When he took office president Moon halted installation of 4 addition Thaad anti missile launchers, now Moon supports installation. and it is moving ahead.  Anti-war activists earlier protested the installation at a golf course in Soseong-ri, and formed a group supporting Moon. UN projections show median age of Chinese citizens will overtake that of Americans in 2020. Yet China's median income is only a quarter of that in the U.S. Life expectancy in China today is 76, very close to that in America. In 1960 a Chinese person born that year had life expectancy of 44 years.  China is aging at the pace of Japan, and a bit slower than South Korea, but wealth per capita was three times higher in South Korea and Japan than China when the aging accelerated. A Chinese woman fertility rate today is 1.6 compared to 4.6 in 1973. A prominent Chinese economist says in a recent report that median age in China in 2050 will be nearly 50 compared to 42 in America and 38 in India. WSJ cites figures showing China will have gone from 9 working age adults per retired person in 2000 to just two by 2050. So how to pay for retirement of all these workers today? Government spending on retirement is a tenth of GDP, about half the level in older wealthier countries, and increase in spending will impact growth. Today this is about 6.2% potential growth rate. It also pushes wages up with a shortage of workers in cities such as Shenzen and X'ian even with the use of new technology and robots in factories.  Solutions are to raise retirement age currently set at 60 years, increasing labor force participation of women as Japan has done, and increasing productivity. China has transferred 10% equity stakes in four state owned financial firms to the national pension fund to shore up its finances as estimates from the Chinese Academy of Social Sciences show it running out of money in 2035. Traditionally children supported families in old age but the one child policy leads to situations where the child is working or in another city. In Suzhou near Shanghai, a retirement business sends 1800 helpers to private homes and 130,000 retired people, in a new trend. The city administration of Shanghai plans 400 neighborhood care centres for elderly by 2022, with health clinics, drop in facilities, and homes. 12,000 elderly people use one centrre in central Shanghai area of Changning. ...

The impact of coronavirus deaths is higher for men with certain behaviours such as smoking and alcohol consumption. For infections it is not clear that the rate is much higher for men than women. The data from graphs provided by WSJ of global data from different countries shows a higher rate of infection for men in Italy, just about 52% in men in China, but a lower rate for men in South Korea and France. Some of the higher impact of coronavirus death can be explained by habits such as smoking in men- in China smoking for men is ten times that of women. In Italy over twice as many men smoke than women. Researchers say that the prevalence of the receptor that helps the new coronavirus enter human cells is higher in smokers. The other reason researchers say is higher alcohol consumption in men than women. China's data also show more men infected because most of the people in the labor trades such as construction and other work is done by men. This made them more exposed to the pathogen in the local market where the virus originated. ...

China's efforts to build its own core technologies in chip production leads to a ban on American manufacturer Micron for supplying China's chip needs. This allows Chinese companies to fill the need as China pursues its own Made in China model similar to America's Made in America model that president Biden is taking up to catch up with Taiwan. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. This report in the NYT shows how the agency failed to respond effectively in the early days leading to the loss of lives now past 100,000. When travelers arrived at U.S. airports in February from China carrying the virus with them these flights were diverted to selected airports with CDC conducted screening but the screening proved to be defective. Efforts to build air defense systems for Guam, American base 1300 miles east of the Philippines. China has stockpiled missiles that could reach Guam, says this report in the WSJ. There are 150,000 American civilians in Guam, which is an island the size of Chicago. As Guam is entirely American the US can operate from Guam in a manner that it cannot do from Okinawa or other bases in the Pacific, or in South Korea. About 50,000 Americans are based at Okinawa, Japan. US has 22,000 military personnel on Guam island. Guam played a critical role in the early days of the Pacific War with Japan and after it was retaken from the Japanese.

This is becoming important as the US faces the prospect of being able to help protect Taiwan's independence, and protect free navigation on seas in the Indo-Pacific region that extends from Africa to India and Australia and to western US.

