India's Ministry of Finance predicts GDP growth of between 7 and 7.5% for 2018-2019, after faltering GDP growth in 2017-2018 following action on demonetization and introduction of a national Goods and Service Tax. Intel has fallen behind in 10 nanometer chips and will need a few years says Kessler.  Kessler says Chinese threat to invade Taiwan which has made the US and the EU take a firmer stand on Ukraine poses a danger to TSMC which has 5 fabs or factories in just 1 science Park- Hsinchu Science Park. This poses a question is it safe to concentrate about 92% of the world's semiconductor production in one place Taiwan so close to the mainland of China? And knowing sit tight taking no action? Google's last chairman Eric Schmidt asks this question in the WSJ and calls for a new investments in the US to manufacture advanced semiconductors and other semiconductors for everyday use so that the US national security is protected. Even the $50 billion that is in Congressional legislation has yet to be approved by the US Congress, says Schmidt, showing that US Congress is not moving quickly to address this problem. South Korea and Taiwan including TSMC need to be told to make a large part of the semiconductors in the US and other locations such as India to diversify production. 92% of world semiconductors made in Taiwan that could be taken out with a few missiles, is no way to diversify manufacturing, when manufacturing can be done in India or other parts of the world with lower costs and with needed engineering manpower. ...

President Trump imposed sanctions on the Iranian central bank, and at the same time said he would meet with Iran's president Rouhani for talks if arranged.  The European Union called for talks to renegotiate the Iran nuclear deal considering all issues nuclear, oil, and political issues in the region. The effect of Trump administration sanctions on Iran's economy have led to worsening relations. Japan, South Korea, India and China are affected by the U.S. effort to limit imports of Iranian oil. As tensions rose Japan with limited reserves made efforts to reduce tensions and bring the parties together. Mr. Trump fired his National Security Adviser in an effort to open up ideas for a renegotiation of the Iran nuclear deal on a comprehensive basis including oil and political issues in the region. ...

After a chemical attack by the Assad government in Syria in 2013 Trump urged president Obama not to make air strikes on Syrian government targets, saying jobs, healthcare and other priorities should be remembered. After the use of chemical weapons in April 2017 by the Syrian government and the outrage following media photographs of the men, women and children who suffered from the brutal attack, Trump had changed his mind. The graphic images led to a change of heart. Walmart has 438 stores in China with over $10 billion in sales. Oracle has smaller operations in China. Walmart is negotiating to take a 12.5% stake in TikTok and Oracle 7.5%. Bytedance owns TikTok. 40% of investors are from the U.S. with investments by Softbank,KKR, Sequoia, General Atlantic, Hillhouse Capital and other funds seeking high returns in internet companies making these investments. The educational value of the content on TikTok is considered to be minimal with mostly entertainment and customers in some countries such as India were reported to be mostly in rural areas. India has since banned TikTok. The huge investments in the internet companies in tens of billions by funds comes as infrastructure needs are not met in Europe, U.S. and India, including education and health, roads and bridges. The entire allocation of capital mechanisms have become out of focus to the needs of the present particularly after the pandemic. Funds sudden interest in using artificial intelligence to promote education would raise much skepticism and the use of TikTok for that purpose even more so. Apart from the concerns for national security that were expressed by the Trump administration, there is the broader issue of the value of children and young adults spending large amounts of time on such media at a time of deteriorating educational levels in all countries of Europe, North America, and in India and China. ...

