared the Iran nuclear deal vote in Congress to the 2002 vote to authorize the war in Iraq under president George W. Bush, in a speech at American University. President John Kennedy made a speech on a strategy for peace at American University in Washington D.C. on June 10, 1963, offering negotiations as away to a comprehensive nuclear test ban treaty with the Soviet Union. Obama said the "choice we face is ultimately between diplomacy or some form of war." The nuclear deal faces bipartisan opposition in Congress on grounds of weak verification, doubts about Iran's intentions, lifting of a weapons embargo including ballistic missiles, and lifting of economic sanctions with snapback seen as unrealistic, and support limited to Democrats in Congress. Compared to the speech by Kennedy which was hopeful- " in the final analysis, our most common link is that we all inhabit this same planet. We all breathe the same air. We all cherish our children's future's. And we are all mortal." It was also a response to Soviet Union's head Nikita Krushchev's letter to Kennedy of Dec. 1962 following the Cuban missile crisis in October 1962, saying "the time has come now to put an end once and for all to all nuclear tests." Compared to the enthusiasm with which the Kennedy speech was received, the Obama speech brought up the divisions of the wars in Afghanistan and Iran, in which many Democrats including Senator Hillary Clinton voted to support the Iraq war, and missed the power of president Kennedy's (and Krushchev's) words of 1962. The last minute inclusion of a lifting of an arms embargo including ballistic missiles," created doubts about Iran's intentions in the U.S. Congress, unlike Kruschev and Kennedy's decisive response on the nuclear issue which led to the Nuclear Test Ban Treaty. The condition agreed to that the Iran nuclear deal of July could pass with only one third of Congess supporting it- based on a presidential veto if Congress did not approve it with a two thirds majority- created the prospect of the U.S. moving ahead on a major foreign policy issue with only limited support....

See the adjoining report in DW.com that covers the planned meeting between Japanese PM Kishida and Kim of North Korea to reduce tensions in the region. Kishida is taking a proactive approach as the ideological positions have failed and talking directly to North Korea as Junichiro Koizumi had done in 2004 (with a visit to Pyongyang when Kim's father was president) is now the right course. It is now twenty years that this was not tried. Former president Trump met Kim of North Korea at the Demilitarized Zone DMZ near Seoul in 2019. Not much changed after that meeting. North Korea has increased missile testing with ICBM missiles and increased its nuclear missiles with improvement in technology since then. One aspect of the Reagan/Weinberger era policy was its sense that America would keep investing in defense and at some point everyone else would fall behind. This has not happened. After a slowdown in its economy in the early 1990's opportunities to build Russia relations were left to business interests and opportunities were lost. The memory of that period of Russia's economic collapse lingers and feeds a sense that somehow Russia was diminsished by waht happened after the abrupt collapse of the Russian position in Eastern Europe.  In fact the only nuclear missile tests conducted in this 21st century were conducted by North Korea.  ...

Donald Rumsfeld's view of the Middle East brought the US into the Sunni-Shia conflicts of the twentieth century. Two faculty members at South Korean Universities make a case for South Korea going nuclear in Foreign Affairs. Foreign Affairs reaches a small group of people who follow foreign affairs who carry on debates on issues that can lead to foreign wars. A wider debate than this is needed on vital issues that affect the 400 million people in the US and Canada and the 500 million in European Union and Britain. Articles in Foreign Affairs can tilt the direction of American policy leading to involvement in conflicts overseas which are not in the US interest instead of educating the population on international affairs which is something very different. George Washington and the founding fathers cautioned against such tendencies.     ...

