A move by the Obama administration to reenergize its Hispanic base with action on immigration three months before the U.S. presidential election of 2012. A new policy issued as a directive by President Obama allows one million young illegal immigrants to remain in the U.S. A 16 page guideline issued by the U.S. Citizenship and Immigration Services states that applicants have to show they lived in the U.S. for five years and pay a $465 fee. The policy applies to people in the ages of 15 to 30, applicants must show they completed high school, or were honorably discharged from the U.S. military. The program will offer a two year renewable expemption from deportation and work permit to people coming to the U.S. as children. President Reagan was the last president who issued a directive of this type offering amnesty in 1986 to 3 million illegal immigrants. The Obama administration says this will help conserve enforcement resources are not spent on low priority cases of young people who came to the U.S. as children, as there are an estimated 11 million illegal immigrants in the U.S. The Dream Act legislation to legalize undocumented young people is stuck in Congress with no agreement on how to move forward. The states and cities where people mainly from Latin America and Asia would benefit are- California with 400,000 who could benefit, Texas with 225,000, and New York City with 55,000....

The 1985 hit "Small Town" by John Mellencamp is about Seymour, Indiana. Republican State Representative Jim Lucas says the city of Seymour welcomes immigrants legally here who are properly vetted. The concern is about migrants not vetted and not legally here. At a recent city council meeting Lucas attended it was decided not to go ahead with an economic development agenda. Says Lucas- “However, Seymour has changed drastically in just the past few years, and many of us are obviously concerned about the direction we are headed,” he added. New immigrant cases or migrant arrivals for Jackson county, Indiana, where Seymour is located went up to 435 in 2024 from 66 in 2021. It is at that point that the welcome center idea ran into opposition in this small town in Indiana, an hour from Indianapolis population 21,000 in Jackson County. As the town's population mix changes - it was 1% Hispanic in 1990, then 5% Hispanic in 2000- jumping in two decades of Bush-Obama-Trump-Biden to 25% Hispanic, questions besides economic about the sense of uneasiness of resident came up. Also of cultural literacy of the state of Indiana, and of the history of the state within the Union forged by Washington and Lincoln, FDR and Eisenhower, and of Wendell Wilkie of Elwood, Indiana. Unemployment rate for Jackson County is 3.3%, median income $63,000, home ownership 57%. Issues were not about the economy alone, and about how many immigrants could be absorbed and the cultural and language literacy of arriving migrants. There were issues about the perceived crime rate (metrics show traffic related offenses were up), and about drawing too much of the school's resources as English learning went up slowing learning in the schools. DJT executive orders include one ending birthright citizenship. “It was really meant for children of slaves." DJT is referring to the 14th Amendment that was passed in 1868 by Congress and ratified by 1868 by the states. It came after the Civil War and Emancipation of slaves and was intended without any doubt for one and only one purpose to make slaves citizens of the United States Look at Section 4 of the 14th Amendment which says the United States will not allow any claim for the loss of any slave. "But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void. The only SC decision in US vs Wong Kim that gave citizenship in 1898 to Wong Kim was not intended to go beyond that particular case, it was only meant to make an exception to the Chinese Exclusion Act  of 1882 after which till 1960 (JFK's election) Chinese immigration to the US was stopped, and the same for all Asians. Only immigrant labor allowed in was from Mexico for agriculture till 1960. And in 1954 Operation Wetback wwas conducted by Eisenhower to return about 1 million illegal immigrants to Mexico. DJT says- “It was not meant for everyone to come into our country by airplane, or charging across the borders from all over the world and think they’re going to become citizens.” The millions that came illegally across land border  and the flow of drugs is a new situation that Congress and the Supreme Court are only facing since 2014 a period in which wars in Afghanistan and Iraq took time and resources away from problems at home. ...

