US Congress cuts to Corporation for Public Broadcasting (NPR and PBS) of $1.1 billion for 2 years. It passes Senate 51-48. $7.9 billion in cuts to foreign aid programs were passed in the Senate bill. Native American and tribal radio stations in 9 states are protected.

Note that no cuts to HIV $400 million which is protected, and also for maternal care and malaria, and tuberculosis. These programs will be protected with new language. Also protected, by Senator Moran of Kansas, are food aid programs used by farmers- Food for Peace, Food for Education and child nutrition.

The 2018 state elections leave an inconclusive result says Soutik Biswas of the BBC.On one side an arrogant government and on the other side a older party from the Independence struggle that has not developed younger leaders and lacks a compelling narrative. Rajasthan has tended to give only 1 term to an incumbent government, and in Madhya Pradesh Congress party had 113 to BJP's 111, a very close vote, with the BJP facing anti-incumbency sentiment in an effort to win a fourth time in succession.  A lot depends on regional allies for the Congress says Biswas, and here it is not clear how well this will work. The Modi government faces discontent of farmers, and the loan waiver for farmers promise by Congress helped it with voters. In the general election much also depends on how well prime minister Narendra Modi keeps the narrative focused on development and retains the support of younger voters, and his personal popularity. This only leaves an embattled Republic between a government that has struggled to create jobs and modernize the country even with good intentions, and a older centrist party that has not cultivated new leaders from within its ranks and lacks a compelling narrative to take the country into the ranks of close to developed nations the way its neighbors South Korea, and China have rapidly developed. ...

Dissatisfaction with what they get at local supermarkets leads young people to try farming in the US using tech, new approaches and experimenting on a small scale. There is a new awareness during the pandemic of the importance of getting fresh locally produced vegetables and fruits to improve immunity and health. Many do not have a family background in farming and are open to trying new methods and software. Here one of these young farmers says that if you are frustrated by what you find in the local supermarket you have the chance to change that, which is so cool.

Farmers have leased rights to drill for natural gas under their farms for checks that are now smaller as pries have dropped. There are fewer jobs as a result of reduced drilling. Fracking is an issue in Pennsylvania and both candidates have supported fracking. Harris looks at it from a bigger perspective for cost of living action, and fossil as a transitional fuel as investments are made in renewable and solar. Farmers are not naive and question whether "drill baby drill" is the answer to their problems. Here in Pennsylvania there is also the need for transmission so that the natural gas can be transported to other regions to generate electricity.

As the Nation looks to take care of it's farmers, a look at two farms in Wisconsin dairy country. One is a milk farm Norm Lane in Chili Wisconsin which supplies 200,000 pounds of milk to a cheesemaker Nasonville Dairy in Marshfield, Wisconsin. Shown in this story in NYT are the Master Cheesemaker Ken Heimann who runs the Nasonville Dairy which produces Colby, Cheddar and other cheeses. Also shown are Josh Meissner whose grandparents started the mil dairy Norm Lane in 1946.  The economics of dairy farms are such that they depend on the government to set the price and with all the competition the margins on milk are quite thin. This is true for cheese also where there is the West Coast production of cheese that has larger output and greater mechanization than Wisconsin's cheesemakers. What keeps the dairy industry going these days is the production of whey protein a byproduct of the cheese making process. This has much higher margins with prices up from $3 a pound of whey protein to $10 a pound. On a typical day the Nasonville Dairy can turn out 150,000 pounds of cheese, and 150,000 pounds of liquid whey protein. ...

DW.com's Science section provides this report that shows detailed graphs, and information on the dangerous use of pesticides that lead to poisoning  for 385 million people in agriculture every year. Farm workers in countries like India are particularly affected. The Heinrich Boll Foundation of The Friends of the Earth, Le Monde, and Pesticide Action Network Germany, supported this 50 page report presented in Berlin recently. The business of pesticides is worth $35 billion for large companies, yet brings with it many dangers for food contamination, water pollution, environmental damage.  Prime minister Modi in India has shown foresight and vision in tackling the problems from plastics pollution in cities and from pesticides pollution in agricultural areas. He has warned farmers about its dangers and the need to use some of the traditional methods for agriculture that avoid extensive chemical fertilizer and pesticide use. The alarming use of pesticides leads to the highest pesticide contamination of water, soil and air in the world happening in Latin America. In Nepal and India alternatives to pesticides are found in a mixture of herbs and cow urine put on the plants. Pesticide prevention in organic agriculture is also done by banning synthetic pesticides, and crops rotated in a way to prevent monocultures while encouraging insects and birds to thrive. French farmers promote organic farming with many methods they have pioneered that also promote biodiversity, which can be copied in India and rest of Asia, Latin America, Africa. ...