What was established in Alaska meeting in Anchorage was the necessary rapport between two world powers. During the Bush, Obama, Biden administrations Russia was treated as a secondary economic power on Wall Street, with the focus shifted to China, which damaged relations with Russia which has always seen itself as a Northern European economic power. Some of the roots of the conflict go back to this period. In a nuclear world the size and historical relation in Northern Europe of Russia cannot be ignored purely on economic grounds about the size of it's economy in the way China could not be ignored in the 60's and 70's when it's economy was not what it is today. History and culture are not in Wall Street or Silicon Valley's understanding or grasp of international relations which go beyond economic and business considerations. On DJT and the first term, the survival of the US president- “When I came out of the plane and I said, ‘Good afternoon, dear neighbor. Good to see you in good health and to see you alive. I think that’s very neighborly and I think that’s some kind words that say to each other.” On Ukraine- “We have always considered and continue to consider the Ukrainian people our brothers and sisters. We share the same roots, and everything that is happening is a tragedy and a source of pain for us. Our country is interested in putting an end to this. But at the same time, we are convinced that for the settlement to be long-term, all the causes of the crisis must be eliminated." On DJT's assertion that if he was president there would have been no Ukraine war- Putin says "I can confirm that." “Today, we hear President Trump say that if he had been president, there would have been no war. I think that would have been the case. I can confirm that. Because, overall, President Trump and I had established a very good working relationship based on trust.”     ...

Since the end of the Cold War conditions have changed and the threat of nuclear destruction has taken new forms. Pierre Razoux, a French historian provides this account of the Iran-Iraq war that lasted from 1980 to 1988, at a cost of 680,000 people killed and $1.1 trillion in war destruction and money diverted from the economy. In 1980 Saddam Hussein of Iraq launched the war by attacking Iran which had just come under the Ayatollah Khomeini with the fall of the Shah of Iran in 1979. The war dragged on for 8 years with Khomeini persisting in the war. With U.S. and Saudi policy to increase production bringing the price of oil down from $30 to $10 designed to bring Iran and Iraq to the peace talks, as well as the Soviet Union to withdraw from Afghanistan, all three being major oil producers. The dollar also weakened by 37% during this period. The diplomatic isolation of the Khomeini regime made it more difficult for Iran to buy arms on credit than Iraq could, leading to the war ending with Iran finding it no longer possible to continue the human losses. The Carter administration, particularly with National Security Advisor Brzezinski, tilted towards Iraq to oppose Soviets in Afghanistan, and the Saudis also supported Iraq during the early period. Under president Reagan the U.S. began covert and direct assistance to Iraq to prevent an Iraqi defeat early in the war. Rumsfeld visited Baghdad in December 1983 and March 1984 to organize the U.S. effort to oppose Iran. This may have laid the seeds for future conflicts that lasted through the administrations of the elder and junior Bush. As Razoux points out the Revolutionary Guards became entrenched from this period in Iran's history, making it difficult for election process to work or elected governments to operate. 23 months following the end of that war in 1988 Saddam Hussein launched a war on Kuwait, leading to the U.S. led Gulf war and the entry of the U.S. into a ground combat role, which was followed by the invasion of Iraq under George Bush after 9/11 attacks. The twin wars in Afghanistan and Iraq are estimated to have cost the U.S. over 1 trillion dollars. The result today is largely the division on the ground into Shia regions under the Revolutionary Guards and the Shiite government in Baghdad, and Sunni regions led by Islamic State and autonomous Iraqi Sunni tribes, ignoring the Iran-Iraq boundaries set in the colonial period by the French and the British. In all the amount spent in the Khomeini-Saddam war of $ 1 trillion being about $2 trillion in today's money, and the $1 trillion spent by the U.S., means about $3 trillion has gone into the wars in this region. This comes at a time of deficits in government budgets in the U.S. and a deep recession in the U.S. and Europe. It also explains why the U.S. public is reluctant to take even the minor action such as giving a standoff "no-fly zone" protection to the rebels in Syria, and supported the Obama administration in its reluctance to keep even the basic military force in place to protect its diplomatic mission in Libya, where the cost would be small relative to earlier enlarged military missions under the two elder and junior Bush administrations. The result is that refugees are pouring into Europe from Syria and Libya, through Turkey. Turkey itself is host to millions of refugees in camps along its border. The vacuum and the withdrawal of the Obama administration from the region has led to the rise of Islamic State with covert assistance from Sunni regimes in the region to counteract the growing influence of Shiite Iran. It also may explain the Iranian people's support for the nuclear weapons effort through years of sanctions, leading finally to an agreement with the Obama administration that relaxes sanctions in exchange for a future possibility of acquiring nuclear weapons. Lost in the conflict is the Arab Spring of 2012-2013, with the Tunisian democracy the only surviving result of that movement for democracy and awakening among Arab peoples. The Reagan administration in its aggressive anti-Soviet position made large errors- including ignoring human rights abuses and use of chemical weapons in the Iran-Iraq war, by supporting Iraq and reversing position after Iraq's invasion of Kuwait, having a disastrous effect on the entire region decades later. Much of the Obama administration's reluctance for any action may stem from the U.S. role in this period and its consequences of protracted conflict. ...