There is majority support to deport all immigrants here illegally. The Washington Post-Ipsos poll in February says 51% of Americans support trying to deport all Americans here illegally estimated at 11 million. Not only this there is something in the air about building a Nation anew- that means a new effort to build cultural literacy is also taking off. Cultural Literacy is a title of a book by H.D. Hirsch, from the 1980's and is a movement about nationhood that is more relevant today than in the 1980's, as the results of three decades of education based on skills development have failed in America's school system for K-12. Content as the core of education was allowed to decline.This has created huge gaps in the nation in communication, in a grasp by succeeding generations of what this Nation was founded on and has been for over two centuries. Waves of immigrants with no knowledge of the culture and language necessary for citizens added to this situation in the educational system has not fostered the integration that happened in the 1850's, 1900's and the 1950's waves of immigration.  ...

Pulling back from the surge in both ICE agents patrolling Minneapolis streets and protestors going to the streets in a confrontation Border head Homan says this was not the right way of going about law enforcement. Homan said “I do not want to hear that everything that’s been done here is perfect." Instead of street sweep patrols by Border Patrol agents Border head Homan says after meeting with Atty Gen. Ellison of Minnesota, ICE will get people charged with crimes from the jails. In earlier remarks by Kristi Noem, Homeland Security Secretary, she had mentioned that Minnesota state and local authorites were not cooperating and releasing people from the jails to the streets making ICE job more difficult. The Minnesota local authorites now agreed to cooperation with federal immigration authorites for better law enforcement. Minnesota is unique because the governor of the state and mayor are Democrats, and governor Walz was the VP candidate of Kamala Harris for Democrats, with a certain amount of belligerant opposition in that state to DJT and Homan. The lack of cooperation and the antipathy between the federal and local officials carried over, and more and more Border Patrol and immigration personnel were sent to the state reaching 3000. Compared to other Democrat states or cities- California and Tennessee, Washington DC, where initially there was criticism in the state of ICE Minnesota turned out to be different. The president was critical of the way Somali immigrants were settled in the state and the reported fraud for state benefits. The presence of ICE and Border Patrol under Bovino on Minneapolis streets led to more protests and confrontation. The DJT administration and Congress, other states are learning from this experience. ...

Spain's savings banks predict another 1 million may be unemployed to take the unemployment rate up to 18%. There are 5 million immigrants among the unemployed, as the immigrant population has risen eight fold in the last decade. The Zapatero government has a euros 33 billion public works programme that it hopes will lead to 25,000 new building projects by May to keep unemployment down. Unemployment benefits will run out for the first wave of jobless by December, 2009. Segregated enclaves are considered "parallel societies" that do not fit into Danish culture or Danish law.  In the past these immigrant communities stayed separate culturally from the rest of the country where people did not learn Danish and participate in the wider society, and yet benefitted from the welfare system's benefits. Young children in preschools will now be required to take 25 hours a week in preschools that teach the  Danish language and help them integrate culturally.

 Mayor Reiter of Munich, Christian Kern, head of Austrian railway OBB, say here that the actions of Viktor Orban of Hungary gave the German government very little time, only a few hours, to act. The first motivation was to act in a humanitarian way, which is what happened. The German government had asked Orban to register and handle immigrants in an orderly way. In the end with the failure of Orban to do this, the immigrants who would have come north anyway, streamed into Germany and Austria in buses and trains. Clearly Hungary and Germany could have handled this better. The German public provided support with a large number of volunteers helping. One German minister is cited here as saying that if Orban wanted to build a fence he should have done it in a quiet way, as there are fences between Bulgaria and Turkey, and Turkey and Greece and it has not bothered anyone.

This article in the Economist points out that 84% of Britons want the 3.5 million existing immigrants to stay in Britain, even though the government of Theresa May has not given a clear commitment. May wants a reciprocal commitment for 1.2 million Britons living abroad in the EU. In 2015 330,000 immigrants came to Britain, with close to half from the EU. The Conservative government has not been able to reduce the number- a result for the most part from 10 Eastern European countries entering the EU in 2004 and 2007, says the Economist. Brexit negotiations are not likely to lead to results in migration partly because of the long negotiations with the European Union needed for changes. Other issues are that the food processing, farming and hospitality industries need low cost labor from Eastern Europe.