There is a major shift in world opinion among major countries in Asia and Europe and North America moving negative by double digits in Pew research surveys. The shift is gradual and negative in Germany, France, Spain and Italy, and steeply negative in Sweden, Denmark, Britain and the U.S., Japan and South Korea. The people with negative views of China in world affairs are also the people who believe China did a bad job in handling the coronavirus.  In Australia in one year alone there is a 24% increase to 81% of people who see China unfavorably, in Britain this is a 19% increase in one year to 74%. In the U.S. the shift is over 4 years by 20% to negative views for 73% viewing China unfavorably or negatively. The shift in Canada is similar to the U.S. The biggest shift is in Japan where 86% view China unfavorably and Sweden where this is 85% after China handled Swedish relations poorly. China and Huawei lack the manufacturing capabilities needed to make some of the component parts that go into 5G systems. The U.S. Commerce Department in May restricted chip makers globally who use U.S. technology from supplying semiconductors to Huawei. This means Taiwan's Taiwan Semiconductor Manufacturing Company which uses U.S. technology in manufacturing 5G component parts cannot supply Huawei.

This gives the U.S. and Japan, South Korea to catch up with initiatives of their own to match China's state subsidies model that finances its semiconductor companies and 5G companies. 

U.S. Undersecretary of State Keith Krach says "We've utilized the strengths of semiconductor equipment companies and electronic design software companies to eliminate Huawei's access to the necessary sophisticated chips to build 5G systems and their most sophisticated smartphones." Huawei he says is a security threat to the U.S.

Hawley was born in rural Oregon in 1864 went to country schools, and was president of Willamette University in Salem, when it's population was 4258. As House Ways and Means Committee chairman he wrote the failed tariffs bill Hoover signed in 1930. DJT's US Trade Representative Lighthizer in 2016 led the successful negotiations with Japan under Reagan, Scott Bessent who leads negotiations on tariffs with China with USTR Jamieson, has a deep understanding and grasp of today's financial markets. Tariffs is one of the tools in the US toolbox to get Japan, China, South Korea to even the playing field for US companies and bring back manufacturing to the US. Without it China would not budge from its unfair advantage and would not negotiate in fairness. This is proven in the way Japan in the 1980s and China today are responding to the US position preparing their economies for not relying on sudden surges in exports putting whole industries and workers in America and Europe out of work and out of jobs. DJT says- "No we are not going to accept that," the EU is catching on and adopting a similar position, China knows that.  The media is irresponsible in presenting tariffs in a negative way, irresponsible to American workers the 10 million put out of work since 2000, and to American families and the Nation.   ...

Factories, offices and retail outlets were shutdown for 2 months nearly nationwide in China. The U.S. has a social distancing lockdown not a complete quarantine of hotspots such as New York, New Jersey. Mr. Trump planned to quarantine New York but faced opposition from the governors of New York and New Jersey, including possible legal challenges. U.S. governors have acted imposing travel restrictions to their states from hotspots in other places in the country, forcing people traveling to self-isolate, stopping vehicles with out of state license plates and asking them to stay away. The U.S. cases have jumped from 100 in early March to 143,000 as of March 28, 2020, and 2514 deaths, according to John Hopkins. New estimates from president Trump and his team of experts are for the peak to be reached by April 15, and recovery gradually taking place by June 1, 2020. Based on the timeline in China shown below the time from the first set of 27 cases by December 15 to March 28 when China's factories were back to work and schools reopened across the country, is a period of 75 days. Based on this president Trump's timeline of June 1 for recovery has some foundation. China quarantined strictly compared to the U.S. yet in the early days it had no warning which the U.S. had in particular from Italy. The Trump administration by extending social distancing and lockdown restrictions till April 30 without a strict quarantine of the East coast areas yet with states outside imposing their own restrictions for outsiders, is doing what other countries such as China, South Korea, have to control this epidemic. The first coronavirus case was reported on November 17, 2019 according to the South China Morning Post, By December 15, the number of cases had reached 15. On December 27 on a single day 180 cases were recorded and the Head of the Respiratory Department at Hubei Provincial Hospital reported this to health authorites in China, according to the South China Morning Post, based on data collected in China.   ...