Friedman describes the development of a tablet computer by a team led by Prof. Kalra and two professors of electrical engineering at the Indian Institute of Technology, Jodhpur, which costs less than $50 to produce. The new price point is needed to reach over 200 millon students in India who need such a device to escape poverty and poor teaching. The new tablet computer enables them to reach out to knowledge in language, sciences and math, and the humanities in the world outside them. This is an I-Pad like, internet enabled, wirlessly connected tablet. The average Indian family in rural areas saves $2.50 a month, and government support for its educational benefit could subsidize a portion of the cost. The tablet would bring distance learning, teach English, to students and help track commodity prices for farmers. The invented device uses the Android 2.2 operating system, a 7 inch touch screen, 3 hours battery life, and can download YouTube videos, PDFs and educational software. Rising food grain production with an increase of 4.5% to 150 million tonnes during kharif season shows hard work of farmers, scientific research in agriculture, and a good monsoon season rainfall. A significant part of the haze and air pollution in New Delhi, India, comes from crop burning in the neighboring Punjab and Haryana region. Here the Hindu newspaper looks at the practice that has not changed even after a 2015 government and NGT order banning the practice. This report cites data from the state of Punjab showing 65% of the 1.85 million farming families in the Punjab are small and marginal farmers. The problem is that the rice paddy harvest leaves 19.7 million tons of paddy straw in the fields and the farmers see burning this as a quick way to avoid incurring the cost of machinery and labor. The Punjab government is required to provide machinery to farmers for preventing the burning. Farmers say it has not provided this. Punjab government seeks funding from the central government in Delhi for meeting the cost. Till then marginal farmers continue their old ways creating a thick haze over New Delhi. Solutions proposed are having more biomass plants to generate energy and use the paddy straw, a Happy Seeder variety that takes works with the straw, and shifting to Basmati rice instead of the common rice crop. The way Indian democracy works political parties have remained wary of collectively working out solutions, letting the problem continue.  ...

The White House gives details of a new Trade Agreement with Indonesia. There will be zero tariffs on exports to Indonesia of US goods. Indonesia will have lower tariffs of 19% on most products, and higher duties of 40% on goods that are sent through Indonesia to evade tariffs such as from China. Indonesia will place no restrictions on export of rare earth minerals. Indonesia will remove non tariff barriers by action to accept U.S. safety regulations for automobiles, medical devices and pharmaceuticals, and remove preshipment inspections for US agricultural products.

Its significance is that Indonesia is a producer of rare earth minerals giving US full access. Indonesia has a large population of 250 million and this opens up markets for US farmers. It means US energy products and pharmaceuticals, and aircraft makers have access to this market. Because of far flung islands Indonesia will need more Boeing aircraft as it modernizes.

BBC's Mark Tullly reflects on the period of coverage from 1962-1994 of South Asia. He says of Indira Gandhi that she took the democratic process out of the Indian National Congress party, and set up her sons as future leaders that was undemocratic. Here he reflects on that period in an intervew with the BBC after he left the BBC.  He has deep connections to the Indian period after 1800 as his great grand father on his mothers side was around 1840 in a part of Uttar Pradesh where British planters had farmers plant opium that would later be bought by planters for export. This coincides with the period when Britain in Hong Kong traded in opium as part of British trading in the emerging colonial culture British Empire. There is mixed legacy for Britain in India and China. The history of the Opium Wars in the 1850's and opening up of colonial ports ended with the 1900's revolution and the emergence of the CCP in China by 1950. In India the legacy was mixed bringing together this part of Asia into a new nation and bringing parliamentary traditions of Britain that provided the basis for good governance.  Tully is a softspoken thoughtful Englishman who revolted against British classical education in his youth and studied history and religion at Cambridge, made friends with the future bishops of Canterbury and Lincoln at Cambridge. He is not the Englishman of the Empire as his fondest memories are of the servants verandahs on the bungalows of Britishers and the smoke from their quarters, and the language. So it is a thoughtful view that he gives of the undemocratic nature of Indira Gandhi and mismanagement of the economy that could have changed if India had gone in a different direction under other leaders in the the 1990's. Why is this significant? China's modernization drive started in the 1990's. India's by the undemocratic nature and mismanagement under Indira Gandhi did not start its modernization till 2010, about 20 years after China, opening up a huge gap that is only now being corrected leading to problems for world security, US security, European security and Indian security. And delaying the aspirations of development of 1.4 billion people for 2 decades. Vikshit Bharat cannot come fast enough for both Merz in Germany and Leyen at the European Union, who last week and this week visit Ahmedabad and India for the Kite festival and for Republic Day 2026. ...

Vigorous and eloquent testimony before Congress by Treasury Secretary Scott Bessent, answering questions from Republicans and Democrats. Bessent had just landed from London at 3 am in the morning and after 3 hours of sleep took the time to answer over 5 hours of questioning by members of the House of Representatives. In question after question he explained how the certainty offered by the tax cuts bill would help small business and job creation in the US. The permanence of the 100% expensing of buildings and equipment would help farmers and small business , regulations would be cut, and manufacturing would take off. Manufacturing employs 9% of the workers in the US and their wages will rise faster than for service workers. The combined effects of the improvements for small business, farmers and for manufacturing workers will help the American middle class, America's working class, and increase the growth of the economy. Bessent points out that in the original bill of which the new tax bill is an extension the top 10% paid 7% more in taxes in 2017. He also points out that workers were hurt the most by the slower rise in wages and the rise in cost of living of 21% in 2021-2022, which he says was in essential goods with the actual impact of about 30%. With higher jobs creation by small business and more investment in the economy more able bodied men can join the workforce and gain healthcare benefits under new rules. He pointed to low inflation at 2.1% and to higher job creation, and to higher growth in the economy of 2.6%, that with other savings could lower the deficit. ...

French president Macron on a dawn to dusk two week effort to prove that he takes voter concerns for the cost of living for pensioners, elderly, young people, poorer communities in rural areas and smaller urban areas very seriously now that inflation is surging. The French presidency is seen in the Gaullist tradition as invested with huge concentration of powers, forgetting that De Gaulle helped bring about the major social changes in France by bringing farmers across France from scattered small plots to the modern agriculture and technology that was unknown in rural areas, and investing heavily in infrastructure building to build a modern France. Critical for China and India is protecting their food security and growing enough so they do have to depend on imports to feed their 2 billion people. And also the need to protect the poor farmers in both countries as both countries have hundreds of millions of people in the rural interior who earn their livelihood by farming. And even though China has expanded in industrial production much of the industrialization is in the areas near the coast, with a vast rural farming countryside.