French president Macron says a series of crises from droughts, the war in Ukraine and energy shortages will lead to an end to the abundance and called for conservation, and restraint in energy use. President Moon Jae-In of South Korea will meet Mr. Kim of North Korea in a summit in late April after envoys from South Korea visited Pyongyang, North Korea, for 2 days of talks. The talks come against the background of the WInter Olympics in Pyeongchang, South Korea, where the 2 Koreas sent a joint team as part of reconciliation efforts.  North Korea agreed to denuclearize said a South Korean government statement after the talks, saying- "The North Korean side clearly stated its willingness to denuclearize. It made it clear that it would have no reason to keep nuclear weapons if the military threat to the North was eliminated and its security guaranteed." Working level discussions will be held before the Kim- Moon summit meeting and a hotline phone connection will be setup between the two leaders. A recent report in the WSJ shows China for the first time tightening sanctions on the North. Japan has joined the U.S. in taking a tough stand and its foreign minister said that the offer for abandonment of nuclear weapons has come before and North Korea has resumed its nuclear weapons development each time. U.S. experts say that security guarantees were offered by the Clinton administration, including in writing, but this has not prevented the North from moving ahead with its nuclear program. This is the first time Kim, 34 years, has met with senior envoys from the South since assuming power in 2011. The WInter Olympics in Pyeongchang with Mr Kim's sister attending and bringing an offer for a summit meeting, were the first such contacts in years between the 2 Koreas. The new offer comes with an offer to stop nuclear tests, yet leaves open the manufacture of fissile materials say experts. The U.S. and Japan are deeply skeptical and insist on complete and verifiable proof of abandonment of the nuclear program. ...

France has reacted faster to the economic crisis presented by the pandemic. It shielded its economy earlier with government support and household consumption has held up better. Its presidential system led to faster decisions than Germany's decentralized mode leading to some experts saying it should borrow this aspect from France. France also has 70% of its energy from nuclear, Germany by contrast depended too long on Russia and Merkel's decision to completely get out of nuclear and to let overconcentration of supplies of energy from Russia happen was a mistake. Merkel also supported the auto industry without anticipating changes taking place after the Copenhagen Climate conference in 2009 and preparing for the future. The auto industry has taken a hit in Germany as it relies too much on imported EV batteries from China and was slow to make the transition to EV's and hybrids. In fairness to the SPD's Scholz and Greens Habeck considering the economy handed to them by Merkel they had to scramble after the Russian war in Ukraine in the middle of the pandemic. Germany made it through in record 1 year's time to be independent of Russian oil and gas, a huge achievement. Over time Germany will recover as it makes a transition of business away from overconcentration in China, another of Merkel's and German business failures to develop a vision for the future. China's slowdown has affected Germany. Germany has to invest in other parts of the world including in India and Japan to diversify the supply chain. Overall score card would give Habeck and Scholz a lot better score, Merkel and German business leaders of the time a low score, and Frnce and Germany about the same score. France for a steady response, and Germany for the speed in which the oil and gas crisis handled considering also that both countries have a centralized and decentralized system based on their respective history and culture. ...

A new Nuclear Fuel Bank has private funding of $50 million from Warren Buffett, and additional funding from Kuwait, US, the EU, Norway, and the UAE. The total funding so far is $157 million. With this initial funding the International Atomic Agency has setup a global nuclear fuel bank that countries can turn to for developing nuclear power.