The mistakes  and the right action done in Italy that the world can learn from as Italy tackles the coronavirus. The coronavirus is a dangerous pandemic yet there is one part of it that can be used to take the right action. The timeline of countries affected early in January and February and early March with information from these countries on what worked very effectively and what did not work with bad results is available. The mistakes were made in Bergamo, a town in Lombardy region of northern Italy with the highest number of infections and deaths in Italy. Bergamo had limited testing, no rigorous attitude for quarantining those who had come in contact with people testing positive, and lack of contact tracing. In Vo another town in northern Italy the situation is a complete contrast with resort to mass testing and isolation of clusters which has reduced infections to zero and made it a safe place. Vo is a small rural town 85 miles east of Bergamo in the Veneto region. This was the method used in South Korea, China, Taiwan and other Asian countries that have overcome the virus. Bergamo is an example of what failed in Italy with the worst number of fatalities. The health crisis worldwide has shown this  method of first general quarantine to buy time to build capabilities for testing  and preventing things spiralling out of control,  then mass testing, contact tracing and isolating the people who test positive, and repeating this process again and again till infections are way down,  is the only way to control this crisis. In the early days massive quarantine or stay at home strictly enforced is the best solution till production of tests accelerates to permit mass testing and isolating the clusters of infections. This mass quarantine buys time for accelerated production of tests and building up the capabilities of labs to process these tests, including use of a central national lab centre with national data on computers for microbiologists to monitor the entire country. This was done in South Korea reports in WSJ show. This is vital for everyone involved in the effort to control the virus to understand based on the experience of  countries that have successfully overcome coronavirus. It is the experience in South Korea and Italy that the U.S. White House response coordinator Dr. Brx is looking at and learning from as she and the White House team in the U.S., governors of all 51 states, health officials including CDC, are looking at as they execute their action plan in phases.  ...

In this report WSJ looks at US Treasury Secretary's warning to China about its role in the free world and its position in the international trading system and the obligations to human values that come with it. Janet Yellen is so well known as head of the Federal Reserve and as US Treasury Secretary that it is easy to forget her experience at Yale studying under James Tobin who supported meeting social goals, whom she calls a life long mentor. Tobin set the foundations for economic policy in the Kennedy administration in the early post war period, after working in the Franklin Roosevelt administration during the war. Social goals, business paying its fair share of taxes, building infrastructure, were all a part of the FDR and Kennedy-Johnson administration.  It is also easy to forget that Yellen set the foundations for economic policy under Clinton and then under Obama administration the period when social goals were not met, infrastructure was neglected, globalization meant shipping jobs and factories overseas to China, and lack of financial oversight over banks that led to the 2009 financial crisis. The contradiction made Yellen realize only late during the Obama administration how much of a diversion she had taken from the social goals of the FDR-Truman-Kennedy post war period.  As one of the architects of the economic policy underpinning the emergence of China's role as the factory of the world, that destroyed many working class communities in the US, Yellen is in the economic role that Merkel shares in world of political economy with her integration of the German economy with that of China. Today as she calls for a retreat to the values shared by her mentor James T, Tobin and of FDR and Truman as they responded to the Berlin Crisis in the aftermath of 1945, and the Korean War with large scale invasion of South Korea and the kind of refugee crisis that we see today in Ukraine, there is much room for reflection. Reflection on what was lost in the intervening years of the Bush-Clinton and Obama years that led to the situation that the free world faces with totalitarianism today.   ...

For the first time there are more women than men in master's degrees programs in China. Women in China are now increasingly better educated and prefer to be independent, not dependent on their spouses as in the previous generation. A typical Chinese household has 3.1 people in 2015 compared to 4.43 people in 1982, according to the China National Bureau of Statistics. Fewer children, more people living alone, women living independently, and seniors living alone are some of the reasons.

At a joint seminar, the central banks of China and S. Korea express their strong opposition to the U.S. Federal Reserve's QE III program. Bank of Korea Governor Kim Choong-soo said: "The rise in global liquidity could lead to rapid capital inflows into emerging markets including South Korea and China and push up global raw material prices. Therefore Korea and China need to make concerted efforts to minimize the negative spillover effect arising from monetary policies of advanced nations." For China this makes its own policy decisions harder. Chen Yulu, adviser to the central bank People's Bank of China says about inflation and bubble fears: "on the one hand China needs to stabilize growth, but on the other hand China is very worried about a property price rebound." Slowing growth makes the capital inflows smaller but the concerns persist for the longer term effects of the U.S. Fed's QE programs.