Now that the trigger mechanism in the August 2, 2011 Debt Ceiling and Deficit bill is in place- with the trigger calling for 50% of the cuts of $1.2 billion to come from defense spending- thoughts are turning to how and what to trim, and what the overarching framework should be. Former Assistant Secretary of Defense, Joseph Nye, says there is a right way to trim Defense spending. The winding down of the two Bush wars could be used to cut ground forces to 1990 levels, trim the purchases of F-35 Joint Strike Fighters, make better use of drones and less costly technologies, and cutting health care costs in defense. This would not affect U.S. national security. What is needed now is also a framework of what the U.S. wants to see happen in its role in the world. Here Nye reminds readers that President Eisenhower decided not to get involved in Vietnam on the side of the French in 1954, saying it was more important to strengthen the U.S. economy. Its important to remember that this decision came only a couple of years after the end of the Korean War. The idea being the U.S. could not police different countries or engage without considering the big picture. In today's context this also means not engaging in nation-building in remote places and in environments that make it not worthwhile to engage precious resources. The U.S. says Nye should consider itself more in Reagan's terms of "a beacon on the hill." Another factor he alludes to is that 70% of the world's military expenditures are now made by the U.S. and its allies. This means there is great potential for burden sharing. Just as the U.K and France essentially combined their resources for achieving overall defense goals of the two countries to accomplish the same things that they did before, the U.S. can do much in combination with its allies. This helps frame policy and solutions for defense. This WSJ analysis shows China giving Huawei a total of $75 billion in subsidies through grants, credit facilities, tax breaks, and other forms of financial assistance. It is this state support that enabled a little known vendor of telecom equipment to become the largest telecom company in the world. This also made it possible for Huawei to offer generous financing terms and undercut pricing of competitors by as much as 30%, according to analysts and customers. The WSJ analysis shows loans and credit lines from state lenders of $46 billion, tax breaks of $25 billion from 2008 to 2018 with state incentives to the tech sector, $1.6 billion in grants, and $2 billion in land discounts.  In the developing countries lacking financing the Chinese state lenders and government financed a project and Huawei built it. In competitive bidding Huawei's bids came with financing from state lenders that made Huawei a much stronger bidder than competitors such as Ericsson of Sweden and Nokia of Finland. With this kind of steady support and its own determined founders Huawei changed from a small vendor when 4G was first introduced into a pioneer and leader in 5G networks in 2019. Lacking this kind of support and without clear focus of the American and European governments American and European companies now lag behind in 5G technology.  This has caused tensions in the U.S. and Germany over loss of technological leadership in key areas. U.S. Defense Secretary Panetta describes plans to support forces of the Free Syrian Army during the summer of 2012. The efforts had the backing of key members of the National Security team and Secretary of State Clinton. The plans were rebuffed by president Obama and the election campaign team because of the approaching November 2012 election and the president's hesitation to get involved in the Syrian war. Plans were developed by CIA director Petraeus, supported by General Demsey of the Joint Chiefs, and Leon Panetta. Plans were to vet forces in the Syrian resistance, to provide training and arms. After Petraeus resigned because of an extramarital affair and Clinton had a concussion, these plans were not taken up again. This shows that by summer 2011 the consensus was for supporting Syrian democracy forces in the Obama administration, only to be held back by president Obama. This is likely to be a question for future generations of Americans as they assess the record of the U.S. in the Middle East and the missed opportunity. ...

The former Chief Election Commissioner of India, Mr. S.Y Quraishi, looks at the 2019 Nigerian elections. Nigeria has about 47% of the population of West Africa. Muslims and Christians are almost equal in numbers and there are 300 ethnic groups. About 82.3 million voters were registered to vote. Quraishi sees the 41% registered voters to be disproportionate to the total population. In India about 62% of the total population is registered to vote. The Independent National Election Commission (INEC) chairman, Mr. Mahmood Yakubu, says security, fake news, hate  speech, and expenditure control are the top issues. Postponement, delays and chaos at polling stations contributed to a historic low turnout, 35.6% compared to 44% in 2015. Police presence was discreet and needed for the elections. A coalition of 70 civic organizations monitored the elections and contributed to its credibility. In Lagos there were 1.1 million valid votes. India has strong interest in Nigeria's democracy. Over 135 Indian companies have operations in Nigeria, including  State Bank of India, Bharti Airtel, Tata, Bajaj, Birla, Kirloskar, Mahindra. The election commissions of the two countries have met yet there is need for more engagement. About 50,000 Indians live in Nigeria. By continuing the process established by the two earlier elections including a peaceful transition from Mr. Goodfellow to Mr. Buhari, Nigeria is strengthening the democratic process. In continuing the fight against corruption, building infrastructure, the difficult process of modernization and development is taking place even with difficult economic conditions. ...