Venezuelan illegal immigrant lawsuit reaches US Supreme Court for birthright citizenship. What did the US Supreme Court rule? Alongside we provide the summary of the US Supreme Court landmark decision which is coming in two parts, this being just the first. Simply stated the US SC ruled that district courts can give the plaintiffs relief in their individual circumstances but do not have the authority to extend this to into a "universal injunction." Three states and a Venezuelan illegal immigrant allowed into the US under the asylum policy make the case. And each case may have individual merits but does it apply to a whole geopolitical event? Yet the sheer numbers, the scale running into millions of people, amounting to it being an invasion, a geopolitical event resulting from Bush-Obama-Trump-Biden failures to assert the Monroe Doctrine and prevent intervention by foreign, specifically European powers in the affairs of the American continent. Yet at no point in the administration of the last 9 years has this situation been anticipated or this situation been singled out as one that no asylum policy of any nation is designed to tackle. The efforts to fix things as far away as the mountains of the Hindu Kush have frittered away the important resources of the US military to maintain the Monroe Doctrine. It can be said that the basic error was not to see president Monroe's policy for what it was - an effort to prevent the French, the Spanish or some other European power to bring back colonial rule or in some ways unsettle the affairs on this continent. The US Supreme Court is aware of the surroundings of this event as it takes up the issues of immigration and efforts by foreign powers to unsettle the fabric of the Nation. ...

Following the defeat of chancellor Merkel's CDU party in the 2016 Berlin state election, getting just 17.6% of the vote, chancellor Merkel looked reflective and a bit emotional about the result. She urged Germans to understand that this decision on refugees will benefit Germany in the long run. She said she would work to regain the people's trust. Looking back she said-"If I could, I would turn back time by many, many years to better prepare myself and the whole German government for the situation that reached us unprepared in late summer 2015." She says the decision was "absolutely right" to admit the refugees from war torn Syria, but accepted that "it led to a time when we did not have enough control over the situation." Both the CDU and the SPD, the main parties, lost about 6-7 percentage points each in votes cast. Gainers were the Free Democratic Party with 6.7% of the vote, who gained votes from the CDU. For the SPD votes were lost to the Greens and the left party Die Linke each party winning over 15% of votes.  Both the CDU and the SPD had candidates who did not attract voter interest. A popular former Mayor of Berlin from the SPD did not run in this election. The anti-immigrant AfD party gained  about 14% of votes.  ...

Improvements in birth rate and more immigrants in Germany are making the demographic picture look better in Germany. About 13 million people are expected to reach retirement age in just a few years, according to Prof Enzo Weber, Institute of Employment Research. This means 13 million new pensioners. Birthrate today is about 1.4 children per woman. At this level of birthrate and even a low rate of immigration of 100,000 per year Germany's population of 83 million today would decline over time. Between 1990 and 2008 more people left Germany than came in with a net outflow. Some level of immigration would be the only way to keep the level of people in the workforce of 43 million today to become stable in the future. This would be needed to support the increasing number of pensioners. Yet the general aging of the population is expected to continue. And a high level of immigration in too short a time such as from the Syrian refugee crisis creates other tensions in the social fabric of society. Germany's very homogenous society faces a challenge that goes beyond the politics of the refugee crisis of today. Too many immigrants in too short a time is not the solution, immigration has become too politicized in today's context, good and early integration of immigrants through language and culture training needs to be established. Prof. Weber points out that the influx of immigrants from Southern and Eastern Europe has helped the labor market, and there is no reason that the labor market could not dry up with the number of people retiring soon. Tackling that will involve making family and career life choices easier and enabling flexible work-life choices, increasing retirement age, and some level of healthy immigration. A demographic summit will be held on March 16th in Berlin to look at the problem. ...
